To provide safe and modern transportation systems and services to individuals who travel in Iowa, the Iowa Department of Transportation has identified three broad-based and far-reaching strategic goals: accessibility, responsiveness and accountability. These goals are outlined in this plan, which is aligned with the Accountable Government Act. In addition, the plan specifically addresses strategic needs to serve our customers, and to respond to trends of a growing population and the ever changing need to enhance and expand Iowa's transportation systems. This plan is a living document, and therefore, will be updated periodically.

This statewide profile describes the epidemiology of HIV, AIDS, and other sexually transmitted diseases in Iowa through December, 2002. The report characterizes the distribution of these diseases in terms of geography, race, gender, age, and associated causal factors. This epidemiological profile has been prepared to assist in developing a comprehensive HIV/AIDS Prevention and Care Plan. This description of the HIV epidemic in the state serves to guide prevention and service efforts, to quantify unmet need for prevention and care programs, and to evaluate programs and policies in Iowa. Five key questions are addressed: 1. What are the sociodemographic characteristics of Iowa’s population? 2. What is the epidemiology, including the geographical distribution, of HIV, AIDS, and other sexually transmitted diseases (STDs) in Iowa? 3. Who is at the greatest risk of becoming infected with HIV and other STDs in Iowa? 4. What are the patterns of utilization of HIV services throughout the state? 5. What are the number and characteristics of persons who know they are HIV-positive, but who are not receiving primary medical care?

It was prepared as an e-document and relies mainly on links to other documents which, when combined, make up the complete report. The outline that follows names the issues being presented this year by the CJJPAC and is both a table of contents and a “site-map” for the report.

Information and communication technologies pose accessibility problems to people with disabilities because its design fails to take into account their communication and usability requirements. The impossibility to access the services provided by these technologies creates a situation of exclusion that reduces the self-suficiency of disabled individuals and causes social isolation, which in turn diminishes their overall quality of life. Considering the importance of these technologies and services in our society, we have developed a pictogram-based Instant Messaging service for individuals with cognitive disabilities who have reading and writing problems. Along the paper we introduce and discuss the User Centred Design methodology that we have used to develop and evaluate the pictogram-based Instant Messaging service and client with individuals with cognitive disabilities taking into account their communication and usability requirements. From the results obtained in the evaluation process we can state that individuals with cognitive disabilities have been able to use the pictogram-based Instant Messaging service and client to communicate with their relatives and acquaintances, thus serving as a tool to help reducing their social and digital exclusion situation.

A method has been developed for the determination of the oxygen uptake of small areas (0.01 mm2) in an entire chick embryo cultured in vitro under defined metabolic conditions. It is based on the recordings of the spectral changes of the hemoglobin used as oxygen source for the respiring tissue (Barzu and Borza, 1967). Rapid scanning of the hemoglobin absorbance over the preparation allows a comparison of the O2 uptake of various regions. Values of the order of 10(-2) 1 O2 . min-2 are measured in less than 10 sec with a spatial resolution of 100 micron. The differentiation of embryonic tissue is not disturbed by the measurements. The O2 diffusion in the media and in the tissue has been analyzed by digital simulation. The O2 uptake of the Hensen's node was measured from embryos starting at the stage of definitive primitive streak (stage 4) up to the stage of 10 somites. It increases from 0.6 to 1.1 nl . h-1 with a marked acceleration between stages 4 and 5. The values corrected for the protein content of the Hensen's node at stage 4, 5, 6 and 8 are 32, 30 and 28 microliter . mg-1 . h-1 respectively. The first scanning results show different patterns of the O2 utake at the level of the Hensen's node and of the neural plate. At stage 6-7, the corrected O2 uptake is 30 microliter . mg-1 . h-1 for . the former and 43 microliter . mg-1 . h-1 for the latter.

Cutting edge emergency services now allow many Iowans to survive a traumatic brain injury (TBI) that would have caused death just a decade ago. The discharge planners at medical centers struggle with dramatically shorter acute inpatient stays, increased caseloads, and over 2000 brain injury admissions each year. Historically, following discharge from the hospital, Iowans with brain injury and their families have been left with little understanding of brain injury, its long-term effects, or where to go for services and supports.
