In recent years, there have been increasing concerns over the safety of the Chinese food supply. Although many of these have only raised concern internally within China, several major food safety issues have had international repercussions. In response, China has implemented new food safety laws and management systems to improve its national food safety control system and reduce public and international concerns. This paper has describes and discusses the components of the Chinese system using the five key elements of a national food control system identified by the World Health Organization (WHO) and the Food and Agriculture Organization (FAO) as essential for an effective system. The latest Chinese national food safety control has made significantly improvement on its regulation framework, however, more work need to be done on standards, law enforcement, and information exchange.

Knowledge recommendation has become a promising method in supporting the clinicians decisions and improving the quality of medical services in the constantly changing clinical environment. However, current medical knowledge management systems cannot understand users requirements accurately and realize personalized recommendation. Therefore this paper proposes an ontological approach based on semiotic principles to personalized medical knowledge recommendations. In particular, healthcare domain knowledge is conceptualized and an ontology-based user profile is built. Furthermore, the personalized recommendation mechanism is illustrated.

Building Information Modeling (BIM) is the process of structuring, capturing, creating, and managing a digital representation of physical and/or functional characteristics of a built space [1]. Current BIM has limited ability to represent dynamic semantics, social information, often failing to consider building activity, behavior and context; thus limiting integration with intelligent, built-environment management systems. Research, such as the development of Semantic Exchange Modules, and/or the linking of IFC with semantic web structures, demonstrates the need for building models to better support complex semantic functionality. To implement model semantics effectively, however, it is critical that model designers consider semantic information constructs. This paper discusses semantic models with relation to determining the most suitable information structure. We demonstrate how semantic rigidity can lead to significant long-term problems that can contribute to model failure. A sufficiently detailed feasibility study is advised to maximize the value from the semantic model. In addition we propose a set of questions, to be used during a model’s feasibility study, and guidelines to help assess the most suitable method for managing semantics in a built environment.

Purpose This paper aims to fill the research and knowledge gap in knowledge management studies in Ghana. Knowledge acquisition is one of the unexploited areas in knowledge management literature, especially in the Ghanaian context. This study tries to ascertain the factors affecting knowledge acquisition in Ghanaian universities. Design/methodology/approach The study used the quantitative approach. The cross-sectional survey was adopted as the research design. A questionnaire consisting of Likert scale questions was used to collect data from the respondents. The items and the constructs were derived from the extant literature. The questionnaire was sent to 350 respondents, out of which 250 were returned fully completed. Data were quantitatively analysed using descriptive methods and factor analysis. Findings This study provides empirical evidence about the factors affecting knowledge acquisition in Ghanaian universities. Findings from the study show that programme content, lecturers’ competence, student academic background and attitude and facilities for teaching and learning influence knowledge acquisition in Ghanaian universities. Research limitations/implications Although the study seeks to generalize the findings, this should be cautiously done, as some scholars have advocated for large sample size. Nonetheless, there are some studies that have used sample size less than the one used in this study. Practical implications The study takes notice of the need for Ghanaian universities to use modern facilities and infrastructures such as electronic libraries and information technology equipment and also provide reading rooms to enhance teaching and learning. Originality/value Studies looking at knowledge acquisition in Ghanaian universities are virtually non-existent, and this study provides empirical findings on the factors affecting knowledge acquisition in Ghanaian universities.

The globalization of trade in fish has created many challenges for the developing world specifically with regard to food safety and quality. International organisations have established a good basis for standards in international trade. Whilst these requirements are frequently embraced by the major importers (such as Japan, the EU and the USA), they often impose additional safety requirements and regularly identify batches which fail to meet their strict standards. Creating an effective national seafood control system which meets both the internal national needs as well the requirements for the export market can be challenging. Many countries adopt a dual system where seafood products for the major export markets are subject to tight control whilst the majority of the products (whether for the local market or for more regional trade) are less tightly controlled. With regional liberalization also occurring, deciding on appropriate controls is complex. In the Sultanate of Oman, fisheries production is one of the countries' chief sources of economic revenue after oil production and is a major source of the national food supply. In this paper the structure of the fish supply chain has been analysed and highlighted the different routes operating for the different markets. Although much of the fish are consumed within Oman, there is a major export trade to the local regional markets. Much smaller quantities meet the more stringent standards imposed by the major importing countries and exports to these are limited. The paper has considered the development of the Omani fish control system including the key legislative documents and the administrative structures that have been developed. Establishing modern controls which satisfy the demands of the major importers is possible but places additional costs on businesses. Enhanced controls such as HACCP and other management standards are required but can be difficult to justify when alternative markets do not specify these. These enhanced controls do however provide additional consumer protection and can bring benefits to local consumers. The Omani government is attempting to upgrade the system of controls and has made tremendous progress toward the implementation of HACCP and introducing enhanced management systems into its industrial sector. The existence of strengthened legislative and government support, including subsidies, has encouraged some businesses to implement HACCP. The current control systems have been reviewed and a SWOT analysis approach used to identify key factors for their future development. The study shows that seafood products in the supply chain are often exposed to lengthy handling and distribution process before reaching the consumers, a typical issue faced by many developing countries. As seafood products are often perishable, they safety is compromised if not adequately controlled. The enforcement of current food safety laws in the Sultanate of Oman is shared across various government agencies. Consequently, there is a need to harmonize all regulatory requirements, enhancing the domestic food protection and to continue to work towards a fully risk-based approach in order to compete successfully in the global market.

Effective public policy to mitigate climate change footprints should build on data-driven analysis of firm-level strategies. This article’s conceptual approach augments the resource-based view (RBV) of the firm and identifies investments in four firm-level resource domains (Governance, Information management, Systems, and Technology [GISTe]) to develop capabilities in climate change impact mitigation. The authors denote the resulting framework as the GISTe model, which frames their analysis and public policy recommendations. This research uses the 2008 Carbon Disclosure Project (CDP) database, with high-quality information on firm-level climate change strategies for 552 companies from North America and Europe. In contrast to the widely accepted myth that European firms are performing better than North American ones, the authors find a different result. Many firms, whether European or North American, do not just “talk” about climate change impact mitigation, but actually do “walk the talk.” European firms appear to be better than their North American counterparts in “walk I,” denoting attention to governance, information management, and systems. But when it comes down to “walk II,” meaning actual Technology-related investments, North American firms’ performance is equal or superior to that of the European companies. The authors formulate public policy recommendations to accelerate firm-level, sector-level, and cluster-level implementation of climate change strategies.

There are several different milking management systems in Latin America, because Gir cattle are reputed to be easily stressed and not well adapted to machine-milking. This paper, therefore, provides an overview of hormone release and behavior during suckling and milking in Gir cows and their crossbred offspring. Several experiments were performed to study oxytocin release during exclusive suckling or exclusive hand- and machine-milking, oxytocin, and prolactin release during a mixed suckling-milking system and oxytocin release after weaning. Cortisol concentrations and behavior were also examined. Concentration of oxytocin, released during suckling, and both types of milking were high, but the maximum concentration measured during suckling was significantly greater than that observed during exclusive milking. In the mixed suckling-milking system, the greatest oxytocin and prolactin releases were measured during suckling. Cortisol concentrations measured before, during, and after milking demonstrated that Gir x Holstein and Holstein cows were not stressed. On the other hand, although Gir had greater concentrations of cortisol, the percentage of residual milk for Gir cows was less than for dairy cows exposed to different stressful situations. In general, Gir cows and their crossbred offspring adapted to machine-milking, although these breeds can react negatively to milkers. Gir, Gir x Holstein, and Holstein cows all had similar cortisol levels during and after milking.

An important feature of a database management systems (DBMS) is its client/server architecture, where managing shared memory among the clients and the server is always an tough issue. However, similarity queries are specially sensitive to this kind of architecture, since the answer sizes vary widely. Usually, the answers of similarity query are fully processed to be sent in full to the user, who often is interested in just parts of the answer, e.g. just few elements closer or farther to the query reference. Compelling the DBMS to retrieve the full answer, further ignoring its majority is at least a waste of server processing power. Paging the answer is a technique that splits the answer onto several pages, following client requests. Despite the success of paging on traditional queries, little work has been done to support it in similarity queries. In this work, we present a technique that not only provides paging in similarity range or k-nearest neighbor queries, but also supports them in two variations: the forward similarity query and the backward similarity query. They return elements either increasingly farther of increasingly closer to the query reference. The reported experiments show that, depending on the proportion of the interesting part over the full answer, both techniques allow answering queries much faster than it is obtained in the non-paged way. Modern database applications are increasingly employing database management systems (DBMS) to store multimedia and other complex data. To adequately support the queries required to retrieve these kinds of data, the DBMS need to answer similarity queries. However, the standard structured query language (SQL) does not provide effective support for such queries. This paper proposes an extension to SQL that seamlessly integrates syntactical constructions to express similarity predicates to the existing SQL syntax and describes the implementation of a similarity retrieval engine that allows posing similarity queries using the language extension in a relational DBM. The engine allows the evaluation of every aspect of the proposed extension, including the data definition language and data manipulation language statements, and employs metric access methods to accelerate the queries. One of the key issues in e-learning environments is the possibility of creating and evaluating exercises. However, the lack of tools supporting the authoring and automatic checking of exercises for specifics topics (e.g., geometry) drastically reduces advantages in the use of e-learning environments on a larger scale, as usually happens in Brazil. This paper describes an algorithm, and a tool based on it, designed for the authoring and automatic checking of geometry exercises. The algorithm dynamically compares the distances between the geometric objects of the student`s solution and the template`s solution, provided by the author of the exercise. Each solution is a geometric construction which is considered a function receiving geometric objects (input) and returning other geometric objects (output). Thus, for a given problem, if we know one function (construction) that solves the problem, we can compare it to any other function to check whether they are equivalent or not. Two functions are equivalent if, and only if, they have the same output when the same input is applied. If the student`s solution is equivalent to the template`s solution, then we consider the student`s solution as a correct solution. Our software utility provides both authoring and checking tools to work directly on the Internet, together with learning management systems. These tools are implemented using the dynamic geometry software, iGeom, which has been used in a geometry course since 2004 and has a successful track record in the classroom. Empowered with these new features, iGeom simplifies teachers` tasks, solves non-trivial problems in student solutions and helps to increase student motivation by providing feedback in real time. Mobile learning involves use of mobile devices to participate in learning activities. Most elearning activities are available to participants through learning systems such as learning content management systems (LCMS). Due to certain challenges, LCMS are not equally accessible on all mobile devices. This study investigates actual use, perceived usefulness and user experiences of LCMS use on mobile phones at Makerere University in Uganda. The study identifies challenges pertaining to use and discusses how to improve LCMS use on mobile phones. Such solutions are a cornerstone in enabling and improving mobile learning. Data was collected by means of focus group discussions, an online survey designed based on the Technology Acceptance Model (TAM), and LCMS log files of user activities. Data was collected from two courses where Moodle was used as a learning platform. The results indicate positive attitudes towards use of LCMS on phones but also huge challenges whichare content related and technical in nature.

Este trabalho tem como principal objetivo detalhar uma sistemática para implementação do modelo gerencial da Qualidade Total em empresas da área de manufatura operando no Brasil. Um objetivo secundário é apresentar as principais ferramentas da qualidade aplicadas em processos de Gestão pela Qualidade Total. Primeiramente é desenvolvida uma revisão conceitual, necessária à homogeneização do entendimento sobre o tema Qualidade Total. A revisão começa com um breve histórico da disciplina qualidade chegando até a conformação do sistema gerencial da Qualidade Total, segue pela discussão das possíveis diferenças entre o entendimento do tema no Japão e nos Estados Unidos da América, e finaliza com a conceituação da Qualidade Total e apresentação das principais ferramentas da qualidade. São desenvolvidos três estudos de casos, orientados por um modelo para avaliação de sistemas de gestão (compatíveis com a Qualidade Total) desenvolvido especificamente para essa tarefa. Destes estudos são destacadas as principais ferramentas da qualidade utilizadas em cada empresa, e é detalhado o processo de implementação do sistema de gestão. Finalizando, é apresentada e discutida uma sistemática para implementação da Qualidade Total na indústria de manufatura, pela descrição de um modelo conceitual de referência, ao qual são propostas melhorias identificadas a partir do estudo de casos.

A tecnologia de workflow vem apresentando um grande crescimento nos últimos anos. Os Workflow Management Systems (WfMS) ou Sistemas de Gerenciamento de Workflow oferecem uma abordagem sistemática para uniformizar, automatizar e gerenciar os processos de negócios. Esta tecnologia requer técnicas de engenharia de software que facilitem a construção desse tipo de sistema. Há muito vem se formando uma consciência em engenharia de software de que para a obtenção de produtos com alta qualidade e que sejam economicamente viáveis torna-se necessário um conjunto sistemático de processos, técnicas e ferramentas. A reutilização está entre as técnicas mais relevantes desse conjunto. Parte-se do princípio que, reutilizando partes bem especificadas, desenvolvidas e testadas, pode-se construir software em menor tempo e com maior confiabilidade. Muitas técnicas que favorecem a reutilização têm sido propostas ao longo dos últimos anos. Entre estas técnicas estão: engenharia de domínio, frameworks, padrões, arquitetura de software e desenvolvimento baseado em componentes. Porém, o que falta nesse contexto é uma maneira sistemática e previsível de realizar a reutilização. Assim, o enfoque de linha de produto de software surge como uma proposta sistemática de desenvolvimento de software, baseada em uma família de produtos que compartilham um conjunto gerenciado de características entre seus principais artefatos. Estes artefatos incluem uma arquitetura base e um conjunto de componentes comuns para preencher esta arquitetura. O projeto de uma arquitetura para uma família de produtos deve considerar as semelhanças e variabilidades entre os produtos desta família. Esta dissertação apresenta uma proposta de arquitetura de linha de produto para sistemas de gerenciamento de workflow. Esta arquitetura pode ser usada para facilitar o processo de produção de diferentes sistemas de gerenciamento de workflow que possuem características comuns, mas que também possuam aspectos diferentes de acordo com as necessidades da indústria. O desenvolvimento da arquitetura proposta tomou como base a arquitetura genérica e o modelo de referência da Workflow Management Coalition (WfMC) e o padrão de arquitetura Process Manager desenvolvido no contexto do projeto ExPSEE1. O processo de desenvolvimento da arquitetura seguiu o processo sugerido pelo Catalysis com algumas modificações para representar variabilidade. A arquitetura proposta foi descrita e simulada através da ADL (Architecture Description Language) Rapide. A principal contribuição deste trabalho é uma arquitetura de linha de produto para sistemas de gerenciamento de workflow. Pode-se destacar também contribuições para uma proposta de sistematização de um processo de desenvolvimento de arquitetura de linha de produto e também um melhor entendimento dos conceitos e abordagens relacionados à prática de linha de produto, uma vez que esta tecnologia é recente e vem sendo largamente aplicada nas empresas.

O crescimento desordenado das cidades tem gerado muitos problemas de infraestrutura e impactos ao meio ambiente. No que se refere aos recursos hídricos, problemas de abastecimento, poluição e enchentes são cada vez mais constantes. À medida que a cidade se urbaniza e se impermeabiliza, vários são os impactos que vão atuar no sentido de provocar ou agravar as enchentes urbanas. No caso da drenagem urbana é preciso repensar o que vem sendo feito, buscando soluções alternativas às atualmente apresentadas, uma vez que estas não têm se mostrado eficientes. Uma possível solução para estes problemas é a aplicação de medidas de controle do escoamento na fonte, dentre elas o microrreservatório de detenção. Baseando-se na busca de soluções para os problemas citados, este trabalho tem o objetivo geral de verificar experimentalmente o funcionamento de microrreservatórios de detenção no controle da geração do escoamento superficial. Para isso foi construído um módulo experimental nas dependências do IPH, composto por um microrreservatório de 1m3, monitorado através de linígrafos que registram as vazões de entrada e saída, recebendo contribuição de uma área de 337,5m2. O período de monitoramento iniciou em agosto de 2000 e se estendeu até janeiro de 2001. De posse dos dados coletados foi possível fazer uma análise da eficiência deste dispositivo no controle do escoamento superficial, bem como estudar a real necessidade de manutenção da estrutura. Também foi feita uma análise do impacto da presença de sedimentos (folhagens) na água de escoamento nas estruturas de descarga. O trabalho também deixa uma contribuição no que se refere a critérios de projeto e dimensionamento de estruturas desta natureza. Finalmente foi possível concluir que o sistema é eficiente no controle da vazão de pico, porém o reservatório não permitiu um aumento no tempo de resposta da bacia.
