Quality of life is increasingly becoming a concept researched empirically and theoretically in the field of economics. In urban economics in particular, this increasing interest stems mainly from the fact that quality of life affects urban competitiveness and urban growth: research shows that when households and businesses decide where to locate, quality of life considerations can play a very important role. The purpose of the present paper is to examine the way economic literature and urban economic literature in particular, have adopted quality of life considerations in the economic thinking. Moreover, it presents the ways various studies have attempted to capture the multidimensional nature of the concept, and quantify it for the purposes of empirical research. Additionally we focus on the state of the art in Spain. Looking at the experiences in the last years we see very important possibilities of developing new studies in the field.

Résumé L'objectif de la thèse est de comprendre le mode d'organisation économique spécifique aux petits centres urbains qui composent les espaces frontaliers sahéliens, en s'interrogeant sur leur concurrence ou leur complémentarité éventuelle à l'intérieur d'un régime de spatialité particulier. En s'appuyant sur l'exemple du carrefour économique de Gaya-Malanville-Kamba situé à la frontière entre le Niger, le Bénin et le Nigeria, il questionne le rôle de la ville-frontière ainsi que le jeu des acteurs marchands localement dominants, à partir de quatre grandes interrogations : Quelles sont les spécificités de l'Afrique sahélienne qui obligent à renouveler les approches géographiques de l'espace marchand? Quels sont les facteurs déterminants de l'activité économique frontalière? Les formes d'organisation de l'espace qui concourent à la structuration de l'économie sont-elles concurrentes ou coopératives? Les logiques économiques frontalières sont-elles compatibles avec l'orientation des programmes de développement adoptés par les pays sahéliens et leurs partenaires bi- ou multilatéraux? Dans une première partie, un modèle territorial de l'Afrique sahélienne permet de rendre compte de la prédominance des logiques circulatoires sur les logiques productives, une propriété essentielle de toute organisation économique confrontée à l'instabilité climatique. Dans une seconde partie, l'étude considère les facteurs déterminants de l'activité économique frontalière que sont le degré d'enclavement des territoires, la libre circulation des biens et des personnes, les relations concurrentielles ou coopératives qui lient les marchés ainsi que les liens clientélistes qui unissent patron et obligés. Une troisième partie est consacrée aux productions agricoles de tente organisées sous forme de coopératives paysannes ou d'initiatives privées. Une quatrième partie s'intéresse aux réseaux de l'import-export et du commerce de détail qui bénéficient de l'augmentation des besoins engendrée par l'urbanisation sahélienne. L'économie spatiale qui résulte de ces flux est organisée selon deux logiques distinctes : d'une part, les opportunités relatives à la production agricole conduisent certains investisseurs à intensifier l'irrigation pour satisfaire la demande des marchés urbains, d'autre part, les acteurs du capitalisme marchand, actifs dans l'import-export et la vente de détail, développent des réseaux informels et mobiles qui se jouent des différentiels nationaux. Les activités commerciales des villes-marchés connaissent alors des fluctuations liées aux entreprises productives et circulatoires de ces patrons, lesquelles concourent à l'organisation territoriale générale de l>Afrique sahélienne. Ces logiques évoluent dans un contexte fortement marqué par les politiques des institutions financières internationales, des agences bilatérales de coopération et des ONGs. Celles-ci se donnent pour ambition de transformer les économies, les systèmes politiques et les organisations sociales sahéliennes, en faisant la promotion du libéralisme, de la bonne gouvernance et de la société civile. Ces axes directeurs, qui constituent le champ de bataille contemporain du développement, forment un ensemble dans lequel la spécificité sahélienne notamment frontalière est rarement prise en compte. C'est pourquoi l'étude conclut en faveur d'un renouvellement des politiques de développement appliquées aux espaces frontaliers. Trois grands axes d'intervention peuvent alors être dégagés, lesquels permettent de réconcilier des acteurs et des logiques longtemps dissociés: ceux des espaces séparés par une limite administrative, ceux de la sphère urbaine et rurale et ceux du capitalisme marchand et de l'investissement agricole, en renforçant la coopération économique transfrontalière, en prenant en considération les interactions croissantes entre villes et campagnes et en appuyant les activités marchandes. Abstract: Urbanisation in West Africa is recent and fast. If only 10 % of the total population was living in urban areas in 1950, this proportion reached 40 % in 2000 and will be estimated to 60 % in 2025. Small and intermediate cities, located between the countryside and large metropolis, are particularly concerned with this process. They are nowadays considered as efficient vectors of local economic development because of fiscal or monetary disparities between states, which enable businessmen to develop particular skills based on local urban networks. The majority of theses networks are informal and extremely flexible, like in the Gaya - Malanville - Kamba region, located between Niger, Benin and Nigeria. Evidence show that this economic space is characterised by high potentialities (climatic and hydrological conditions, location on main economic West African axis) and few constraints (remoteness of some potentially high productive areas). In this context, this PhD deals with the economic relationships between the three market cities. Focusing on the links that unite the businessmen of the local markets - called patron; - it reveals the extreme flexibility of their strategies as well as the deeply informal nature of their activities. Through the analysis of examples taken from the commerce of agricultural products, import and export flows and detail activities, it studies the changes that have taken place in the city centres of Gaya, Malanville and Kamba. Meanwhile, this research shows how these cities represent a border economical area based on rival and complementary connections. In the first Part, it was necessary to reconsider the usual spatial analysis devoted to the question of economic centrality. As a matter of fact, the organisation of West African economic spaces is very flexible and mobile. Centrality is always precarious because of seasonal or temporary reasons. This is why the first chapters are devoted to the study of the specificity of the Sahelian territoriality. Two main elements are relevant: first the population diversity and second, the urban-rural linkages. In the second part, the study considers three main factors on which the cross-border economic networks are dependent: enclosure that prevents goods to reach the markets, administrative constraints that limit free trade between states and cities and the concurrent or complementary relationships between markets. A third part deals with the clientelist ties engaged between the patrons and their clients with the hypothesis that these relationships are based on reciprocity and inequality. A fourth part is devoted to' the study of the spatial organisation of commercial goods across the borders, as far as the agriculture commercial products, the import-export merchandises and the retail products are concerned. This leads to the conclusion that the economic activity is directly linked to urban growth. However, the study notices that there is a lack of efficient policies dealing with strengthening the business sector and improving the cross-border cooperation. This particularity allows us to favour new local development approaches, which would take into account the important potential of private economical actors. In the same time, the commercial flows should be regulated with the help of public policies, as long as they are specifically adapted to the problems that these areas have to deal with.

The first section of this paper summarises the most relevant charateristics of the contemporary tourist model, also called postfordist or postmodernist. In the second part the traditional tourist model developed in the Costa Brava in the past decades, is reviewed. Emphasising the saturation of tourist facilities on the coast line, expansive urban growth, thanks to a tolerant administration, poor complementary supply and concentrated demand in few markets and the proximity of Barcelona conurbation, stressed by second homes. In the third section, some strategies developed in recent years to readapt the Costa Brava to the new tendencies in tourism, are presented. Incorporation of the inland to the tourist product, new planning policics, lessening urban densities and height, and a change in mind in favour of protected natural areas, diversification of demand with new markets, specially form Eastern Europe (although this might be considered as a continuation ofthe traditional tourist model) and the emergence of local strategies oriented towards the creation of new tourist products based upon natural and cultural resources

Después de un período de crecimiento urbanístico desorbitado es oportuno hacer un primer balance de las consecuencias que este hecho ha tenido sobre la estructura espacial de las principales urbes españolas. Un elemento básico de análisis es las variaciones que se han operado sobre la densidad de población. En el presente artículo se estudian estas transformaciones mediante modelos econométricos de densidad urbana. Las metrópolis investigadas son Madrid, Barcelona, Valencia, Sevilla, Bilbao y Zaragoza y el periodo temporal abarca desde 2001 a 2007. Los resultados indican, para las metrópolis más pobladas, cambios significativos en los parámetros, y en dos casos en la propia forma funcional de la densidad.

Impact de l’évolution des formes de croissance urbaine sur l’identité de la ville et de ses citoyens

L’évolution de l’urbanisation dans le monde nous a motivés à développer nos recherches quant à cette croissance déchaînée des villes et ces multitudes de formes urbaines qui en résultent. L'objet de ce travail est d'analyser ces formes de croissance spatiales et d’analyse leur impact sur l’identité dans la ville. Il s'agit de montrer dans quelle mesure elles favorisent la prolifération de nouvelles identités dans les régions périphériques de la ville. Notre recherche porte alors sur une étude socio spatiale de la capitale de la Tunisie. Tunis, cette métropole en pleine expansion, occupe un emplacement stratégique dans la Méditerranée et joue un rôle important dans les échanges afro-européens. La pertinence de l’étude de l’évolution du domaine urbain de Tunis résulte du fait que cette ville a connu différents types de croissances. La variété des modes de développement de l’espace urbain fait de Tunis un exemple pertinent qui mérite d’être étudié, d’autant plus que l’espace englobe des banlieues planifiées, spontanées, historiques, et bien d’autres qui résultent du juste fait de l’informalité, allant du patrimoine à la construction d’une identité urbaine plurielle. Notre travail comportera donc une étude spatiale de l’évolution de l’espace urbain de Tunis, basée essentiellement sur des cartes et des photos satellites, doublées d’une analyse sociale, basée sur une enquête in situ, réalisée avec les habitants des banlieues, et ce, dans le but de recenser leurs degrés d’attachement à l’espace ainsi que les rapports qu’ils entament avec le centre-ville. Notre recherche nous a permis de conclure que les habitants des banlieues s’identifient aux nouvelles formes de croissance et développent au fil des années un sentiment d’appartenance et d’attachement identitaire à leurs quartiers. Cela contribue à la prolifération d’identités multiple dans la ville.

Since around twenty years, the Saguenay CMA seems to have underwent a population decline and important economic transformations, wich would have confronted citizens and local actors to a situation of a possible decline. In a context of an ageing population generalized to the whole Quebec, the Saguenay CMA can be seen as a precursor territory of the population decline phenomenon for a medium-sized city. It’s the scale and the extent of the phenomenon wich seem to have become more important. In this context, is it possible to reverse the situation from an urban planning based on growth, to a planning that takes into account the possiblity of the decrease and the ageing of the population, as well as the reorganization of econimic activities? The analysis of the actors’s speech, who are involved in planning, economic development and politics, raise the question of the difficulty to conceive the decrease of the population and the economic tranformations, not as an occasional phenomenon, but as a possibly structural phenomenon that may last over time. The subject of the decline seems to generate a form of discomfort among the actors, going even to the complete reject of the situation as a possible reality. For several, the eventuality of a generalized decline is inconceivable, the decrease can be perceived as a political failure. It appears that most of the strategies put in place to correct the situation, are based on the goal of a return to the growth. From the signs in the built framework, through the strategy of territorial marketing and municipal interventionism, until the appearance of urban brownfields, the impacts of the population decrease and the economic transformations seems, for the greater part very subtile, but to be present on the territory of the CMA. The shrinking cities phenomenon is observed in this study according to a new approach that confronts the actors’s speech, the territory reality and the analysis of the economic and demographic dynamics. It is thus an exploratory research wich tries to question the current way of thinking the urban growth.

Existe un gran vacío en los estudios urbanos, en particular de economía urbana, sobre el mercado informal de terrenos en las ciudades. La importancia actual de ese mercado y las perspectivas de su crecimiento futuro relacionadas con la evidente reducción de la ocupación (invasión) de tierras urbanas, imponen la urgencia de plantearlo como un objeto de estudio prioritario. El primer esfuerzo de investigación debe ser la construcción de bancos de datos e informaciones dinámicas sobre el mercado informal de tierras y de la movilidad residencial de los pobres. La pregunta que se debe formular sobre este mercado tiene que ver con sus similitudes y diferencias con respecto al mercado formal. Nuestra respuesta a este desafío se da en dos planos. El primero, a partir de un levantamiento empírico en las favelas de la ciudad de Río de Janeiro; el segundo tomando el mercado informal de tierras y la movilidad de los pobres urbanos como un objeto conceptual que permita re-problematizar temas tradicionales de la economía urbana ortodoxa (neoclásica).

En América Latina la tradición marxista desarrolló en los años setenta y ochenta una muy rica conceptualización sobre las prácticas populares de producción de hábitat que tuvo como eje el concepto de pluralidad de formas de producción. En este texto se plantea una actualización de esta refl exión involucrando en particular los aspectos de la circulación de los bienes inmobiliarios y las modalidades de acceso a la tierra: desde esta perspectiva se analizan los desarrollos recientes de modalidades “ilegales” o “informales” de urbanización y las políticas que al respecto se han formulado en los últimos tiempos, en una aproximación que pretende controvertir el dualismo explícito o implícito de otros enfoques.

This article characterizes the conditions of the informal land and housing supply during the first decade of the xxi century in Bogota, regarding magnitude and location of the informal urban growth (new occupations in the periphery and informal densification of consolidated areas), housing conditions in recent occupations and the characteristics of the land market. The situation of the last decade has been reconstructed based in aerial photography analysis, census data quantification and data analysis from planning and control public entities. Results suggest that due to the relative land scarcity in Bogotá, among other aspects, the informal market dynamics have experimented changes compared to previous decades, because the growth in consolidated urban areas becomes more important than the informal urbanization of the peripheries, but at the same time informality transcends the municipal perimeter to the neighboring municipalities.

La tesis devela la connotación sistemática y multicausal de lo que a través de la investigación se denomina como "Procesos de Territorialización de la Inseguridad Ciudadana". Mediante un estudio de caso, se pone en evidencia la apropiación y captura sostenida en el tiempo de fenómenos como la inseguridad y la criminalidad, sobre determinadas zonas o barrios urbanos que por sus características socioeconómicas, políticas, geográficas, culturales, laborales y de mercado de quienes los habitan o frecuentan, se consideran como sectores "críticos y/o vulnerables".

This doctoral thesis offers a quantitative and qualitative analysis of the changes in the urban shape and landscape of the Girona Counties between 1979 and 2006. The theoretical part of the research lies within the framework of the dispersed city phenomenon, and is based on the hypothesis of convergence towards a global urban model. The empirical part demonstrates this proposition with a study of 522 zone development plans in the Girona Counties. The results point to the consolidation of the dispersed city phenomenon, as shown by the sudden increase in built-up space, the spread of urban development throughout the territory, and the emergence of a new, increasingly generic landscape comprising three major morphological types: urban extensions, low density residential estates and industrial zones. This reveals shortcomings of planning for urban growth, weakening of the city as a public project, and a certain degradation of the Mediterranean city model.

Partiendo de una mirada retrospectiva del período colonial, el artículo ofrece una visión general sobre el sistema de abastecimiento de agua en la ciudad de Quito, a fines del siglo XIX e inicios del XX. Con este propósito, se estudian las políticas municipales de higienización y salud pública y cómo incidieron en los hábitos domésticos de los habitantes. Además, se aborda el crecimiento urbano en relación a la provisión de agua potable y al crecimiento poblacional.

This paper disseminates the outcomes of a series of interdisciplinary and multi-sector research seminars that focused on current development problems in a region of fast urban growth. Qualitative data was collected during round table discussions and workshops involving practitioners and government officials from some of the largest economies in Latin America. The authors then grouped these discussions into coherent themes and framed them into current scholarly debates. After assessing the suitability of theory to respond to practice, the paper concludes with four key areas for further research, with the final aim to encourage more scholarly analysis that can better inform development policy in emerging economies.
