Kainji Lake Basin is the first man-made Lake in Nigeria with a surface area of 1270km super(2). Since its creation in 1968 research activities were carried out on biological, socio-economic, hydrological and limnological characteristics of the water body. Extension activities concentrated on the dissemination of proven technologies developed by the Research scientists. Most of the socio-economic and extension activities focused on fishermen as women were regarded as homemakers and their activities concentrated in the home. The situation is even compounded by the Islamic injunction of seclusion. The intervention of NGKLFPP in 1993 has introduced many changes into the research and extension activities directed at the beneficiaries of the project because women were considered as a major stakeholder around the Lake area. The intervention of the project in Kainji Lake in the introduction of alternative income generating activities to women is enumerated in this paper. The intervention has improved the living standard of women and to a certain level reduced poverty among women in the area

The quest for food security and poverty alleviation among rural fisherfolks is imperative in the context of rural development. Rural fishermen and women do not only partake in fishing and related activities in order to make ends meet but also seek more sustainable ways of absorbing shocks and reducing their vulnerability to unforeseen economics conditions. These they do through diversification of their efforts to such activities that enables them have good leverage over poverty and food scarcity. It is in this context that Nigerian-German Technical Co-operation (GTZ) sought to assist the fisherfolks to help themselves by training the fishermen wives on knowledge and skill acquisition in Soya bean processing and utilization as a means of generating additional income for the household in Kainji Lake basin. This work was therefore carried out in order to make an objective investigation into the impact of this training on the economy of the fisherfolks. Sixty respondents, who constitute fishermen wives, were randomly selected from twelve fishing villages in the basin. 76.7% of those interviewed affirmed that the project has increased their income while others agreed that it has actually reduced their expenditure on food while increasing food supply and variety for the household

A total of 61 specimens of Heterotis niloticus were evaluated by linear regression and correlation. The specimens had mean standard length of 27.09 plus or minus 4.73cm, total length of 33-49cm, mean weight of 2445,108.3g, mean snout length of 48 plus or minus 0.86cm, mean eye diameter of 1.30 plus or minus 0.15cm, mean head length of 6.29 plus or minus 1.75cm. There was a strong relationship between the length and the weight, the eye diameter and the standard length, snout length and the standard length, head length and the standard length, snout length and the weight, head length and the weight (P<0.05). But the correlation of the eye diameters and the weight was insignificant (P>0.05). The growth pattern analysis depicts that the growth was negatively allometric with a b value of 1.16

The author describes the reproductive systems, the development of eggs (oocytes) in the ovaries, courtship and precopulatory amplexus, mating and the production of sperms, egg laying, mortality and diapause.

A política urbana, em seus vetores de regulação, serviços públicos e fomento, é o conjunto de princípios, diretrizes e ações que orientam a atividade econômica de urbanização, podendo determinar condutas à iniciativa privada através da função social da propriedade. Por afetar diretamente a vida das pessoas e a conformação da propriedade nas cidades, a política urbana é, por essência, municipal. A tradição da força municipalista no Brasil, que data do período imperial, ainda que em alguns momentos sufocada, manejou tornar os Municípios entes federados, assegurando- lhes, na Constituição de 1988, autonomia e atribuições, como a execução da política urbana traçada em diretrizes gerais por leis nacionais. As diretrizes nacionais para a política urbana, elaboradas em processo participativo, deveria pautar as ações da União, Estados e Municípios no tocante aos três mencionados vetores. No entanto, notando-se a quase total ausência dos Estados, verifica-se que a União, após a Constituição de 1988, rompeu com a própria ideologia de planejamento construída com a criação do Ministério das Cidades pelo Governo Lula e, atropelando o tempo de formação das diretrizes nacionais da política urbana, lançou programas de fomento a moradias e saneamento básico, cuja execução deve ser organizada pelos Municípios, que são tecnicamente frágeis e carentes de recursos para implementar a própria política urbana. Este recorte temático permite estudar a atuação mais recente da União em política urbana que, mesmo pretendendo dar conta de mazelas históricas do país, não destoa muito do período centralizador de formulação da política urbana do Regime Militar. I. The thermomagnetic behavior and infrared spectroscopic features of KFe3(SO4)2(OH)6 (jarosite), (H3O)Fe3(SO4)2 (OH)6 (hydronium jarosite), KFe3(CrO4)2 (OH)6, Fe(OH)SO4 (basic iron sulfate), and Fe(OH)CrO4 (basic iron chromate) are reported. Fe(OH)CrO4 and KFe3(CrO4)2 (OH)6 are shown to be weak ferro magnets with Curie temperatures of 73 and 71 °K, respectively. This unusual magnetic behavior is rationalized in terms of the ionic spin configurations of the phases. Exchange coupling through chromate bridging groups is shown to be weak.

II. The magnetic behavior and the influence of preparative history on the magnetic behavior of δFeO(OH) is reported. δFeO(OH) is shown to be a fine-particulate, uniaxial, magnetic species. Magnetization data for this species are shown to be consistent with the existence of magnetically inactive layers surrounding magnetic particles.

A previdência social brasileira, apesar de constituir um dos modelos mais antigos e tradicionais de proteção social da América Latina, não muito distante dos modelos europeus quanto a sua gênese, passa por momentos difíceis. Em um contexto de rápido envelhecimento populacional, acelerada redução de natalidade e novas realidades de trabalho, nas quais a mão-de-obra assalariada perde seu espaço, o modelo tradicional de cobertura, nos moldes bismarckianos, carece de revisão, de forma a não somente adequar-se às novas premissas demográficas, mas permitir uma universalidade de cobertura efetiva. Para tanto, adota-se, como fundamento de um novo modelo, a justiça social em três dimensões necessidade, igualdade e mérito. A necessidade visa atender e assegurar a qualquer pessoa, dentro das necessidades sociais cobertas, um pagamento mínimo de forma a assegurar o mínimo existencial. A dimensão da igualdade, no viés material, visa preservar nível de bem-estar compatível, em alguma medida, com o usufruído durante a vida ativa. Já o mérito individual implica fornecer prestações mais elevadas aos que, conscientemente, reduziram o consumo presente, preservando parte de suas receitas para o futuro. As duas primeiras dimensões são, na proposta apresentada, organizadas pelo Estado, em pilares compulsórios e financiados, preponderantemente, por repartição simples. O modelo de financiamento adotado, no longo prazo, tem se mostrado mais seguro e isonômico frente a modelos capitalizados. As variantes demográficas podem ser adequadas mediante novos limites de idade para aposentadorias e, em especial, estímulo a natalidade, como novos serviços da previdência social, incluindo creches e pré-escolas. O terceiro pilar, fundado no mérito individual, é a previdência complementar, organizado de forma privada, autônoma e voluntária. Aqui, o financiamento sugerido é a capitalização, de forma a priorizar o rendimento e a eficiência, com as externalidades positivas para a economia e a sociedade, com risco assumido e aceitável em razão do papel subsidiário deste pilar protetivo. Os pilares estatais, no modelo proposto, serão financiados, exclusivamente, por impostos, pondo-se fim às contribuições sociais, que perdem a importância em um modelo universal de proteção. Troca-se a solidariedade do grupo pela solidariedade social e, como conseqüência, saem as contribuições e ingressam os impostos. Mesmo o segundo pilar, que visa prestações correlacionadas com os rendimentos em atividade, será financiado por adicional de imposto de renda. Sistema mais simples, eficaz, e com estímulo à formalização da receita por parte das pessoas. A gestão do modelo previdenciário, em todos os segmentos, contará com forte regulação estatal, mas com efetiva participação dos interessados, afastadas, dentro do possível, as ingerências políticas e formas de captura. A regulação previdenciária, desde adequadamente disciplinada e executada, permitirá que os pilares propostos funcionem em harmonia.

En este trabajo se realiza un análisis de los gastos fiscales en España durante los últimos 10 años. Para ello se parte de la definición y características de estos pasando por sus ventajas e inconvenientes, sus tres métodos de estimación del mismo y el utilizado en España, contextualizándolo en el marco legal básico del que emana los Presupuestos Generales del Estado. Continuamos abordando los gastos fiscales a través de tres puntos de vista diferentes: Presupuestario, donde se analizan los gastos fiscales a través de los Beneficios Fiscales y del Presupuesto de Ingresos. Por Políticas de Gasto, donde estos son analizados a través de las políticas a los que son destinados dichos gastos. Y finalmente, desde el punto de vista Impositivo, donde se analizan a través de cada impuesto individualmente en que elemento del impuesto se recogen dichos Beneficios Fiscales relacionándolos con las políticas de gasto a los que son destinados.

I. ELECTROPHORESIS OF THE NUCLEIC ACIDS

A zone electrophoresis apparatus using ultraviolet optics has been constructed to study nucleic acids at concentrations less than 0.004%. Native DNA has a mobility about 15% higher than denatured DNA over a range of conditions. Otherwise, the electrophoretic mobility is independent of molecular weight, base composition or source. DNA mobilities change in the expected way with pH but the fractional change in mobility is less than the calculated change in charge. A small decrease in mobility accompanies an increase in ionic strength. RNA’s from various sources have mobilities slightly lower than denatured DNA except for s-RNA which travels slightly faster. The important considerations governing the mobility of nucleic acids appear to be the nature of the hydrodynamic segment, and the binding of counterions. The differences between electrophoresis and sedimentation stem from the fact that all random coil polyelectrolytes are fundamentally free draining in electrophoresis.

II. THE CYTOCHROME C/DNA COMPLEX

The basic protein, cytochrome c, has been complexed to DNA. Up to a cytochrome:DNA mass ratio of 2, a single type of complex is formed. Dissociation of this complex occurs between 0.05F and 0.1F NaCl. The complexing of cytochrome to DNA causes a slight increase in the melting temperature of the DNA, and a reduction of the electrophoretic mobility proportional to the decrease in net charge. Above a cytochrome:DNA mass ratio of 2.5, a different type of complex is formed. The results suggest that complexes such as are formed in the Kleinschmidt technique of electron microscopy would not exist in bulk solution and are exclusively film phenomena.

III. STUDIES OF THE ELECTROPHORESIS AND MELTING BEHAVIOUR OF NUCLEOHISTONES

Electrophoresis studies on reconstituted nucleohistones indicate that the electrophoretic mobility for these complexes is a function of the net charge of the complex. The mobility is therefore dependent on the charge density of the histone complexing the DNA, as well as on the histone/DNA ratio. It is found that the different histones affect the transition from native to denatured DNA in different ways. It appears that histone I is exchanging quite rapidly between DNA molecules in 0.01 F salt, while histone II is irreversibly bound. Histone III-IV enhances the capacity of non-strand separated denatured DNA to reanneal. Studies on native nucleoproteins indicate that there are no gene-sized uncomplexed DNA regions in any preparations studied.

IV. THE DISSOCIATION OF HISTONE FROM CALF THYMUS CROMATIN

Calf thymus nucleoprotein was treated with varying concentrations of NaCl. The identity of the histones associated and dissociated from the DNA at each salt concentration was determined by gel electrophoresis. It was found that there is no appreciable histone dissociation below 0.4 F NaCl. The lysine rich histones dissociate between 0.4 and 0.5 F NaCl. Their dissociation is accompanies by a marked increase in the solubility of the chromatin. The moderately lysine rich histones dissociate mainly between 0.8 and 1.1 F NaCl. There are two arginine rich histone components: the first dissociates between 0.8 F and 1.1 F NaCl, but the second class is the very last to be dissociated from the DNA (dissociation beginning at 1.0 F NaCl). By 2.0 F NaCl, essentially all the histones are dissociated.

The properties of the extracted nucleoprotein were studied. The electrophoretic mobility increases and the melting temperature decreases as more histones are dissociated from the DNA. A comparison with the dissociation of histones from DNA in NaClO4 shows that to dissociate the same class of histones, the concentration of NaCl required is twice that of NaClO4.

In this work we extend to the multistage case two recent risk averse measures for two-stage stochastic programs based on first- and second-order stochastic dominance constraints induced by mixed-integer linear recourse. Additionally, we consider Time Stochastic Dominance (TSD) along a given horizon. Given the dimensions of medium-sized problems augmented by the new variables and constraints required by those risk measures, it is unrealistic to solve the problem up to optimality by plain use of MIP solvers in a reasonable computing time, at least. Instead of it, decomposition algorithms of some type should be used. We present an extension of our Branch-and-Fix Coordination algorithm, so named BFC-TSD, where a special treatment is given to cross scenario group constraints that link variables from different scenario groups. A broad computational experience is presented by comparing the risk neutral approach and the tested risk averse strategies. The performance of the new version of the BFC algorithm versus the plain use of a state-of-the-artMIP solver is also reported.

More and more libraries, museums and cultural institutions rely on fundraising and grant writing to sustain their services, special projects, or new initiatives Since most MLIS programs do not include grant project planning and proposal writing as part of their curriculum, librarians learn the process through trial and error, or continuing education classes. There are numerous books and websites that can assist the novice grant writer. We hope to provide beginners with basic information on the types of grants available, where to look for funding agencies, selected grant writing resources, and a few helpful grant writing hints to get you started. The presentation will be a three-person panel providing a short overview of the areas mentioned above, and discussion of sample grants submitted or received. The overview will be presented in Power Point format with an accompanying handout for each attendee.
