Storm evolution is fundamental for analysing the damage progression of the different failure modes and establishing suitable protocols for maintaining and optimally sizing structures. However, this aspect has hardly been studied and practically the whole of the studies dealing with the subject adopt the Equivalent triangle storm. As against this approach, two new ones are proposed. The first is the Equivalent Triangle Magnitude Storm model (ETMS), whose base, the triangular storm duration, D, is established such that its magnitude (area describing the storm history above the reference threshold level which sets the storm condition),HT, equals the real storm magnitude. The other is the Equivalent Triangle Number of Waves Storm (ETNWS), where the base is referred in terms of the real storm's number of waves,Nz. Three approaches are used for estimating the mean period, Tm, associated to each of the sea states defining the storm evolution, which is necessary to determine the full energy flux withstood by the structure in the course of the extreme event. Two are based on the Jonswap spectrum representativity and the other uses the bivariate Gumbel copula (Hs, Tm), resulting from adjusting the storm peaks. The representativity of the approaches proposed and those defined in specialised literature are analysed by comparing the main armour layer's progressive loss of hydraulic stability caused by real storms and that relating to theoretical ones. An empirical maximum energy flux model is used for this purpose. The agreement between the empirical and theoretical results demonstrates that the representativity of the different approaches depends on the storm characteristics and point towards a need to investigate other geometrical shapes to characterise the storm evolution associated with sea states heavily influenced by swell wave components.

Degraded Land is an area that either by natural causes (fires, floods, storms or volcanic eruptions) or more by direct or indirect causes of human action, has been altered or modified from its natural state. Restoration is an activity that initiates or accelerates the recovery of an ecosystem. It can be defined as the set of actions taken in order to reverse or reduce the damage caused in the territory. In the case of the Canary Islands there is a high possibility for the territory to suffer processes that degrade the environment, given that the islands are very fragile ecosystems. Added to this they are territories isolated from the continent, which complicates the process of restoring them. In this paper, the different types of common degraded areas in the Canary Islands are identified, as well as the proposed solutions for remediation, such as afforestation of agricultural land or landfill closure and restoration.

This thesis proposes a methodology to estimate sea waves, one of the main actions affecting the maritime structures stability, complying with (ROM 0.0.-00 & ROM 1.0-09.Due to the multivariate behavior of sea storms, the characterization of the structures of sea storms is done using copula function. The analyzed variables are the significant height wave, mean period and magnitude or number of waves during the storm history. The storm evolution in terms of the significant height wave and the mean period is also studied in other to analyze the progressive failure modes. The existing models of evolution are studied, verifying that these approximations do not adjust accurately for developed waves. To overcome this disadvantage, four evolution models are proposed, with some geometrical shapes associated to fit any development degree. The proposed Equivalent Magnitude Storm model, EMS, generally obtains the best results for any kind of storm (predominant sea, swell or both). The triangle is recommended for typical sea storms whereas the trapezoid shape is much more appropriate for more developed storm conditions. The Martín Soldevilla et al., (2009) approach to estimate the mean period is better than others approaches used. The storm characterization is completed with the maximum wave height of the whole storm history. Due to synthetic historical waves databases are more accessible and longer than recorded database, the extreme analyses are done with synthetic data. For this reason the individual waves’ distribution is not known. For that limitation to be avoided, and depending on the characteristics of every sea states, one theoretical model of waves is choose and used. The kurtosis parameter is used to distinguish between linear and nonlinear sea states. The Rayleigh model is used for the linear sea states. For the nonlinear sea states, Dawson, (2004) approach is used for non-narrow bandwidth storms, comparing the results with the Boccotti, (1989), Boccotti et al., (2013) approach, with is used for narrow bandwidth storms. The multivariate and storm evolution characterization is used to analyze of stone armour damage progression and wave overtopping discharge. Both aspects are included in the second part of the thesis, with a new formula is proposed to design cubes armour layer. The results the stability studies of armour layer, done in the Centre for Harbours and Coastal Studies (CEDEX) laboratory are used for defining a new stability formula. For this reason and because the last biggest breakwater built in Spain using the cube, the damage progression is analyze for this kind of concrete block. Before to analyze the existing formulae, it is concluded that it is necessary more investigation, more tests in laboratory and data gathering in situ to define damage evolution formulae to armour of other kind of pieces and that takes to account the principal variables. This thesis proposed a method to calculate the damage progression including oblique waves, accumulated damage, and overtopping effect. The method also takes account the beginning of the movement of the blocks.

The Spanish Mediterranean region hydrology is characterised by low rainfall, but concentrated in extreme convective events. Those heavy rains and storms lead to large, flash-floods which cause devastation of fields, villages and, unfortunately, loss of lives. Segura River Basin Authority has developed an ambitious plan for flood protection and control that is constituted by a system of flood protection dams, river channelling, river diversions diversions and levees. Flood protection dams placed on this area, are distinct structures, as they are located on extremely dry basins, with high slopes and limited vegetal covering. These facts, along with the very high rainfall intensity, are determinants of a rapid response and a very erosive flow. The flow transports a large rate of solids in suspension, and also debris, which many times block and clog the outlets intakes, disabling them. In such a case, the dam would be inoperative, in an emergency state and remedial measures should be taken. This PhD thesis analyses the flood protection dams operation criteria, for providing managers a methodology to analyse each individual case and also the flood protection system as a whole. Additionally practical rules and recommendations, to cope with the objectives of dam safety, flood protection and water resources use, are given. The rules consider the specific differences and risks that may be faced by the dams. To that end, they were grouped, depending on their characteristics: allowance for permanent water storage, environmental restrictions, water quality, geotechnical problems, type of structure, etc. As a result of this research, it is recommended to design these dams with valves for regulating the bottom outlets. The availability of valves is linked with the routing strategy of receiving flood with the outlets closed. This has been shown as the best measure to prevent clogging and opens the possibility of storing temporarily the water, making then a scheduled emptying of the reservoir, which could be computed as a virtual transfer to the regulating dams. Emptying should be done in accordance with the situation of the other dams of the system and of the rivers downstream. This detention time would make possible also the beginning of the sedimentation process which is necessary for using the water with the modern irrigation systems that are in use in this area.

ABSTRACT In the middle of a Danish forest, with high trees which move with the Nordic wind under the weak sun of high latitudes, and with the help of some wooden canvases acquired from an already completed exhibition, Jørn Utzon built a real-scale model of his first family house in Hellebæk (1950-52) at the age of thirty-two. In the same way that William Turner needed to be tied up on the top of a boat flagpole in order to have a first-hand experience of one of the many storms that he had depicted in his paintings so many times before, the young Utzon thought it was crucial to go into the model of his own house before building it, to evaluate in situ the potential of that project in relation to the place. Utzon’s work is architecture interested in and attentive of the place where it is situated. Jørn Utzon (1918-2008) is an architect of Nordic origin who discovered his own idiosyncrasy in the Mediterranean culture, in which he resided for half of his live. This thesis has focused on an exhaustive analysis of the relation between his domestic architecture and the place where it is located. This issue has been often cited in the existing bibliography, although it has never been exhaustively developed. The analysis objective has been to attempt to find invariants and patterns that could exist in his domestic work in relation to this subject. For this analysis, a sufficiently large sample has been selected: twenty houses or housing complexes (among others his own four family houses), distributed in five countries (Sweden, Denmark, United Kingdom, Spain and New South Wales), which constitute the third part of his domestic work, and half of his residential constructed projects, as well as Utzon’s written texts about this theme, and the drawings and sketches of his graphic work. The methodology used was based on consultation of primary sources: travelling and examining in situ the selected houses in Denmark, Sweden, Spain and Australia; living for a month in one of the houses (Can Lis) thanks to a research grant from the Danish Government and the Utzon Foundation; and interviewing people from his closest family and professional circles. Furthermore, part of the thesis has been published in international media: 4th International Utzon Symposium (7/3/2013-9/3/2014) and on the official web site of Can Lis, an Utzon Foundation subsidiary(www.canlis.dk). The twelve invariants discovered in relation to the project and the location of the selected projects, have been grouped according to three elements which Utzon continuously reflects upon in his own writings: the horizon, the sun and autochthonous material. Elements which originate from the influence that navigation had in his life, and from his spiritual and austere character. The story of Utzon is that of a Nordic person, with the vocation of a navigator, who found his place in the Mediterranean culture, surrounded with Marés stones, while silently making out the sea horizon on the threshold between light and shadow.

The different theoretical models related with storm wave characterization focus on determining the significant wave height of the peak storm, the mean period and, usually assuming a triangle storm shape, their duration. In some cases, the main direction is also considered. Nevertheless, definition of the whole storm history, including the variation of the main random variables during the storm cycle is not taken into consideration. The representativeness of the proposed storm models, analysed in a recent study using an empirical maximum energy flux time dependent function shows that the behaviour of the different storm models is extremely dependent on the climatic characteristics of the project area. Moreover, there are no theoretical models able to adequately reproduce storm history evolution of the sea states characterized by important swell components. To overcome this shortcoming, several theoretical storm shapes are investigated taking into consideration the bases of the three best theoretical storm models, the Equivalent Magnitude Storm (EMS), the Equivalent Number of Waves Storm (ENWS) and the Equivalent Duration Storm (EDS) models. To analyse the representativeness of the new storm shape, the aforementioned maximum energy flux formulation and a wave overtopping discharge structure function are used. With the empirical energy flux formulation, correctness of the different approaches is focussed on the progressive hydraulic stability loss of the main armour layer caused by real and theoretical storms. For the overtopping structure equation, the total volume of discharge is considered. In all cases, the results obtained highlight the greater representativeness of the triangular EMS model for sea waves and the trapezoidal (nonparallel sides) EMS model for waves with a higher degree of wave development. Taking into account the increase in offshore and shallow water wind turbines, maritime transport and deep vertical breakwaters, the maximum wave height of the whole storm history and that corresponding to each sea state belonging to its cycle's evolution is also considered. The procedure considers the information usually available for extreme waves' characterization. Extrapolations of the maximum wave height of the selected storms have also been considered. The 4th order statistics of the sea state belonging to the real and theoretical storm have been estimated to complete the statistical analysis of individual wave height

The study of the Upper Jurassic-Lower Cretaceous deposits (Higueruelas, Villar del Arzobispo and Aldea de Cortés Formations) of the South Iberian Basin (NW Valencia, Spain) reveals new stratigraphic and sedimentological data, which have significant implications on the stratigraphic framework, depositional environments and age of these units. Moreover, these new data encourage revising the previously proposed stratigraphic correlations between the studied units and those deposited in adjacent areas of the Iberian Basin. The Higueruelas Fm was deposited in a mid-inner carbonate platform where oncolitic bars migrated by the action of storms and where oncoid production progressively decreased towards the uppermost part of the unit. The overlying Villar del Arzobispo Fm has been traditionally interpreted as an inner platform-lagoon evolving into a tidal-flat. Here it is interpreted as an inner-carbonate platform affected by storms, where oolitic shoals protected a lagoon, which had siliciclastic inputs from the continent. The Aldea de Cortés Fm has been previously interpreted as a lagoon surrounded by tidal-flats and fluvial-deltaic plains. Here it is reinterpreted as a coastal wetland where siliciclastic muddy deposits interacted with shallow fresh to marine water bodies, aeolian dunes and continental siliciclastic inputs. The contact between the Higueruelas and Villar del Arzobispo Fms, classically defined as gradual, is interpreted here as gradual and rapid, because the transition between both units comprises few meters. More importantly, the contact between the Villar del Arzobispo and Aldea de Cortés Fms, previously considered as unconformable, is here interpreted as gradual. The presence of Alveosepta in the Villar del Arzobispo Fm suggests that at least part of this unit is Kimmeridgian, unlike the previously assigned Late Tithonian-Middle Berriasian age. Consequently, the underlying Higueruelas Fm, previously considered Tithonian, should not be younger than Kimmeridgian. Accordingly, sedimentation of the Aldea de Cortés Fm, previously considered Valanginian-Hauterivian, probably started during the Tithonian and it may be considered part of the regressive trend of the Late Jurassic-Early Cretaceous cycle. This is consistent with the dinosaur faunas, typically Jurassic, described in the Villar del Arzobispo and Aldea de Cortés Fms.

As the new EU leadership takes office, Europe faces a complex web of economic, political, social and global challenges which require new responses – above all, the need to restore the public’s faith and trust after the years of crisis which have prompted growing dissatisfaction with the Union, with many people now seeing it as part of the problem rather than part of the solution to those challenges. In 2012, a consortium of 11 European foundations initiated by the King Baudouin Foundation and Bertelsmann Stiftung, and supported by the European Policy Centre, decided to launch a project to promote a Europe-wide debate on the future of EU integration: an ambitious participatory initiative whose ultimate goal is to develop realistic reform proposals to shore up a Union hit by multiple storms in recent years, which have left many people questioning its capacity to respond effectively to those challenges. Two years later, we are proud to be able to present the outcome of this endeavour: the result of a joint reflection process involving the public, politicians, policy-makers, business leaders, trade unionists, EU experts, opinion-formers and other civil society representatives in many EU Member States. Obviously, not all the ideas and proposals generated by this process could be included in this report, but we hope that it faithfully reflects the feedback we received in all the debates. The discussions we have had led to the report that you now hold in your hands, which calls for a New Pact for Europe – between EU Member States and between the EU and its citizens – to enhance the Union’s capacity to deliver effective solutions to the many challenges facing Europe, and to do so in a way that benefits all EU countries and groups within society. This report is designed to feed into the on-going discussions about the EU’s future as the new leadership team takes charge, providing what we hope will be seen as a valuable contribution to the debate on how to introduce ambitious while at the same time workable and realistic reforms to make the EU more effective in responding to the challenges we face. We hope that it will be taken up for discussion by the new European Parliament, the new leadership of the European Commission, European Council and European External Action Service, and also by policy-makers in the Member States. And it does not by any means mark the end of the process. The report will be discussed again with policy-makers and stakeholders in a majority of Member States. Their feedback is important to us and will impact the future progress of the initiative.
