Termina à meia-noite o prazo de apresentação de Emendas ao projeto de Constituição. Até a parte da manhã tinham sido apresentadas 794 emendas. Todas elas individuais. Foram vários os temas escolhidos pelos constituintes. Uma das emendas beneficia o Vale do São Francisco. Outra traz mais benefícios aos municípios. Outra emenda trata o terrorismo, o tráfico de drogas e a tortura como crimes imprescritíveis, inafiançáveis e não suscetíveis de graça e indulto. O grande movimento tem sido em torno das emendas coletivas. O Centrão e o Grupo dos 32 devem concluir um acordo até à tarde. 5 pontos são considerados divergentes em mais de 300 dispositivos já acordados. Há previsão de que saia um acordão em torno das questões menos polêmicas, deixando para o Plenário a decisão sobre os temas sem consenso. O PFL está reunindo cerca de 40 constituintes para apresentar emendas que tragam garantias na área da cidadania. O presidente da Constituinte considera baixo o número de emendas apresentadas até agora. Ele pede critério na hora do pedido de destaque, para que seja feito apenas quando trouxer uma contribuição ao texto constitucional.

The German shrimp fisheries land different types of pro-duce. Besides cooked shrimp for human consumption small (undersized), raw shrimp (industrial shrimp) are landed regionally in the second half of each year for animal feedstuff purposes. They are dried in special plants and form sellable secession from sieving processes aboard shrimping vessels. Grading the cooked shrimp ashore gives the non-marketable fraction of too small shrimp, which is not meant for shelling. That fraction is produced all year alongside landings of shrimp and is used for feed-stuff as well. Both extra fractions are listed in the official statistics since 2000 for the first time. That year industrial shrimp made up 6 % of the total landings while the non-marketable, small cooked shrimp summed up to 7 %, respectively. Though being essential for specialised animal feeds they are commercially of very little value, making up to hardly 2 ‰ of the total turnover of the German shrimp fisheries.

ENGLISH: The accuracy and precision of dolphin school size estimates based on aerial photograph counts were examined using data collected on recent aerial and ship surveys. These estimates were found to be accurate during a 1979research cruise aboard a tuna purse-seiner; dolphin schools were photographed from the ship’s helicopter, encircled with the purse-seine, and then counted as the dolphins were released from the net. A comparison of photographic estimates with these counts indicated that the relationship was fairly close and gave no indication of significantly differing from 1:1. During a 1980 aerial study, photographic estimates from different schools, passes, and camera formats were compared and were found to be quite precise with a standard deviation of approximately 60/0 of school size. Photographic estimates were also compared with estimates made by aerial observers. Most observers tended to underestimate school size, particularly for large schools. The variability among observers was high, indicating that observers should be individually calibrated. SPANISH: Se examinó la exactitud y la precisión de las estimaciones de la magnitud de los cardúmenes de delfines basadas en el cálculo de las fotografías aéreas, usando los datos obtenidos en los últimos reconocimientos aéreos y de los barcos. En 1979, durante un crucero de investigación en un cerquero atunero, se encontró que estas estimaciones eran acertadas; se fotografiaron los cardúmenes de delfines desde un helicóptero del barco, cercados con la red y luego se contaron a medida que se libraban los delfines de la red. Una comparación de las estimaciones fotográficas con estos cálculos indicó que la relación era bastante aproximada y no hubo indicación que se diferenció significativamente de la razón 1:1. Durante un estudio aéreo en 1980, se compararon las estimaciones fotográficas de diferentes del cardúmenes, en los pases y los formatos de las cámaras y se encontró que eran bastante precisos, con una desviación normal de cerca del 60/0 de la magnitud cardumen. Se compararon también las estimaciones fotográficas con las estimaciones realizadas por los observadores aéreos. La mayoría de los observadores tienden a subestimar la magnitud de los cardúmenes, especialmente los cardúmenes grandes. HIGHLIGHTS FOR FY 2006 1. Captured and tagged 475 Gulf sturgeons in five Florida rivers and one bay. 2. Documented Gulf sturgeon marine movement and habitat use in the Gulf of Mexico. 3. Assisted the National Oceanic and Atmospheric Administration (NOAA) with the collection of Gulf sturgeon, implantation of acoustic tags, and monitoring of fish in a study to examine movement patterns and habitat use in Pensacola and Choctawhatchee bays post-Hurricane Ivan. 4. Provided technical assistance to Jon “Bo” Sawyer in completing a study – Summer Resting Areas of the Gulf Sturgeon in the Conecuh/Escambia River System, Alabama-Florida – for acquiring a Degree of Master of Science at Troy University, Alabama. 5. Coordinated tagging and data collection with NOAA observers aboard trawlers while collecting Gulf sturgeon during dredging operations in the coastal Gulf of Mexico. 6. Hosted the 7th Annual Gulf Sturgeon Workshop. 7. Implemented Gulf Striped Bass Restoration Plan by coordinating the 23rd Annual Morone Workshop, leading the technical committee, transporting broodfish, coordinating the stocking on the Apalachicola-Chattahoochee-Flint (ACF) river system, and evaluating post-stocking success. 8. Continued updating and managing the Freshwater Mussel Survey Database, a Geographic Information System (GIS) database, for over 800 unique sites in the Northeast Gulf (NEG) drainages in Alabama (AL), Georgia (GA), and Florida (FL). 9. Formed a recovery implementation team for listed mussels in the ACF river basin and oversaw grant cooperative agreements for 14 listed and candidate freshwater mussels in the NEG watersheds. 10. Initiated a project in the Apalachicola River to relocate mussels stranded as a result of drought conditions, and calculate river flows at which mussels would be exposed. 11. Initiated a project in Sawhatchee Creek, Georgia to determine the status of threatened and endangered (T&E) freshwater mussels and target restoration projects, population assessments, and potential population augmentation to lead toward recovery of the listed species. 12. Initiated a study to determine the age and growth of the endangered fat threeridge mussel (Amblema neislerii). 13. Provided technical assistance to the Panama City Ecological Services office for a biological opinion on the operations of Jim Woodruff Lock and Dam and its effects on the listed species and designated and proposed critical habitat in the Apalachicola River, Florida. 14. Assisted with a multi-State, inter-agency team to develop a management plan to restore the Alabama shad in the ACF river system. 15. Conducted fishery surveys on Tyndall AFB, Florida and Ft. Benning, Georgia and completed a report with recommendations for future recreational fishery needs. 16. Provided fishery technical assistance to four National Wildlife Refuges (NWR) (i.e., Okefenokee NWR, Banks Lake NWR, St. Vincent NWR, and St. Marks NWR). 17. Initiated an Aquatic Resources and Recreation Fishing Survey on Department of Defense facilities located in Region 4. 18. Identified 130 road-stream crossings on Eglin AFB for rehabilitation and elimination of sediment imputs. 19. Continued the Aquatics Monitoring Program at Eglin AFB to assess techniques that determine current status and sustainability of aquatic habitat and develop a measure to determine quality or degradation of habitat. 20. Assisted Eglin AFB Natural Resource managers in revising the installation’s Integrated Natural Resources Management Plan (INRMP) and its associated component plans. 21. Coordinated recovery efforts for the endangered Okaloosa darter including population/life history surveys, stream restoration, and outreach activities. 22. Initiated a comprehensive status review of the Okaloosa darter with analyses performed to assess available habitat, preferred habitats, range expansions/reductions/fragmentations, population size, and probability of extinction. 23. Assisted the Gulf Coastal Plain Ecosystem Partnership and the Florida Fish and Wildlife Conservation Commission (FWC) under a Memorandum of Agreement to develop conservation strategies, implement monitoring and assessment programs, and secure funds for aquatic management programs in six watersheds in northwest Florida and southeast Alabama. 24. Entered into a cooperative agreement with the U.S. Air Force to encourage the conservation and rehabilitation of natural resources at Hurlburt Field, Florida. 25. Multiple outreach projects were completed to detail aquatic resources’ conservation needs and opportunities; including National Fishing Week, Earth Day, several festivals, and school outreach.

Studies of gonads of yellowfin and skipjack tunas (Neothunnus macropterus and Katsuwonus pelamis) carried out by the Inter-American Tropical Tuna Commission indicate that during summer months the offshore area in the region of the Revilla Gigedo Islands is a spawning location for these two species (Schaefer and Orange, 1956). In July of 1957 a cruise "Tuna Spawning Survey" was made aboard the vessel ORCA to make plankton hauls and to collect ancillary data for the primary purpose of surveying abundance of tuna larvae in this region. A new set of experimental data of subcooled pool boiling on a thin wire in rnicrogravity aboard the 22nd Chinese recoverable satellite is reported in the present paper. The temperature-control led heating method is used. The results of the experiments in normal gravity before and after the flight experiment are also presented, and compared with those in microgravity. The working fluid is degassed R113 at 0.1 MPa and subcooled by 26 degrees C nominally. A thin platinum wire of 60 mu m in diameter and 30 mm in length is simultaneously used as heater and thermometer. It is found that the heat transfer of nucleate pool boiling is slightly enhanced in microgravity comparing with those in normal gravity. It is also found that the correlation of Lienhard and Dhir can predict the CHF with good agreement, although the range of the dimensionless radius is extended by three or more decades above the originally set limit. Three critical bubble diameters are observed in microgravity, which divide the observed vapor bubbles into four regimes with different sizes. Considering the Marangoni effect, a qualitative model is proposed to reveal the mechanism underlying the bubble departure processes, and a quantitative agreement can also be acquired.

A space experiment on bubble behavior and heat transfer in subcooled pool boiling phenomenon has been performed utilizing the temperature-controlled pool boiling (TCPB) device both in normal gravity in the laboratory and in microgravity aboard the 22(nd) Chinese recoverable satellite. The fluid is degassed R113 at 0.1 MPa and subcooled by 26 degrees C nominally. A thin platinum wire of 60 mu m in diameter and 30 mm in length is simultaneously used as heater and thermometer. Only the dynamics of the vapor bubbles, particularly the lateral motion and the departure of discrete vapor bubbles in nucleate pool boiling are reported and analyzed in the present paper. It's found that these distinct behaviors can be explained by the Marangoni convection in the liquid surrounding vapor bubbles. The origin of the Marangoni effect is also discussed.

Researches on two-phase flow and pool boiling heat transfer in microgravity, which included groundbased tests, flight experiments, and theoretical analyses, were conducted in the National Microgravity Laboratory/CAS. A semi-theoretical Weber number model was proposed to predict the slug-to-annular flow transition of two-phase gas–liquid flows in microgravity, while the influence of the initial bubble size on the bubble-to-slug flow transition was investigated numerically using the Monte Carlo method. Two-phase flow pattern maps in microgravity were obtained in the experiments both aboard the Russian space station Mir and aboard IL-76 reduced gravity airplane. Mini-scale modeling was also used to simulate the behavior of microgravity two-phase flow on the ground. Pressure drops of two-phase flow in microgravity were also measured experimentally and correlated successfully based on its characteristics. Two space experiments on pool boiling phenomena in microgravity were performed aboard the Chinese recoverable satellites. Steady pool boiling of R113 on a thin wire with a temperature-controlled heating method was studied aboard RS-22, while quasi-steady pool boiling of FC-72 on a plate was studied aboard SJ-8. Ground-based experiments were also performed both in normal gravity and in short-term microgravity in the drop tower Beijing. Only slight enhancement of heat transfer was observed in the wire case, while enhancement in low heat flux and deterioration in high heat flux were observed in the plate case. Lateral motions of vapor bubbles were observed before their departure in microgravity. The relationship between bubble behavior and heat transfer on plate was analyzed. A semi-theoretical model was also proposed for predicting the bubble departure diameter during pool boiling on wires. The results obtained here are intended to become a powerful aid for further investigation in the present discipline and development of two-phase systems for space applications.

Estimates of dolphin school sizes made by observers and crew members aboard tuna seiners or by observers on ship or aerial surveys are important components of population estimates of dolphins which are involved in the yellowfin tuna fishery in the eastern Pacific. Differences in past estimates made from tuna seiners and research ships and aircraft have been noted by Brazier (1978). To compare various methods of estimating dolphin school sizes a research cruise was undertaken with the following major objectives: 1) compare estimates made by observers aboard a tuna seiner and in the ship's helicopter, from aerial photographs, and from counts made at the backdown channel, 2) compare estimates of observers who are told the count of the school size after making their estimate to the observer who is not aware of the count to determine if observers can learn to estimate more accurately, and 3) obtain movie and still photographs of dolphin schools of known size at various stages of chase, capture and release to be used for observer training. The secondary objectives of the cruise were to: 1) obtain life history specimens and data from any dolphins that were killed incidental to purse seining. These specimens and data were to be analyzed by the U.S. National Marine Fisheries Service ( NMFS ) , 2) record evasion tactics of dolphin schools by observing them from the helicopter while the seiner approached the school, 3) examine alternative methods for estimating the distance and bearing of schools where they were first sighted, 4) collect the Commission's standard cetacean sighting, set log and daily activity data and expendable bathythermograph data. ENGLISH: Project Little Window was planned to provide some answers to the important scientific question of whether or not the HRIR (high resolution infrared radiometer) sensors aboard NASA and NOAA satellites can provide useful data for much of the oceanographic community. The sensors aboard these satellites were designed in response to the initial needs of meteorologists for temperature measurements integrated over a distance of 5-10 nautical miles and extending over a range from 30°C to about -75°C (i2-4°C). To this end the sensors have been a very powerful tool to the meteorologist in preparing daily weather advisories and in carrying out research. SPANISH: El proyecto Little Window fue planeado para suministrar algunas respuestas al importante tema científico sobre si los captadores (ltsensors") infrarrojos de alta resoluci6n (IRAR) a bordo de los satélites NASA y NOAA, pueden o no proveer datos útiles para la mayor1a de los oceanógrafos. Los captadores a bordo de estos satélites fueron concebidos en respuesta a las necesidades iniciales de los meteor6logos para obtener mediciones de temperatura integradas sobre una distancia de 5-10 millas náuticas, y entre 30°c y aproximadamente -75°C (~2-4°C). Con este fin los captadores han sido un instrumento poderoso para el meteor6logo en la preparaci6n de las informaciones diarias de tiempo y en la realizaci6n de las investigaciones. ENGLISH: In May 1971, a joint united states - Mexican experiment, Project Little Window 2, (LW-2) involving data collected by satellite, aircraft and ship sensors was made in the southern part of the Gulf of California. LW-2 was planned as an improved and enlarged version of LW-l (conducted the previous year; Stevenson and Miller, 1971) with field work scheduled to be made within a 200 by 200 km square region in the Gulf of California. The purposes of the new field study were to determine through coordinated measurements from ships, aircraft and satellites, the utility of weather satellites to measure surface temperature features of the ocean from space and specifically to evaluate the high resolution infrared sensors aboard N~ 1, ITOS 1 and NIMBUS 4 and to estimate the magnitude of the atmospheric correction factors needed to bring the data from the spacecraft sensors into agreement with surface measurements. Due to technical problems during LW-2, however, useful data could not be obtained from ITOS 1 and NIMBUS 4 so satellite information from only NOAA-1 was available for comparison. In addition, a new purpose was added, i.e., to determine the feasibility of using an Automatic picture Transmission (APT) receiver on shore and at sea to obtain good quality infrared data for the local region. SPANISH: En mayo 1971, los Estados Unidos y México realizaron un experimento en conjunto, Proyecto Little Window 2 (LW-2), en el que se incluyen datos obtenidos mediante captadores de satélites, aviones y barcos en la parte meridional del Golfo de California. Se planeó LW-2 para mejorar y ampliar el proyecto de LW-l (conducido el año anterior; Stevenson y Miller, 1971), realizándose el trabajo experimental en una región de 200 por 200 km cuadrados, en el Golfo de California. El objeto de este nuevo estudio experimental fue determinar mediante reconocimientos coordinados de barcos, aviones y satélites la conveniencia de los satélites meteorológicos para averiguar las características de la temperatura superficial del océano desde el espacio, y especialmente, evaluar los captadores infrarrojos de alta resolución a bordo de NOAA 1, ITOS 1 Y NIMBUS 4, y estimar la magnitud de los factores de corrección atmosféricos necesarios para corregir los datos de los captadores espaciales para que concuerden con los registros de la superficie. Sin embargo, debido a problemas técnicos durante LW-2, no fue posible obtener datos adecuados de ITOS 1 y NIMBUS 4, as1 que solo se pudo disponer de la información de NOAA 1 para hacer las comparaciones. Además se quiso determinar la posibilidad de usar un receptor de Trasmisión Automático de Fotografias (APT) en el mar para obtener datos infarojos de buena calidad en la región local. O combate efetivo ao flagelo secular do terrorismo, ainda que possa se revestir de muitas formas, não prescinde da repressão penal de seus autores. Em vista da maciça internacionalização do terrorismo, a partir do Século XX, a cooperação jurídica internacional em matéria penal (aí incluída a extradição) consolida-se como instrumento de essencial importância para a repressão do terrorismo pela comunidade internacional, com a vantagem de resguardar o domínio do direito e, por conseguinte, de assegurar a paz e a segurança internacionais. A evolução do tratamento do crime de terrorismo pelo direito penal transnacional influenciada pelo direito da segurança coletiva, especialmente a partir dos atentados de 11 de setembro de 2001 exerceu expressivo impacto no direito extradicional. O entendimento desse efeito é fundamental para extrair-se do instituto da extradição todo o seu potencial para a repressão penal do terrorismo. Desde que presentes determinados requisitos, uma conduta de caráter terrorista à luz de parâmetros internacionais gera a obrigação estatal de extraditar ou processar seu autor, mesmo na ausência de tratado. Além disso, a extradição exercida ou não em decorrência de obrigação convencional tem seus princípios afetados pela obrigação internacional de repressão do terrorismo, particularmente no que se refere a questões como extraditabilidade, extradição por crimes políticos e extradição de refugiados. O direito brasileiro apresenta algumas vulnerabilidades para o cumprimento da obrigação aut dedere aut iudicare e a prática judicial brasileira relativa à extradição de acusados de atos de terrorismo poderia reportar-se mais ao direito internacional, com vistas a evitar o risco de violação de obrigações internacionais pelo Brasil.
