Resumen La reunión sobre temas críticos de la regulación de los servicios de agua potable y saneamiento en los países de la región fue organizada por la División de Recursos Naturales e Infraestructura de la Comisión Económica para América Latina y el Caribe (CEPAL);, con el auspicio de la Superintendencia de Servicios Sanitarios (SISS); de Chile. El evento se realizó el 22 de septiembre de 2003, en la sede de la CEPAL, en Santiago de Chile. El objetivo central de la reunión fue analizar los temas de importancia creciente en la regulación de los servicios de agua potable y saneamiento en los países de América Latina y el Caribe. Los debates se centraron en torno a los puntos siguientes: (i); temas críticos de la regulación de los servicios de agua potable y saneamiento en los países de la región, (ii); los efectos de acuerdos internacionales de protección a la inversión y al comercio sobre la capacidad nacional de regulación de los servicios públicos, y (iii); la incorporación de la mitigación de desastres naturales en los marcos regulatorios del sector de agua potable y saneamiento. Este informe contiene un resumen de los debates, las conclusiones y recomendaciones, el programa, la lista de participantes y algunas de las presentaciones efectuadas en la reunión.

The geoelectrical methods have been widely used in research involving the evaluation and monitoring of areas with environmental risk. This paper presents the results of applying the Electrical Resistivity method by electrical profiling technique to investigate the fuel presence in soil and groundwater proceeding in station gas, located in an urban area Caçapava do Sul (RS), on soil in situ, from modification of Caçapava granite. The results suggest an association between low resistivity anomalies zone with potentially degraded from underground tanks worthless on the form of free phase, now represented as residual phase. The results of the model inversion are consistent with the standards expected for hydrocarbons present in the saturated zone. The electrical resistivity method proved to be an important tool for assessment and environmental monitoring in conjunction with direct methods of investigation.

An experimental apparatus containing a domestic refrigerator coupled to a vertical hot water storage tank was used for energy recovery. The original condenser of the refrigerator was maintained, but modified with a concentric tubes heat exchanger with countercurrent water and refrigerating gas flows. The coefficient of performance for the heat pump is calculated by the ratio of energy in the heat storage and the electric power consumed by the domestic refrigerator compressor. The results show that the increasing of hydrostatic pressure in the storage tank increases the water flow rate and the coefficient of performance. The proposed device also reduces the heat dissipation to the surroundings. This is more important in small confinements found in low-cost houses.

Competitiveness is the basis of economic progress of a country. Innovation is a cornerstone of competitiveness. The competitiveness of the countries has been assessed by studies of competitiveness through a comprehensive set of indicators, which year after year evolve and expand, with the incorporation of new indicators. Stands out in this expansion the integration of new indicators related to sustainability of cities. This short article will explore the concepts of Competitiveness, Innovation and Sustainability, and based on the description of the methodology of two major studies on Competitiveness, will demonstrate the growing importance of sustainability indicators for cities have been given for these studies. To illustrate the results of studies show Brazil. And finally, will seek to highlight the role of Information and Communication in this context. © 2012 AISTI.
