The Municipality of Anchorage (MOA) is required to better manage, operate and control municipal solid waste (MSW) after the Anchorage Assembly instituted a Zero Waste Policy. Two household curbside recycling programs (CRPs), pay-as-you-throw (PAYT) and single-stream, were compared and evaluated to determine an optimal municipal solid waste diversion method for households within the MOA. The analyses find: (1) a CRP must be designed from comprehensive analysis, models and data correlation that combine demographic and psychographic variables; and (2) CRPs can be easily adjusted towards community-specific goals using technology, such as Geographic Information System (GIS) and Radio Frequency Identification (RFID). Combining resources of policy-makers, businesses, and other viable actors are necessary components to produce a sustainable, economically viable curbside recycling program.

Climate change is critically impacting the environment and economy at the local level. County governments have an opportunity to adopt climate change policies that address local environmental and economic concerns. The Colorado counties of Boulder, Gunnison, and Pitkin have all adopted some form of climate change policies. There are some components of each of these policies that are more effective in terms of economic, environmental, and community benefits. An effective climate change policy clearly states specific cost analyses, environmental impacts at the local level, the relationship between impacts and the community, and the economic benefits of policy adoption. This Capstone project addresses specific cost and energy analyses and provides a beneficial policy framework for county governments.

The United States and the European Union each have their own policy approach to protect surface water quality. Both policy approaches are similar in many ways. Both rely heavily on command and control. However, there are differences in the application of the details. Both the U.S. and E.U. began current efforts to protect surface water quality in the 1970s, yet quality continues to less than desired in both places. Both have reduced point source pollutants but have had difficulty controlling non-point source pollutants even though policies have been in place for many decades. The successes and failures of the two policies are studied in this project to determine which aspects of both policies will best protect surface water quality in an increasingly complex future.

The waste of plastic beverage bottles creates environmental problems and takes up a large volume of landfill space. The high rate of consumption of plastics in the State of Florida is challenging the disposal capacity of waste authorities. The lack of the reverse vending machines in the State of Florida, including applicable scientific or technical literature represented an opportunity for this research to discuss the applicability of this equipment as a potential solution for the management of the plastic waste in Florida. With this research document, I will propose a recycling system for plastic bottles made with PET based on the implementation of reverse vending machines, stressing the importance of the creation of policies that promote recycling and public participation.

Business organization executives today are routinely challenged to attract and retain key talent and employ innovative techniques to expand their consumer-base. Moreover, these executives have advanced their business initiatives to include workplace equality initiatives with a motivation to attract and retain key talent. In this research the author examined the contributing factors that lead executives in corporate America to implement Gay, Lesbian, Bisexual, and Transgender (GLBT) initiatives as business strategies. The case study methodology applied in this examination illustrated that the implementation of GLBT initiatives can increase a business organization's ability to attract and retain key talent, and increase employee work productivity while expanding the consumer base. Therefore, the business organization's competitive advantage in the marketplace is increased.

The aging workforce is becoming the majority of the working population in the United States. Although the literature on the aging workforce is sizable, little exists on how public agencies use the older workers. This capstone project examines the challenges and opportunities related to the employment of older workers as seen through a case study of the Federal Emergency Management Agency (FEMA). Knowledge gained from a synthesis of the literature review with survey data collected and analyzed will enable HR professionals to better understand the demographic, economic, regulatory, and intellectual influences of the aging workforce. The results from the survey of FEMA employees suggest a basis to plan and implement successful hiring and retention policies related to the aging workforce.

La incorporación de la perspectiva de género al planeamiento es una obligación de las administraciones públicas españolas, nacionales, autonómicas y locales. El ayuntamiento de Albacete y la Junta de Comunidades de Castilla La Mancha, en cumplimiento de estos preceptos y en ocasión de la revisión del Plan General de Ordenación Urbana, encargan a la autora del presente artículo la dirección de los equipos de trabajo para la gestión de la participación ciudadana, que se sitúa en la base misma de la consecución de los objetivos propuestos. El trabajo presentado se centra en la experiencia metodológica de la participación in situ, en la investigación que la sustentó y en las innovaciones que aporta. Se exponen los mecanismos e instrumentos habilitados para la participación que, habida cuenta de la casi total ausencia de referencias en España, constituyen una primera aproximación de posibles buenas prácticas a aplicar en otros proyectos similares.

Gaseous emissions are an important problem in municipal solid waste (MSW) treatment plants. The sources points of emissions considered in the present work are: fresh compost, mature compost, landfill leaks and leachate ponds. Hydrogen sulphide, ammonia and volatile organic compounds (VOCs) were analysed in the emissions from these sources. Hydrogen sulphide and ammonia were important contributors to the total emission volume. Landfill leaks are significant source points of emissions of H2S; the average concentration of H2S in biogas from the landfill leaks is around 1700 ppmv. The fresh composting site was also an important contributor of H2S to the total emission volume; its concentration varied between 3.2 and 1.7 ppmv and a decrease with time was observed. The mature composting site showed a reduction of H2S concentration (<0.1 ppmv). Leachate pond showed a low concentration of H2S (in order of ppbv). Regarding NH3, composting sites and landfill leaks are notable source points of emissions (composting sites varied around 30–600 ppmv; biogas from landfill leaks varied from 160 to 640 ppmv). Regarding VOCs, the main compounds were: limonene, p-cymene, pinene, cyclohexane, reaching concentrations around 0.2–4.3 ppmv. H2S/NH3, limonene/p-cymene, limonene/cyclohexane ratios can be useful for analysing and identifying the emission sources.

La gestión del servicio de abastecimiento de agua es un tema de muy relevante y de plena actualidad, no solo en España sino a nivel mundial. En España, desde la forma de prestación del servicio a través de la gestión directa o la gestión indirecta, o el tipo en sí de gestión indirecta que se desarrolle –empresa privada, pública o mixta- dan como resultado prácticamente tantas situaciones como ayuntamientos existen ya que la competencia es municipal, según reconoce la Ley de Bases de Régimen Local. La heterogeneidad de circunstancias de gestión de los recursos hídricos, la fragmentación de un sector clave y la falta de indicadores comparables entre diferentes opciones para la prestación de este servicio, parece indicar la necesidad de apostar por la creación de un ente regulador independiente dada la naturaleza monopolística del sector del abastecimiento y el saneamiento, junto con el carácter esencial del bien que se gestiona. Mientras que las instituciones gubernamentales dictan las políticas generales a través de leyes y reglamentos, los operadores -públicos, privados o mixtos- son los responsables de prestar los servicios a la población, y sería el órgano regulador quien velaría por el cumplimiento de las normas. El MAGRAMA está estudiando la posibilidad de elaborar una Ley sobre el Ciclo Integral del Agua de Uso Urbano con las dificultades que esto tiene en consideración a las competencias de las Comunidades Autónomas, lo que sin duda ayudaría a homologar la gestión del agua urbana en España, regulando un monopolio natural, ahora en manos de más de 8.100 municipios y un reducido número de empresas concesionarias, auténticas detentadoras de estos servicios. En este trabajo tratamos de analizar las ventajas que supondría para España contar con una agencia de regulación similar a las existentes en numerosos países, tanto europeos como de América Latina.

Patrimônio cultural é tudo aquilo que possui significado social e representa identidades, sendo dividido em duas principais categorias: material e imaterial. O reconhecimento deste último foi construído ao longo de um processo de maturação, ampliação de debates, legislação e ação de órgãos públicos nacionais e internacionais. No Brasil, a Constituição Federal de 1988 incorporou, ao lado do patrimônio material, as diversas formas de expressão e os modos de criar, fazer e viver, como patrimônio imaterial, adotando novos instrumentos de proteção aos bens culturais: o registro e o inventário. Entretanto, somente pelo Decreto 3.551/2000 é que o registro do imaterial foi definitivamente normatizado. Paulatinamente, ocorreu a descentralização da legislação e das políticas públicas, que passaram a ser compartilhadas por União, Estados e Municípios e, nesse sentido, um caso peculiar na gestão do patrimônio cultural ocorreu no estado de Minas Gerais, no qual o Instituto Estadual do Patrimônio Histórico e Artístico de Minas Gerais (IEPHA/MG) assumiu um valioso papel na preservação do patrimônio cultural, onde as ações municipais voltadas ao patrimônio cultural no Estado contam com repasses financeiros, via distribuição do Imposto Sobre Mercadorias e Serviços (ICMS). Esse cenário propiciou um campo para a reflexão e debate sobre o papel e a função desse órgão estadual frente às práticas de identificação, valorização e promoção do patrimônio imaterial de Minas Gerais.

From an examination of the instruments of the Common European Asylum System (CEAS) and related policy measures regarding border surveillance and migration management, two interrelated issues stand out as particularly sensitive: Access to asylum and responsibility for refugee protection. The prevailing view, supported by UNHCR and others, is that responsibility for the care of asylum seekers and the determination of their claims falls on the state within whose jurisdiction the claim is made. However, the possibility to shift that responsibility to another state through inter-state cooperation or unilateral mechanisms undertaken territorially as well as abroad has been a matter of great interest to EU Member States and institutions. Initiatives adopted so far challenge the prevailing view and have the potential to undermine compliance with international refugee and human rights law. This note reviews EU action in the field by reference to the relevant legal standards and best practices developed by UNHCR, focusing on the specific problems of climate refugees and access to international protection, evaluating the inconsistencies between the internal and external dimension of asylum policy. Some recommendations for the European Parliament are formulated at the end, including on action in relation to readmission agreements, Frontex engagement rules in maritime operations, Regional Protection Programmes, and resettlement.

This Policy Brief attempts to draw lessons from the combination of the global financial crisis and the Arab uprisings focusing on the domains related to fiscal, monetary and financial policies. It does so by answering the following questions: What has been the impact of the crisis and the uprisings on the fiscal, monetary and financial policies of the SEMCs? What have been the crisis management actions? And what policy lessons can be drawn for crisis management in the future? And how can the EU contribute to this within the Euro-Med Partnership?

The global financial crisis, which started in the summer of 2007 and deepened in the aftermath of the Lehman failure in September 2008, has led to a virtual collapse in economic activity and increased financial volatility worldwide. For the developing countries, the main channel of transmission has been a drop in external transactions, such as trade, financial and capital flows, and remittances. The emerging economies in the southern and eastern Mediterranean have also faced declining economic activity, although there seems to be considerable variation in the relative magnitude and timing. Most of these economies have shown a delayed but more lasting response to the crisis, driven mostly by their close trade and investment ties with the EU and the Gulf Cooperation Council (GCC) countries. This book explores the fiscal, monetary and financial effects of the crisis in the region and provides an in-depth analysis of the fiscal, monetary and banking policies in the post-crisis era, the viability of their exit strategies and the future of reforms in the region. These analyses not only provide a comprehensive comparison between the countries but also provide a solid basis for assessing future economic and financial developments and reforms in the region.

To overcome the regulatory pitfalls, regulatory capacity and resources in financial markets governance need to be enhanced, not only at national but also at global levels. In order to shed light on policy issues and agendas in international financial policy cooperation, this paper focuses on the case of European financial integration and regulations. The analysis of policy developments at the European level in coordinating differing national interests, supervisory systems, and practices among EU member states highlights fundamental elements of global financial regulatory cooperation.

Enquadramento:A formação continuada é entendida como a formação recebida por for-mandos já profissionalizados e com uma vida ativa, tendo como base a adaptação contínua para a mudança de conhecimentos, técnicas e condições de trabalho, melhorando as quali-ficações profissionais e, por conseguinte, a sua promoção profissional e social. Objetivos: O objetivo geral foi avaliar o impacto do programa de formação continuada, oferecido pela Secretaria Municipal de Educação de Maceió-AL aos professores de educa-ção física, no período de 2005 a 2011. Os objetivos específicos foram:caracterizar o perfil do grupo pesquisado, compreender os itinerários formativos e identificar os principais fato-res profissionais e sociais na formação realizada. Métodos: Realizamos um estudo transversal descritivo de natureza quantitativa, com a seleção dos participantes elaborada com base no rol das unidades escolares que atendem a educação básica. A amostra final foi de 48 professores licenciados e concursados na área de educação física, por amostragem baseada em agrupamento e com aplicação de questio-nários de perguntas fechadas e abertas para coleta de dados, revelando: qual a modalidade de formação preferida, a participação do professor no programa de formação, principais motivações para participação, principais efeitos alcançados e qual a satisfação na formação realizada. Resultados: Entre as modalidades de formação analisadas a preferida foi a ‘oficina’com uma percentagem de 42,35%, seguida pelo ‘círculos de estudo’ com 24,71%. Os motivos referidos como muito importante pelos professores para a participação na formação foram os ‘emancipatórios’ com 66,67% e logo após motivos ‘pedagógicos’em 54,17%. Os três principais aspectos positivos na formação, mencionados pelos participantes foram a quali-dade do formador (16,60%), partilhar experiências (15,35%) e conviver/recordar colegas (14,11%). Quanto aos aspectos negativos indicados apontam duração da formação (22,58%), horário da formação (20,43%) e local da formação (15,05%). O grau de satisfa-ção quanto as dimensões exploradas (instrução, gestão/organização, clima relacional e dis-ciplina) na formação os professores encontram-se satisfeitos variando entre 43,75% e 66,67% para os diferentes itens das dimensões. Conclusão: Considerações finais apontam a frequência maior do género feminino, os pro-fessores com experiência profissional de 15 a 29 anos de atuação no magistério, e vincula-ção expressiva com outra instituição de ensino. Quanto aos itinerários formativos elegeram a modalidade formativa oficina como a preferida; quanto aos aspectos positivos valoriza-ram a qualidade do formador e negativo a duração da formação. Principalmente nas dimensões de instrução e gestão/organização da prática docente. A formação continuada da SEMED contribuiu satisfatoriamente para a prática educativa dos professores de educação física ao longo deste período.
