The aim of the study was to see if any relationship between government spending andunemployment could be empirically found. To test if government spending affectsunemployment, a statistical model was applied on data from Sweden. The data was quarterlydata from the year 1994 until 2012, unit-root test were conducted and the variables wheretransformed to its first-difference so ensure stationarity. This transformation changed thevariables to growth rates. This meant that the interpretation deviated a little from the originalgoal. Other studies reviewed indicate that when government spending increases and/or taxesdecreases output increases. Studies show that unemployment decreases when governmentspending/GDP ratio increases. Some studies also indicated that with an already largegovernment sector increasing the spending it could have negative effect on output. The modelwas a VAR-model with unemployment, output, interest rate, taxes and government spending.Also included in the model were a linear and three quarterly dummies. The model used 7lags. The result was not statistically significant for most lags but indicated that as governmentspending growth rate increases holding everything else constant unemployment growth rateincreases. The result for taxes was even less statistically significant and indicates norelationship with unemployment. Post-estimation test indicates that there were problems withnon-normality in the model. So the results should be interpreted with some scepticism.

Recent years have seen an emerging civil society in an authoritarian China. The authoritarian embrace of civil society challenges the conventional wisdom that civil society is closely linked to democracy. In Beijing, the rhetoric of civil society linked less to democracy than to modernization. However, does civil society development have any impact on democratization in authoritarian regimes? The thesis tries to provide a tentative answer by studying civil society and democratization in post-Mao China. As a result of economic development and political reforms, gradual political liberalization has marked a shift of state-society relations that gives rise to a certain degree of democratization and a growing civil society. The thesis uses a statistical correlation study to examine the relations between grassroots democratization and civil society development. The study concludes that civil society development may have contributed to democratization at the grassroots level but not on the national level. The impact of civil society on democratization depends on the political structure of the state and will remain limited unless the government allows for further state-led democratic openings.

In this paper we bridge the gap between special interest politics and political business cycle literature. We build a framework where the interplay between the lobby power of special interest groups and the voting power of the majority of the population leads to political business cycles. We apply our set up to explain electoral cycles in government expenditure composition, aggregate expenditures and real exchange rates.

Esta dissertação examina o relacionamento entre o acúmulo de capacidades tecnológicas e os mecanismos de aprendizagem tecnológica em subsidiárias de empresas multinacionais inseridas em economias em desenvolvimento. Este relacionamento é analisado por meio de estudo de caso comparativo de duas subsidiárias do setor de tecnologia da informação e comunicação brasileiro, de diferente países de origem, para as tecnologias associadas ao acesso à internet em alta velocidade, no período de 2004 a 2009. A literatura referente ao desenvolvimento de capacidades tecnológicas em organizações inseridas em economias emergentes evoluiu consideravelmente nos últimos anos, descrevendo vários exemplos da evolução destas capacidades tecnológicas. Porém, ainda são raros os estudos que examinam este processo em subsidiárias de empresas multinacionais presentes em economias emergentes e,mais raros ainda, os estudos que examinam os relacionamentos entre estas trajetórias de acumulação e os seus mecanismos de aprendizado em duas subsidiárias. Com o objetivo de contribuir para o preenchimento dessa lacuna, esta pesquisa buscou enriquecer este debate baseando-se em evidências empíricas primárias e secundárias, para explorar este relacionamento com bastante profundidade e pôde verificar que: 1. Em ambas as subsidiárias pesquisadas houve acumulação de capacidades tecnológicas. Porém, houve uma forte distinção entre estas empresas estudadas em termos da natureza e velocidade de acumulação de capacidades tecnológicas. 2. Também pôde-se identificar um intenso uso de mecanismos intra-organizacionais de fontes internas e de interorganizacionais de fontes externas de aprendizagem tecnológica. Porém, esta característica também apresentou uma grande variabilidade de diversidade e intensidade do uso destes mecanismos, para acumulação de capacidades tecnológicas ao nível da subsidiária. E, a partir destas evidências, pode-se concluir que os diferentes mecanismos de aprendizado tecnológico utilizados pelas organizações inseridas em economias em desenvolvimento desempenham um papel de fundamental relevância não somente para a natureza das capacidades tecnológicas acumuladas, mas também para a intensidade de acumulação. Assim, desta conclusão pode-se interpretar que a Alcatel-Lucent, através de seus esforços de aprendizado tecnológico, está melhor preparada para um contexto competitivo caracterizado por inovações tecnológicas que a ZTE Corporation. Mas este contexto competitivo muitas vezes não se forma em economias emergentes, como a brasileira, que devido à baixa competição e uma crescente necessidade de resultados econômicos de curto prazo faz com que a opção por empresas com o enfoque de custos (ou capacidades operacionais) seja mais valorizada do que empresas com o enfoque de desenvolvimento de capacidades inovadoras capazes de produzir tecnologias. Logo, os resultados desta dissertação sugerem aos gestores destas empresas: (1) a necessidade de um contínuo engajamento em busca de novas fontes de aprendizado tecnológico interno e externo às suas respectivas organizações, de forma a sustentar e acumular novas capacidades tecnológicas operacionais e inovadoras, (2) a importância da qualidade e intensidade dos diversos tipos de relacionamentos e interações internos e externos a estas organizações, de forma a intensificar estes relacionamentos de aprendizado em tecnologias inexistentes nestas organizações. Os resultados desta dissertação também permitem apontar sugestões para gestores governamentais, visto que, no “Plano Nacional de Banda larga”, em desenvolvimento pelo governo federal brasileiro, (1) deve-se incentivar o fortalecimento das parcerias e interações entre as diversas organizações do setor, como as subsidiárias de EMN, as operadoras e centros tecnológicos e universidades locais, de forma a criar projetos mútuos de pesquisa e desenvolvimento de novas tecnologias no setor e, por conseqüência, um maior desenvolvimento tecnológico setorial e (2) buscar através da regulação do setor, que as empresas sejam incentivadas a buscar novos e melhores mecanismos de aprendizagem de forma a consolidar e evoluir as suas capacidades tecnológicas, visando o desenvolvimento tecnológico setorial.

The present thesis, entitled Knowledge for teaching: reflecting over the Youth and Adult Education, mainly considered common aspects concerning teachers knowledge and youth and adult education. It aimed to analyze, in partnership with its participants, the knowledge which is requested for teaching youth and adults. It focused on the following question: What teaching knowledge is necessary for the professionals who work during the first grades of elementary school with the youth and adults? The research took place in a school named Escola Municipal São Lucas, located in the city of Vitória da Conquista, state of Bahia, having as reference the discourses of four participants involved in the experience of research-formation. The collaborative approach, based on qualitative principles, was the adopted theoricalmethodological way, considering four actions: describing, informing, confronting and reconstructing. Collective interviews, study and reflection sessions, literacy practice observations, documental analysis and notes regarding field work were procedures adopted throughout the research. In order to analyze and organize data, we were supported by the discourse analysis, by Bakhtin (1997), specifically about the discussions around the ideas of theme and signification, which are concepts related to processual and dialectical analysis. The results and conclusions of the research make it possible to affirm that pedagogical practices, professional experiences, dialogues with other individuals and knowledge acquired at the university and at other learning environments are the participants main knowledge sources. When it comes to the local educational politics, it is observed contradiction between the participants desires regarding the school pedagogical routines and the proposals of the local government in relation to education. From our point of view, the knowledge identified and analyzed in this thesis demands the development of a diligent, technical, scientific and politically planned formative process (initial and continued), which requires fundamental public investments to recreate the educational politics and, consequently, the pedagogical experiences within the schools, contributing to the Youth and Adult Education professionalization process

Forage plants, particularly the Brachiaria genus, are the main source of nutrients for cattle and are at times the only feed offered. The concentration of elements in the plant is related to the soil, fertilization, climate, season, variety, and cultural practices. An experiment on dystrophic Red-Yellow Latosol soil in Aracatuba, São Paulo was performed to evaluate the effects of the doses and sources of nitrogen fertilizers on the chemical properties of the soil and the dry matter yield of the grass Brachiaria brizantha cv. Xaraes. A randomized block design was employed involving three replicates in a 3 x 3 factorial, with three doses (100, 200 and 400 kg ha(-1) year(-1)) and three sources (Ajifer (R) L40, ammonium sulfate and urea) of nitrogen and a control treatment without nitrogen (zero). The greatest effects on the chemical properties of the soil as a function of nitrogen fertilization in the Xaraes grass were observed in the topsoil. The use of Ajifer (R) L40 and ammonium sulfate as sources of nitrogen had similar effects, with an increase in the sulfur content and a reduction in the soil pH at the superficial layer. The use of the fertilizers Ajifer (R) L40, ammonium sulfate and urea did not affect the micronutrient contents, except for Fe and Mn, and did not alter the sodium concentration or electrical conductivity of the soil. The dry matter yield of Xaraes grass was similar for all three nitrogen sources.

Preface This study was prepared for the Government of Jamaica following the significant physical damage and economic losses that the country sustained as a result of flood rains associated with the development of Hurricane Michelle. The Planning Institute of Jamaica (PIOJ) submitted a request for assistance in undertaking a social, environmental and economic impact assessment to the Economic Commission for Latin America and the Caribbean (ECLAC) on 14 November 2001. ECLAC responded with haste and modified its work plan to accommodate the request. A request for training in the use of the ECLAC Methodology to be delivered to personnel in Jamaica was deferred until the first quarter of 2002, as it was impossible to mount such an initiative at such short notice. This appraisal considers the consequences of the three instances of heavy rainfall that brought on the severe flooding and loss of property and livelihoods. The study was prepared by three members of the ECLAC Natural Disaster Damage Assessment Team over a period of one week in order to comply with the request that it be presented to the Prime Minister on 3 December 2001. The team has endeavoured to complete a workload that would take two weeks with a team of 15 members working assiduously with data already prepared in preliminary form by the national emergency stakeholders. There is need for training in disaster assessment as evidenced by the data collected by the Jamaican officials engaged in the exercise. Their efforts in the future will be more focused and productive after they have received training in the use of the ECLAC Methodology. This study undertakes a sectoral analysis leading to an overall assessment of the damage. It appraises the macroeconomic and social effects and proposes some guidelines for action including mitigating actions subsequent to the devastation caused by the weather system. The team is grateful for the efforts of the Office of Disaster Preparedness and Emergency Management (ODPEM), the associated government ministries and agencies, the Statistical Institute of Jamaica (STATIN), the Planning Institute of Jamaica and the Inter American Development Bank (IDB) for assistance rendered to the team. Indeed, it is the recommendation of the team that STATIN is poised to play a pivotal role in any disaster damage assessment and should be taken on board in that regard. The direct and indirect damages have been assessed in accordance with the methodology developed by ECLAC (1). The results presented are based on the mission's estimates. The study incorporates the information made available to the team and evidence collected in interviews and visits to affected locations. It is estimated that the magnitude of the losses exceeds the country's capacity to address reparations and mitigation without serious dislocation of its development trajectory. The government may wish to approach the international community for assistance in this regard. This appraisal is therefore designed to provide the government and the international community with guidelines for setting national and regional priorities in rehabilitation and reconstruction or resettlement programmes. A purely economic conception of the problem would be limited. A more integrated approach would have a human face and consider the alleviation of human suffering in the affected areas while attending to the economic and fiscal fallout of the disaster. Questions of improved physical planning, watershed management, early warning, emergency response and structural preparedness for evacuation and sheltering the vulnerable population are seen as important considerations for the post disaster phase. Special attention and priority should be placed on including sustainability and increased governance criteria in making social and productive investments, and on allocating resources to the reinforcing and retrofitting of vulnerable infrastructure, basic lifelines and services as part of the reconstruction and rehabilitation strategy. The Jamaican society and government face the opportunity of undertaking action with the benefit of revised paradigms, embarking on institutional, legal and structural reforms to reduce economic, social and environmental vulnerability. The history of flood devastation in the very areas of Portland and St. Mary shows a recurrence of flooding. Accounts of flooding from the earliest recorded accounts pertaining to 1837 are available. Recurrences in 1937, 1940, 1943 and 2001 indicate an ever-present probability of recurrence of similar events. The Government may wish to consider the probable consequences of a part of its population living in flood plains and address its position vis-à­¶is land use and the probability of yet another recurrence of flood rains.
