Nuestra sociedad cada vez es más diversa y multicultural. La creciente preocupación social en relación con las acciones y alternativas educativas que pueden ayudar a cohesionar nuestra comunidad, genera retos importantes. El desarrollo de una reflexión fundamentada, basada en la investigación fomenta una comprensión más real y menos estereotipada de determinados fenómenos. Es importante huir de tópicos interesados surgidos desde perspectivas políticas e ideológicas que tienden a sesgar el problema. La Justicia Penal Juvenil constituye uno de los ámbitos donde la diversidad cultural ha irrumpido, en los últimos años, de manera muy significativa. Tanto en los centros de menores como en otras medidas alternativas, la presencia de población inmigrante es claramente visible. Esta situación está generando una importante reflexión a cerca de la aplicación de las formas de gestión del conflicto recogidas actualmente en la Ley Penal Juvenil, para dar respuesta a las nuevas necesidades y demandas. Desde estas páginas se profundiza en la utilización de la mediación como alternativa en el ámbito penal, en aquellos casos donde una de las partes está constituida por jóvenes inmigrantes, para poder proporcionar unas bases comprensivas para la mejora de tales procesos.

MVA is a candidate vector for vaccination against pathogens and tumors. Little is known about its behaviour in mucosal tissues. We have investigated the fate and biosafety of MVA, when inoculated by different routes in C57BL/6 mice. Intranasal inoculation targeted the virus to the nasal associated lymphoid tissue and the lungs, whereas systemic inoculation led to distribution of MVA in almost all lymphoid organs, lungs and ovaries. Intravaginal, intrarectal and intragastric inoculations failed to induce efficient infection. After 48 h no virus was detectable any more in the organs analyzed. Upon intranasal inoculation, no inflammatory reactions were detected in the central nervous system as well as the upper and lower airways. These results show the tropism of MVA and indicate that high doses of recombinant MVA are safe when nasally administered, a vaccination route known to elicit strong cellular and humoral immune responses in the female genital tract.

Iowa's public road system of 112,000 miles is one of the largest and the best in the nation. It represents a considerable financial investment of taxpayer revenues over the years. And, it requires a sustained investment to preserve an economical level of transport service into the future. In 1982, a Governor's Blue Ribbon Transportation Task Force evaluated the effectiveness of Iowa's entire transportation system. Four important Task Force recommendations dealt with public road administrative issues in Iowa. These issues were related to: 1. design criteria and levels of maintenance 2. consistency in the use of standards among jurisdictions 3. consolidation of maintenance operations at one jurisdictional level and 4. jurisdictional authority for roads. The issues formed the background for Research Project HR-265.

Antisense oligonucleotides (ODNs) specific for VEGFR-2-(17 MER) and inhibiting HUVEC proliferation in-vitro were screened. One efficient sequence was selected and incorporated in different types of nanoemulsions the potential toxicity of which was evaluated on HUVEC and ARPE19 cells. Our results showed that below 10 microl/ml, a 2.5% mid-chain triglycerides cationic DOTAP nanoemulsion was non-toxic on HUVEC and retinal cells. This formulation was therefore chosen for further experiments. In-vitro transfection of FITC ODNs in ARPE cells using DOTAP nanoemulsions showed that nanodroplets do penetrate into the cells. Furthermore, ODNs are released from the nanoemulsion after 48 h and accumulate into the cell nuclei. In both ex-vivo and in-vivo ODN stability experiments in rabbit vitreous, it was noted that the nanoemulsion protected at least partially the ODN from degradation over 72 h. The kinetic results of fluorescent ODN (Hex) distribution in DOTAP nanoemulsion following intravitreal injection in the rat showed that the nanoemulsion penetrates all retinal cells. Pharmacokinetic and ocular tissue distribution of radioactive ODN following intravitreal injection in rabbits showed that the DOTAP nanoemulsion apparently enhanced the intraretinal penetration of the ODNs up to the inner nuclear layer (INL) and might yield potential therapeutic levels of ODN in the retina over 72 h post injection.

Forensic science is increasingly relied upon by law enforcement to assist in solvingcrime and gaining convictions, and by the judicial system in the adjudication ofspecific criminal cases. However, the value of forensic science relative to the workinvolved and the outcome of cases has yet to be established in the Australiancontext. Previous research in this area has mainly focused on the science andtechnology, rather than examining how people can use forensic services/science tothe best possible advantage to produce appropriate justice outcomes. This fiveyearproject entails an investigation into the effectiveness of forensic science inpolice investigations and court trials. It aims to identify when, where and howforensic science can add value to criminal investigations, court trials and justiceoutcomes while ensuring the efficient use of available resources initially in theVictorian and the ACT criminal justice systems and ultimately across Australiaand New Zealand. This paper provides an overview of the rationale and aims ofthe research project and discusses current work-in-progress.

In forensic pathology routine, fatal cases of contrast agent exposure can be occasionally encountered. In such situations, beyond the difficulties inherent in establishing the cause of death due to nonspecific or absent autopsy and histology findings as well as limited laboratory investigations, pathologists may face other problems in formulating exhaustive, complete reports, and conclusions that are scientifically accurate. Indeed, terminology concerning adverse drug reactions and allergy nomenclature is confusing. Some terms, still utilized in forensic and radiological reports, are outdated and should be avoided. Additionally, not all forensic pathologists master contrast material classification and pathogenesis of contrast agent reactions. We present a review of the literature covering allergic reactions to contrast material exposure in order to update used terminology, explain the pathophysiology, and list currently available laboratory investigations for diagnosis in the forensic setting.

Acute ethanol administration stimulates sympathetic nervous system activity. The present study was designed to determine whether this sympathetic activation affects glycogenolysis and total hepatic glucose production (HGP) during ethanol-induced inhibition of gluconeogenesis. Nineteen volunteers participated in four protocols. Two protocols aimed to study--using combined infusion of [6,6-2H2]glucose and [U-13C]glucose, VCO2 and 13CO2 measurements--the effects of ethanol infusion alone (n = 10) or with propranolol (n = 6) or phentolamine infusion (n = 4) on HGP, glucose disposal (Rd), glucose oxidation [13C]Glcox and non-oxidative glucose disposal (NOGD = Rd - [13C]Glcox). The fourth protocol assessed the effects of saline infusion alone on HGP. Using ethanol, HGP decreased by 23%, Rd by 20% and glycaemia by 9% (all P < 0.001); heart rate increased by 10%, whereas blood pressure remained unchanged. The effects were not observed with saline, except a slight (10%) decrease in HGP (P < 0.01 vs. ethanol). Ethanol did not affect [13C]Glcox but decreased NOGD by 73% (P < 0.001). Propranolol or phentolamine did not alter any of the effects of ethanol on glucose metabolism, but decreased mean arterial pressure. Propranolol prevented the ethanol-induced increase in heart rate. In conclusion, ethanol decreased blood glucose by decreasing HGP, presumably by inhibiting gluconeogenesis. Sympathetic activation prevented the decrease in blood pressure produced by ethanol but did not stimulate glycogenolysis.

INTRODUCTION : 1. L'OBJET ET L'INTÉRÊT DE LA THÈSE : DES BARRIÈRES D'ACCÈS À LA JUSTICE L'accès à la justice est un droit fondamental garanti par les art. 29a Cst. et 6 CEDH. Il s'agit d'un droit social mis en place par l'avènement de l'Etat providence qui accorde à chacun le droit à ce qu'un tribunal connaisse de toute contestation relative à ses droits et obligations de caractère civil. Aussi a-t-il pour effet de rendre efficace la législation mise en place par un Etat. Ainsi dans le cas particulier du droit de la consommation, l'élaboration des règles de droit matériel ne suffirait pas à concrétiser la protection des consommateurs voulue par le constituant et le législateur fédéral si une voie d'accès à la justice n'était pas ouverte afin de permettre aux consommateurs dont les droits sont violés d'en obtenir réparation. Si le droit formel permet à chacun de poursuivre la réalisation de ses droits par la voie judiciaire, y compris pour les consommateurs, il n'en demeure pas moins que ces derniers, dans la pratique, rencontrent plusieurs obstacles qui, souvent, les découragent de faire valoir leurs droits en justice. En effet, les tribunaux, victimes de leur succès, ont de plus en plus de peine à faire face à la masse des litiges qui leur sont soumis. L'engorgement de l'institution judiciaire est responsable de longs délais avant qu'une affaire soit jugée. A cela s'ajoutent des problèmes d'ordre financier : le coût de la justice comprenant le coût de la consultation juridique et de la représentation, des frais de consultation d'experts qui, parfois, peuvent dépasser le montant même du litige, sans oublier le risque, pour le consommateur, de devoir assurer, en cas d'échec du procès, les frais de l'autre partie. Puis on trouve des barrières d'ordre psychologique liées à la complexité et au formalisme qui accompagnent certaines procédures judiciaires civiles. Enfin, il y a la situation très complexe du litige revêtant un caractère intercantonal ou international (litiges transfrontaliers). S'agissant de litiges de faible valeur litigieuse (petits litiges ou small claims en anglais), ces barrières prennent une importance telle que de nombreux consommateurs renoncent tout simplement à faire valoir leurs droits en justice et subissent parfois la violation de ceux-ci. La valeur limitée de l'enjeu économique du litige peut rendre la durée de la procédure judiciaire démesurée et son coût disproportionné. En ce qui concerne le coût de la justice, nous illustrons ce propos par l'exemple reproduit sous l'annexe I ci-dessous. Il est également bon de signaler une étude couvrant 15 Etats membres de l'Union européenne réalisée en 1995 par la Commission européenne selon laquelle " le coût moyen (frais de justice + frais d'avocat, hors TVA) d'un règlement judiciaire d'un litige intracommunautaire portant sur un montant de 2'000 écus s'élève, dans la meilleure des hypothèses pour la partie demanderesse, à un montant d'environ 2'500 écus ". Après avoir relevé l'importance de l'accès à la justice pour le consommateur et les différents obstacles qui se dressent sur son chemin, nous allons nous intéresser aux solutions proposées pour minimiser voire supprimer ces barrières. A cet égard, on se posera la question de savoir dans quelle mesure les moyens extrajudiciaires, tels que des institutions d'ombudsmans et des organismes paritaires existant dans certains secteurs de la consommation, peuvent constituer des alternatives efficaces à la saisine des tribunaux. Puis on se demandera de quelle manière il faut alléger les formalités de procédure afin de permettre aux consommateurs non assistés de mandataires professionnels de saisir la justice et par-là même de diminuer le coût lié à celle-ci. Enfin, vu les difficultés qu'affrontent les consommateurs agissant individuellement, la question de l'opportunité de procédures collectives sera abordée. Comme ces interrogations touchent de près ou de loin les alinéas 2 et 3 de l'art. 97 Cst. nous avons jugé opportun d'exposer à titre liminaire la genèse de cette disposition. De plus, comme celui qui entreprend de traiter l'accès des consommateurs à la justice se doit de commencer par définir ce que l'on entend par consommateur, nous aborderons les notions de consommateur et de litige de consommation avant d'entrer dans le vif de la matière.

Background and objectives: Interleukin-18 (IL-18) is a pleiotropic cytokine involved in rheumatoid arthritis (RA) pathogenesis. This studywas carried out to evaluate the efficicacy of interleukin-18 binding protein (IL-18BP) gene therapy in the rat adjuvant-induced arthritis (AIA) model and to decipher the mechanisms by which IL-18BP delivery lessens bone destruction. Materials and methods: Arthritis was induced in female Lewis rat by Mycobacterium butyricum and the mRNA expression of IL-18 and IL-18BP was determined in the joints. In a preventative study, rats were divided into an adenovirus producing IL-18BP-Fc (AdmIL-18BP-Fc) group (n=8) and an adenovirus producing green fluorescent protein (AdGFP) group (n=7). On day 8 after AIA induction, adenoviruses were injected. Clinical parameters were assessed. At day 18, during maximal arthritis, the rats were euthanized, ankles were collected, and X-rays were performed. mRNA and protein were extracted from joints for analyses by qRT-PCR, multiplex, Western blot, and zymography. Results: We observed a decrease in the [IL-18BP/IL-18] ratio from day 7 to day 45. Administration of AdmIL-18BPd-Fc decreased clinical parameters and prevented bone and joint destruction compared to AdGFP administration. IL-18BP delivery reduced the metalloproteinase 9 (MMP-9) levels by 33% (at protein level (Fig. 1B) and functional level (Fig. 1C) and the tartrate-resistant acid phosphatase (TRAP) level by 44% (Fig. 1D) in the joint homogenates from AdmIL-18BPd-Fc compared to AdGFP treated rats.However, no variationwas observed forMMP-2 at the protein level (Fig.1A) and functional level (Fig. 1C). Conclusions: In rat AIA, a decrease in the [IL-18BP/ IL-18] ratio was observed. IL-18BP delivery prevented joint and bone destruction by downregulating MMP-9 and TRAP, suggesting a potential benefit of a similar therapy in RA.
