This course conclusion paper has as its theme the critical analysis of the Educational Policy Continued Progression. At this juncture when much is produced on specific themes of interest in continued progression in the reflection on the consequences of implementing this policy in organizing the work of teachers an their autonomy, seeking to contribute to public policy debates.The problematization that will undertake this work wonders if the policy continued progression is, in fact, a government strategy to remove the teacher control over their work and contribute to the process of alienation and loss of autonomy of a schoolteacher. This policy was implemented in the State of São Paulo, during the administration of Mario Covas of the Brazilian Social Democratic Party, PSDB, from 1995 to 2001, managing secretary Theresa Roserley Neubauer da Silva

Ser professor no século XXI: notas para uma discussão política

Among living beings, the human species is distinguished by the need to produce material and intentionally its existence through labor, an important part of a process of humanization. However, in the current historical conditions, the work does not meet the vital needs of the vast majority, as they do not owned what they produce, they do not realize as humans beings in work activity, they dehumanize themselves. Since, even in such conditions, continue to work everyday, we ask ourselves how they support the condition in which they live. As the decision of the historical men are defined by the education process they experienced, we question whether the schooling that take places in capitalist public school has the purpose of developing an instruction in the working class graduating to be exploited at work throughout life, consenting to be bound of the relationships use of themselves by others, multiple determinate, while they are adapted to a life without the products work. Our hypothesis is that to make this education project, the public school needed to assimilate the scientific management, developed by Frederyck Taylor, in the pedagogical organization. We based on dialectical and historical materialism, which we established the public school environment as reproducing the class struggle, highlighting the teacher work. The research was conducted in a Bauru’s public school, where teachers answered questionnaires that were used to analyze the formulated hypothesis

Estratégias municipais para oferta da educação básica: análise de parcerias público-privado no município de Itirapina

Este Trabalho de Conclusão de Curso refere-se ao estudo de um caso e está inserido ao âmbito do Grupo de Estudos e Pesquisa em Política Educacional (Greppe) que, realiza estudos e pesquisas referentes ao projeto “Estratégias Municipais para a Oferta da Educação Básica: análise de parcerias público-privado no Estado de São Paulo”. O período da pesquisa é de 1997-2006, período de vigência do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (Fundef). O objetivo é estudar e analisar as estratégias utilizadas pelo município de Itirapina para a oferta da Educação Básica, especificamente na etapa da Educação Infantil, ou seja, estudar e analisar as parcerias (acordos) lá existentes, sua natureza e modalidade. Quais os fatores que levaram a Prefeitura de Itirapina a firmar convênio para oferta de vagas em instituições privadas filantrópicas (creches) e qual a normalização para estes convênios. Sabe-se que estas instituições já atendem as matrículas das creches e pré-escolas há muitos anos, antes mesmo do convênio formal que se iniciou em 2000. Estudar as implicações que as políticas públicas educacionais trouxeram para a oferta da primeira etapa da Educação Básica no período analisado, como a vinculação de recursos financeiros destinados a Educação e sua distribuição pelo Fundef é imprescindível na compreensão do quadro em que se encontra a Educação Infantil no município, principalmente a primeira etapa que atende às crianças na faixa etária de 0 a 3 anos em creches (conveniadas). A perspectiva de melhorias apontada pelo Fundo de Manutenção e Desenvolvimento da Educação Básica e Valorização dos Profissionais da Educação (Fundeb), que, distribuirá recursos financeiros para esta etapa da educação, já tão penalizada ao longo da história, traz a certeza de mudanças, porém, ainda... Financiamento e convênios na educação infantil: uma análise a partir de periódicos nacionais

This study is bound to the “Research and Studies in Educational Policies”, GREPPE (interinstitutional group) – Rio Claro Section, more accurately to the Research Project entitled Evaluating the scientific production about financing and agreements in childhood education, coordinate by Prof. Dr. Regiane Helena Bertagna, that has as main objective to survey of scientific production at the national level related to the theme of financing and agreements in childhood education in the period from 2000 to 2010. This research has as objective to analyze the financing of childhood education examinee issues of educational policies related to this aspect in this stage of the basic education in national journals. It is intended to ascertain the discussion held in the articles about childhood education financing highlighting the strategies used by the government to offer treatment to the childhood education by means of agreements, or even, by means of public-private partnerships. For the development of this research will be conducted a survey and data analysis from journals of the “Coordination of Improvement of Senior Staff” (CAPES) classified as A2 in the evaluation of 2008. The research will make a cutting between the years from 2000 to 2010; will be analyzed only the national journals online available and that adress the thematic studied

A oferta de vagas em escolas de educação infantil nos municípios de até 10000 habitantes do estado de São Paulo

Este estudo está vinculado ao Grupo de Estudos e Pesquisas em Política Educacional, GREPPE (grupo interinstitucional) – Seção Rio Claro, mais precisamente ao Projeto de Pesquisa intitulado “A oferta educacional na educação infantil: arranjos institucionais entre o público e o privado”, coordenado pela Profª Drª Raquel Fontes Borghi que trata sobre a oferta de vagas das escolas de Educação Infantil no estado de São Paulo. O presente estudo pretende analisar as relações entre o público e o privado, buscando perceber se o repasse de subsídios às instituições conveniadas (com ou sem fins lucrativos) pelas prefeituras municipais representa uma política pública educacional efetiva para a oferta de vagas na Educação Infantil. Para o estudo serão analisados os municípios denominados “muito pequenos”, com população máxima de até 10 mil habitantes. A pesquisa será qualitativa, bibliográfica e documental, realizada através de entrevista previamente estruturada em forma de questionário, anexo ao final deste relatório, por meio de telefonemas e e-mails e referendado por outros estudos já concluídos no GREPPE. Após a coleta de dados, os mesmos serão analisados através de bases teóricas relacionadas ao assunto e convertidos no relatório de pesquisa para o Trabalho de Conclusão de Curso

A política educacional do PT na Prefeitura Municipal de São Paulo (1989-1992): formulação e institucionalização

It was investigated how the conceptions of PT for the educational area defended in national meetings of the party have configured as policies in the City Hall of São Paulo during 1989-1992. It was made an analysis of official documents and measures adopted by the Municipal Education Secretariat. Then, it could be concluded that the priorities of implementation of the PT proposal entitled popular public school were based on four categories: Democratization of Management; New Quality of Teaching; Movement of Adult and Youth Literacy (MOVA) and Democratization Access.

Educação e Hegemonia: A Formação de Intelectuais na Itália dos Anos 20, a Organização da Industrialização em São Paulo e a Construção da Hegemonia Burguesa no Brasil

The formation of intellectuals, in Gramscian terms (GRAMSCI, 2000), was addressed throughout our academic career, for example, Villela (2003; 2008; 2009; 2010-2012; 2011; 2012; 2014). This article aims to resume some relationships between education of intellectuals in Italy for years 1920, the organization of industrialization in São Paulo and the construction of bourgeois hegemony in Brazil. In this paper I review my dissertation, Villela (2003), whose aim was to understand the rationalization of work processes in architectural offices. This dissertation possible to trace, among other things, another story of the relationship between architecture and state in Brazil from industrialization in São Paulo. Based on the notion of intellectuals Gramsci, we discuss the extended state design and envision a particular kind of state, which in our case is the State industrialist. And relate interested in public policy of that State for industrialization industries office designed by Rino Levi Architects Associate SC Ltda. (ERLAA) that has developed over the decades its activities from 1920 to 1990, many projects in the city of São Paulo. The relationship proposed here is unprecedented. Grounded in this relationship, put in another scene about the formation of intellectuals and hegemony, a Gramscian point of view.
