Los países centroamericanos, con excepción de Guatemala, cuentan actualmente con una ley y una autoridad de competencia. Las primeras leyes promulgadas, poco conocidas y escasamente discutidas, reflejaban las dificultades que los gobiernos encontraron para alcanzar los consensos necesarios para su aprobación. Algunas limitaciones de las leyes de competencia iniciales, que afectan también la capacidad de las agencias de competencia, han conducido a la revisión del marco legal y de la coherencia entre las políticas públicas, sin la cual se limita la efectividad de la aplicación de las leyes. Al mismo tiempo, la exigencia del Acuerdo de Asociación de Centroamérica con la Unión Europea, en el sentido de que todos los países deben contar con una política de competencia eficaz, también ha conducido a reformas legales. En este documento se exploran las transformaciones de las políticas de competencia en los países con ley de competencia en Centroamérica y se ponderan los avances alcanzados y sus persistentes limitaciones. También se aborda de manera especial el caso de Guatemala y los principales retos que enfrenta ese país en esta materia, considerando que es la única nación centroamericana que aún no cuenta con una ley ni una agencia de competencia.

Este estudo analisa os resultados da mudança na estrutura de regulação do serviço público de energia elétrica, implementada, no âmbito da Reforma do Estado, no final dos anos 1990. Foi comparada a qualidade do serviço de distribuição no fornecimento de energia elétrica de duas empresas que atuam no Norte do Brasil, uma pública, outra privada. A última, ao ser penalizada pela agência reguladora, recorreu, sistematicamente, à judicialização dos processos punitivos. Essa estratégia não foi observada na atuação da empresa pública. Tal possibilidade institucional decorre de as agências serem dependentes do Judiciário que opera sob lógica estruturalmente diferente da lógica gerencial. Concluiu-se que a judicialização enseja comportamentos baseados na procrastinação no âmbito do arcabouço regulatório dos serviços públicos, bloqueando a estratégia pública de regulação.

OBJETIVO: Apresentar o desvelamento crítico do Itinerário de Pesquisa Freireano na atenção à pessoa estomizada. MÉTODOS: Estudo qualitativo em saúde articulado com o referencial metodológico de Freire, que compreende a obtenção e análise dos dados nos círculos dialógicos, constituído por três momentos dialéticos, interdisciplinarmente entrelaçados: investigação temática, codificação e descodificação e desvelamento crítico. Ocorreu no período de abril de 2009 e fevereiro de 2010, com número irregular de participantes, no auditório da Unidade de Referência Especializada Presidente Vargas, no Município de Belém/PA. RESULTADOS: A deficiente qualificação dos profissionais de saúde foi um dos temas geradores mais relevantes, sendo desvelada a necessidade de implantação de um Programa de Educação Permanente na Atenção à pessoa estomizada. CONCLUSÃO: O desvelamento proposto constituiu uma vivência para que essas pessoas estomizadas habilitem-se a "ler o mundo" e, assim, conheçam e caminhem rumo à transformação de sua realidade.

O artigo discute a influência do movimento social rural sobre as mudanças na política de apoio ao pequeno produtor rural e para a criação de parcerias entre o Governo e as Organizações Locais para o desenvolvimento local na Amazônia, em particular no estado do Pará. O objetivo do artigo é examinar a parceria como um resultado de um processo interativo entre as mudanças nas políticas públicas e as demandas dos movimentos sociais. O artigo mostra que embora os movimentos sociais façam parte de uma relação conflituosa entre o Estado e a sociedade civil, tais movimentos no estado do Pará foram uma pré-condição para mudanças na política pública, estrutura de financiamento e prioridades das agencias regionais que resultaram em proposições para cooperação entre o Governo e as Organizações Locais em nível municipal.

Introduction: Authority records interchange requires establishing and using metadata standards, such as MARC 21 Format for Authority Data, format used by several cataloging agencies, and Metadata Authority Description Schema (MADS), that has received little attention and it is a little widespread standard among agencies. Purpose: Presenting an introductory study about Metadata Authority Description Schema (MADS). Methodology: Descriptive and exploratory bibliographic research. Results: The paper address the MADS creation context, its goals and its structure and key issues related to conversion of records from MARC 21 to MADS. Conclusions: The study concludes that, despite its limitations, MADS might be used to create simple authority records in Web environment and beyond libraries context.

Brazil’s transition from a political and legal system to a democracy was accompanied by numerous legal and institutional reforms. In a context of struggle towards a broad political participation in public policies and risen criticism towards state actions, the extent and effects of these reforms have not been sufficiently deep to impact the problems and redefine the agenda. The main goal of this academic research is to understand the resistance to change and new paradigms that define the broad agenda of public safety.

The main purpose of this study is to promote reflection about the relevance of institutional propaganda as a tool of public relations and as a component of brand management. Concepts relevant to the design of this propaganda as Peirce’s semiotics, the storytelling, DNA corporate, identity and corporate culture were also outlined. This monograph presents a study about organizational communication, outlining concepts, Brazilian historic, interfering factors and other considerations on the subject, introducing a survey with twelve communication agencies in Bauru as a result, explaining, in practical terms, how processes of organizational communication occur and the journalist's work in this area. Therefore, the organizational communication offers many possibilities for journalists, either as writers or press officers, or even in positions directly related to the Internet. As a key sector for all types of organizations, communication has gained notability, establishing itself as a strategic area for organizational management, especially in the form of integrated communication

The field of social communication, especially the one of Public Relations, seems to be unknown and not so recognized and explored in Brazil, even though these professionals are trained to operate in different kinds of organizations. Because of that, it is important for the Public Relations to know the demands of the market he or she wants to work on. Therefore, an exploratory study was conducted in agencies in São José dos Campos, São Paulo. The project objectives are to identify the communicational demands from the communication agencies’ point of view, get to know the work field for Public Relations, verify if the professional attends the market demands and identify market needs in communication. The methodology used was: bibliographical search of theories concerning organizational communication, communication agencies and Public Relations; and a field research in five agencies that provide services related to organizational communication, for recognizing reality. The data obtained shows that organizational communication is a growing field and in which the Public Relation has much to contribute, but unawareness of the profession results in a small number of professionals working in the area

This work has as main objective to discuss the participation of professional public relations in the environment of communications agencies, based on experience of creating an experimental agency to participate in the challenge Overtime, sponsored by RPjr (junior company relations public), UNESP Bauru. In this sense there is the search for understanding of how globalization is changing the characteristics of the capitalist market today, also changing the manner of organizations and what is expected of their employees. There is an analysis and contextualization of the emergence of communication agencies in Brazil and what are their types, their structures and mode of action. The figure of the public relations professional in this context appears to help the agencies, through their knowledge and tools to plan better and return to their edges that looks just forgotten several times, allowing them to promote strategic actions each time better and more objective, thereby improving their results

The objective was evaluate the phenotypic correlations among visual scores, performance traits and scrotal circumference of the polled Nelore cattle performance tests. Animals of the fifth, sixth, seventh official performance test in pasture were analysed. At the end of each test period the following measures were taken: adjusted weight to 550 days, gain weight, visual score (body structure; precocity and muscle) and scrotal circumference. The musculature, precocity and body structure showed significant positive correlations (P <0.01) with gain weight, adjusted average daily weight to 550 days, scrotal circumference and chest circumference. However, only hip height showed a significant positive correlation with muscularity. Therefore, in polled Nelore cattle, regards to performance test in pasture, the visual scores show positive correlation with the performance traits and scrotal circumference, showing that visual scores is important tool in the polled Nelore Cattle performance test.

The guidelines of National Curriculum for Dental courses highlights the necessity in providing for the professional the ability to analyze and assess community’s problems and needs, and to create solutions for the society. The continuing education may be considered a useful tool for the teaching and learning because it favors the diversification of learning environments, which allows the insertion of undergraduate and graduate students into the real scenarios. This current study aimed to assess the Public Health projects and programs of the UNESP – Araçatuba Dental School, by describing the interaction experiences between faculty and health services in the professional career development. Historical, documentary and descriptive searches were performed based on the faculty archives such as official documents, reports, databases from the Pro-rector of continuing education and published papers in the period between 1964 and 2011. The following experiences were noted: the Extra-Muro Dental Service (SEMO), established in 1964, that focused in providing dental treatment to the rural population, highlighted the social inclusion of discriminated society groups since that time. In 1972, this service was expanded to several specific populations living in the urban areas. In the '60s, many educational campaigns were performed as homemade water filter and construction of wells and septic tanks which demonstrate the concern with the determinants of healthdisease process. At that time, the campaign of fluoridation of public water supplies in several counties started as Araçatuba, Birigui, Penápolis, Guararapes, Valparaíso and so on. The Campaign of “Good Teeth” from the '70s became wider over time and it was transformed in the "Oral Health Education Program" and it was continuously developed in all public schools of Araçatuba and some neighboring towns, benefiting children aged from 6 to 10 years-old. Several epidemiological studies of caries, periodontal diseases, malocclusion and fluorosis were conducted in cooperation with local governments, and counted with the participation of undergraduate and graduate students. Pereira Barreto – SP was the precursor city in Brazil to carry out fluorosis study. Currently, 12 projects of Public Health from the Institution of Higher Education in the Pro-rector of continuing education are being developed. The concern in qualifying the human resources in health is confirmed with the development of training courses and workshops for professionals, highlighting the training for people enrolled in the Family Health program; Community Health Agent training - Solidarity University, and Municipal Health Counselors training. The Graduate Program in Social and Preventive Dentistry, created in 1993, has an important role to train several professionals for the Unified Health System, and provides education to create researchers, professors and administrators, and enucleates research groups in several Brazilian states. In all activities showed herein, a dynamic participation of undergraduate and graduate students has been observed, and several books, guidelines, articles, brochures and booklets have been published as a result of the continuing education activities.. It was concluded that different projects and programs have been developed by the Public Health of UNESP –Araçatuba Dental School, which allow the exchange of experience between the university and health services, and benefit all participants enrolled in these activities.

Introduction: Post-marketing surveillance of drugs aims to detect problems related to safety, effectiveness and quality. The identification of adverse drug events (ADE) is made, mainly, by health professionals´ spontaneous reporting. This method allows risk communication in pharmacovigilance and contributes for market regulation. Objective: To estimate the prevalence of adverse drug reaction (ADR) and the suspicions of therapeutic failure (TF) reported by health professionals; to verify the active principle and type of drugs related to ADE, seriousness, causality, production mechanism and clinical manifestation of the events identified. METHODS: A cross-sectional study was performed in a teaching and public hospital which integrates the Sentinel Hospital Network, in 2008. ADR seriousness was classified according to intensity (mild, moderate, serious and lethal); drugs associated with ADE were categorized according to type (brand name drugs and non-brand name drugs); causality was imputed with Naranjo algorithm and the mechanism of occurrence was analyzed according to Rawlins e Thompson definitions (A or B). Results: There were 103 ADE reports in the period, of which 39 comprised TF and 64 ADR. Nurses reported the most ADE (53.4%). The majority of ADR were classified as type A (82.8%), mild (81.3%), possible (57.8%), according to causality assessment, and related to brand name drugs (20/35). Human immunoglobulin, docetaxel and paclitaxel were the drugs frequently associated with ADR. TF arising from no-brand name drugs (26/29), regarding, mainly, midazolam and ganciclovir. Conclusion: The results of the ADE report contribute for proposition of trigger tools for intensive monitoring of drug safety, as well as for the supplier qualification and for the improvement of quality products.

Esa tesis presenta un breve histórico sobre el sistema bancario brasileño, buscando entender las lógicas espaciales en tres ciudades paulistas - Marília, Ribeirão Preto y São Carlos - asociando el abordaje, sobretodo, al contexto de las ciudades intermedias, que es el caso de las las ciudades estudiadas en esta investigación. Realizamos este análisis a través del trabajo con algunas hipótesis sobre lógicas espaciales, refuerzo de la centralidad urbana y nuevas tendencias, con el fin de comprender posibles prácticas espaciales resultantes de reestruturacción urbana y de la ciudad, tomando en consideración que la fuerte presencia de distintas agencias, junto a los espacios comerciales de las ciudades, confirma la importancia comercial que estas ciudades tienen, revelando relaciones entre su ubicación y las posibilidades de atraer usuarios. Por lo tanto, el estudio de las lógicas espaciales ejecutadas por los grandes grupos que operan el sistema bancario ha tenido papel importante en la articulación entre reestruturación urbana y de las ciudades
