Cabo Verde ratificou a Convenção Quadro das Nações Unidas sobre as Mudanças Climáticas (CQNUMC) a 29 de Março de 1995, e ela entrou em vigor a 22 de Junho do mesmo ano. Na condição de Parte Contratante da Convenção, Cabo Verde assumiu nesta data o compromisso de formular uma Comunicação Nacional à Conferência das Partes (CdP). Em 2000, apresentou a sua Primeira Comunicação Nacional (PCN) bem como a sua Estratégia Nacional e Plano de Acção sobre Mudanças Climáticas. Para a elaboração desses instrumentos, teve-se em conta os diversos estudos efectuados pelos diferentes sectores respeitantes a inventários dos Gases com Efeitos de Estufa (GEE), análise de vulnerabilidade, adaptação e mitigação. Em 5 de Dezembro de 2005 ratificou o Protocolo de Kyoto. Em 2005, o Governo de Cabo Verde recebeu através do PNUD/FEM um financiamento para formulação do seu Programa de Acção Nacional de Adaptação (NAPA) em matéria das Mudanças Climáticas com vista a identificar as opções de adaptação prioritárias segundo as necessidades e preocupações urgentes e imediatas das populações mais vulneráveis face aos efeitos nefastos da variabilidade e mudanças climáticas. Durante o processo de elaboração do NAPA foram realizados estudos, ateliers e encontros com os diferentes parceiros para que em conjunto se analisasse as condições de adaptabilidade sectoriais de acordo com as estratégias de intervenção numa perspectiva de desenvolvimento durável e de luta contra a pobreza em Cabo Verde. As análises realizadas no quadro dos estudos sobre os efeitos adversos actuais e pontuais das Mudanças Climáticas em Cabo Verde apontaram a variabilidade e a aleatoriedade pluviométrica como uma das características mais marcantes das condições climáticas do país que de forma transversal comporta impactos em todos os sectores de desenvolvimento sócio-económico. A má distribuição, espácio-temporal, das chuvas associadas às frequentes ocorrências da bruma seca e aos condicionalismos naturais e ambientais pouco favoráveis requerem acções de intervenção “suaves” com base em medidas de adaptações prioritárias visando mitigar os impactos directos dos fenómenos biofísicos. Assim, face à problemática da variabilidade e dos impactos das Mudanças Climáticas, o NAPA Cabo Verde identificou três sectores (Recursos Hídricos, Agro-silvopastoril e Zonas Costeiras/Turismo) como sendo prioritários, cujos projectos identificados devem ter em consideração as quatro medidas principais de intervenção: 1) Reforço das capacidades, 2) Promoção de actividades de investimento, e protecção e conservação no terreno, 3) Investigação/acção para melhorar a resistência populações e dos ecossistemas 4) Informação, Educação e Mobilização (IEM) dos intervenientes perante os riscos ligados às MC e variabilidade Climática. Cada um dos três projectos prioritários identificados será elaborado segundo este esquema de custos adicionais e procurará desenvolver sinergias e co-financiamentos para a sua implementação. No contexto específico, cada um dos três projectos prioritários que agremiam este programa de acção de adaptação desenvolverá a montagem institucional que lhe é mais adequada, conforme os princípios directores que norteiam a estratégia de implementação. Este programa de acção, concebido a curto e médio prazo conforme o horizonte temporal da Estratégia de Luta Contra Pobreza, cobre o período 2008-2012. Para a implementação do NAPA – Cabo Verde a contribuição do GEF a considerar será de 3.410.000 USD. No entanto, torna-se necessário mobilizar outros recursos financeiros a fim de permitir ao país de se iniciar o seu processo de adaptação de acordo com as opções prioritárias de intervenção. O NAPA Cabo Verde foi elaborado, graças ao apoio financeiro do PNUD/GEF, a contrapartida nacional e a participação de vários intervenientes (organismo internacional, sociedade civil, ONGs, etc,), equipa pluridisciplinar, consultores nacionais e internacionais que deram a sua valiosa contribuição durante todo o processo de preparação e validação do programa.

The dominant hypothesis in the literature that studies conflict is that poverty is the main cause of civil wars. We instead analyze the effect of institutions on civil war, controlling for income per capita. In our set up, institutions are endogenous and colonial origins affect civil wars through their legacy on institutions. Our results indicate that institutions, proxied by the protection of property rights, rule of law and the efficiency of the legal system, are a fundamental cause of civil war. In particular, an improvement in institutions from the median value in the sample to the 75th percentile is associated with a 38 percentage points reduction in the incidence of civil wars. Moreover, once institutions are included as explaining civil wars, income does not have any effect on civil war, either directly or indirectly.

What are a supervisor’s responsibilities when it comes to interviewing, hiring, and retaining persons with disabilities? First and foremost, do not discriminate against persons with disabilities. What this means is that you are required to provide the same level of employment consideration and supervision for a disabled employee that you would for an able-bodied employee. No more – no less. State of Iowa management personnel must be proactive with regard to Title I of the Americans with Disabilities Act, and managers and supervisory personnel should have an operational knowledge of the significant aspects of The Americans with Disabilities Act. This manual is for Iowa management personnel to use.
