During the 2008 financial crisis, the G20 was hastily elevated to ‘global economic steering committee’. In the early stages of the crisis, the G20 was an effective forum for crisis containment. As the crisis has eased, however, the G20 has lost both direction and momentum. Governments and policymakers have felt less need to act in unison and have rather refocused on their national agendas, as is their duty and primary function. However, effective global governance is needed permanently, not just in crisis times. It is desirable to have more representative and effective global governance that, among other things, is equipped to prevent crises rather than just react to them. In an environment of rapid change in global patterns of trade and wealth creation, a new revamped (but highly representative) grouping should be created within the G20, to provide leadership on key economic policy matters. Euro-area members should give up their individual seats in this G7+, allowing room for China and other large emerging economies. Without euro-area countries taking such a step, it would be impossible to reconcile effectiveness and representation in this new G7+, which would take charge of decision making on global economic imbalances, financial and monetary issues. All existing G20 countries, including individual euro-area countries, would however remain in the G20, which could potentially expand and would remain the prime forum for discussion on all remaining matters at global level.

Recent scholarship has suggested that nation-states will gradually fade away in favor of regions and super-regions as the main actors within a European Union characterized by strong regional identities. At the same time, recent developments have shown that citizen support for European integration is essential for any future development of the Union. The puzzle inspiring this paper is the finding that the greatest support for the EU increasingly stems from minority nationalist regions seeking to bypass their central states to achieve their policy goals at the EU level. This paper empirically tests this suggestion, while shedding light on the relationship between the quality of representation of regional interests at the EU level and positive citizen attitudes towards the EU. In particular, it finds two explanations for cross-regional variation in the relationship between Euroskepticism and representation: (1) a cultural explanation, embodied by a difference in the nature and quality of representation between regions that are linguistically distinctive and regions that are not; and (2) an institutional explanation, embodied by a difference in the nature and quality of representation between regions from federal and non-federal member states. The paper uses an eclectic methodological approach, first utilizing multivariate regression analysis, estimating logistic and ordinal logit models that help explain variation in Euroskepticism at the regional level. The results are then complemented by the findings of in-depth elite interviews of regional representatives - more specifically the directors of a selection of the many regional information offices present in Brussels. This paper takes the study of Euroskepticism to a new level, as most previous scholarly work has focused on explanations at the individual or at the member state level. At the same time it strengthens the notion of a growing importance of a "Europe of the regions."

Opportunities structures for participation in EU policy-making are characterised by the inefficiency of institutional channels of territorial representation and the progressive inclusion of broad civil society in new systems of consultation and cooperation with EU institutions. Recent Multilevel Governance literature has recognised an increasing convergence in strategies of territorial and functional actors to respond to these challenges. Nevertheless, it has neglected the partial shift of European regions from territorial institutional representation to lobbying strategies based on acting as intermediaries for functional interests. Through strong cooperation with the private sector, regions go beyond their purely institutional roles, partly presenting themselves as actors of functional representation and thus playing by the same rules of most lobbying actors in Brussels: providing specialised and genuine information to EU institutions in exchange for inclusion in the policy-making process.

La recherche d'informations s'intéresse, entre autres, à répondre à des questions comme: est-ce qu'un document est pertinent à une requête ? Est-ce que deux requêtes ou deux documents sont similaires ? Comment la similarité entre deux requêtes ou documents peut être utilisée pour améliorer l'estimation de la pertinence ? Pour donner réponse à ces questions, il est nécessaire d'associer chaque document et requête à des représentations interprétables par ordinateur. Une fois ces représentations estimées, la similarité peut correspondre, par exemple, à une distance ou une divergence qui opère dans l'espace de représentation. On admet généralement que la qualité d'une représentation a un impact direct sur l'erreur d'estimation par rapport à la vraie pertinence, jugée par un humain. Estimer de bonnes représentations des documents et des requêtes a longtemps été un problème central de la recherche d'informations. Le but de cette thèse est de proposer des nouvelles méthodes pour estimer les représentations des documents et des requêtes, la relation de pertinence entre eux et ainsi modestement avancer l'état de l'art du domaine. Nous présentons quatre articles publiés dans des conférences internationales et un article publié dans un forum d'évaluation. Les deux premiers articles concernent des méthodes qui créent l'espace de représentation selon une connaissance à priori sur les caractéristiques qui sont importantes pour la tâche à accomplir. Ceux-ci nous amènent à présenter un nouveau modèle de recherche d'informations qui diffère des modèles existants sur le plan théorique et de l'efficacité expérimentale. Les deux derniers articles marquent un changement fondamental dans l'approche de construction des représentations. Ils bénéficient notamment de l'intérêt de recherche dont les techniques d'apprentissage profond par réseaux de neurones, ou deep learning, ont fait récemment l'objet. Ces modèles d'apprentissage élicitent automatiquement les caractéristiques importantes pour la tâche demandée à partir d'une quantité importante de données. Nous nous intéressons à la modélisation des relations sémantiques entre documents et requêtes ainsi qu'entre deux ou plusieurs requêtes. Ces derniers articles marquent les premières applications de l'apprentissage de représentations par réseaux de neurones à la recherche d'informations. Les modèles proposés ont aussi produit une performance améliorée sur des collections de test standard. Nos travaux nous mènent à la conclusion générale suivante: la performance en recherche d'informations pourrait drastiquement être améliorée en se basant sur les approches d'apprentissage de représentations.
