Depois de relembrarem as condições da extensa região, em que é a peste endêmica no Brasil, e que dificultam a aplicação, em sua plenitude, das medidas profiláticas recomendadas para o combate à doença, sumariam os A. A. a legislação brasileira em vigor e discriminam o que tem realizado com aquele fim o Serviço Nacional de Peste. Aludindo aos benefícios do sôro, das sulfas e possìvelmente da estreptomicina para os doentes acentuam a precária possibilidade do seu isolamento, o que tem levado o Serviço à maior intensificação das práticas de anti-ratização e das que visam a destruição de roedores e pulgas. Mostram, quanto às primeiras medidas, o que tem sido possível fazer, intensa e progressivamente, não só para a proteção das habitações rurais, aí incluídas as praticas de desratização, limpeza dos terrenos e cuidados com o lixo, como no tocante à instalação de silos e giraus à prova de ratos, e a outras providências concernentes à adequada disposição de gêneros alimentícios e dos diversos materiais, que podem servir de alimento e ninho aos roedores. Detêm-se mais no particular das medidas de desratização, salientando o valor do cianogás, que veio, para aquela finalidade, tomando o passo ao envenenamento com iscas raticidas, tendo o arsênico por base, largamente empregadas pelo Serviço ate 1942. Mostram como tem crescido, de ano para ano, o percentual de ratos, destruídos por elas e pelo cianogás, em relação ao total de ratos mortos; e apontam a decorrente limitação do uso de armadilhas. Quanto aos lança-chamas, também largamente empregados, reputam-nos mais perigosos e menos eficientes e econômicos que o cianogás, com idênticas indicações, salientando porém a grande vantagem do uso do DDT, como agente despulizante, inclusive pela sua ação residual. Mostram o valor da utilização, em larga escala, do DDT também para a defesa do homem são, que se limitava, até há pouco, pràticamente à soroterapia preventiva e à imunização ativa. Parece ter-se mostrado esta eficiente no Brasil, embora até agora, para tal fim, só tenham sido usadas vacinas mortas. Focalizando o maior êxito das vacinas preparadas com germes vivos avirulentos, aludem os A.A. à possível vantagem do seu emprêgo, de maneira sistematizada, nas épocas de maior incidência da peste, para certos grupos de população mais atingidos pela doença. Finalizam o trabalho, com uma revisão dos dados epidemiológicos, que tinham sido objeto de contribuição anterior, e que agora se fazem mais com¬pletos, por englobarem um decênio (1936-1945). Dão a ver a incidência da peste, ano a ano, durante êsse período, mostrando como nêle tocaram 30 e 70% dos casos aos grupos etários 10-19 anos e 0-29 anos. Os homens foram mais atingidos, tendo cabido 57, 36 e 7% do total de casos, respectivamente a pardos, brancos e negros. Na sua grande maioria (95.7%), foram os casos da forma bubônica, representando-se a pulmonar e a septicêmica por 2.6 e 1.7% do total. Daqueles casos de peste ganglionar, 67.7, 17, 11.5 e 3.8% tiveram respectivamente localização inguino-crural, axilar, cervical e mista. A letalidade no decenio foi de 29.5%, reduzida aliás, a 17%, quando computados apenas os casos vistos em vida pelo Serviço. De mais de 25'% abaixo dos 20 anos, baixou a letalidade a 22% dos 20 aos 30 anos, para ascender progressivamente daí em diante, chegando a quase 50%, nos indivíduos com mais de 50 anos. Foi maior no sexo feminino e entre pardos. Muito alta na forma pulmonar (85.0%) e na septicêmica (80.7%), mostrou-se de 37, 34.3, 32.2 e 23.3%, consoante mista, cervical, axilar ou inguino-crural a localização da forma bubônica.

Os autores mostraram a necessidade de estudar minuciosamente os fócos da doença para o melhor conhecimento das questões epidemiológicas e clínicas da mesma. Mostraram que os Veados e Cabritos pódem desempenhar papel importante na difusão do virus. Os autores dão gráficos sôbre a reação de Weil-Felix com nove Proteus em homens e animais.

In articles, already published, we have proved that the strain V. B. of Brazilian virus, goes through the placenta (Macacus rhesus) (1) and the apparently normal gastro-intestinal tube (1934-1937) (Canis familiaris) (2). Today we present the idea that the Brazilian virus can reach the milk of an animal even when the latter has only the unapparent disease. In former articles (**), we have shown that the goat (Capra hircus) can be an excellent reservoir of Brazilian virus, having the strain V. B. in its blood and presenting a Weil Felix reaction high and in “group”, with the disease unapparent. When the goats are bred in the laboratory, and even in some foci of the disease, they give a negative Weil Felix, being zero for all the nine strains of Proteus. In the interior of Brazil, in many localities, goats substitute cows, in supplying milk for children and adults, and in some districts goat’s milk is considered superior to cow’s milk, possessing marvellous qualities for men, women an children. Having proved, now, that goat’s milk can contain the virus even when the animal presents nothing clinically, and having also shown that this virus goes through the digestive tube apparently sound, it is easy to understand how infants-in-arms, that is, only a few months old, living in strictly domestic surroundings, can contract the disease; we have many such cases on record. Protocol of the experiments: Goat nº 2, white, January 1948. This animal had been inoculated with the V. B. strain of the Brazilian virus in June 1947, via intra-peritoneal, presenting nothing then, not even a feverish reaction. On that occasion it was not possible to isolate the virus of the blood, although the Weil Felix reaction was positive, high and in “group”. Now January 17, 1948, seven months later, the same animal was reinoculated with a semple of virus V. B. in the same manner (intra-peritoneal) two days after bringing forth two sturdy kids. The virus V. B. was obtained from guinea-pig n. 7170 whose thermic graph was as follows: Temperatura – 38,8 – 39,1 – 39,5 – 39,4 –39,8 – 40,4 – 40,2 – 40,1 - + Necropsy – Typical lesions. The spleen weighed 5 grammes. With 3c.c. of emulsion from the nervous system of this guinea-pig, we inoculated not only the goat, as also two guineapigs, number 14 and number 5. The following is the thermic graph of one: - Guinea-pig n. 14 – 38,9 – 39,1 – 39,2 – 39.2 – 40,7 – 41,0 – 40,5 – 40,4 – 40,1 - + Typical lesions. Guinea-pig n. 2 presented the following thermic graph after the infective inoculation: - 39,5 – 39,7 – 39,7 – 39,7 – 39,5 – 39,3 – 39,5 – 39,5 – 39,5 – etc. Clinically, this animal presented nothing unusual, feeding well and suckling the kids normally. The Weil Felix reaction was positive, in “group” high very similar to the reaction obtained in June 1947, with the first infective inoculation. On the third, fourth, fifth, sixth and seventh day after the infective inoculation, we took milk from the goat and inoculated male guinea-pigs via intra-celular and via intra-peritoneal, giving 5 c.c. to each animal. Guinea-pig n. 4663, inoculated with 5 c.c. of milk, via intra-muscular, taken on the third day of the infectaive inoculation, presented the following thermic graph: - 38.8 (*) – 39,1 – 39,0 – 39,1 – 40,1 – 40,1 – 40,8 (**) – 40,8 – Killed – Typical deisions (***). The virus V. B. of this goat, circulated naturally in the blood up to the third day, having passed into the milk, producing nothing in the kids, on account of the natural resistance of these animals to the disease. The Weil Felix reaction and that of Widal for the Burcellas suis, abortus and militensis were negative for the goat and the kids. It is remarkable that, even with inoculation of the living virus after a period of seven months we cannot get a real and absolute immunity of sensitive animals. We shall return to this subject later. The hart Mazama simplicicornis may be a carrier of the virus in Brasil. The experimental serum against the virus of Exanthematic neotropical typhus has not protected guinea-pigs.

The paper provides a description and analysis of the Hodgskin section of Theories of Surplus Value and the general law section of the first version of Volume III of Capital. It then considers Part III of Volume III, the evolution of Marx's thought and various interpretations of his theory in the light of this analysis. It is suggested that Marx thought that the rate of profit must fall and even in the 1870s hoped to be able to provide a demonstration of this. However the main conclusions are: 1. Marx's major attempt to show that the rate of profit must fall occurred in the general law section. 2. Part III does not contain a demonstration that the rate of profit must fall. 3. Marx was never able to demonstrate that the rate of profit must fall and he was aware of this.

This paper develops a theory of the joint allocation of formal control and cash-flow rights in venture capital deals. We argue that when the need for investor support calls for very high-powered outside claims, entrepreneurs should optimally retain formal control in order to avoid excessive interference. Hence, we predict that risky claims should be be negatively correlated to control rights, both along the life of a start-up and across deals. This challenges the idea that risky claims should a ways be associated to more formal control, and is in line with contractual terms increasingly used in venture capital, in corporate venturing and in partnership deals between biotech start-ups and large drug companies. The paper provides a theoretical explanation to some puzzling evidence documented in Gompers (1997) and Kaplan and Stromberg (2000), namely the inclusion in venture capital contracts of contingencies that trigger both a reduction in VC control and the conversion! of her preferred stocks into common stocks.

En el período 1985-1996 la desigualdad de la renta en España se redujo de forma notable, en claro contraste con lo sucedido en otros países avanzados. En este trabajo se profundiza en el impacto que sobre esta reducción en la desigualdad ha ejercido la redistribución del stock de capital humano, uno de los factores que aparecen como más relevantes para explicar tanto la distribución de la renta como sus modificaciones. Las conclusiones obtenidas sugieren que aproximadamente un tercio de la reducción en la desigualdad que se ha producido entre los dos años extremos contemplados (1985 frente a 1996) se debe al comportamiento del capital humano. Otros factores tales como el tamaño de la familia o la participación de ambos cónyuges en el mercado de trabajo, han actuado en el mismo sentido. Finalmente, un elevado porcentaje de mejora en la distribución permanece por explicar y deberá ser objeto de investigaciones futuras.

This paper analyses the e¤ects on employment of increasing the stock of public capital. To this end, we derive a wage equation so that wages are endogenized. This allows us to show that, by means of a higher elasticity of labour demand with respect to wages, a rise in public capital increases employment. The estimation of a structural model for the Spanish private sector tests and con…rms empirically this relationship. The results show that an increase in public capital has a significant and positive direct influence on employment, and indirect e¤ects derived from lower wages and higher economic growth. Finally, we undertake a simulation exercise to assess the long run efects on employment and economic growth of increasing public capital.

The objective of this paper is to investigate, in a methodologically consistent manner, the regional effects of public capital formation and the possible existence of regional spillover effects in Spain. The empirical results are based on VAR estimates at both the aggregate and regional levels using output, employment, and private capital, as well as different measures of public capital. Empirical results suggest that public capital affects output positively at the aggregate level as well as in all but one region. For most regions, the effects of public capital installed in the region itself are important but the spillover effects induced from public capital installed elsewhere are also very important. In fact, the spillover effects account for over half of the total effects of public capital formation in Spain. Furthermore, these spillover effects have a clear geographical pattern in that they tend to be more important in the peripheral regions of the country. We also find that relative to their share of the Spanish output, the biggest beneficiaries of public capital formation are the largest regions in the country. This suggests that public capital formation has contributed to concentration of output in these regions. Finally, in terms of the effects of public capital formation on the private inputs we find that both private capital and employment are affected positively at the aggregate level as well as for most of the regions. Nevertheless, the effects on private capital seem to be larger. Also, the spillover effects are very important for private capital but not for employment. This reflects a great degree of dynamism and mobility in the capital markets as opposed to the labor markets.

Maybe because of the inconclusive nature of the results on the impact of public capital on output at the regional level, the issue of the possible existence of the regional spillovers from public capital formation has received little attention. The objective of this paper is to provide evidence on the possible existence of such spillovers. We consider the case of Spain and its seventeen regions. Our methodological approach consists in estimating an aggregate VAR model for Spain as well as seventeen region-specific VAR models in which both capital installed in the region and capital installed outside the region are allowed to play a role in enhancing regional output. The estimation results can be summarized as follows. The aggregate effects of public capital formation in Spain are important. They cannot, however, be captured in their entirety by the direct effects in each region from public capital installed in the region itself. When for each region both the capital installed in the region and the capital installed outside the region are considered the total disaggregated effect from the seventeen regional models are very much in line with the aggregate results. Furthermore, the aggregate effect seems to be due in almost equal parts to the direct and spillover effects of public capital formation. Ultimately, this paper establishes the relevance of both capital installed in each region and spillover effects in the understanding of the regional decomposition of the aggregate effects of public capital formation. In doing so it opens the door to some tantalizing and potentially highly charged research issues in terms of the determination of the optimal location of public investment projects.

Export activities are a major source of economic growth and are considered important both at the national level and for individual businesses. Moreover, in the case of SMEs, they gain particular relevance, exporting being the most common foreign market entry mode for these firms. The decision maker’s role in the export activity is crucial, particularly in the case of SMEs. However, the extant literature on internationalization is characterized by a lack of consensus among scholars as to what constitutes the managerial factor in determining exporting. Therefore, this study focuses on the following issue: Which are the decision maker’s characteristics and perceptions that may influence the export behaviour of Catalan SMEs? To address this question a multiple case study method is applied across four Catalan exporting SMEs. The methodology chosen for analysing the empirical data is relying on the proposition testing approach while the investigation is conducted including both within and cross-case analysis. The findings show that high educational level, language skills, high risk tolerance, innovativeness as well as strongly perceived export stimuli as compared to low and easy to overcome export barriers positively influence the export involvement and development of SMEs. The study provides further insights into the research topic by jointly studying managerial characteristics and perceptions. Additionally, the majority of research on exporting topics has been carried out in the USA, so there is a clear need of investigation in the field in other countries, moreover in Spain where the exporting activities have not been as widely studied.
