One of the key systems of a Wave Energy Converter for extraction of wave energy is the Power Take-Off (PTO) device. This device transforms the mechanical energy of a moving body into electrical energy. This paper describes the model of an innovative PTO based on independently activated double-acting hydraulic cylinders array. The model has been developed using a simulation tool, based on a port-based approach to model hydraulics systems. The components and subsystems used in the model have been parameterized as real components and their values experimentally obtained from an existing prototype. In fact, the model takes into account most of the hydraulic losses of each component. The simulations show the flexibility to apply different restraining torques to the input movement depending on the geometrical configuration and the hydraulic cylinders on duty, easily modified by a control law. The combination of these two actions allows suitable flexibility to adapt the device to different sea states whilst optimizing the energy extraction. The model has been validated using a real test bench showing good correlations between simulation and experimental tests.

From Aug 1975 to Jan 1976 a fishing survey for deep-sea red crab Geryon quinquedens was executed along the Ivorian coast between 3{degree} and 7{degree}30'W. Three regions could be distinguished: a central one with poor catches (1.6 kg/trap/20h); an east region with the best catches (5 kg/trap/20h); and a west region, also with good catches (4.5 kg/trap/20h). For the whole survey, catches only took place between 300 and 700m, the best at 400 m. A distinct sexual segregation was observed according to bathymetry with the percentage of males increasing with depth. Nearly the same abundance was observed in Côte d'Ivoire, in Congo and North Angola, while in South Angola catches are somewhat higher.

In the middle of the so-called pension crisis, the ageing of population and the sharp decrease in affiliations to Social Security are threatening the well-functioning of the Spanish public pension system. The purpose of this paper is to present the main challenges to be faced by the Spanish pension system, as well as to shed light on the main determinants that will condition the evolution of pension expenditure over GDP along the following decades. This quantitative analysis, which considers the 2011 and 2013 pension reforms, uses the latest data on the Spanish demographic, labor market and institutional factors in order to project the evolution of the system from the expenditure side up to 2060. For the purpose of analyzing the dynamics and the underlying drivers of pension expenditure, the so-called aggregate accounting approach will be utilized. The alternative scenarios proposed allow for exploring the robustness of the results within the baseline scenario, which constitutes the reference point of projections in the exercise. The analysis concludes that, by the end of the projected period, Spain will count on a similar public pension expenditure ratio as the current one.

Using the stratified gas flow model for calculating the conductance of long tubes with constant cross section, an analytical expression for calculating the conductance of along tube with equilateral triangle cross section has been derived. The formula given is applicable to the full pressure range. A minimum in the conductance in the intermediate flow state is shown. 2002 American vacuum Society.

The standing stock of chlorophyll, the quantities of copepods collected with a 30 liter Niskin bottle and the standing stock of zooplankton collected with a 'Bongo' net were measured from 0 to 200 m depth during a cruise along 10' W from 1' N to 12' S. These parameters are correlated to hydrological conditions measured simultaneously. 6 zonal areas have been delimited and described; the north equatorial convergence, the northern flow of the south equatorial counter-current, the trade winds drift, the south equatorial counter-current and the Benguela's drift.

Genetic structure and average long-term connectivity and effective size of mutton snapper (Lutjanus analis) sampled from offshore localities in the U.S. Caribbean and the Florida Keys were assessed by using nuclear-encoded microsatellites and a fragment of mitochondrial DNA. No significant differences in allele, genotype (microsatellites), or haplotype (mtDNA) distributions were detected; tests of selective neutrality (mtDNA) were nonsignificant after Bonferroni correction. Heuristic estimates of average long-term rate of migration (proportion of migrant individuals/generation) between geographically adjacent localities varied from 0.0033 to 0.0054, indicating that local subpopulations could respond independently of environmental perturbations. Estimates of average longterm effective population sizes varied from 341 to 1066 and differed significantly among several of the localities. These results indicate that over time larval drift and interregional adult movement may not be sufficient to maintain population sustainability across the region and that there may be different demographic stocks at some of the localities studied. The estimate of long-term effective population size at the locality offshore of St. Croix was below the minimum threshold size considered necessary to maintain the equilibrium between the loss of adaptive genetic variance from genetic drift and its replacement by mutation. Genetic variability in mutton snapper likely is maintained at the intraregional level by aggregate spawning and random mating of local populations. This feature is perhaps ironic in that aggregate spawning also renders mutton snapper especially vulnerable to overexploitation.

Fish species of warmwater origin appear in northeastern U.S. coastal waters in the late summer and remain until late fall when the temperate waters cool. The annual abundance and species composition of warm-water species is highly variable from year to year, and these variables may have effects on the trophic dynamics of this region. To understand this variability, records of warm-water fish occurrence were examined in two neighboring temperate areas, Narragansett Bay and Long Island Sound. The most abundant fish species were the same in both areas, and regional abundances peaked in both areas in the middle of September, four weeks after the maximum temperature in the middle of August. On average, abundance of warm-water species increased throughout the years sampled, although this increase can not be said to be exclusively related to temperature. Weekly mean temperatures between the two locations were highly correlated (r= 0.99; P<0.001). The warm-water fish faunas were distinctly different in annual abundances in the two areas for each species by year (1987–2000), and these differences ref lect the variability in the transport processes to temperate estuaries. The long-snouted seahorse (Hippocampus guttulatus) (Cuvier, 1829), was used to validate the pre-dictive accuracy of three progressively realistic models for estimating the realized annual fecundity of asyn-chronous, indeterminate, multiple spawners. Underwater surveys and catch data were used to estimate the duration of the reproductive season, female spawning frequency, male brooding frequency, and batch fecun-dity. The most realistic model, a generalization of the spawning fraction method, produced unbiased estimates of male brooding frequency (mean ±standard deviation [SD]=4.2 ±1.6 broods/year). Mean batch fecundity and realized annual fecundity were 213.9 (±110.9) and 903.6 (±522.4), respectively. However, females prepared significantly more clutches than the number of broods produced by males. Thus, methods that infer spawning frequency from patterns in female egg production may lead to significant overestimates of realized annual fecundity. The spawning fraction method is broadly applicable to many taxa that exhibit parental care and can be applied nondestructively to species for which conservation is a concern.

A presente tese tem por objetivo principal estudar a legitimação jurídico-moral da regulação estatal. Trata-se de tema de grande relevância e extrema atualidade em decorrência de dois fatores. Por um lado, desde o fenômeno da virada kantiana e da retomada da preocupação com o estabelecimento de uma teoria da justiça, tornou-se necessária a análise de justificação jurídico-moral de toda e qualquer instituição político-jurídica positivada. Por outro lado, entre as inúmeras instituições político-jurídicas positivadas, cresce cada vez mais a utilização das medidas jurídicas regulatórias, através das quais o Poder Público direciona ou controla a conduta dos agentes com o intuito de atingir determinada finalidade. Instituto econômico que é, ao interferir na alocação de riquezas, bens e serviços no mercado, a regulação estatal há tempos já vem sendo objeto de análise em uma perspectiva de legitimação econômica. Tradicionalmente, ainda dentro do paradigma da racionalidade, os economistas sempre apontaram as falhas de mercado como as razões a justificar as regulações estatais em um viés econômico. Mais recentemente, por sua vez, os adeptos da economia comportamental, rompendo ou relativizando as lições da Rational Choice Theory, têm apontado também as ações irracionais em heurística como razões a justificar as regulações estatais em um viés econômico. Ocorre, entretanto, que a regulação estatal é um instituto interdisciplinar. Ao direcionar ou controlar a conduta dos indivíduos, limitando ou implementando direitos e liberdades, a regulação constitui instituto simultaneamente jurídico e moral. A presente tese, portanto, buscará apresentar as razões a servir de justificação para a regulação estatal em uma perspectiva jurídico-moral. Neste ponto, adotar-se-á como paradigma de aferição de legitimação jurídico-moral das instituições político-jurídicas positivadas (entre as quais as regulações estatais) um liberalismo-republicano, consistente na compatibilização do liberalismo-igualitário com um republicanismo moderado. Desta forma, o estudo buscará defender a possibilidade de a legitimação jurídico-moral das diversas regulações estatais encontrar fundamento em um ou alguns de três valores jurídico-morais: a autonomia individual privada, as condições igualitárias e a autonomia pública. No que diz respeito à implementação da autonomia individual privada e das condições igualitárias, primeiramente, a tese defenderá a possibilidade de ser realizada uma nova leitura jurídico-moral dos institutos econômicos das falhas de mercado e das ações irracionais em heurística. Neste sentido, o conceito de falhas de mercado e o conceito de ações irracionais em heurística, em uma leitura jurídico-moral como razões a justificar a legitimação das regulações estatais, devem ser entendidos como situações em que o atuar livre dos agentes no mercado viole ou deixe de implementar os valores jurídico-morais fundamentais da autonomia individual privada e das condições igualitárias. Ainda no que diz respeito às influências liberal-igualitárias, a tese sustentará que, mesmo na inexistência de falhas de mercado ou de ações irracionais em heurística, será possível o estabelecimento de regulações estatais que encontrem justificação no valor jurídico-moral fundamental da igualdade, desde que tais regulações estejam destinadas a implementar as condições igualitárias mínimas necessárias à manutenção da própria autonomia individual privada e da dignidade humana. Por outro lado, no que diz respeito às influências republicanas, será exposto que as regulações estatais podem encontrar legitimação jurídico-moral também no valor jurídico-moral fundamental da autonomia pública. A saber, as regulações podem se encontrar legitimadas jurídico-moralmente quando da implementação dos projetos e políticas deliberados pelos cidadãos e pela sociedade no exercício da soberania popular, desde que tais projetos coletivos não violem os requisitos mínimos de dignidade humana dos indivíduos. A tese defenderá que os princípios da proporcionalidade e da igualdade podem exercer um papel de destaque na análise de legitimação jurídico-moral das regulações estatais. O princípio da proporcionalidade, neste ponto, será útil instrumental metodológico na aferição de legitimação jurídico-moral de uma medida regulatória em uma perspectiva interna, quando da aferição da relação estabelecida entre os meios e os fins da regulação. O princípio da igualdade, por sua vez, será útil instrumental metodológico na aferição de legitimação jurídico-moral de uma medida regulatória em uma perspectiva comparativa entre as diversas medidas regulatórias existentes. Por fim, uma vez enfrentados os pontos mais sensíveis pertinentes à justificação de toda e qualquer medida regulatória bem como estabelecida uma teoria geral acerca da legitimação jurídico-moral da regulação estatal, a presente tese realizará um estudo de caso acerca da legitimação jurídico-moral especificamente das regulações que utilizam argumentos de natureza paternalista. Trata-se de regulações que, ao direcionar a conduta de agentes com o intuito de zelar por bens, direitos e interesses destes próprios indivíduos cuja liberdade é restringida, apresentam-se extremamente controversas. Será exposto que, desde a clássica obra On Liberty de JONH STUART MILL, o paternalismo jurídico vem sendo tradicionalmente associado a uma conotação pejorativa de violação aos valores jurídico-morais fundamentais. A tese, porém, adotará posição segundo a qual as regulações paternalistas podem eventualmente encontrar legitimação jurídico-moral na promoção ou proteção dos valores jurídico-morais fundamentais da autonomia individual privada e da igualdade. Além disto, defenderá o estudo que os institutos econômicos das falhas de mercado da assimetria de informações e dos problemas de coordenação bem como os institutos econômicos das ações irracionais em heurística, adotados na nova leitura jurídico-moral proposta, servirão de instrumental útil na identificação das situações em que tais regulações paternalistas se encontram legitimadas jurídico-moralmente diante da premissa liberal-republicana.

Climate change has differentially affected the timing of seasonal events for interacting trophic levels, and this has often led to increased selection on seasonal timing. Yet, the environmental variables driving this selection have rarely been identified, limiting our ability to predict future ecological impacts of climate change. Using a dataset spanning 31 years from a natural population of pied flycatchers (Ficedula hypoleuca), we show that directional selection on timing of reproduction intensified in the first two decades (1980-2000) but weakened during the last decade (2001-2010). Against expectation, this pattern could not be explained by the temporal variation in the phenological mismatch with food abundance. We therefore explored an alternative hypothesis that selection on timing was affected by conditions individuals experience when arriving in spring at the breeding grounds: arriving early in cold conditions may reduce survival. First, we show that in female recruits, spring arrival date in the first breeding year correlates positively with hatch date; hence, early-hatched individuals experience colder conditions at arrival than late-hatched individuals. Second, we show that when temperatures at arrival in the recruitment year were high, early-hatched young had a higher recruitment probability than when temperatures were low. We interpret this as a potential cost of arriving early in colder years, and climate warming may have reduced this cost. We thus show that higher temperatures in the arrival year of recruits were associated with stronger selection for early reproduction in the years these birds were born. As arrival temperatures in the beginning of the study increased, but recently declined again, directional selection on timing of reproduction showed a nonlinear change. We demonstrate that environmental conditions with a lag of up to two years can alter selection on phenological traits in natural populations, something that has important implications for our understanding of how climate can alter patterns of selection in natural populations.

The health status of premature infants born 32(1)-35(0) weeks' gestational age (wGA) hospitalized for RSV infection in the first year of life (cases; n = 125) was compared to that of premature infants not hospitalized for RSV (controls; n = 362) through 6 years. The primary endpoints were the percentage of children with wheezing between 2-6 years and lung function at 6 years of age. Secondary endpoints included quality of life, healthcare resource use, and allergic sensitization. A significantly higher proportion of cases than controls experienced recurrent wheezing through 6 years of age (46.7% vs. 27.4%; p = 0.001). The vast majority of lung function tests appeared normal at 6 years of age in both cohorts. In children with pulmonary function in the lower limit of normality (FEV1 Z-score [-2; -1]), wheezing was increased, particularly for cases vs. controls (72.7% vs. 18.9%, p = 0.002). Multivariate analysis revealed the most important factor for wheezing was RSV hospitalization. Quality of life on the respiratory subscale of the TAPQOL was significantly lower (p = 0.001) and healthcare resource utilization was significantly higher (p<0.001) in cases than controls. This study confirms RSV disease is associated with wheezing in 32-35 wGA infants through 6 years of age.

Streptococcus pneumoniae serotype 6E has recently been described, but its long-term epidemiology is not well known. From 1981-2013, 704 serogroup 6 clinical isolates were obtained in Gipuzkoa, Basque Country, Spain. All invasive and one in four non-invasive isolates were included. Overall, 75, 97, 51 and 45 serotypes 6A, 6B, 6C and 6E isolates, respectively, were detected. No serotype 6D isolates were identified. The prevalence of serotypes 6E and 6B, but not that of serotypes 6A and 6C, declined after the introduction of pneumococcal conjugate vaccines. Serotype 6E isolates showed the highest resistance rate. Most serotype 6E isolates were ST90.
