Background: persons who are 65 years or older often spend an important part of their lives indoors thus adverse indoor climate might influence their health status. Objective: to evaluate the influence of indoor air quality and contaminants on older people’s respiratory health. Design: cross-sectional study. Setting: 21 long-term care residences (LTC) in the city of Porto, Portugal. Subjects: older people living in LTC with ≥65 years old. Methods: the Portuguese version of BOLD questionnaire was administered by an interviewer to older residents able to participate (n = 143). Indoor air contaminants (IAC) were measured twice, during winter and summer in 135 areas. Mixed effects logistic regression models were used to study the association between the health questionnaire results and the monitored IAC, adjusted for age, smoking habits, gender and number of years living in the LTC. Results: cough (23%) and sputum (12%) were the major respiratory symptoms, and allergic rhinitis (18%) the main selfreported illness. Overall particulate matter up to 2.5 micrometres in size median concentration was above the reference levels both in winter and summer seasons. Peak values of particulate matter up to 10 micrometres in size (PM10), total volatile organic compounds, carbon dioxide, bacteria and fungi exceeded the reference levels. Older people exposed to PM10 above the reference levels demonstrated higher odds of allergic rhinitis (OR = 2.9, 95% CI: 1.1–7.2). Conclusion: high levels of PM10 were associated with 3-fold odds of allergic rhinitis. No association was found between indoor air chemical and biological contaminants and respiratory symptoms.

This chapter will start by providing an overview of current knowledge about young people with learning disabilities who sexually abuse. Research cited will, unless otherwise indicated, be limited to UK studies since international variations in the definitions of both learning disability and sexual abuse make the use of a wider literature base problematic – particularly that relating to prevalence and incidence. It will then go on to report key findings from a recent study (Fyson et al, 2003; Fyson, 2005) which examined how special schools and statutory child protection and youth offending services in four English local authorities responded to sexually inappropriate or abusive behaviours exhibited by young people with learning disabilities. It will conclude by highlighting areas of current practice which give cause for concern, and suggest some pointers for future best practice.

The purpose of this project was to investigate student learning in the areas of earth science and environmental responsibility using the subject of coal fires. Eastern Kentucky, where this study was performed, has several coal fires burning that affect the local air quality and may also affect the health of people living near them. This study was conducted during the regular education of 9th grade Earth Science classroom in Russell Independent Schools, located in Russell, Kentucky. Students conducted internet research, read current articles on the subject of coal fire emissions and effect on local ecology, and demonstrated what they learned through summative assessments. There were several aspects of coalmines and coal fires that students studied. Students were able to take this knowledge and information and use it as a learning tool to gain a better understanding of their own environment. Using the local history and geology of coalmines, along with the long tradition of mine production, was a very beneficial starting point, allowing students to learn about environmental impact, stewardship of their local environment, and methods of preserving and protecting the ecosystem.

The South Florida Water Management District (SFWMD) is responsible for managing over 2500 miles of waterways and hundreds of water control structures. Many of these control structures are experiencing erosion, known as scour, of the sediment downstream of the structure. Laboratory experiments were conducted in order to investigate the effectiveness of two-dimensional air diffusers and plate extensions (without air injection) on a 1/30 scale model of one of SFWMD gated spillway structures, the S65E gated spillway. A literature review examining the results of similar studies was conducted. The experimental design for this research was based off of previous work done on the same model. Scour of the riverbed downstream of gated spillway structures has the potential to cause serious damage, as it can expose the foundation of the structure, which can lead to collapse. This type of scour has been studied previously, but it continues to pose a risk to water control structures and needs to be studied further. The hydraulic scour channel used to conduct experiments contains a head tank, flow straighteners, gated spillway, stilling basin, scour chamber, sediment trap, and tailwater tank. Experiments were performed with two types of air diffusers. The first was a hollow, acrylic, triangular end sill with air injection holes on the upstream face, allowing for air injection upstream. The second diffuser was a hollow, acrylic rectangle that extended from the triangular end sill with air injection holes in the top face, allowing for vertical air injection, perpendicular to flow. Detailed flow and bed measurements were taken for six trials for each diffuser ranging from no air injection to 5 rows of 70 holes of 0.04" diameter. It was found that with both diffusers, the maximum amount of air injection reduced scour the most. Detailed velocity measurements were taken for each case and turbulence statistics were analyzed to determine why air injection reduces scour. It was determined that air injection reduces streamwise velocity and turbulence. Another set of experiments was performed using an acrylic extension plate with no air injection to minimize energy costs. Ten different plate lengths were tested. It was found that the location of deepest scour moved further downstream with each plate length. The 32-cm plate is recommended here. Detailed velocity measurements were taken after the cases with the 32-cm plate and no plate had reached equilibrium. This was done to better understand the flow patterns in order to determine what causes the scour reduction with the extension plates. The extension plate reduces the volume of scour, but more importantly translates the deepest point of scour downstream from the structure, lessening the risk of damage.

Many important problems in communication networks, transportation networks, and logistics networks are solved by the minimization of cost functions. In general, these can be complex optimization problems involving many variables. However, physicists noted that in a network, a node variable (such as the amount of resources of the nodes) is connected to a set of link variables (such as the flow connecting the node), and similarly each link variable is connected to a number of (usually two) node variables. This enables one to break the problem into local components, often arriving at distributive algorithms to solve the problems. Compared with centralized algorithms, distributed algorithms have the advantages of lower computational complexity, and lower communication overhead. Since they have a faster response to local changes of the environment, they are especially useful for networks with evolving conditions. This review will cover message-passing algorithms in applications such as resource allocation, transportation networks, facility location, traffic routing, and stability of power grids.

The application of modern ICT technologies is radically changing many fields pushing toward more open and dynamic value chains fostering the cooperation and integration of many connected partners, sensors, and devices. As a valuable example, the emerging Smart Tourism field derived from the application of ICT to Tourism so to create richer and more integrated experiences, making them more accessible and sustainable. From a technological viewpoint, a recurring challenge in these decentralized environments is the integration of heterogeneous services and data spanning multiple administrative domains, each possibly applying different security/privacy policies, device and process control mechanisms, service access, and provisioning schemes, etc. The distribution and heterogeneity of those sources exacerbate the complexity in the development of integrating solutions with consequent high effort and costs for partners seeking them. Taking a step towards addressing these issues, we propose APERTO, a decentralized and distributed architecture that aims at facilitating the blending of data and services. At its core, APERTO relies on APERTO FaaS, a Serverless platform allowing fast prototyping of the business logic, lowering the barrier of entry and development costs to newcomers, (zero) fine-grained scaling of resources servicing end-users, and reduced management overhead. APERTO FaaS infrastructure is based on asynchronous and transparent communications between the components of the architecture, allowing the development of optimized solutions that exploit the peculiarities of distributed and heterogeneous environments. In particular, APERTO addresses the provisioning of scalable and cost-efficient mechanisms targeting: i) function composition allowing the definition of complex workloads from simple, ready-to-use functions, enabling smarter management of complex tasks and improved multiplexing capabilities; ii) the creation of end-to-end differentiated QoS slices minimizing interfaces among application/service running on a shared infrastructure; i) an abstraction providing uniform and optimized access to heterogeneous data sources, iv) a decentralized approach for the verification of access rights to resources.

El artículo presenta un análisis del sistema de transporte de carga en la Ciudad de México desde el punto de vista sistémico, considerando las variables económicas, políticas, técnicas, sociales que permitan comprender la problemática que actualmente enfrenta esta ciudad en la movilidad de mercancías. Es una reflexión de carácter multidisciplinario basada en el método cualitativo para explicar y comprender la situación actual del transporte de carga en México dentro del contexto de la globalización económica, para identificar así la naturaleza profunda de la estructura dinámica del transporte de carga en la Ciudad y la nueva forma de conceptualizar al transporte de mercancías. Se estudia el comportamiento de los flujos e infraestructura de las redes viales, las características urbanas, los instrumentos jurídicos en las políticas del transporte, la problemática del transporte de carga, así como la movilidad y los diferentes problemas que enfrenta el sector en relación con la ciudad. El objetivo principal de presente artículo es enunciar las razones por las que no existe un sistema de transporte articulado y se privilegia el uso del autotransporte de carga. Finalmente, de acuerdo a las diversas variables analizadas, se establece en las conclusiones que el análisis y la planificación de los transportes debe ser multi e interdisciplinario por naturaleza, con una visión integral para establecer un equilibrio entre los modos de transporte.

In making the arrangements for the visit of Pope John Paul II to San Antonio, Texas, in September, 1987, it was discovered that no comprehensive documents or guidelines are available in the public sector for planning such an event. It was not clear which, if any, laws applied. The literature describes rock concerts, papal masses, and civil disorders. These events are held in stadia, and in the open. There was little agreement on what services, if any, were needed to protect the public's health and the environment; or if needed, how services should be provided, or by whom.^ A literature review and bibliography are given to provide greater understanding of the variety of mass gatherings and the many factors that impinge on temporary groups while away from their homes. Descriptions of past mass gatherings in terms of personnel ratios are provided. This study develops a conceptual model which delineates some of the known parameters necessary for successfully conducting a mass gathering. A study of one such site is given.^ Provisions for public wellness and freedom from disease at a mass gathering include adequate water (fluids), food, sanitary facilities, security, transportation, and medical services. The determination of adequacy of these provisions is discussed. Methods of determining the use of provided facilities are given. ^

El continuo crecimiento de la demanda del transporte aéreo, junto con los nuevos escenarios de intervención militar, están obligando a una optimización en el uso del espacio aéreo. De este modo, la UE y los EEUU (a través de SESAR y NextGen respectivamente) han asentado las bases para una nueva gestión del tráfico aéreo (ATM). Con ello, se pretende aumentar la capacidad de aeropuertos y rutas aéreas, otorgando mayor flexibilidad al uso del espacio aéreo sin comprometer la seguridad de los usuarios. Desde un punto de vista puramente técnico, la clave de este cambio de modelo está en el conocimiento de la posición de cada aeronave en cada instante. En este sentido, la tendencia en ATM es el uso de ADS-B como fuente principal de posicionamiento. Sin embargo, debido a que este sistema está basado en la difusión de la posición obtenida a través de GPS, es necesario un sistema de seguimiento independiente. Actualmente, la intención es migrar del radar secundario de vigilancia (SSR) a la multilateración de área extensa (WAM), con el fin de mejorar la integridad de la posición para aplicaciones en ruta. Aprovechando el rápido despliegue de ADS-B, se pretende reutilizar sus estaciones base para WAM. Cada estación base que recibe el mensaje ADS-B de la aeronave envía conjuntamente la medida del tiempo de llegada (TOA) de dicho mensaje al centro de tráfico aéreo. La posición de la aeronave se obtiene mediante multilateración, cuya técnica consiste en utilizar las medidas de TOA de un mismo mensaje ADS-B obtenidas en las distintas estaciones base. El objetivo es estimar la posición de cada aeronave con la mayor precisión posible. Para poder diseñar el sistema que permite alcanzar este objetivo, son dos los aspectos básicos a estudiar. Por una parte, la identificación y posterior caracterización de los errores (tanto sistemáticos como aleatorios) que afectan a la medida de TOA. Por otra parte, es necesario el estudio de los sistemas de seguimiento, basados en versiones sofisticadas del filtro de Kalman (IMM, UKF). Una vez establecidos estos dos pilares, la presente tesis doctoral propone un sistema que permite efectuar el seguimiento de las aeronaves, corrigiendo los efectos de las principales distorsiones que afectan a la medida de TOA: la refracción troposférica y el error de sincronismo. La mejora en la precisión de la localización ha sido evaluada mediante simulación de escenarios hipotéticos. ABSTRACT The ever-growing demand in the air transportation and the new military intervention scenarios, are generating a need to optimize the use of the airspace. This way, the EU and the USA (through SESAR and NextGen respectively) have set the ground to overhaul the current air traffic management. The intention is to enhance the capacity of airports and air routes, providing greater flexibility in the use of airspace without jeopardizing the security of the end-users. From a technical perspective, the key for this change lies in the knowledge of the aircraft position. The trend in Air Traffic Management (ATM) is to rely on ADS-B as the main source for aircraft positioning. However, this system is based on the aircraft’s self-declaration of its own (often GPS-based) navigation solution. It is therefore necessary to have an independent surveillance system. Nowadays, the intention is to gradually migrate from Secondary Surveillance Radar (SSR) towards Wide Area Multilateration (WAM) in order to enhance surveillance integrity for en-route applications. Given the fast deployment of ADS-B, the aim is to use its base stations for WAM. Each station sends the Time of Arrival (TOA) of the received ADS-B messages to the air traffic center (ATC). The aircraft position is obtained through multilateration, using the TOA of the same message measured by each station. The aim is to accurately estimate the position of each aircraft. Knowledge from two key areas has to be gathered prior to designing such a system. It is necessary to identify and then characterize the errors (both systematic and random) affecting the TOA measurements. The second element is the study of tracking systems based on sophisticated versions of the Kalman filtering (e.g. IMM, UKF). Based on this knowledge, the main contribution of this Ph.D. is an aircraft tracking system that corrects the effects of the main errors involved in the TOA measurement: tropospheric refraction and synchronization issues. Performance gains in positioning accuracy have been assessed by simulating hypothetical WAM scenarios.

This study describes the case of private higher education in Ohio between 1980 and 2006 using Zumeta's (1996) model of state policy and private higher education. More specifically, this study used case study methodology and multiple sources to demonstrate the usefulness of Zumeta's model and illustrate its limitations. Ohio served as the subject state and data for 67 private, 4-year, degree-granting, Higher Learning Commission-accredited institutions were collected. Data sources for this study included the National Center for Education Statistics Integrated Postsecondary Data System as well as database information and documents from various state agencies in Ohio, including the Ohio Board of Regents. ^ The findings of this study indicated that the general state context for higher education in Ohio during the study time period was shaped by deteriorating economic factors, stagnating population growth coupled with a rapidly aging society, fluctuating state income and increasing expenditures in areas such as corrections, transportation and social services. However, private higher education experienced consistent enrollment growth, an increase in the number of institutions, widening involvement in state-wide planning for higher education, and greater fiscal support from the state in a variety of forms such as the Ohio Choice Grant. This study also demonstrated that private higher education in Ohio benefited because of its inclusion in state-wide planning and the state's decision to grant state aid directly to students. ^ Taken together, this study supported Zumeta's (1996) classification of Ohio as having a hybrid market-competitive/central-planning policy posture toward private higher education. Furthermore, this study demonstrated that Zumeta's model is a useful tool for both policy makers and researchers for understanding a state's relationship to its private higher education sector. However, this study also demonstrated that Zumeta's model is less useful when applied over an extended time period. Additionally, this study identifies a further limitation of Zumeta's model resulting from his failure to define "state mandate" and the "level of state mandates" that allows for inconsistent analysis of this component. ^

An examination of the impact in the US and EU markets of two major innovations in the provision of air services on thin routes - regional jet technology and the low-cost business model - reveals significant differences. In the US, regional airlines monopolize a high proportion of thin routes, whereas low-cost carriers are dominant on these routes in Europe. Our results have different implications for business and leisure travelers, given that regional services provide a higher frequency of flights (at the expense of higher fares), while low-cost services offer lower fares (at the expense of lower flight frequencies).
