Este trabalho discute a importância de uma nova perspectiva em defesa dos interesses dos trabalhadores para os sindicatos no Brasil, o sindicato-cidadão. O sindicalismo no Brasil nasceu envolvido por um regime capitalista, sofrendo com isso um processo ideológico particular. Em um País em que o Estado por anos - atualmente também - manteve sob o seu controle indireto a maioria dos sindicatos, os embates mais significativos se fizeram de forma inexpressiva, causando em muitos casos a perda por parte dos trabalhadores na constante luta entre capital e trabalho. Essa perda não se reflete somente em questões financeiras, mas sim, e mais importante ainda, em perdas de desenvolvimento do trabalhador em seu nível técnico e mais preocupante em seu nível social. Procurando entender a participação das entidades sindicais na recuperação da força do trabalhador é que se propôs este trabalho, analisando os programas de qualificação do governo geridos por órgãos de caráter sindical. Foram examinados os dados do programa PLANFOR, PNQ e Caravana do Trabalho do Governo do Estado de São Paulo e também os dados disponibilizados pelo Instituto de Estudos e Pesquisas do Setor Energético IEPE, como órgão gerador dos programas de qualificação desenvolvidos e financiados pelo Estado com recursos do FAT. Esta análise visa detalhar, por meio de uma pesquisa qualitativa descritiva, as necessidades levantadas pelos programas do Governo e também dos programas de qualificação profissional aplicados pelo IEPE, além de uma entrevista em profundidade com três presidentes de entidades sindicais. A coleta de dados deu-se através de dados secundários provenientes de pesquisa documental e bibliográfica em fontes públicas. Com este levantamento buscou-se analisar se os programas atendem as reais necessidades dos indivíduos e mais, se além de qualificar tecnicamente estas pessoas, se estes programas fomentam noções de cidadania. Foi possível entender que existe divergência quanto ao real objetivo do sindicato-cidadão perante os entrevistados, tornando possivelmente vulneráveis as ações de capacitação aplicadas tanto pelo governo, quanto pelo sindicato, o que torna dificultoso alcançar o objetivo maior a que se propõe o sindicato-cidadão, de fomentar a inserção social através da qualificação.(AU)

Este estudo trata da dinâmica relacional das identidades religiosas e etno-raciais em torno de pessoas negras de igrejas metodistas da Região Metropolitana de São Paulo. Toma como referência empírica as Igrejas Metodistas em: Suzano, Itaquaquecetuba - Monte Belo - e Central em Santo André. Analisa as implicações identitárias do sujeito negro metodista e aponta contradições entre parâmetros socioculturais das identidades negras construídas ao longo da história e o modelo religioso metodista. Analisa a construção sociocultural das identidades religiosas, circunscritas às contingências materiais, econômicas e políticas da sociedade onde estão inseridos os sujeitos da pesquisa. Propõe que a identidade negra coletiva é uma mescla de associações, por um lado negativas resultantes tanto das condições socioeconômicas segregacionistas vinculadas ao racismo institucionalizado na sociedade e nos espaços religiosos, por outro, positivas, de um protagonismo cultural enriquecedor da cultura brasileira, além daquele marcado pela resistência, desenvolvido pelos movimentos negros. Demonstra o papel da instituição metodista que impõe uma padronização cultural de classe média branca e controle sobre as manifestações identitárias negras.(AU)

O presente trabalho visa estudar a eficácia adaptativa dos herdeiros de empresa familiar, segundo a teoria da adaptação de Ryad Simon. Os objetivos foram: 1. investigar a eficácia adaptativa dos herdeiros de empresa familiar; 2. descrever aspectos da dinâmica adaptativa dos herdeiros; 3. descrever aspectos da dinâmica familiar internalizada pelos herdeiros de cada família; 4. investigar as repercussões obtidas pela análise da eficácia adaptativa de cada herdeiro no contexto da empresa familiar. O método utilizado foi clínico e a técnica, a entrevista clínica preventiva. Foram entrevistados sete herdeiros de duas diferentes empresas familiar, todos os herdeiros atuam profissionalmente nelas. Os dados das entrevistas foram avaliados clinicamente por meio da Escala Diagnóstica Adaptativa Operacionalizada (EDAO), e análise dos fatores, segundo Teoria da Evolução da Adaptação, de Ryad Simon. Os resultados encontrados foram: 72% (5 herdeiros) encontraram-se classificados no grupo 4 Adaptação Ineficaz Severa, 14% (1 herdeiro) no grupo 5 Adaptação Ineficaz Grave, e 14% (1herdeiro) no grupo 3 Adaptação Ineficaz Moderada em CRISE. Na análise destes resultados verificou-se a importância central do setor Afetivo-Relacional, 100% dos herdeiros foram classificados com respostas pouquíssimo adequadas, e o que mesclou as diferentes classificações, descritas acima, foi no setor Produtividade. Frente a este diagnóstico percebemos a importância das relações com a figura paterna, presente tanto no lar como na empresa. Na análise dos herdeiros e da dinâmica das duas famílias concluímos que quando a figura paterna comporta-se de forma onipotente e insubstituível, não permite que os filhos cresçam e busquem satisfação no que produzem. Diferente de quando este pai consegue colocar limites, mas gradativamente delega responsabilidades aos filhos, demonstrando confiar neles. Esta postura facilita o encontro da satisfação na área produtiva. Neste estudo ficou evidente que a dinâmica familiar estende-se até a empresarial, desta forma em uma das famílias, cujo pai foi capaz de delegar aos filhos o poder na empresa, a dinâmica na empresa parece ser saudável, permeada por impulsos construtivos. Enquanto a outra, cujo pai mantém o poder na empresa, parece estar muito doente, predominando os impulsos destrutivos na família com repercussão, também, na empresa.

Resiliência representa o processo dinâmico envolvendo a adaptação positiva no contexto de adversidade significativa. Estudos sobre o conceito têm aumentado com o advento da Psicologia Positiva, pelos potenciais efeitos na saúde e no desempenho dos trabalhadores. Outros conceitos importantes para a saúde circunscritos no escopo da Psicologia Positiva no contexto de trabalho são os de auto-eficácia, definida como crenças das pessoas sobre suas capacidades e/ou seu exercício de controle sobre os eventos que afetam sua vida e o de suporte social no trabalho, que compreende a percepção do quanto o contexto laborativo oferece apoio aos trabalhadores. Pouca literatura existe sobre resiliência no contexto de trabalho e nenhum estudo envolvendo os três construtos foi encontrado. Por isto, esta investigação analisou o impacto da auto-eficácia e da percepção de suporte social no trabalho sobre a resiliência de trabalhadores. Participaram 243 universitários trabalhadores da região metropolitana de São Paulo, com idade média de 23 anos (DP=6,2 anos), em sua maioria do sexo feminino (69,5%), cristãos (católicos=51,5%; protestantes=18,1%), atuantes em cargos de apoio administrativo e técnico (49,1%), oriundos de organizações de diversos ramos. Foi aplicado um questionário para coletar dados sócio-demográficos dos participantes e três escalas brasileiras válidas para medir a percepção de suporte social no trabalho (Escala de Percepção de Suporte Social no Trabalho EPSST), as crenças de auto-eficácia (Escala de Auto-eficácia Geral Percebida) e nível de resiliência (Escala de Resiliência de Connor-Davidson CD-RISC-10). Foram realizadas análises estatísticas exploratórias e descritivas, análises de regressão stepwise, análises de variância (ANOVA) e teste t para descrever participantes, variáveis e testar o modelo. Os dados revelaram que os universitários trabalhadores apresentam níveis de resiliência e auto-eficácia acima da média e de suporte social no trabalho, na média. Auto-eficácia se confirmou como preditor significativo de resiliência ao contrário dos três tipos de percepção de suporte social no trabalho (informacional, emocional e instrumental). Os achados indicaram a necessidade de aprofundamento sobre o tema e foi apontada a necessidade de novos estudos que auxiliem na compreensão dos resultados desta investigação.

A presente pesquisa analisou a posição e ação política nas Assembleias de Deus do Brasil nos períodos 1930-1945 e 1978-1988. Defendemos a tese de que desde 1930 há no interior do pentecostalismo brasileiro posições e intervenções no mundo da política. Tanto no período de 1930-1945 como o de 1978-1988 nossas análises serão realizadas a partir das temporalidades discutidas por Giorgio Agamben: chronos, aiôn e kairos. No que diz respeito ao primeiro período 1930-1945, as pesquisas quase sempre vinculam o discurso escatológico do pentecostalismo a processos de alienação e não envolvimento com a política partidária. Entretanto, acredita-se que as narrativas escatológicas não foram causa de certo afastamento da esfera pública brasileira, mas sim efeito de processos de exclusão aos quais homens e mulheres de pertença pentecostal estiveram circunscritos. Doutrinas como a escatologia e a pneumatologia foram potencializadoras de processos que aqui denominamos de biopotência. Já no segundo período, de 1978-1988, a posição e a ação política que predominaram no pentecostalismo estiveram relacionadas com a biopolítica. Chamamos de capítulo intermedário ou de transição o período correspondente às datas 1946-1977. Nele descreveremos e analisaremos personalidades pentecostais de destaque no campo da política brasileira. Metodologicamente, fizemos nossa análise a partir de artigos publicados no órgão oficial de comunicação da denominação religiosa em questão, o jornal Mensageiro da Paz. Esse periódico circula desde 1930. Além dos artigos, destacamos também as autoras e os autores, todas elas e todos eles figuras de destaque no assembleianismo. Ao longo da pesquisa questionamos a ideia do apoliticismo pentecostal. Defendemos a tese de que desde 1930, que é o início de nossa pesquisa, há posição e ação política nas Assembleias de Deus. Como resultado disso, questionamos a ideia do apoliticismo pentecostal. Nossa hipótese é de que no período 1930-1945 o pentecostalismo foi um polo de biopotência. Se a biopolítica é o poder sobre a vida, a biopotência é o poder da vida. Doutrinas como a escatologia e pneumatologia contribuíram para que nos espaços marginais onde se reuniam os pentecostais fossem criados novos modelos de sociabilidade e de cooperação; eram também espaços de criação de outras narrativas e de crítica a modelos hegemônicos e excludentes. O pentecostalismo foi um movimento que promoveu a dignidade humana de sujeitos subalternos.

The management of sleep is embedded within the social context of individuals' lives. This article is based on an exploratory study using focus groups of the sleep problems encountered by 17 women survivors of domestic violence. It argues that fear becomes the organizing framework for the management of sleep and illustrates how this takes place both while living with the perpetrators of violence and after the women have been rehoused. It argues that sleep deprivation is a method used by the perpetrators to exert control over women and that this has long-term implications for women's physical and mental health. © 2007 Sage Publication.

Millions of homes previously owned by councils have been transferred to the ownership of registered social landlords. Many of these are run as private companies under the principles first set out in the Combined Code of Corporate Governance. This articled considers whether it is appropriate to apply both the principles of the Code and regulation from the Housing Corporation as forms of control over such companies, and whether extensive government regulation negates the requirement for a board comprising independent directors expected to make strategic decisions while overseeing the executive. Conflict is created when trying to run these companies with a unitary board structure adhering to Combined Code principles while considering the wider interests of the community. It is questioned whether it is inefficient to try to meet these two objectives simultaneously and whether this system produces the best results for the community, the lenders and the end users.

Purpose – Seeks to examine how far Michael Lipsky's theory of discretion as it relates to public sector professionals as “street-level bureaucrats” is still applicable in the light of public sector reform and in particular the introduction of increased managerial control over professionals. Design/methodology/approach – The main thesis in Lipsky's work, Street-Level Bureaucracy, that street-level bureaucrats devise their own rules and procedures to deal with the dilemmas of policy implementation is linked to public sector reform over the past 25 years or so. The article differentiates between three forms of discretion, rule, task and value and assesses the extent to which these different forms of discretion have been compromised by reform. Examples are drawn principally from the literature on school teachers and social workers Findings – The findings suggest that the rule-making (hence bureaucratic) capacity of professionals at street-level is much less influential than before although it is questionable whether or not the greater accountability of professionals to management and clarity of the targets and objectives of organisations delivering public policy has liberated them from the dilemmas of street-level bureaucracy. Research limitations/implications – The work has focussed on the UK and in particular on two professions. However, it may be applied to any country which has undergone public sector reform and in particular where “new public management” processes and procedures have been implemented. There is scope for in-depth studies of a range of occupations, professional and otherwise in the UK and elsewhere. Practical implications – Policy makers and managers should consider how far the positive aspects of facilitating discretion in the workplace by reducing the need for “rule-making” to cope with dilemmas have been outweighed by increased levels of bureaucracy and the “de-skilling” of professionals. Originality/value – Lipsky's much cited and influential work is evaluated in the light of public sector reform some 25 years since it was published. The three forms of discretion identified offer the scope for their systematic application to the workplace.

People and their performance are key to an organization's effectiveness. This review describes an evidence-based framework of the links between some key organizational influences and staff performance, health and well-being. This preliminary framework integrates management and psychological approaches, with the aim of assisting future explanation, prediction and organizational change. Health care is taken as the focus of this review, as there are concerns internationally about health care effectiveness. The framework considers empirical evidence for links between the following organizational levels: 1. Context (organizational culture and inter-group relations; resources, including staffing; physical environment) 2. People management (HRM practices and strategies; job design, workload and teamwork; employee involvement and control over work; leadership and support) 3. Psychological consequences for employees (health and stress; satisfaction and commitment; knowledge, skills and motivation) 4. Employee behaviour (absenteeism and turnover; task and contextual performance; errors and near misses) 5. Organizational performance; patient care. This review contributes to an evidence base for policies and practices of people management and performance management. Its usefulness will depend on future empirical research, using appropriate research designs, sufficient study power and measures that are reliable and valid.

This thesis examines the external activities of the European Union conducted in the wider Europe against the backdrop of eastern enlargement. It focuses on the technical aspects of EU diplomacy, using qualitative research methodology to study the programmes and initiatives launched since the year 2000 in the countries lying along the Union’s new border to the east. Drawing on evidence from Ukraine, it hypothesises that the EU is an agent of transformation in the eastern neighbourhood and that this transformation has important implications for the regional order in the post-Soviet space. The thesis constitutes an investigation into the transformational activities engaged by the EU in Ukraine conducted with an eye to their strategic implications. It documents and analyses three instances of EU intervention in Ukraine’s internal processes that relate to management of cross-border traffic in the Ukrainian-Russian borderland, restructuring of the country’s energy sector, and conduct of its contentious presidential election in 2004. It is argued that while these interventions have explicitly sought to advance the Union’s security with respect to certain twenty-first century transnational threats, they have at the same time served to confer important strategic advantages on the EU that include giving the bloc greater knowledge and control over developments in Ukraine and that contribute to the dismantling of infrastructural, institutional and other ties between Kiev and the other Soviet successor states, notably Russia. The effect of the European Union’s actions in the region, whether intended or not, has thus been to undermine any competing regional initiatives that cut across its own functions, and thereby to assert itself as the primary integration project in Europe. By showing how technical interventions in the politics, economics and administration of Ukraine can yield important geopolitical dividends, this thesis demonstrates that, in the context of EU external relations, high and low politics are interlinked.

The development of an all-optical communications infrastructure requires appropriate optical switching devices and supporting hardware. This thesis presents several novel fibre lasers which are useful pulse sources for high speed optical data processing and communications. They share several attributes in common: flexibility, stability and low-jitter output. They all produce short (picosecond) and are suitable as sources for soliton systems. The lasers are all-fibre systems using erbium-doped fibre for gain, and are actively-modelocked using a dual-wavelength nonlinear optical loop mirror (NOLM) as a modulator. Control over the operating wavelength and intra-cavity dispersion is obtained using a chirped in-fibre Bragg grating.Systems operating both at 76MHz and gigahertz frequencies are presented, the latter using a semiconductor laser amplifier to enhance nonlinear action in the loop mirror. A novel dual-wavelength system in which two linear cavities share a common modulator is presented with results which show that the jitter between the two wavelengths is low enough for use in switching experiments with data rates of up to 130Gbit/s.

Purpose: Surfactant proteins A, B, C and D complex with (phospho)lipids to produce surfactants which provide low interfacial tensions. It is likely that similar complexation occurs in the tear film and contributes to its low surface tension. Synthetic protein-phospholipid complexes, with styrene maleic anhydrides (SMAs) as the protein analogue, have been shown to have similarly low surface tensions. This study investigates the potential of modified SMAs and/or SMA-phospholipid complexes, which form under physiological conditions, to supplement natural tear film surfactants. Method: SMAs were modified to provide structural variants which can form complexes under varying conditions. Infrared spectroscopy and Nuclear Magnetic Resonance were used to confirm SMA structure. Interfacial behaviour of the SMA and SMA-phospholipid complexes was studied using Langmuir trough, du Nûoy ring and pulsating bubblemethods. Factors which affect SMA-phospholipid complex formation, such as temperature and pH, were also investigated. Results: Structural manipulation of SMAs allows control over complex formation, including under physiological conditions (e.g. partial SMAesterfication allowed complexation with dimyristoylphosphatidylcholine, at pH7). The low surface tensions of the SMAs (42mN/m for static (du Nûoy ring) and 34mN/m for dynamic (Langmuir) techniques) demonstrate their surface activity at the air-aqueous interface. SMA-phospholipid complexes provide even lower surface tensions (~2 mN/m), approaching that of lung surfactant, as measured by the pulsating bubblemethod. Conclusions: Design of the molecular architecture of SMAs allows control over their surfactant properties. These SMAs could be used as novel tear films supplements, either alone to complex with native tear film phospholipids or delivered as synthetic protein-phospholipid complexes.

The chemical functionality within porous architectures dictates their performance as heterogeneous catalysts; however, synthetic routes to control the spatial distribution of individual functions within porous solids are limited. Here we report the fabrication of spatially orthogonal bifunctional porous catalysts, through the stepwise template removal and chemical functionalization of an interconnected silica framework. Selective removal of polystyrene nanosphere templates from a lyotropic liquid crystal-templated silica sol–gel matrix, followed by extraction of the liquid crystal template, affords a hierarchical macroporous–mesoporous architecture. Decoupling of the individual template extractions allows independent functionalization of macropore and mesopore networks on the basis of chemical and/or size specificity. Spatial compartmentalization of, and directed molecular transport between, chemical functionalities affords control over the reaction sequence in catalytic cascades; herein illustrated by the Pd/Pt-catalysed oxidation of cinnamyl alcohol to cinnamic acid. We anticipate that our methodology will prompt further design of multifunctional materials comprising spatially compartmentalized functions.

This thesis examines the phenomenon of strategy. Making as practised by small professional football clubs. The study was undertaken because football clubs were perceived to have problems with strategy-making and because it was believed that the specific circumstances of football clubs could be outside the range of views covered by conventional views of strategy-making. The characteristics of the club environment are its uncertainty and unpredictability, simultaneous competition and co--operation, strong regulations, and a not-for-profit orientation. Small clubs in particular face a constant struggle for financial viability and survival, due in part to split business and playing objectives. The study was designed to establish the extent and nature of the difficulties clubs experience with a view to preparing the way for creating practical guidance on ways to overcome them. Clearly, in order to survive in the long term, small professional football clubs require very effective strategic decisions. This study has addressed this issue by inquiring into the nature of strategy making for these organisations with the objective to establish the general direction in which the football clubs in question should be moving. As a result, the main research question to guide this investigation was determined as: Why do small professional football clubs have difficulties making strategies. The investigation was based on an analysis the concept of strategy and its elements, the strategic vision and objectives, the process by which strategic action comes about, the strategic action itself, and the context within which this action occurs. Data has been collected, analysed and interpreted in relation to each of these elements. Together with a wide variety of published material, 20 small football clubs have been sampled and personal interviews were conducted with board members of those clubs. The findings indicate that small football clubs do indeed experience considerable difficulties in making strategies, the reasons for which lie both in the characteristics of their competitive environment and their approaches to strategy-making. The competitive environment is characterised by a cartel-like structure with a high degree of regulation, high levels of uncertainty, little control over the core product or the production process, short-term business cycles and a close geographical link between a club with its local market. The management of clubs is characterised by the need to balance conflicting sporting and business objectives. Formal planning techniques are of little use in the small football club context as decision-making processes have a strong political character and the development of novel strategies is hindered by a strong conservative, industry paradigm and a lack of financial and managerial resources. It is concluded that there is no simple advice to be given to clubs, as they must re-examine the relationship between their playing and business objectives to create a unified and workable approach.

This thesis looks at two issues. Firstly, statistical work was undertaken examining profit margins, labour productivity and total factor productivity in telecommunications in ten member states of the EU over a 21-year period (not all member states of the EU could be included due to data inadequacy). Also, three non-members, namely Switzerland, Japan and US, were included for comparison. This research was to provide an understanding of how telecoms in the European Union (EU) have developed. There are two propositions in this part of the thesis: (i) privatisation and market liberalisation improve performance; (ii) countries that liberalised their telecoms sectors first show a better productivity growth than countries that liberalised later. In sum, a mixed picture is revealed. Some countries performed better than others over time, but there is no apparent relationship between productivity performance and the two propositions. Some of the results from this part of the thesis were published in Dabler et al. (2002). Secondly, the remainder of the tests the proposition that the telecoms directives of the European Commission created harmonised regulatory systems in the member states of the EU. By undertaking explanatory research, this thesis not only seeks to establish whether harmonisation has been achieved, but also tries to find an explanation as to why this is so. To accomplish this, as a first stage to questionnaire survey was administered to the fifteen telecoms regulators in the EU. The purpose of the survey was to provide knowledge of methods, rationales and approaches adopted by the regulatory offices across the EU. This allowed for the decision as to whether harmonisation in telecoms regulation has been achieved. Stemming from the results of the questionnaire analysis, follow-up case studies with four telecoms regulators were undertaken, in a second stage of this research. The objective of these case studies was to take into account the country-specific circumstances of telecoms regulation in the EU. To undertake the case studies, several sources of evidence were combined. More specifically, the annual Implementation Reports of the European Commission were reviewed, alongside the findings from the questionnaire. Then, interviews with senior members of staff in the four regulatory authorities were conducted. Finally, the evidence from the questionnaire survey and from the case studies was corroborated to provide an explanation as to why telecoms regulation in the EU has reached or has not reached a state of harmonisation. In addition to testing whether harmonisation has been achieved and why, this research has found evidence of different approaches to control over telecoms regulators and to market intervention administered by telecoms regulators within the EU. Regarding regulatory control, it was found that some member states have adopted mainly a proceduralist model, some have implemented more of a substantive model, and others have adopted a mix between both. Some findings from the second stage of the research were published in Dabler and Parker (2004). Similarly, regarding market intervention by regulatory authorities, different member states treat market intervention differently, namely according to market-driven or non-market-driven models, or a mix between both approaches.
