Políticas de informação como fundamento para uma arquitetura de informação da Câmara dos Deputados

Descreve a elaboração da Política de Indexação da Câmara dos Deputados como exemplo de política de informação para a estruturação da Arquitetura da Informação. Tem por objetivo analisar a relevância institucional das políticas de informação para a implementação de um modelo de Arquitetura de Informação na Câmara dos Deputados. Relata que sistemas de informação legislativa e administrativa da Casa são separados, o que dificulta a criação de diretrizes e regras sobre a informação, mesmo havendo a necessidade de utilização compartilhada destes dados, gerando resistências às políticas de informação. Exemplifica que processo de indexação, que é fortemente influenciado pela subjetividade do indexador, e que sem normas claras sobre como proceder, acaba prejudicando a recuperação de um documento em um sistema de informação, pois além do conhecimento do assunto tratado no documento, o indexador deve ter orientação quanto aos procedimentos que deve observar para garantir a qualidade, a consistência e a coerência da indexação. Avalia que para a elaboração de uma Política de Indexação, além da técnica, há uma necessidade de amplos acordos, criação de significados conjuntos e de estruturas de governança, formalizados em normas com força impositiva e coercitiva que serão seguidos por toda a Casa.

Os trabalhadores e a representação de classe no Congresso Nacional

A representação dos trabalhadores no Congresso Nacional não corresponde a sua importância nas tomadas de decisão no País, em especial no Poder Legislativo, que deveria representar a média da sociedade. O número de representantes da classe trabalhadora é desproporcional em relação a sua quantidade numérica na sociedade. Assim, suas reivindicações são represadas na principal arena de decisões do País. Para minimizar esses efeitos é necessário manter representantes em várias instâncias de decisão nos Poderes Legislativo e Executivo, que devem estar afinados com as demandas dos trabalhadores. O objetivo deste estudo é avaliar as disputas entre trabalhadores e empresários para aprovação do Projeto de Lei 1.990/2007, que deu origem a Lei 11.648/2008, onde foi reconhecido as Centrais Sindicais de Trabalhadores e garantiu a participação dos representantes nos espaços de poder.

"A casa dos ímpios se desfará, mas a tenda dos retos florescerá" : a participação da Frente Parlamentar Evangélica no legislativo brasileiro

Analisa, a partir do trabalho de campo empreendido nas atividades da Frente Parlamentar Evangélica do Congresso Nacional, como estes parlamentares participam de tempos e espaços do legislativo. Deste modo, trago a descrição etnográfica os discursos destes deputados religiosos que denotam, mormente, uma "guerra santa" entre os "ungidos" e o Inimigo que ocupa o mundo da política e o espaço público brasileiro. Assim, suspeito que presenciamos contemporaneamente uma maior dessectarização de grupos evangélicos na política quando estes agentes procuram não apenas se tornar a Igreja do amanhã (concorrendo com a Igreja Católica pela posição de religião civil). Mas, sobretudo, tornar, através da participação na política, o mundo dos ímpios o mundo dos justos. Ora, considero, por isso mesmo, as formas particulares de aquisição de sutilezas e de competências necessárias a fim de profissionalizar o político e as relações políticas nas quais estes políticos se engajam. Deste modo, os evangélicos também têm que aprender tais habilidades especialmente por que estão no processo de construção de uma herança histórica na política. Por fim, analiso como os evangélicos, enquanto políticos profissionais, agenciam uma forma de representação e participação políticas que considera tanto o exercício cotidiano da fé quanto uma espécie de investimento nas atividades do século, reinterpretando, assim, o histórico processo de secularização do Estado.

Frentes parlamentares : o caso da frente parlamentar de apoio às santas casas de misericórdia, hospitais e entidades filantrópicas na área de saúde

Objetiva analisar o trabalho da Frente Parlamentar de apoio às Santas Casas de Misericórdia, Hospitais e Entidades Filantrópicas na área de saúde, durante a 1ª Sessão Ordinária da 54ª Legislatura. A Instituição Legislativa, por força regimental, pauta seus trabalhos no poder decisório dos dirigentes da Mesa e das Lideranças Partidárias restringindo estratégias individuais. Dessa forma como se dão a criação de espaços para constituição e atuação das Frentes? A saúde como um dos principais fundamentos para o exercício de uma cidadania plena justificou a busca e aferição das informações. A construção da pesquisa se deu através do levantamento de dados documentais, eventos públicos e entrevistas com parlamentares. Pesquisou-se a gradual abrangência da assistência médica, o papel das instituições filantrópicas e da legislação que as ampara. Para contextualizar o modo de atuação da Frente, elaborou-se revisão de literaturas clássicas e contemporâneas abordando democracia e representação política, com enfoque em estudos atuais que demonstram que os parlamentares são orientados pela obediência partidária, previsibilidade nas votações, em oposição a teorias que classificam de prevalência da indisciplina partidária, patronagem e fisiologismo os fatores norteadores dos legisladores. Em detrimento da escassez de literatura, pode-se levantar dados históricos da formação no parlamento de colegiados nos moldes das Frentes - principalmente no período democrático de 1945/1964, e nos dias atuais retroagiu-se à 52ª Legislatura o acesso a dados eletrônicos.

An Improved molecular tool for distinguishing monoecious and dioedious Hydrilla

Two biotypes of hydrilla [Hydrilla verticillata(L.f.) Royle] occur in the United States, a dioecious type centered in the southeast and a monoecious type in the central Atlantic and northeastern states. Ecosystem managers need tools to distinguish the types as the ranges of each type expand and begin to overlap. A molecular tool using the randomly amplified polymorphic DNA (RAPD) procedure is available but its use is limited by a need for reference samples. We describe an alternative molecular tool which uses “universal primers” to sequence the trnL intron and trnL-F intergenic spacer of the chloroplast genome. This sequence yields three differences between the biotypes (two gaps and one single nucleotide polymorphism). A primer has been designed which ends in a gap that shows up only in the dioecious plant. A polymerase chain reaction (PCR) using this primer produces a product for the monoecious but not the dioecious plant.

Subcooled Pool Boiling at Microgravity: Preliminary Ground-Based Experimental Results

A temperature-controlled pool boiling (TCPB) device was developed to perform pool boiling heat transfer studies at both normal gravity on Earth and microgravity in the drop tower Beijing and aboard a Chinese recovery satellite. Two platinum wires of 60 ?m in diameter were simultaneously used as heaters and thermometers. The lengths were 30 mm and 40 mm, respectively. The ends of wires were soldered with copper poles to provide low resistance paths for the electric current. The heater resistance, and thus the heater temperature, was kept constant by a feedback circuit similar to that used in constant-temperature hot-wire anemometry. The fluid was R113 at 0.1 Mpa and subcooled by 30 ?C nominally for all cases. The results of the experiments at normal gravity were presented. Four modes, namely single-phase convection, nucleate boiling, transition two-mode boiling, and film boiling were observed. A few data obtained from several preliminary experiments at microgravity in the drop tower Beijing were also presented. A slight increase of the heat flux was obtained.

Some aspects of the temperature, oxygen and nutrient distributions in Monterey Bay, California. Annual Report, Part 1, 1973

Seasonal variations in temperature, dissolved oxygen, and nutrients in the nearshore areas and in the canyon area of Monterey Bay, California during 1971-1972 were similar~ During upwelling periods, however, water in the nearshore areas was higher in temperature and oxygen and lower in nutrients than water in the canyon area~ This was caused by upwelled water moving north and south of the canyon into counterclockwise and clockwise flow in the northern and southern ends of the bay respectively. The water was heated by insolation and depleted of its nutrients by photosynthesis during this movement. The residence time of water in the nearshore northern and southern bay during upwelling is estimated to be 3 to 8 days, and this fits well into the above circulation pattern and average measured current velocities of 10 to 15 cm/sec~ There is sorne evidence that this circulation pattern and the estimated residence time may be also valid for on-upwelling periods. Upwelling apparently occurred in Monterey Submarine Canyon at rates of 0.4 to 2.9 m/day and was stronger in 1971 than 1972. (PDF contains 107 pages)

Entwicklung eines selektierenden Aalschleppnetzes

In eel catches with special small-mesh trawls the proportion of by-catch is unjustifiably high. From 2003 to 2005 eel trawls with various types of separation panels were designed, constructed, and tested under real fishing conditions. Tests were carried out using cover cod-ends and an underwater TV equipment. It was possible to reduce the amount of by-catch to one tenth of its usual amount. However, a decline of the catch efficiency for the target species eel could not be avoided.

Parlamentarismo ou Presidencialismo? Constituintes se dividem na defesa do Sistema de Governo. Parlamentaristas propõem a fórmula do Parlamentarismo Dualista. Há um chefe de Estado e um chefe de Governo. A Ordem Econômica: O constituinte Antônio Ueno quer a privatização das Estatais e o fim da intervenção do Estado na Economia. O monopólio empresarial também é combatido. Acabar com o monopólio no transporte coletivo, é o que defende o constituinte João Rezek, para abrir mais espaços às micro-empresas. Daqui a pouco o Plenário da Constituinte se reúne para terminar a votação das atribuições do Congresso Nacional e iniciar a discussão sobre a competência da Câmara dos Deputados. Na sessão de ontem, foi garantido ao Congresso o poder de sustar atos normativos do Executivo que ultrapassem os limites de regulamentar leis ou da Lei Delegada. O Plenário rejeitou a adoção do voto distrital para a Câmara dos Deputados. Foi aprovada a ampliação do número máximo de deputados por estado de 60 para 70, de acordo com a população. Mesmo assim nenhum estado deverá ter menos que 8 representantes na Câmara.

T90-Steert: Letzte Untersuchungen vor der Übernahme ins EU-Regelwerk

After due consideration the EU Commission has decided in December 2005 to admit cod-ends made of netting turned 90 de-grees (T90) as an allowable alternative for the cod fishery of the Baltic. The construction was included as one of two admissibles versions into the newly issued EU regulation 2187/2005 on technical measures for the conservation of fishery resources of the Baltic. This contribution describes some of the investigations preceeding that decision with which some of the previous demurs could be dispelled. In the course of these experiments it was detected that the cod-end netting material plays an important role for the mesh selection of a T90 cod-end, whereas the netting twine diameter is negligible. Problems with modern twine mate-rial have to be taken in consideration for constructional changes of T90 cod-ends. A relation of 1 to 2 in the circumferences in meshes at the joining round between last row of the belly and extension/cod-end turned out to be acceptable. Both the hauling technique (sidetrawler or sterntrawler) and an extensive use in the commercial fishery proved to be of no relevance for to the selection of T90 cod-ends. Taken alone, the different hydrodynamic conditions in a cod-end are insufficient to fully explain the selection phenomena. This was demonstrates by the material-related differences in selectivity of T90 cod-ends.

Der Anteil Transportwasser bei Heringsanlandungen mittels Vakuumsauganlage in Großraumbehältern

Estimation of the water content of herring landings caused by pressure-vacuum double tank pumps and using of multi purpose transport containers About 80 % of herring that is landed in the fish processing company Euro-Baltic Fischverarbeitungs GmbH Mukran, on the Isle of Rügen at the Baltic coast is transported from the cutter into the processing plant by pumping. For this purpose 700 l-Euro-size polyethylene tubs (containers) are filled with herring by means of a pressure-vacuum pump-systems during the unloading of the cutter. To be able to pump the fish from the hold on board it is kept floating in water (transport water). At the end of the pumping/transporting process the fish ends in a dewatering box before reaching the tub, where the transport water is separated from the fish. Then, the not completely dewatered fish is slipped into the transport containers. The amount of transport water reaching the containers depends on the type of PV-equipment and on the amount of transport water in the fish holds of the different cutters. Methodologically the mixture of fish and water must be weighed together. For the experiments specially designed transport container were used which allow the measurement of the run-off of the water to be quantified and thus to measure the proportion of water remaining with the fish. Based on 30 experiments it could be shown that on average 6 % of remaining weight of the mixture is water. Furthermore, factors were detected which influence the variability of the proportion of water.

The BACOMA cod-end. History and recent developments in BACOMA cod-end regulations and a proposal for abetter specification of the BACOMA cod-end for Baltic Sea cod fishery

To improve the cod stocks in the Baltic Sea, a number of regulations have recently been established by the International Baltic Sea Fisheries Commission (IBSFC) and the European Commission. According to these, fishermen are obliged to use nets with escape windows (BACOMA nets) with a mesh size of the escape window of 120 mm until end of September 2003. These nets however, retain only fish much larger than the legal minimum landing size would al-low. Due to the present stock structure only few of such large fish are however existent. As a consequence fishermen use a legal alternative net. This is a conventional trawl with a cod-end of 130 mm diamond-shaped meshes (IBSFC-rules of 1st April 2002), to be increased to 140 mm on 1st September 2003, according to the mentioned IBSFC-rule. Due legal alterations of the net by the fishermen (e.g. use of extra stiff net material) these nets have acquired extremely low selective properties, i. e. they catch very small fish and produce great amounts of discards. Due to the increase of the minimum landing size from 35 to 38 cm for cod in the Baltic, the amount of discards has even increased since the beginning of 2003. Experiments have now been carried out with the BACOMAnet on German and Swedish commercial and research vessels since arguments were brought forward that the BACOMA net was not yet sufficiently tested on commercial vessels. The results of all experiments conducted so far, are compiled and evaluated here. As a result of the Swedish, Danish and German initiative and research the European Commission reacted upon this in June 2003 and rejected the increase of the diamond-meshed non-BACOMA net from 130 mm to 140mm in September 2003. To protect the cod stocks in the Baltic Sea more effectively the use of traditional diamond meshed cod-ends with-out escape window are prohibited in community waters without derogation, becoming effective 1st of September 2003. To enable more effective and simplified control of the bottom trawl fishery in the Baltic Sea the principle of a ”One-Net-Rule“ is enforced. This is going to be the BACOMA net, with the meshes of the escape window being 110 mm for the time being. The description of the BACOMA net as given in the IBSFC-rules no.10 (revision of the 28th session, Berlin 2002) concentrates on the cod-end and the escape window but only to a less extent on the design and mesh-composition of the remaining parts of the net, such as belly and funnel and many details. Thus, the present description is not complete and leaves, according to fishermen, ample opportunity for manipulation. An initiative has been started in Germany with joint effort from scientists and the fishery to better describe the entire net and to produce a proposal for a more comprehensive description, leaving less space for manipulation. A proposal in this direction is given here and shall be seen as a starting point for a discussion and development towards an internationally uniform net, which is agreed amongst the fishery, scientists and politicians. The Baltic Sea fishery is invited to comment on this proposal, and recommendations for further improvement and specifications are welcomed. Once the design is agreed by the Baltic Fishermen Association, it shall be proposed to the IBSFC and European Commission via the Baltic Fishermen Association.

Ein neues Messgerät zur Kontrolle der Maschenöffnung in der Fischerei

At present both the wedge gauge and the ICES mesh gauge are used to examine the mesh opening of trawl cod-ends. A thorough investigation of both instruments by an EU project (MESH) has revealed a number of deficiencies. This has lead to the conclusions to not further recommend the use of both devices but to go for the development of a complete new measurement tool. This is presently progressing in a further EU project named OMEGA. Prototypes of the new device have been produced and a number of introductory tests have already been made. This contribution reports on further laboratory tests carried out at the Institute for Fishing technology and Fish Quality with special emphasis on netting yarn diameters below 4 mm. The results demonstrate further yarn size depending inaccuracies of the wedge gauge and support the rapid introduction of the newly developed measurement instrument.

Hydroelectric Voltage Generation Based On Water-Filled Single-Walled Carbon Nanotubes

A DFT/MD mutual iterative method was employed to give insights into the mechanism of voltage generation based on water-fitted single-walled carbon nanotubes (SWCNTs). Our calculations showed that a constant voltage difference of several mV would generate between the two ends of a carbon nanotube, due to interactions between the water dipole chains and charge carriers in the tube. Our work validates this structure of a water-fitted SWCNT as a promising candidate for a synthetic nanoscale power cell, as well as a practical nanopower harvesting device at the atomic level.
