This report outlines the background to, and presents the results from the Crime Victim Compensation and Support Authority funded project "Social Workers' understanding of men as victims of crime". The project aimed at describing and analyzing how social workers understand and work with male victims of violence. More precisely, the research has focused on how social workers describe men's vulnerability and how they understand men's needs for assistance, what assistance that is provided and the way the constellations of perpetrators and victims of different gender and contexts in which the violence occurs in affect the understanding of male victims of violence. The study has also been devoted to the question of whether the Support Centers for young crime victims in Sweden provide different types of and different amount of help to young men and women afflicted of violence. The project was conducted in three substudies. The results from substudy 1 show that more young men than women seek support from the Support centers studied. Men predominate in number of cases and in the different categories of crime. The results also show that young men on average receive less assistance over a shorter average duration than young women. This applies irrespective of the category of offense that the vulnerability applies to. Furthermore, the young men, compared to the women, proportionally receive fewer interventions characterized as support and a greater proportion of interventions in the form of information. The results also show that the young men are referred on for further action to a lesser extent than is the case for women. The results from substudy 2 show that social workers tend to focus on whether, and to what extent, young men who are victims of violence themselves have behaved provocatively before the violence incident and if they have put themselves in a social situation that could be interpreted as having contributed to an escalation of the violence they have been subjected to. The results from substudy 2 also show that social workers talk about the men as active in the violent situations they have been involved in and dwell on the extent to which the young men's own actions have contributed to the violence. The results also show that young men who are victims of violence are described as "reluctant" victims who are trying to cope with their situation on their own without the involvement of professional or other helper. The young men are also described as reluctant to talk about their feelings. The results of substudy 3 show that social workers believe that young men, when they become victims of violence, risks losing their sense of autonomy, initiative and decisiveness, that is, attributes that are often linked to the dominating cultural image of masculinity. Furthermore, the results show that social workers estimate that men's practicing of their masculinity, but also the response that men who are traumatized get from society, creates difficulties for them to get help. The results from substudy 3 also shows that attributes and actions that can be connected to the masculinity of young men's, as well as a lack of such attributes and actions are considered to be adequate explanations for the violence the men has suffered. When it comes to violence in public places it is the masculinity that explains the violence and its escalation. When it comes to domestic violence it is the lack of expected male attributes and actions that are used as explanations for the violence that have occurred. The discussion is devoted to the question of how the results should be understood based on the concepts of self-performance, interpretation, negotiation and categorizations, and the consequences the results obtained should have for gender sensitive social work given to abused men.

Who is the economic criminal? A comparison between countries and types of crime In white collar crime research two particularly competing definitions (Sutherland versus the Revisionists) have dominated the field during the last two decades. Sutherland’s definition states that the sociodemographic profile is homogeneous (entrepreneur with high education and high or regular income), despite type of white collar crime or context. The definition given by the Revisionists states that white collar criminals’ demographic profile is heterogeneous (everyone can be convicted for white collar crime). As a consequence of this divided definitional approach we have a contradictive outcome of who the white collar criminal is. Our purpose is to investigate the qualification of the two definitions by analyzing heterogeneity/ homogeneity based on crime type and national context. The investigation is based on seven countries from the EES 2004 (European Social Survey). We use four types of crime. The results show a rather homogeneous demographic profile but there is also a certain substantial heterogeneity depending on kinds of crime and context. The results altogether indicate that the Revisionists’ definition is more correct in its description of the white collar criminal than Sutherland’s definition. The demographic profile of the white collar criminal seems to be more complex than a profile confined to just one social category would be and the contextual factor has an impact on the variety of the demographic profile. An important task for future research is to hold the door open for further demographic investigations depending on the type of crime and country that the study is based on.

Forgiveness, reconciliation and implacability in narratives of survivors after the war in Bosnia and Herzegovina In this article I analyze verbally portrayed experiences of 27 survivors from the 1990s’ war in Bosnia and Herzegovina. One aim of the article is to analyze markers for reconciliation and implacability, the second is to describe the terms for reconciliation which are actualized in those stories. The interactive dynamics, which occurred during the war, make the post-war reconciliation wartime associated. Narratives about reconciliation, implacability and terms for reconciliation, are not only formed in relation to the war as a whole but also in relation to one’s own and others’ wartime actions. The narratives about reconciliation become an arena in which we and them are played against each other in different ways – not least by rejecting the others’ acts during the war. In the interviewees stories implacability is predominant but reconciliation is presented as a possibility if certain conditions are met. These conditions are, for instance, justice for war victims, perpetrators’ recognition of crime and perpetrators’ emotional commitment (for example the display of remorse and shame).

At many institutions, program review is an underproductive exercise. Review of existing programs is often a check-the-box formality, with inconsistent criteria and little connection to institutional priorities or funding considerations. Decisions about where to concentrate resources across the portfolio can be highly politicized. This report profiles how academic planning exemplars use program review as a strategic tool, integrating data on academic quality, student demand, and resource utilization to improve the economics of challenged programs and prioritize programs for investment and expansion.

Este estudo descritivo-explicativo teve como finalidade demonstrar as principais dificuldades enfrentadas pelo atual Sistema Brasileiro de Segurança Pública, em conseqüência, pelos órgãos de segurança pública, para diminuir os índices de criminalidade e violência praticados no país. Para isso, enfoca o Exército Brasileiro como possível subsistema do sistema de segurança pública, abordando aspectos da estrutura funcional e operacional da Força Terrestre que poderiam ser empregados, em apoio aos órgãos policiais, no combate à criminal idade. Conclui apresentando possíveis setores em que o Exército Brasileiro poderia atuar na área da segurança pública, sem prejudicar suas missões constitucionais.

O texto faz uma análise da teoria e da retórica de Douglass North. Após discutirmos as propostas em três de seus principais livros - 1973, 1981 e 1990 - testamos a hipótese que motivou o estudo. Ao fazer uma análise retórica de North, procuramos mostrar como o autor construiu um aparato institucional deliberadamente - talvez até de forma questionável - complementar à teoria neoclássica. Após uma breve discussão acerca da originalidade do que propõe, concluímos o trabalho com um destaque para a importância retórica no sucesso de suas idéias entre os economistas.

This study evaluates the social impacts of the project PRODETUR in Porto Seguro and Bahia. Among the analyzed channels, we have focused on the impact on variables related to sewering (access to piped water, sewer and garbage collection), besides some socio-economic ones (occupation, contribution to social security, income and poverty). In addition, we analyzed the impact on the distribution of costs and benefits between the immigrant and native population. Using the methodology of differences-in-differences to compare areas affected and non–affected by the program, we measured the “true” impact of the program using the 1991 and 2000 Census. The results suggest a relative advance in Porto Seguro in what concerns employment, formality, income and poverty reduction, with this benefits being uniformly distributed between immigrant and native population. On the other hand, we have observed a relative worsening in the sanitary situation, what will lead to future problems whose cost will be beard mainly by the natives, among which we observe a relative worse access to water, sewer and garbage collection. Therefore, we conclude that, in order to provide tourism in a sustainable way, the municipality of Porto Seguro requires a better preservation of its natural capital.

As discussões sobre o uso de indicadores aplicado à formulação de políticas públicas ganham força no cenário nacional. O governo federal e o estadual, a partir de suas iniciativas, vêm induzindo os gestores municipais a elaborarem diagnósticos e pensarem de forma planejada sobre a realidade que desejam interferir. Neste sentido, se evidencia a importância do uso de informações para potencializar os efeitos em todo o ciclo de políticas públicas: diagnóstico, formulação, implementação e avaliação. Entre os desafios que englobam o tema está pensar instrumentos apropriados para apoiar os gestores de pequenos Municípios a fazer diagnósticos baseados no conhecimento estruturado da realidade. O presente trabalho tem a finalidade de contribuir para esta discussão por meio de recomendações que visam o aperfeiçoamento de um dos instrumentos existentes e já utilizados para este fim: a publicação “Construindo o diagnóstico municipal: uma metodologia”. Esta publicação foi elaborada em 2008 pelo Centro de Estudos e Pesquisas de Administração Municipal (CEPAM) e Instituto de Economia da Universidade de Campinas com o intuito de fornecer aos recém-empossados prefeitos, condições de obter as informações básicas necessárias para elaboração de planejamento municipal. Passados quatro anos do lançamento da publicação, a equipe do CEPAM pretende elaborar uma segunda versão do documento direcionada aos Municípios de menor porte, o que justifica a proposta desse trabalho em sugerir adequações para seu aperfeiçoamento. Para chegar a tal objetivo, a equipe de mestrandos envolvida com o trabalho lançou mão de três instrumentos de pesquisa: investigação crítica da publicação CEPAM, entrevistas com prefeitos de pequenos municípios e entrevistas qualitativas com especialistas de instituições produtoras e disseminadoras de dados. Ao todo foram realizadas entrevistas com 22 prefeitos, 9 especialistas em diagnósticos aplicados a políticas públicas e analisados cerca de 250 indicadores de abrangência multidimensional. Os resultados das mais de trinta entrevistas realizadas apontaram para uma série de especificidades que dificultam o uso de diagnósticos por administrações municipais menores. A partir do conteúdo dos entraves e constatações levantados mapearam-se os temas considerados prioritários, que foram classificados em quatro áreas de intervenção e quatorze recomendações para subsidiar o CEPAM na atualização da publicação a ser direcionada aos Municípios abaixo de 50 mil habitantes.

This thesis is comprised of three chapters. The first article studies the determinants of the labor force participation of elderly American males and investigates the factors that may account for the changes in retirement between 1950 and 2000. We develop a life-cycle general equilibrium model with endogenous retirement that embeds Social Security legislation and Medicare. Individuals are ex ante heterogeneous with respect to their preferences for leisure and face uncertainty about labor productivity, health status and out-of-pocket medical expenses. The model is calibrated to the U.S. economy in 2000 and is able to reproduce very closely the retirement behavior of the American population. It reproduces the peaks in the distribution of Social Security applications at ages 62 and 65 and the observed facts that low earners and unhealthy individuals retire earlier. It also matches very closely the increase in retirement from 1950 to 2000. Changes in Social Security policy - which became much more generous - and the introduction of Medicare account for most of the expansion of retirement. In contrast, the isolated impact of the increase in longevity was a delaying of retirement. In the second article, I develop an overlapping generations model of criminal behavior, which extends prior research on crime by taking into account individuals' labor supply decisions and the stigma effect that affects convicted offenders, lowering their likelihood of employment. I use the model to guide a quantitative assessment of the determinants of crime and of a counterfactual experiment in which an income redistribution policy is thought as an alternative to greater law enforcement. The model economy considered in this paper is populated by heterogeneous agents who live for a realistic number of periods, have preferences over consumption and leisure, and differ in terms of their age, their skills as well as their employment shocks. In addition, savings may be precautionary and allow partial insurance against the labor income shocks. Because of the lack of full insurance, this model generates an endogenous distribution of wealth across consumers, enabling us to assess the welfare implications of the redistribution policy experiment. I calibrated the model using the US data for 1980 and then use the model to investigate the changes in criminality between 1980 and 1996. The main results that come out of this study are: 1) Law enforcement policy was the most important factor behind the fall in criminality in the period, while the increase in inequality was the most important single factor promoting crime; 2) Stigmatization is not a free-cost crime control policy; 3) Income redistribution can be a powerful alternative policy to fight crime. Finally, the third article studies the impact of HIV/AIDS on per capita income and education. It explores two channels from HIV/AIDS to income that have not been sufficiently stressed by the literature: the reduction of the incentives to study due to shorter expected longevity and the reduction of productivity of experienced workers. In the model individuals live for three periods, may get infected in the second period and with some probability die of Aids before reaching the third period of their life. Parents care for the welfare of the future generations so that they will maximize lifetime utility of their dynasty. The simulations predict that the most affected countries in Sub-Saharan Africa will be in the future, on average, thirty percent poorer than they would be without AIDS. Schooling will decline in some cases by forty percent. These figures are dramatically reduced with widespread medical treatment, as it increases the survival probability and productivity of infected individuals.

Esta tese é constituída por três capítulos que se enquadram na área de Microeconomia Aplicada, sendo dois deles de Economia Política Aplicada e o outro de Economia da Educação. O primeiro capítulo investiga se a eleição de mulheres para a prefeitura impacta a inserção de outras mulheres no mercado político, reduzindo-se assim uma preferência pré-estabelecida pelos eleitores de não votar em mulheres. Para realizar o exercício, utiliza-se um experimento de Regressão em Descontinuidade onde explora-se eleições em que uma mulher perdeu ou ganhou por uma margem pequena de votos para um candidato homem, a ponto do gênero eleito ser aleatório. Os resultados mostram que a eleição de uma mulher tem impacto apenas em ambientes mais propícios a eleger mulheres (o que foi mensurado aqui pelo percentual de vereadoras eleitas) ou em locais onde os candidatos tinham maior qualidade (medido pela escolaridade). O segundo artigo estima o impacto da divulgação da qualidade escolar sobre a migração dos alunos entre escolas. A ideia é que ao tornar-se público o sinal de qualidade, escolas e alunos têm incentivos para se adaptarem conforme sua demanda por qualidade. Para isso, explora-se um desenho de Regressão em Descontinuidade Fuzzy devido a um dos critérios de divulgação do IDEB ser a escola ter no mínimo 20 alunos matriculados na série avaliada. Os resultados mostram que as escolas que tiveram IDEB divulgado tiveram maior migração de alunos e, em especial, de alunos em condições de vulnerabilidade. O terceiro artigo avalia a hipótese de exogeneidade da abertura comercial brasileira, promovida no final da década de 1980 e início da de 1990. Há uma vasta literatura que explora os efeitos da abertura comercial sobre o mercado de trabalho, desigualdade de renda, pobreza e crescimento econômico. Tais trabalhos consideram o processo de liberalização brasileiro como não correlacionado com as demandas de nenhum setor de atividade econômica específico, o que justificaria utilizar o período de abertura como um instrumento para lidar com endogeneidade nas estimações. Nós apresentamos evidência de que, embora não correlacionado com nenhum setor em especial, a abertura estava correlacionada com a distribuição de capital político dos governos nesse período, e pode ter funcionado como uma estratégica clara de fortalecimento político ou, pelo menos, teve o contexto político como um facilitador do processo.

João Pessoa, the capital city of the state of Paraíba (Northeast Brazil), is reputed throughout the country as a quiet place, although it has been acquiring, over the past years, an urban character with social implications similar to those of major metropolitan Brazilian areas. The new situation is evident by the social inequalities, with the creation of confined spaces, which segregate and cause enclosure of the inhabitants, leading to death the public space. This study correlates accessibility in spatial structure with two types of crime data, burglary and robbery, recorded in 2008 and 2009, by the Secretaria de Segurança da Paraíba (The government agency public in charge of safety), in the district of Manaíra, an upper middle class neighborhood, which has, in recent times, been considered one of the most violent areas in João Pessoa. Sought to understand connections between these events and morpho-social aspects of the built environment, where examined the spatial properties, such as accessibility of the urban net, the presence of control measures, the safety of buildings and their uses. Spatial properties were also validated by the observation of pedestrian flows at strategic points of the study area. It was concluded that the presence of intense flows helps to attract potential thieves, physical security and control offers little protection
