Members of the General Assembly requested that we conduct an audit of the Small Business Development Centers program. We planned to review the accuracy of the program’s reporting of its effectiveness, expenditures, and structure. The audit objectives were listed as follows: Determine if the SBDC program’s reporting, including the program’s effectiveness, is in compliance with the U.S. Small Business Administration’s guidelines and is accurate and complete ; Determine if the current structure of the SBDC is the most beneficial to the small business clients, provides appropriate oversight to SBDC staff, and allows for necessary sharing of best practices throughout all SBDC offices ; Review a sample of SBDC’s use of funding to ensure that the program is efficiently handling federal, state, and other funds for expenditures, including technology upgrades and training conferences.

Agroforestry is considered nowadays as a sustainable form of land management that is being promoted by different global institutions like FAO and its Global Alliance Smart Climate Agriculture to mitigate and adaptate to Climate change. The European Commission through the protection of landscape features, greening and Rural Development Programs is promoting the essential presence of woody vegetation across Europe, but in a way that is difficult to recognize by farmers. AGROFE and AGFORWARD projects are both demonstrating the important value of Agroforestry at European level, which together with EURAF are pushing European Commission to include measures enhancing Agroforestry. However, there is a need of a European Agroforestry Strategy that recognizes the drawbacks of Agroforestry to be implemented at European level. This strategy should include the main mechanisms to show farmers how to implement it and at the same time to get funded for the important ecosystem services that they provide when implementing agroforestry. AGFORWARD project has identified the main agroforestry practices in Europe, highlighting silvopasture, but showing the importance that others forms of agroforestry have to play like homegardens with multipurpose trees, or the adequate improvement of fallow lands where woody vegetation can enhance the levels of organic matter in the soil if adequately managed. AGFORWARD also shows the lack of information of the real implementation of agroforestry practices like forest farming, in spite of the important productive and ecosystem benefits it provides. EURAF through the participation in the different civil dialogue groups (CAP, Direct Payments and Greening, Forestry and Cork, Organic Farming, Arable, Environment and Climate Change and Rural Development) has included and promoted agroforestry within the European Agenda. The role of Agroforestry has been also enhanced in the Groups of experts of European Structural and Investments funds and as part of the European Network for Rural Development and its derived groups: innovation, evaluation and CLLD/LEADER. EURAF is pleased to announce that Agroforestry will be discussed as part of a focus group of the European Innovation Partnership, so, apply and join the group. This book represents the lastest findings on agroforestry in Europe, integrating the participation of researchers but also policy makers and farmers and farmers' associations. It was a pleasure for EURAF to integrate all this needed knowledge to be disseminated at European levels. On behalf of EURAF, I wish all of you a successful meeting and invite you to strengthen agroforestry within the different European Union countries when you go back home. A reflection is made, from an interpretative perspective, on the historical evolution of health care in the West. It starts from the moment that this became a way to intervene the sick and an instrument for healing diseases, focusing on original documents and written sources which account for results of historical research, which range from XV century until today. To do this, it tries to understand the health care as an ideographic body of knowledge consisting of five pieces of a puzzle composed by: the state policy of hospitals accumulation implemented in Spain, the accumulation of medical practices in what is currently Germany, the hospital wards in England, the nosological rationality in France, and the US sanitizing machine; all these movements as producers of closely linked health care developments, that are nothing more than collective actions regulated by social norms around health.

Presentation Research of the Practicum and externships has a long history and involves important aspects for analysis. For example, the recent changes taking place in university grades allot more credits to the Practicum course in all grades, and the Company-University collaboration has exposed the need to study in new learning environments. The rise of ICT practices like ePortfolios, which require technological solutions and methods supported by experimentation, study and research, require particular examination due to the dynamic momentum of technological innovation. Tutoring the Practicum and externships requires remote monitoring and communication using ePortfolios, and competence-based assessment and students’ requirement to provide evidence of learning require the best tutoring methods available with ePortfolios. Among the elements of ePortfolios, eRubrics emerge as a tool for design, communication and competence-assessment. This project aims to consolidate a research line on eRubrics, already undertaken by another project -I+D+i [EDU2010-15432]- in order to expand the network of researchers and Centres of Excellence in Spain and other countries: Harvard University in USA, University of Cologne in Germany, University of Colima in Mexico, Federal University of Parana, University of Santa Catarina in Brasil, and Stockholm University in Sweden(1). This new project [EDU2013-41974-P](2) examines the impact of eRubrics on tutoring and on assessing the Practicum course and externships. Through technology, distance tutoring grants an extra dimension to human communication. New forms of teaching with technological mediation are on the rise and are highly valuable, not only for formal education but especially in both public and private sectors of non-formal education, such as occupational training, unemployed education and public servant training. Objectives Obj. 1. To analyse models of technology used in assessing learning in the Practicum of all grades at Spanish Faculties of Education. Obj. 2. To study models of learning assessment measured by eRubrics in the Practicum. Obj. 3. To analyse communication through eRubrics between students and their tutors at university and practice centres, focusing on students’ understanding of competences and evidences to be assessed in the Practicum. Obj. 4. To design assessment services and products, in order to federate companies and practice centres with training institutions. Among many other features, it has the following functions CoRubric(3) 1. The possibility to assess people, products or services by using rubrics. 2. Ipsative assessment. 3. Designing fully flexible rubrics. 4. Drafting reports and exporting results from eRubrics in a project. 5. Students and teachers talk about the evaluation and application of the criteria Methodology, Methods, Research Instruments or Sources Used The project will use techniques to collect and analyse data from two methodological approaches: 1. In order to meet the first objective, we suggest an initial exploratory descriptive study (Buendía Eisman, Colás Bravo & Hernández Pina, 1998), which involves conducting interviews with Practicum coordinators from all educational grades across Spain, as well as analysing the contents of the teaching guides used in all educational grades across Spain. 55 academic managers were interviewed from about 10 faculties of education in public universities in Spain (20%), and course guides 376 universities from 36 public institutions in Spain (72%) are analyzed. 2. In order to satisfy the second objective, 7 universities have been selected to implement the project two instruments aimed at tutors practice centers and tutors of the faculty. All instruments for collecting data were validated by experts using the Delphi method. The selection of experts had three aspects: years of professional experience, number and quality of publications in the field (Practicum, Educational Technology and Teacher Training), and self-rating of their knowledge. The resulting data was calculated using the Coefficient of Competence (Kcomp) (Martínez, Zúñiga, Sala & Meléndez, 2012). Results in all cases showed an average experience of more than 0.09 points. The two instruments of the first objective were validated during the first half of 2014-15 year, data collected during the second half. And the second objective during the first half of 2015-16 year and data collection for the second half. The set of four instruments (two for each objective 1 and 2) have the same dimensions as each of the sources (Coordinators, course guides, tutors of practice centers and faculty) as they were: a. Institution-Organization, b. Nature of internships, c. Relationship between agents, d. Management Practicum, e. Assessment. F. Technological support, g. Training and h. Assessment Ethics. Conclusions, Expected Outcomes or Findings The first results respond to Objective 1, where we find different conclusions depending on each of the six dimensions. In the case of internal regulations governing the organization and structure of the practicum, we note that most traditional degrees (Elementary and Primary grades) share common internal rules, in particular development methodology and criteria against other grades (Pedagogy and Social Education ). It is also true that the centers of practices in last cases are very different from each other and can be a public institution, a school, a company, a museum, etc. The memory with a 56.34% and 43.67% daily activities are more demands on students in all degrees, Lesson plans 28.18% 19.72% Portfolio 26.7% Didactic units and Others 32,4%. The technical support has been mainly used the platform of the University 47.89% and 57.75% Email, followed by other services and tools 9.86% and rubric platforms 1.41%. The assessment criteria are divided between formal aspects of 12.38%, Written expresión 12.38%, treatment of the subject 14.45%, methodological rigor of work 10.32%, and Level of argument Clarity and relevance of conclusions 10.32%. In general terms, we could say that there is a trend and debate between formative assessment against a accreditation. It has not yet had sufficient time to further study and confront other dimensions and sources of information. We hope to provide more analysis and conclusions in the conference date.

The conjunction of equity and market logics in contemporary education has created new and different conditions of possibility for equity, both as conceived in policy discourses and as a related set of educational practices. In this editorial introduction, we examine how equity is being drawn into new policy assemblages and how, in the context of marketisation, equity is evolving and being enacted in new ways across education sectors. Different conceptions of equity are considered, including the increasingly influential human capital perspective promoted by the Organisation for Economic Cooperation and Development (OECD). We argue that, separate from critiques of neoliberalism and its deleterious effects on equity in education, it is necessary to analyse carefully the increasing rationalisation of equity agendas in economic terms, the associated effects on education governance and policy-making, as well as on the work of educational institutions and educators. Providing an overview of the contributions to this Special Issue, we direct particular attention to the multiple, complex and often contradictory effects of the current education reform agenda in Australia, which has prioritised equity objectives and intensified performance measurement, comparison and accountability as means to drive educational improvement and reduce disadvantage.

G20 outreach processes, in the form of the Think 20, Labour 20, Business 20, and Civil 20, Youth 20, and Women 20, are a formal attempt by G20 leaders to engage various social sectors with G20 policymaking. This essay contends that G20 outreach processes are best understood as transnational policy networks, which are involved in widening the field of policy communication and deliberation. The importance of these transnational policy networks rest upon their role in developing and disseminating G20 policy priorities and principles; and are an attempt to enhance the legitimacy and influence of the G20 and its policy proposals.

The difficulty in balancing the effectiveness and representativeness of the Group of Twenty (G20) has led to sustained questions about its legitimacy (Cooper 2010; Rudd 2011; Cooper and Pouliot 2015). Consequently, while leaders have long sought external advice about the agendas of Group of Seven (G7) summits since 1975, and about the G20 finance ministers and central bank governors’ meetings (G20 FM/CBG) since 1999, there has been intensification, elaboration, and institutionalization of transnational networks of policymakers with respect to the G20 in recent years. These networks are especially evident in the form of the G20 working groups and G20 outreach processes involved in the G20 FM/CBG and the G20 leaders’ forum created in 2008.

G20 working groups include transgovernmental groups of government officials and outside experts within a specific policy area who are charged with preparing material for G20 deliberations. G20 outreach processes are a recent and more formal attempt by G20 leaders to engage various social sectors with the policymaking activity of the G20 and were first considered by the G20 membership in 2010 with a more formal engagement with business interests. This led to the formal development of G20 outreach groups in 2013 in the form of the Think 20 (think tanks), Labour 20, Business 20, Civil 20 and Youth 20, which include representatives from these sectors. In 2015, a Women 20 outreach group was also added. These outreach processes are best understood as transnational policy networks which have been built to support the G20’s capacity to be effective and legitimate.

This essay focuses on G20 outreach processes and examines why and how the G20 has sought to augment its intergovernmental summitry and transgovernmental working groups with transnational policy networks, purposely involving a range of societal interests. Transnational policy networks demonstrate the existence of policymaking practices which include the policy influence of experts and advocates outside government. These networks also indicate the ways in which governments, International Governmental Organizations (IGOs) and summits like the G20 engage society, or where elements of society engage themselves with the policymaking process (Stone 2008). These networks intersect with the intergovernmental activities of leaders and key diplomats, and overlap with the transgovernmental relationships of various levels of government bureaucrats (Baker 2009). One of the principle features of transnational policy networks is the way they create and channel the communication of political ideas and priorities. However, it is important to keep in the mind the purpose and power of actors involved in the network and consider who has the discretion and motivation to create the network in the first instance. As the G20 members stated in 2012, the aspiration for outreach is founded upon an intent to strengthen the G20’s capacity “to build and sustain the political consensus”. Consequently, it is important to consider how the development of transnational policy networks in the form of G20 outreach processes are able to sustain the effectiveness and legitimacy of the G20.

This essay contends that G20 outreach processes are best understood as transnational policy networks. These networks have been built to widen the field of policy communication and deliberation. Furthermore, these outreach processes and networks are an attempt to enhance the legitimacy and influence of the G20 and its policy proposals. While there is no doubt that outreach practices are “ad hoc responses to the widespread charge that the G20 reproduces the politics of exclusion in global governance” (Cooper and Pouliot 2015, 347), these practices have the potential to improve both the effectiveness and legitimacy of the G20. The G20 possesses uncertain legitimacy and members of the G20 demonstrate an awareness of this and a corresponding willingness to actively develop various political practices to support the capacity and legitimacy of the G20.

However, G20 outreach also enables the G20 to place some limit upon the policy narratives and ideas that develop within these policy networks. The G20 is liable to be misunderstood without examining the activity of these transnational networks because the G20 is fundamentally a deliberative policy forum rather than a negotiating forum of binding regulations. Transnational policy networks have the potential to scrutinize and amplify relevant policy ideas and thereby enhance the legitimacy of the G20 and strengthen the capacity of the G20 to address an array of global economic and social problems. However, while some narrative control is important to amplify the G20 agenda, too much narrative control will undermine its legitimacy and capacity to develop broad-based responses to global problems. This essay explores the formation of these transnational policy networks by first outlining the evolution of the purpose and configuration of the G20, then it considers the ways G20 outreach processes constitute transnational policy networks and why they have been established, and lastly, analyses how these networks operate to enhance the legitimacy and effectiveness of the G20.

The partial defence of provocation is one of the most controversial doctrines within the criminal law. It has now been abolished in a number of international jurisdictions. Addressing the trajectory of debates about reform of the provocation defence across different jurisdictions, Sex, Culpability and the Defence of Provocation considers the construction and representation of subjectivity and sexual difference in legal narrations of intimate partner homicide. Undeniably, the most vexing exculpatory cultural narrative of our times is that of a woman 'asking for it'. This book explores how the process of judgment in a criminal trial involves not only the drawing of inferences from the facts of a particular case, but also operates to deliver a narrative. Law, it is argued, constructs a narrative of how the female body incites male violence. And, pursuing an approach that is informed by socio-legal studies, literary theory and feminist theories of the body, Sex, Culpability and the Defence of Provocation considers how this narrative is constructed via a range of discursive practices that position woman as a threat to masculine norms of propriety and autonomy. Once we have a clear understanding of the significance of narrative in legal decision-making, we can then formulate textual strategies of resistance to the violence of law's victim-blaming narratives by rewriting them.

Undergraduate engineering programs require final year students to complete capstone final year projects and demonstrate that they can integrate knowledge, skills and professional graduate attributes developed during the program at Australian Qualification Framework, level 8 (AQF8) outcomes. Literature shows that currently there is no guarantee of consistency for curriculum, supervision and assessment practices of FYEPs. Practices differ greatly between universities and littlework has been initiated that seeks to identify good practice, highlighting the need for the development of guidelines for curriculum, supervision and assessment of FYEPs. This workshop is designed to share and disseminate the good practice guidelines that have been developed on curriculum, supervision and assessment of Final Year Engineering Projects as a part of phase 2 of the project ‘Assessing Final Year Engineering Projects (FYEPs): Ensuring Learning and Teaching Standards and AQF8 Outcomes’ funded by the Australian Office for Learning and Teaching (OLT) with people working in the area of FYEPs. The guidelines typically apply to four year undergraduate engineering degrees with embedded Honours and support achievement of AQF8learning outcomes. The project team has 7 partner Universities – Central Queensland University (the lead), University of Technology Sydney, University of Adelaide, Curtin University, Deakin University, University of Tasmania and RMIT University.Participants will be invited to reflect on and evaluate guidelines and findings derived from FYEP coordinators, supervisors and the wider literature and to consider the ways in which these findings might lead to improvements in their practice.

BackgroundA dimension of the culture in group homes is staff regard for residents. In underperforming group homes, staff regard residents as being not ‘like us’ (Bigby, Knox, Beadle-Brown, Clement & Mansell, 2012). We hypothesized the opposite pole of this dimension, in higher performing group homes, would be that staff regard residents positively.MethodThree in-depth qualitative case studies were conducted in higher performing group homes using participant observation, interviews and document review.ResultsConsistent pattern of staff practices and talk, as well as artefacts, demonstrated staff had a positive regard for residents, who were seen as being ‘like us’. Explicit and continuing attention was given to sustaining positive regard for residents in everyday staff practices and to turning abstract values into concrete realities.ConclusionsThis positive cultural norm was established, operationalized and embedded through structures, such as a formal policy about language, and processes such as peer monitoring and practice leadership.

This article reports on activities undertaken by Australian universities to support academic staff to provide inclusive teaching. The findings of two lines of inquiry are reported - a desktop audit of the presence of inclusive teaching or universal design for learning (UDL) in publically available policies and procedures documents, and a survey of the methods adopted to build staff capacity to provide inclusive teaching and learning. Just over a third (34.21%) of Australian universities referred to inclusive teaching or UDL in their policies and procedures. A wide range of current practices in professional development for inclusive teaching was reported, with the most frequent being one-off workshops focussing on accommodating specific groups of students. Improved institutional support through policies, procedures and professional development would enable Australian higher education teachers to provide quality inclusive teaching to all students.

This paper argues that the use of visual methods such as participatory video is crucial to co-producing sensory and embodied knowledges of belonging in Australian cities. These knowledges of belonging that focus on affectivity and passion have the potential to expand the worlds that racialised bodies of colour inhabit, but contemporary urban research shows an overwhelming focus on ‘talk’. This paper therefore takes the risk by engaging in a research process that is experimental, flexible and adaptive to explore diverse sensory cultures of belonging through a focus on Darwin, a small north Australian city. This is a city with a polyethnic history where Indigenous-migrant-settler race relations are recognised as more complex in comparison to large south Australian cities. The paper draws on participatory videos of two eventsin suburban Darwin - a Vigil on the side of the road opposite Airport
Lodge, an asylum seeker detention centre, and an afternoon walk along Casuarina beach where Aboriginals who live ‘rough’ camp. Using short video clips, long-term residents, migrant newcomers and asylum seekers (on bridging visas) compose an expressive narrative of the road and beach in Darwin, as places where refrains of welcome expand worlds that racialised bodies of colour inhabit. Using digital technologies the flow and juxtaposition of video clips of these events provides the possibility to craft sensory and embodied knowledges of belonging in a north
Australian city with a history of assimilationist and racially discriminatory policies.

Jacques Rancière in The Politics of Aesthetics speaks of artistic practices ‘as ways of ‘doing and making’ that intervene in the general distribution of ways of doing and making’ (2013: 8). ‘Reverberation’ in the various dimensions explored by this paper is the compelling and parodic force, which signals the transformative potential of the spaces of music, word and sound collaborations. This paper will present the mixed impulse of parody as repetition with difference in Deleuze’s sense, or ironic ‘trans-contextualisation’ (Hutcheon 2000: 32), contextualised by Foucault’s heterotopic thought, Steve Reich’s minimalist music, and Brian Eno’s recognition of ambient sound in 1975 (Howard 2004: 91). Also explored is Hutcheon’s investigation of the etymology of parody as ‘counter-song’, which suggests intimacy and accord. The latter understanding of parody will be of particular importance in a discussion of New York-based band, The National.

Celebrity participation in humanitarianism and politics has received a lot of attention in recent times. Though many researchers have sought to explain the reasons underlying this phenomenon, there appears to be little information as to the efficacy of these celebrity efforts. The present research thus undertakes an analysis of the celebrity's participation through a study on the effectiveness of the celebrity-led campaign. To achieve this, I conduct a discourse and visual analysis of media publications surrounding two celebrity-led campaigns. The research leans heavy on theories underlining the celebrity mechanism and Street et al's framework on celebrity participation in politics. The study confirms Street et al's argument that performance, legitimacy and organization are central to the success of the celebrity-led campaign. For campaigns aimed at initiating policy change, I propose an additional category of stakeholders' response which provides a means of evaluating efficacy. My findings show that organization, legitimization, stakeholders' response and performance are highly dependent on the actions of the lead celebrity, making these celebrities active agents in the production of discourse on the "third world". As celebrities engage in humanitarian work, they take up positions as representatives of the aid recipient. The result is the dispossession and silencing of the aid recipient. Out of my discussion of these practices evolves the concept of the celebrity burden.

This dissertation examined the formation of Japanese identity politics after World War II. Since World War II, Japan has had to deal with a contradictory image of its national self. On the one hand, as a nation responsible for colonizing fellow Asian countries in the 1930s and 1940s, Japan has struggled with an image/identity as a regional aggressor. On the other hand, having faced the harsh realities of defeat after the war, Japan has seen itself depicted as a victim. By employing the technique of discourse analysis as a way to study identity formation through official foreign policy documents and news media narratives, this study reconceptualized Japanese foreign policy as a set of discursive practices that attempt to produce renewed images of Japan’s national self. The dissertation employed case studies to analyze two key sites of Japanese postwar identity formation: (1) the case of Okinawa, an island/territory integral to postwar relations between Japan and the United States and marked by a series of US military rapes of native Okinawan girls; and (2) the case of comfort women in Japan and East Asia, which has led to Japan being blamed for its wartime sexual enslavement of Asian women. These case studies found that it was through coping with the haunting ghost of its wartime past that Japan sought to produce “postwar Japan” as an identity distinct from “wartime imperial Japan” or from “defeated, emasculated Japan” and, thus, hoped to emerge as a “reborn” moral and pacifist nation. The research showed that Japan struggled to invent a new self in a way that mobilized gendered dichotomies and, furthermore, created “others” who were not just spatially located (the United States, Asian neighboring nations) but also temporally marked (“old Japan”). The dissertation concluded that Japanese foreign policy is an ongoing struggle to define the Japanese national self vis-à-vis both spatial and historical “others,” and that, consequently, postwar Japan has always been haunted by its past self, no matter how much Japan’s foreign policy discourses were trying to make this past self into a distant or forgotten other.

The current study examines the effects of an online workshop pertaining to classroom behavior management on teacher self-efficacy, attitudes, motivation, knowledge, and practices. In addition, information about teacher utilization of the Internet, their opinions about professional development, and experiences with classroom management were collected. Participants included 57 1 st through 5th grade special and regular education teachers. Eligible teachers were those who teach an academic subject and had at least one child in the classroom they considered as disruptive. Teachers were randomized to either a training or waitlist group. Classroom observations of teacher practices and questionnaires were utilized. Teachers in the training group participated in two assessment points, baseline and post-workshop, and received access to the online course immediately following the baseline assessment. Teachers in the waitlist group participated in three assessment points, baseline, post-workshop, and follow-up, and received access to the online course immediately following the post-workshop assessment. Findings show that all teachers had access to the Internet at home and at school and used it on a daily basis. The majority of teachers indicated having some past training on all the techniques that were presented in the online workshop. All teachers expressed satisfaction with the workshop, indicating that it should be offered again. Post-workshop, findings showed significant group differences in knowledge with a large effect for the training group scoring higher than the waitlist group on a quiz. Secondly, group differences in self-efficacy, knowledge, and attitudes with teachers’ past-training as a moderator, was examined. Past-training was not found to be a significant moderator of self-efficacy, knowledge, or attitudes. However, the main effect for training group was significant for attitudes. In addition, teacher attitudes, but not knowledge and self-efficacy, significantly predicted motivation to implement. Next, the moderating effect of barriers on motivation and classroom management skill implementation was examined. Barriers were not found to be a significant moderator. Lastly, the training group was observed to be significantly more effective at giving commands compared to the waitlist group. The current study demonstrates the potential of a low-intensity online workshop on classroom management to enhance the accessibility of teacher professional development. ^
