A framework that aims to best utilize the mobile network resources for video applications is presented in this paper. The main contribution of the work proposed is the QoE-driven optimization method that can maintain a desired trade-off between fairness and efficiency in allocating resources in terms of data rates to video streaming users in LTE networks. This method is concerned with the control of the user satisfaction level from the service continuity's point of view and applies appropriate QoE metrics (Pause Intensity and variations) to determine the scheduling strategies in combination with the mechanisms used for adaptive video streaming such as 3GP/MPEG-DASH. The superiority of the proposed algorithms are demonstrated, showing how the resources of a mobile network can be optimally utilized by using quantifiable QoE measurements. This approach can also find the best match between demand and supply in the process of network resource distribution.

Continuous progress in optical communication technology and corresponding increasing data rates in core fiber communication systems are stimulated by the evergrowing capacity demand due to constantly emerging new bandwidth-hungry services like cloud computing, ultra-high-definition video streams, etc. This demand is pushing the required capacity of optical communication lines close to the theoretical limit of a standard single-mode fiber, which is imposed by Kerr nonlinearity [1–4]. In recent years, there have been extensive efforts in mitigating the detrimental impact of fiber nonlinearity on signal transmission, through various compensation techniques. However, there are still many challenges in applying these methods, because a majority of technologies utilized in the inherently nonlinear fiber communication systems had been originally developed for linear communication channels. Thereby, the application of ”linear techniques” in a fiber communication systems is inevitably limited by the nonlinear properties of the fiber medium. The quest for the optimal design of a nonlinear transmission channels, development of nonlinear communication technqiues and the usage of nonlinearity in a“constructive” way have occupied researchers for quite a long time.

This paper describes the use of Bluetooth and Java-Based technologies in developing a multi-player mobile game in ubiquitous computing, which strongly depends on automatic contextual reconfiguration and context-triggered actions. Our investigation focuses on an extended form of ubiquitous computing which game software developers utilize to develop games for players. We have developed an experimental ubiquitous computing application that provides context-aware services to game server and game players in a mobile distributed computing system. Obviously, contextual services provide useful information in a context-aware system. However, designing a context-aware game is still a daunting task and much theoretical and practical research remains to be done to reach the ubiquitous computing era. In this paper, we present the overall architecture and discuss, in detail, the implementation steps taken to create a Bluetooth and Java based context-aware game. We develop a multi-player game server and prepare the client and server codes in ubiquitous computing, providing adaptive routines to handle connection information requests, logging and context formatting and delivery for automatic contextual reconfiguration and context-triggered actions. © 2010 Binary Information Press.

Az elektronikus hírközlő hálózat rohamszerű fejlesztésének igénye az elektronikus szolgáltatások széles körű elterjedésével az állami döntéshozókat is fejlesztéspolitikai koncepciók kidolgozására és azok végrehajtására ösztönzi. Az (információs) társadalom fejlődése és az ennek alapjául szolgáló infokommunikációs szolgáltatások használata alapvetően függ a szélessávú infrastruktúra fejlesztésétől, az elektronikus hírközlő hálózat elérésének lehetőségétől. Az állami szerepvállalási hajlandóság 2011-től kezdődően jelentősen megnőtt az elektronikus hírközlési területen. Az MVM NET Zrt. megalapítása, a NISZ Zrt. átszervezése, a GOP 3.1.2-es pályázat és a 4. mobilszolgáltató létrehozásának terve mind mutatják a kormányzat erőteljes szándékát a terület fejlesztésére. A tanulmányban bemutatásra kerül, hogy az állam milyen beavatkozási eszközökkel rendelkezik az elektronikus hírközlő hálózat fejlesztésének ösztönzésére. A szerző ezt követően a négy, jelentős állami beavatkozás elemzését végzi el annak vizsgálatára, hogy megfelelő alapozottsággal született-e döntés az állami szerepvállalásról. _____ With the widespread use of the Internet, the need for the rapid development of the digital communication networks has prompted government policy makers also to conceptualize and implement development policy. The advancement of the (information) society and the use of information communication technology as a prerequisite of it are fundamentally determined by the development of broadband infrastructure and whether broadband access to the digital telecommunication network is available. The propensity of the government to play a bigger role in the field of electronical communication has increased significantly from 2011. The setup of MVM NET Zrt. / Hungarian Electricity NET Ltd./, the realignment of NISZ Zrt. / National Info communication Services Company Limited by Shares - NISZ Ltd./, the GOP 3.1.2. tender and the plan to enable a new, i.e. the fourth mobile network operator to enter the market all indicate the robust intention of the government to develop this field. The study shows the tools of government intervention for the incentive of the development of the electronical communication network. Then the author analyses the four main government interventions to examine whether the decision on the role of the state was adequately well-founded.

Global connectivity, for anyone, at anyplace, at anytime, to provide high-speed, high-quality, and reliable communication channels for mobile devices, is now becoming a reality. The credit mainly goes to the recent technological advances in wireless communications comprised of a wide range of technologies, services, and applications to fulfill the particular needs of end-users in different deployment scenarios (Wi-Fi, WiMAX, and 3G/4G cellular systems). In such a heterogeneous wireless environment, one of the key ingredients to provide efficient ubiquitous computing with guaranteed quality and continuity of service is the design of intelligent handoff algorithms. Traditional single-metric handoff decision algorithms, such as Received Signal Strength (RSS) based, are not efficient and intelligent enough to minimize the number of unnecessary handoffs, decision delays, and call-dropping and/or blocking probabilities. This research presented a novel approach for the design and implementation of a multi-criteria vertical handoff algorithm for heterogeneous wireless networks. Several parallel Fuzzy Logic Controllers were utilized in combination with different types of ranking algorithms and metric weighting schemes to implement two major modules: the first module estimated the necessity of handoff, and the other module was developed to select the best network as the target of handoff. Simulations based on different traffic classes, utilizing various types of wireless networks were carried out by implementing a wireless test-bed inspired by the concept of Rudimentary Network Emulator (RUNE). Simulation results indicated that the proposed scheme provided better performance in terms of minimizing the unnecessary handoffs, call dropping, and call blocking and handoff blocking probabilities. When subjected to Conversational traffic and compared against the RSS-based reference algorithm, the proposed scheme, utilizing the FTOPSIS ranking algorithm, was able to reduce the average outage probability of MSs moving with high speeds by 17%, new call blocking probability by 22%, the handoff blocking probability by 16%, and the average handoff rate by 40%. The significant reduction in the resulted handoff rate provides MS with efficient power consumption, and more available battery life. These percentages indicated a higher probability of guaranteed session continuity and quality of the currently utilized service, resulting in higher user satisfaction levels.

The deployment of wireless communications coupled with the popularity of portable devices has led to significant research in the area of mobile data caching. Prior research has focused on the development of solutions that allow applications to run in wireless environments using proxy based techniques. Most of these approaches are semantic based and do not provide adequate support for representing the context of a user (i.e., the interpreted human intention.). Although the context may be treated implicitly it is still crucial to data management. In order to address this challenge this dissertation focuses on two characteristics: how to predict (i) the future location of the user and (ii) locations of the fetched data where the queried data item has valid answers. Using this approach, more complete information about the dynamics of an application environment is maintained. ^ The contribution of this dissertation is a novel data caching mechanism for pervasive computing environments that can adapt dynamically to a mobile user's context. In this dissertation, we design and develop a conceptual model and context aware protocols for wireless data caching management. Our replacement policy uses the validity of the data fetched from the server and the neighboring locations to decide which of the cache entries is less likely to be needed in the future, and therefore a good candidate for eviction when cache space is needed. The context aware driven prefetching algorithm exploits the query context to effectively guide the prefetching process. The query context is defined using a mobile user's movement pattern and requested information context. Numerical results and simulations show that the proposed prefetching and replacement policies significantly outperform conventional ones. ^ Anticipated applications of these solutions include biomedical engineering, tele-health, medical information systems and business. ^

Today, smart-phones have revolutionized wireless communication industry towards an era of mobile data. To cater for the ever increasing data traffic demand, it is of utmost importance to have more spectrum resources whereby sharing under-utilized spectrum bands is an effective solution. In particular, the 4G broadband Long Term Evolution (LTE) technology and its foreseen 5G successor will benefit immensely if their operation can be extended to the under-utilized unlicensed spectrum. In this thesis, first we analyze WiFi 802.11n and LTE coexistence performance in the unlicensed spectrum considering multi-layer cell layouts through system level simulations. We consider a time division duplexing (TDD)-LTE system with an FTP traffic model for performance evaluation. Simulation results show that WiFi performance is more vulnerable to LTE interference, while LTE performance is degraded only slightly. Based on the initial findings, we propose a Q-Learning based dynamic duty cycle selection technique for configuring LTE transmission gaps, so that a satisfactory throughput is maintained both for LTE and WiFi systems. Simulation results show that the proposed approach can enhance the overall capacity performance by 19% and WiFi capacity performance by 77%, hence enabling effective coexistence of LTE and WiFi systems in the unlicensed band.

The mediator software architecture design has been developed to provide data integration and retrieval in distributed, heterogeneous environments. Since the initial conceptualization of this architecture, many new technologies have emerged that can facilitate the implementation of this design. The purpose of this thesis was to show that a mediator framework supporting users of mobile devices could be implemented using common software technologies available today. In addition, the prototype was developed with a view to providing a better understanding of what a mediator is and to expose issues that will have to be addressed in full, more robust designs. The prototype developed for this thesis was implemented using various technologies including: Java, XML, and Simple Object Access Protocol (SOAP) among others. SOAP was used to accomplish inter-process communication. In the end, it is expected that more data intensive software applications will be possible in a world with ever-increasing demands for information.

Adaptation is an important requirement for mobile applications due to the varying levels of resource availability that characterizes mobile environments. However without proper control, multiple applications can each adapt independently in response to a range of different adaptive stimuli, causing conflicts or sub optimal performance. In this thesis we presented a framework, which enables multiple adaptation mechanisms to coexist on one platform. The key component of this framework was the 'Policy Server', which has all the system policies and governs the rules for adaptation. We also simulated our framework and subjected it to various adaptation scenarios to demonstrate the working of the system as a whole. With the help of the simulation it was shown that our framework enables seamless adaptation of multiple applications.

A evolução tecnológica na comunicação contemporânea estrutura sistemas digitais via redes de computadores conectados e exploração maciça de dispositivos tecnológicos. Os dados digitais captados e distribuídos via aplicativos instalados em smartphones criam ambiente dinâmico comunicacional. O Jornalismo e a Comunicação tentam se adaptar ao novo ecossistema informacional impetrado pelas constantes inovações tecnológicas que possibilitam a criação de novos ambientes e sistemas para acesso à informação de relevância social. Surgem novas ferramentas para produção e distribuição de conteúdos jornalísticos, produtos baseados em dados e interações inteligentes, algoritmos usados em diversos processos, plataformas hiperlocais e sistemas de narrativas e produção digitais. Nesse contexto, o objetivo da pesquisa foi elaborar uma análise e comparação entre produtos de mídia e tecnologia específicos. Se as novas tecnologias acrescentam atributos às produções e narrativas jornalísticas, seus impactos na prática da atividade e também se há modificação nos processos de produção de informação de relevância social em relação aos processos jornalísticos tradicionais e consolidados. Investiga se o uso de informações insertadas pelos usuários, em tempo real, melhora a qualidade das narrativas emergentes através de dispositivos móveis e se a gamificação ou ludificação altera a percepção de credibilidade do jornalismo. Para que assim seja repensado a forma de se produzir e gerar informação e conhecimento para os públicos que demandam conteúdo

L’intégration des technologies de l’information et de la communication (TIC) en contexte éducatif représente un moyen concret d’action et de réflexion en sciences de l’éducation. Les scientifiques et les acteurs de terrain se questionnent sur l’intégration des technologies et sur les moyens à mettre en place afin de réussir ce processus parfois complexe. De fait, la pénétration des outils technologiques dans les établissements scolaires a été exponentielle ces dernières années. Il est aujourd’hui nécessaire de comprendre selon quelles perspectives ces outils s’intègrent en salle de classe. Un exemple marquant est celui de la tablette tactile, récemment intégrée massivement dans les écoles d’Amérique du Nord et d’Europe. Cet outil, relativement récent dans la sphère scolaire, demande une réflexion précise vis-à-vis des pratiques pédagogiques des enseignants et des processus d’intégration inhérents. Afin de répondre à ces questionnements, nous avons élaboré une recherche en trois temps. Dans un premier temps, nous avons dressé un portrait exhaustif des pratiques pédagogiques des enseignants utilisant quotidiennement la tablette tactile en salle de classe. Ce portrait nous permet d’esquisser une synthèse des usages et réalités pédagogiques qui entourent cet outil. Dans un deuxième temps, nous avons répertorié, analysé et classifié les modèles d’intégration des TIC présents dans la littérature. L’analyse de ces modèles nous a permis d’en extraire les forces et les lacunes intrinsèques. Ensuite, nous avons créé un modèle synthèse rassemblant les réflexions issues de ces analyses. En parallèle, nous avons créé une typologie permettant d’identifier et de classifier ces modèles. Dans un troisième temps, nous sommes partis des pratiques pédagogiques des enseignants et du modèle général d’intégration des TIC que nous avons conçu afin de comprendre quel était le processus d’intégration de la tablette en salle de classe. Les résultats obtenus mettent en évidence que l’utilisation de la tablette induit des usages pédagogiques novateurs qui facilitent l’enseignement et qui favorisent l’apprentissage des élèves. Cependant, nous constatons que la tablette n’est pas utilisée à son plein potentiel et que certains usages devraient être envisagés selon une perspective plus efficiente et adaptée. En ce qui concerne les processus d’intégration, nous avons identifié plusieurs éléments indispensables: ces processus doivent être itératifs et constructifs, des facteurs internes et externes doivent être considérés et des niveaux d’intégration doivent être identifiés. Le modèle ainsi conçu spécifie le modèle à privilégier et les aboutissants à considérer. À la suite de cette étape, nous avons conçu un modèle d’intégration spécifiquement dédié à la tablette. Celui-ci met en évidence, au-delà des caractéristiques définies dans le modèle général, une nécessaire formation, une implication des acteurs, un ajustement constant des pratiques pédagogiques et une itération indispensable. À la suite de ces considérations, nous constatons que le processus d’appropriation de la tablette est en cours de construction et que les nouvelles implantations, comme les existantes, doivent procéder à une analyse minutieuse des tenants et aboutissants des pratiques médiées par l’intégration de l’outil. En fin de document, une synthèse des résultats et des recommandations est proposée afin de favoriser l’intégration de la tablette tactile - et des TIC en général – dans la salle de classe.

To date little is known about the practices of domiciliary midwives and the outcomes of home birth in Ireland. The purpose of this review is to provide some background information on the situation for women seeking a home birth and to document the outcomes of home births in Ireland between 1993 -1997. Design: Descriptive analysis of prospective data collected from domiciliary midwives regarding women who requested a home birth between 1993 and 1997. Participants: The questionnaire was distributed to 15 domiciliary midwives; this included all the domiciliary midwives known to the authors to be practising in Ireland at that time. Findings: During this period, 585 women planned to give birth in their home with the assistance of midwives, 500 women achieved this. The spontaneous vaginal delivery rate for women who commenced their labour at home was 96.9% (n = 554). These women gave birth without medications or other interventions. 544 (93%) of the women breastfed their babies and 538 (92%) were still breastfeeding at 6 weeks. This is the first review of domiciliary midwifery practice in Ireland in recent years. They obtained data from 11 independent midwives on 585 women who planned home births. Findings showed high rates of spontaneous vaginal delivery and breastfeeding. There were 500 babies born at home with three perinatal deaths, including one undiagnosed breech delivery, one infant with abnormal lungs on post-mortem and one infant with Potter's Syndrome who was stillborn.
