From Introduction. Regional economic disequilibria was viewed as both an obstacle to and result of integration (European Commission 1965; European Commission 1962; European Commission 1969). Even within the Treaty of Rome, the Community tried to establish mechanisms to alleviate regional inequality. However, it was not until 1975 that the main mechanism of regional policy was established as a result of British and Irish enlargement: the European Regional Development Fund (ERDF). Since then, cohesion policy has become a significant EU expenditure accounting for €347bn, or 35.7% of the total EU budget for 2007-13(European Commission Regional Policy-Info Regio 2012). It has also become a key policy linked to enlargement. The underlying principle of cohesion policy assumes that the market alone cannot solve development problems and therefore government intervention is needed. This notion is in direct contrast to the underlying principle of EU competition policy, which asserts that the free market can solve economic development problems (Meadows, interview by author, 2003). The logic underlying cohesion policy is not only counter to EU competition policy, but also regulatory policies. Unlike other EU policies, cohesion policy is not a sectoral policy, but rather territorial in nature (Leonardi, 2006). Thus at times EU regulatory policy has also unintentionally worked counter to the goals of regional policy, sometimes disadvantaging poorer regions (Dudek, 2005). As the Community has sought to ameliorate regional disparities, it meant that all levels of government: local, regional, national and supranational would need to be involved, however, member states have different territorial governance and European regional development programs have to varying degrees impacted the relationship and policy responsibility of different levels of government (Leonardi, 2006; Bachtler and Michie 1993; Marks, 1993). The very nature of regional development policy has provoked a re-examination of subsidiarity, or which level of government is the lowest and most appropriate level. The discussion of policy formulation and implementation at the lowest level possible also addresses the issue of the democratic deficit. Some argue that the closer government is to the people the more responsive and representative it is. Democracy, however, also implies that public funds are used in a transparent way and for public rather than private good. Yet, as we examine the history and current situation of EU regional funds we find that corruption and misuse still abound. Thus, to understand the history of regional policy it is imperative to look at the major transformations of the policy, how regional policy has impacted subsidiarity and the quality of democracy, become an important instrument of enlargement and contradicted or conflicted with other EU policies.

Extension of the 10Be geochronology for deep-sea sediments beyond the limit of late Pliocene age found in published works has been attempted. The results obtained on sediments from Deep Sea Drilling Project (DSDP) Sites 576 and 578 of Leg 86 suggest the feasibility of dating sediments as old as 12 to 15 m.y. At both sites, there have been large changes in sedimentation rate, with the Pleistocene sediments accumulating several times faster than those of the Pliocene, which in turn were deposited several times more rapidly than the late Miocene sediments. The Pleistocene-Pliocene section is considerably thicker in Hole 578 than in Hole 576B: the respective depths for the 7 m.y. time boundary in the two holes are about 125 and about 25 m. These 10Be-based age estimates are in agreement with the paleomagnetic stratigraphies established for the two sites. The suggested enhancement in the oceanic deposition of 10Be before 7 to 9 m.y. ago, as noticed in manganese crusts, has found tentative support from the present sedimentary records. A preliminary search for 10Be production variation during a geomagnetic field reversal has been conducted. In Hole 578, an enhanced 10Be concentration is found in a sample close to the Brunhes/Matuyama reversal boundary. More detailed and systematic measurements are required to confirm this observation, which bears on the detailed behavior of the geomagnetic field during the reversal.

Pore water was collected from each of 10 sites during Ocean Drilling Program (ODP) Leg 168 on the eastern flank of the Juan de Fuca Ridge. These ten sites delineate a transect perpendicular to the present ridge axis and span a crustal age of 0.86-3.59 Ma. At nine of the ten sites the entire sediment section, which ranged from 41.3 to 613.8 m thick, was cored and attempts were made to recover at least one whole round of sediment per section of core for extraction of pore water. Several (2-5) whole-round sediment samples were taken from the uppermost and lowermost cores to constrain the chemical gradient near the sediment/water and sediment/basalt interfaces, respectively. Pore water was extracted from whole-round sediment core sections by squeezing only the most pristine sediment in a titanium squeezer designed by Manheim and Sayles (1974). Two additional water samples were collected in situ using the water-sampler temperature probe (WSTP; Barnes, 1988, doi:10.2973/odp.proc.ir.110.104.1988). Both of these samples were collected in the cased section of the open borehole from ODP Hole 1026B. Formation fluids were flowing up the cased hole into the overlying deep seawater (Fisher et al., 1997, doi:10.1029/97GL01286). Using a new temperature recording instrument recently developed at the Woods Hole Oceanographic Institution, downhole temperature measurements were made at five sites during Deep Sea Drilling Project Leg 86. The instrument, which can be installed in the shoe of the hydraulic piston corer, allows measurements of sediment temperature to be made simultaneously with the collection of sediment cores. A numerical procedure was applied to correct the temperature disturbance caused by the corer's friction with the sediment. Detailed temperature profiles constructed from the data were combined with the measurement of thermal conductivity to calculate heat flow. Heat flow values were generally low at all sites of Leg 86, consistent with the age of the lithosphere (>100 m.y.) in the Northwestern Pacific Basin.
