Elasticity in cloud systems provides the flexibility to acquire and relinquish computing resources on demand. However, in current virtualized systems resource allocation is mostly static. Resources are allocated during VM instantiation and any change in workload leading to significant increase or decrease in resources is handled by VM migration. Hence, cloud users tend to characterize their workloads at a coarse grained level which potentially leads to under-utilized VM resources or under performing application. A more flexible and adaptive resource allocation mechanism would benefit variable workloads, such as those characterized by web servers. In this paper, we present an elastic resources framework for IaaS cloud layer that addresses this need. The framework provisions for application workload forecasting engine, that predicts at run-time the expected demand, which is input to the resource manager to modulate resource allocation based on the predicted demand. Based on the prediction errors, resources can be over-allocated or under-allocated as compared to the actual demand made by the application. Over-allocation leads to unused resources and under allocation could cause under performance. To strike a good trade-off between over-allocation and under-performance we derive an excess cost model. In this model excess resources allocated are captured as over-allocation cost and under-allocation is captured as a penalty cost for violating application service level agreement (SLA). Confidence interval for predicted workload is used to minimize this excess cost with minimal effect on SLA violations. An example case-study for an academic institute web server workload is presented. Using the confidence interval to minimize excess cost, we achieve significant reduction in resource allocation requirement while restricting application SLA violations to below 2-3%.

Seismic site characterization is the basic requirement for seismic microzonation and site response studies of an area. Site characterization helps to gauge the average dynamic properties of soil deposits and thus helps to evaluate the surface level response. This paper presents a seismic site characterization of Agartala city, the capital of Tripura state, in the northeast of India. Seismically, Agartala city is situated in the Bengal Basin zone which is classified as a highly active seismic zone, assigned by Indian seismic code BIS-1893, Indian Standard Criteria for Earthquake Resistant Design of Structures, Part-1 General Provisions and Buildings. According to the Bureau of Indian Standards, New Delhi (2002), it is the highest seismic level (zone-V) in the country. The city is very close to the Sylhet fault (Bangladesh) where two major earthquakes (M (w) > 7) have occurred in the past and affected severely this city and the whole of northeast India. In order to perform site response evaluation, a series of geophysical tests at 27 locations were conducted using the multichannel analysis of surface waves (MASW) technique, which is an advanced method for obtaining shear wave velocity (V (s)) profiles from in situ measurements. Similarly, standard penetration test (SPT-N) bore log data sets have been obtained from the Urban Development Department, Govt. of Tripura. In the collected data sets, out of 50 bore logs, 27 were selected which are close to the MASW test locations and used for further study. Both the data sets (V (s) profiles with depth and SPT-N bore log profiles) have been used to calculate the average shear wave velocity (V (s)30) and average SPT-N values for the upper 30 m depth of the subsurface soil profiles. These were used for site classification of the study area recommended by the National Earthquake Hazard Reduction Program (NEHRP) manual. The average V (s)30 and SPT-N classified the study area as seismic site class D and E categories, indicating that the city is susceptible to site effects and liquefaction. Further, the different data set combinations between V (s) and SPT-N (corrected and uncorrected) values have been used to develop site-specific correlation equations by statistical regression, as `V (s)' is a function of SPT-N value (corrected and uncorrected), considered with or without depth. However, after considering the data set pairs, a probabilistic approach has also been presented to develop a correlation using a quantile-quantile (Q-Q) plot. A comparison has also been made with the well known published correlations (for all soils) available in the literature. The present correlations closely agree with the other equations, but, comparatively, the correlation of shear wave velocity with the variation of depth and uncorrected SPT-N values provides a more suitable predicting model. Also the Q-Q plot agrees with all the other equations. In the absence of in situ measurements, the present correlations could be used to measure V (s) profiles of the study area for site response studies.

A simple ball-drop impact tester is developed for studying the dynamic response of hierarchical, complex, small-sized systems and materials. The developed algorithm and set-up have provisions for applying programmable potential difference along the height of a test specimen during an impact loading; this enables us to conduct experiments on various materials and smart structures whose mechanical behavior is sensitive to electric field. The software-hardware system allows not only acquisition of dynamic force-time data at very fast sampling rate (up to 2 x 10(6) samples/s), but also application of a pre-set potential difference (up to +/- 10 V) across a test specimen for a duration determined by feedback from the force-time data. We illustrate the functioning of the set-up by studying the effect of electric field on the energy absorption capability of carbon nanotube foams of 5 x 5 x 1.2 mm(3) size under impact conditions. Resumen: La muerte de Alfonso X no significó el cese total de la actividad historiográfica castellana, sino más bien su continuación en una diversidad mayor de centros de producción, no necesariamente impulsados por una figura regia. Si bien hoy no existen testimonios de trabajos cronísticos del período que va desde 1284 hasta mediados del siglo XIII en donde se haga referencia a los reinados de Alfonso X, Sancho IV y Fernando IV, tenemos al menos cuatro crónicas distintas que refieren los hechos ocurridos en esos años, cuyas fuentes deberían haberse redactado en el lapso de tiempo mencionado: la Crónica de tres reyes, la Crónica de los reyes de Castilla de Jofré de Loaysa, la *Historia hasta 1288 dialogada, y la versión que transmite el manuscrito 1342 de la Biblioteca Nacional de Madrid (N3) que Catalán llama Historia en décadas. La enorme diferencia que existe entre estas obras vuelve discutible cualquier aseveración que pretenda establecer una relación genealógica entre unas y otras, lo cual nos obliga a pensar en la existencia de una abundante documentación preexistente en la que los autores se habrían basado para redactar textos que ostensiblemente develan, en un trabajo comparativo que el presente trabajo pretende realizar, orientaciones políticas diversas

This guidebook attempts to provide a quick overview of the Work in Fishing Convention, 2007, which was adopted in Geneva, Switzerland, in June 2007 at the 96th International Labour Conference (ILC) of the International Labour Organization (ILO). It does not purport to provide interpretation of any provisions of the Convention and should not in any way be treated as a substitute for the actual provisions it contains. This guidebook is intended mainly to help those unfamiliar with the Convention and the working of the ILO and the ILC, gain some understanding of the relevant issues. In particular, it is hoped that the guidebook will aid fish workers and their organizations understand the possible benefits and implications of the Convention for artisanal and small-scale fisheries in developing countries.

ENGLISH: The Convention between the United States of America and the Republic of Costa Rica for the establishment of an Inter-American Tropical Tuna Commission was signed May 31, 1949. Ratifications were exchanged on March 3, 1950, after arrival at understandings respecting the interpretation of certain provisions. The text of the Convention is appended to this report. Also appended are the enabling legislation passed by the United States Congress, giving effect to the Convention, and the Decree ratifying the Convention adopted by the Republic of Costa Rica. The most important provisions of the Convention may be summarized here, as the basis for the policy and actions of the Commission. SPANISH: La Convención entre los Estados Unidos de América y la República de Costa Rica para el establecimiento de la, Comisión Interamericana del Atún Tropical fué suscrita el 31 de Mayo de 1949. El cambio de ratificaciones, después de haber llegado a un entendimiento respecto de la interpretación de ciertas cláusulas, se efectuó el 3 de Marzo de 1950. El texto de la Convención se agrega a este informe. También se agrega la legislación correspondiente, emitida por el Congreso de los Estados Unidos para dar efectividad a la Convención, y el Decreto de Ratificación del Convenio promulgado por la República de Costa Rica. ENGLISH: This is the fifth year of investigations, by the Inter-American Tropical Tuna Commission, of the fisheries for tunas and tuna-bait fishes in the Eastern Pacific Ocean adjacent to the shores of the Americas. These investigations are being conducted by an international scientific staff, under the provisions of a Convention to which Costa Rica, Panama, and the United States are signatories. Other nations having an interest in these fisheries may adhere through exchange of correspondence with the present member governments. SPANISH: Este es el quinto año de investigaciones efectuadas por la Comisión Interamericana del Atún Tropical sobre las pesquerías de atún y de peces de carnada usados para la captura de éste, en la zona del Pacífico Oriental adyacente a las costas de las Américas. Under the provisions of the Convention other nations having an interest in these fisheries may adhere, and participate on an equal basis, by exchange of correspondence with the present members. SPANISH: La Comisión Interamericana del Atún Tropical ha completado su sexto año en la investigación de las pesquerías de atún y de los peces de carnada para capturarlo, las cuales se desarrollan en el Océano Pacífico Oriental adyacente a las costas de las Américas. Esta investigación se efectúa de acuerdo con una Convención en la que son signatarios Costa Rica, Panamá y los Estados Unidos de América. Una de las cláusulas de la Convención abre las puertas a otras naciones que tengan interés en dichas pesquerías para que puedan adherirse a élla, y participar sobre una base de igualdad. ENGLISH: The Inter-American Tropical Tuna Commission, pursuant to the provisions of the Convention, has the duty of collecting and interpreting factual information to facilitate maintaining the populations of tunas, and of tuna baitfishes, supporting the fisheries pursued by nationals of its Member Governments in the Eastern Pacific Ocean, at levels which will permit maximum sustainable average harvests year after year. This requires a wide variety of research into the biology, life history, ecology and population dynamics of the several species, and investigations into the effects of both natural factors and fishing activity on their abundance and on the harvests they can sustain. The research is conducted by a permanent, internationally recruited scientific staff, employed directly by the Commission, selected on the basis of professional competence by the Director of Investigations. SPANISH: La Comisión Interan1ericana del Atún Tropical, de informidad con las disposiciones de la Convención, tiene el deber de recolectar e interpretar la información que facilite el mantenimiento de las poblaciones del atún y de los peces de carnada que sirven para la pesca de este, sosteniendo las pesquerías a que se dedican los habitantes de sus Gobiernos Miembros en el Océano Pacifico Oriental, a niveles ,de abundancia que permitan un promedio máximo sostenible de cosechas ano tras ano. Esto requiere una amplia variedad de investigaciones dentro de la biología, historia natural, ecología y dinámica de las poblaciones de diversas especies, y sabre los efectos, tanto de los factores naturales como de la actividad pesquera, en la abundancia de las mismas y en el rendimiento que puedan dar. ENGLISH: The Inter-American Tropical Tuna Commission was created by a Convention between the Republic of Costa Rica and the United States of America. The Convention came into force in 1950. One of the provisions of the Convention was that other governments whose nationals participate in the fisheries covered by the Convention could adhere if they so desired and if the existing members agreed. Under this arrangement, the Republic of Panama adhered to the COl1vention in 1953. The Republic of Ecuador adhered in 1961. The Senate of the Republic of Mexico approved adherence in 1963; and the Republic of Colombia has indicated her desire to adhere. Full members during 1963 were Costa Rica, Ecuador, Panama, and the United States. SPANISH: La Comisión Interamericana del Atún Tropical fue creada en virtud de una Convención entre la República de Costa Rica y los Estados Unidos de América. La Convención entró en vigencia en 1950. Una de las estipulaciones de la Convención, permite a los gobiernos de otros países cuyos habitantes participen en las pesquerías a que dicha Convención se refiere, adherirse a ella si así lo desean y si los Gobiernos Miembros están de acuerdo. Acogiéndose a esa estipulación, la República de Panamá se adhirió a la Convención en 1953. La República del Ecuador se adhirió en 1961. El Senado de la República de México aprobó la adhesión en 1963; y la República de Colombia ha manifestado su deseo de adherirse. Three types of prototype (Lege) traps with different numbers of entrance valves were evaluated in River Rima, north western Nigeria. The traps contained 4,6 and 8 valves, tagged 4-V, 6-V and 8-V respectively. The experiment was carried out in a randomized complete block design with one factor each replicated three times. Data collected on fish diversity, number biomass and sizes were subjected to descriptive statistics and analysis of variance. The results of the catch composition showed close diversity index of 0.86 for 6-V, 0.80 for 8-V and 0.60 for 4-V Lege traps. However, the number (41%) and biomass 48%) of fish caught in the 6-V Lege trap were significantly (P0.05) higher than those caught in the other traps. There was no definite trend in the sizes (length and girth) of fish caught in the traps. On the basis of species diversity, and the number and biomass of fish caught, the 6-V Lege showed preference for adoption than the other two traps. However, further studies are recommended on the appropriate mesh size net for the trap in line with the provisions of fisheries edicts

Essa dissertação pretende deter-se sobre três pequenos e específicos textos constantes da obra Ou... Ou, do dinamarquês Sören Aybe Kierkegaard (1813-1855). Os dois primeiros textos são Os estados eróticos imediatos e Diário do Sedutor, e estão entre os textos da primeira parte do livro supracitado; o terceiro texto intitula-se O equilíbrio entre o estético e o ético na formação da personalidade e pertence à segunda parte do mesmo livro. Partindo de uma explicitação detalhada do conteúdo destes textos pretende-se pensar a questão dos estádios kierkegaardianos (estético, ético e religioso) e a forma como estes se relacionam com a existência e a consciência. No âmbito da existência concreta, a questão da consciência aparece para o filósofo dinamarquês a partir da explanação destas três dimensões existenciais, as quais se constituem em sintonia com disposições afetivas e também com modos materiais de viver e agir, detidamente descritos pela existência cotidiana de personagens. Desprovida, inicialmente, de qualquer determinação, a consciência vai se concretizando a partir de sua existência sensível, que guarda constantemente diferentes momentos ou possibilidades próprias. A tese fundamental a ser discutida, neste contexto, é a de que esses momentos existenciais não podem ser considerados de forma evolutiva, mas precisam ser tomados como possibilidades ou formas de vida, com sua positividade e seus riscos. O trabalho pretende mostrar de que forma as leituras correntes da filosofia de Kierkegaard tendem a enaltecer o aspecto ético e moral dos estádios, acabando por ignorar a dimensão mais originária do ser, qual seja, a dimensão da disposição imediata que, ao ser desprezada, abre um flanco entre o homem e ele mesmo.
