Estudio observacional del contexto sociocognitivo de la catalogación de matérias em bibliotecas universitárias

A study of the subject indexing process in university libraries is presented, using a socio-cognitive approach to analyze the procedures, difficulties and perceptions of the librarians, users, and managers that take part in the process. Individual and group verbal protocols were applied in the real environment of the cataloguers, the university libraries. The results were the absence of systematic procedures for book subject analysis and representation, the incompatibility of the indexing language, and problems in subject retrieval from the catalog. It is concluded that there is a tendency in catalogs to act as databases. Therefore, the cataloguer should present a level of commitment in his task similar to that of an indexer who works in the production of bibliographic databases.

Militarismo, conflitos e indisciplina nas práticas policiais em São Paulo, Primeira República

This article examines the challenges involved in the process of police militarization and implementation of police discipline in the State of São Paulo during the First Brazilian Republic (1889 to 1930). Th e implementation of a militarized police model, initiated by the 1906 French Military Mission, was not fully able to deal with indiscipline issues among policemen. Beyond creating problems of its own, such as fostering a corporatist culture and strengthening rigid hierarchies, military discipline prevented police forces to address new issues that would aff ect its practices. Documents in the São Paulo State Public Archive provides a window to the daily violence, the personal compromises, the institutional confl icts and the political meddling that was part of police life in the State of São Paulo at the turn of the century.

Política de indexação na catalogação de assunto em bibliotecas universitárias: a visão sociocognitiva da atuação profissional com protocolo verbal

The indexing policy must be represented by means of a philosophy that reflects the system's aims. One of the aspects concerning the indexing policy is relating to the data retrospective conversion. The general aim is to discuss and make a profound study on indexing policy guidelines and to analyze the elements to set up an indexing policy, that should direct the indexing procedures carried out in university libraries using the methodology of verbal protocol. The results demonstrate that the indexing policy serves as a support for the knowledge organization in the catalog, acting as a guide for the librarian when determining the subjects of the documents described in the records. It is concluded that the indexing only will be carried out in the university library during the documentary information treatment by means of a well determined policy.

Segurança na América Latina: cenários e perspectivas

In the post Cold War period, in the security field, has increased the mechanisms of cooperation and coordination among the Latin American states, in the context of so called confidence-building measures. These arrangements presented as important and efficient tools of political-strategic articulation and assist in the maintenance of peace in the region. The paper presents some considerations about the current scenario in terms of security and defense in Latin America. Initially, presents concepts of security and defense and perceptions of threats by the states. Then, discusses the mechanisms of cooperation and coordination in security have been established on the American continent in the periods of the Cold War and post Cold War. Finally, presents considerations regarding the scenario and the prospects of security issues in the region.

Regimes Militares e a Segurança Nacional no Cone Sul

The implantation of military regimes in South America, from the mid-1960s, happened in the context of the Cold War. As a result, both the occurrence of military coups and the plans and actions for the national defense of the Southern Cone States occurred following the logic of that period and the concept of hemispheric defense preached by the United States, with priority in combating the so-called internal subversion. Thus, the need to combat the “internal enemy” has led these countries to participate in hemispheric mechanisms or create his own arrangements for coordination. The article starts from the conflict hypothesis used by the military governments in their military planning to analyze the actions carried out against leftist movements, including coordination between the governments of the Southern Cone. The understanding of the defense concepts against Soviet communism allows us to understand that the groups placed against the military governments were seen as a danger to the State and, in that “state of war”, the means justified the ends.

A oferta educacional na educação infantil: um estudo dos conveniamentos em municípios pequenos do interior paulista

Esta pesquisa, financiada pela Fundação de Amparo à Pesquisa do Estado de São Paulo (Fapesp), tem como objeto de estudo as parcerias entre o público e o privado realizadas por municípios paulistas para a oferta educacional na educação infantil. O estudo é parte integrante da pesquisa “A oferta educacional na educação infantil: arranjos institucionais entre o público e o privado” coordenada pela professora Raquel Borghi e financiada pelo CNPq. O objetivo geral é identificar, mapear e analisar os arranjos institucionais firmados entre municípios paulistas pequenos e instituições privadas para o atendimento educacional em creches e pré-escolas. O estudo foi realizado com uma amostra de 50% dos 56 municípios pequenos (de 10.001 a 50.000 hab.) que declararam possuir parcerias para a oferta de educação infantil, e que constam do banco de dados da pesquisa “Estratégias municipais para a oferta da educação básica: análise das parcerias público-privadas no Estado de São Paulo” (ADRIÃO, coord., 2009). Foi realizado levantamento junto aos municípios selecionados, tendo em vista o recolhimento de informações como ano de integração das creches aos respectivos sistema de ensino, justificativa para a opção pelo convênio, formato da subvenção publica as instituições privadas, tipo de instituição como Stricto Sensu (SS), ONG‟s, fundações, filantrópicas, OSCIP‟s entre outros. O desenvolvimento do estudo vai requerer, ainda, o levantamento e a análise de produções teóricas relativas ao financiamento e à oferta da educação infantil. Os resultados evidenciam que os convênios, legitimados pela atual legislação e impulsionados tanto pela esfera pública e/ou privada, estão em expansão, e em alguns municípios representam a única forma de atender a essa faixa etária, mostrando o equívoco de muitos municípios de aderir a esse tipo de atendimento municipal

A presente pesquisa consiste em uma reflexão sobre os trabalhos artísticos na web. Influenciados por manifestações antiarte, os trabalhos da rede quebraram paradigmas e propuseram um novo meio democrático de disseminação informacional. Apoiado nesses arranjos, será apresentado um projeto de trabalho que consiste em um site de crítica à mídia alienadora e ao universo de aparências do meio artístico.

Classificação e mapeamento de áreas de risco de enchentes e inundações no bairro Jardim Inocoop - Rio Claro - SP

In the last few decades, Brazil has experienced an accelerated urbanization process in which many cities have grown in a disorderly way occupying environmentally fragile areas unsuitable for habitation. Anthropogenic actions such as high levels of impermeable soil, structural changes in watercourses, lack of riparian vegetation, illegal presence of trash and rubbish along the river banks added to irregular settlements in floodplains result in the rise of high risk areas. When accompanied by intense and prolonged rainfall phenomena, those areas have been the scenery of serious accidents such as floods. This study aims to classify the level of the risk of floods in the neighborhood of Jardim Inocoop, in the town of Rio Claro, São Paulo countryside, Brazil. One of the main technical support to tackle this issue is the identification and classification of the risks. In order to classify the risk level of flood in this case study, the methodology adopted was developed by the Ministry of Cities and Technology Research Institute, and take into account the arrangement of the hydrological scenario, vulnerability of households and dangerous process according to the distance of the houses from the axis of drainage. Therefore, the risk levels adopted to classify are listed below: very high (MA), high risk (A), moderate (M) and low risk (B). In conclusion, it is imperative to develop prevention plans in order to avoid or to minimize the damages caused by natural disasters. Therefore, the zoning of the risk sceneries remains as an important issue once it helps to identify the areas with high level risk of flood. Consequently, the occupation must be regulated where there is low or absent risk and it must be often forbidden where the high risk of flood is detected. Oferta educacional nas creches e parcerias público-privado nos municípios paulistas de 10.001 a 50.000 habitantes

Este trabalho, foi realizado como Trabalho de Conclusão de Curso e Iniciação Científica. Este identifica, caracteriza e analisa, no conjunto dos municípios paulistas de 10.001 a 50.000 habitantes, os diferentes arranjos institucionais firmados entre o Poder Público Municipal e instituições privadas para a oferta educacional em creches. O período considerado para o presente estudo foi entre 2000 e 2009. O início do período em 2000 se justifica pelo prazo final estabelecido pela LDB 9394/96 para integração das creches aos respectivos sistemas de ensino ser dezembro de 1999. O estudo realizado nos permitiu observar a manutenção dos convênios firmados entre o Poder Público Municipal e instituições privadas sem fins lucrativos. As justificativas utilizadas para esclarecer a opção municipal pelo convênio com instituições que oferecem vagas à crianças de 0 a 3 anos, se voltarão para atender a demanda existente no município que este não consegue suprir e auxílio financeiro à instituição que oferece o atendimento a tempos no município. Outro fato que podemos constatar foi o que um número considerável que municípios cadastram as matrículas das entidades privadas conveniadas com o poder público, como matrículas públicas. Utilizamos como procedimento teórico-metodológico o levantamento e análise bibliográfica, contatos telefônicos diretos com os gestores municipais para coletar informações sobre as parcerias, dados disponibilizados no Banco de Dados do Grupo de Estudos e Pesquisas em Política Educacional (GREPPE), sites oficiais dos municípios e sites governamentais.
