The deployment of bioenergy technologies is a key part of UK and European renewable energy policy. A key barrier to the deployment of bioenergy technologies is the management of biomass supply chains including the evaluation of suppliers and the contracting of biomass. In the undeveloped biomass for energy market buyers of biomass are faced with three major challenges during the development of new bioenergy projects. What characteristics will a certain supply of biomass have, how to evaluate biomass suppliers and which suppliers to contract with in order to provide a portfolio of suppliers that best satisfies the needs of the project and its stakeholder group whilst also satisfying crisp and non-crisp technological constraints. The problem description is taken from the situation faced by the industrial partner in this research, Express Energy Ltd. This research tackles these three areas separately then combines them to form a decision framework to assist biomass buyers with the strategic sourcing of biomass. The BioSS framework. The BioSS framework consists of three modes which mirror the development stages of bioenergy projects. BioSS.2 mode for early stage development, BioSS.3 mode for financial close stage and BioSS.Op for the operational phase of the project. BioSS is formed of a fuels library, a supplier evaluation module and an order allocation module, a Monte-Carlo analysis module is also included to evaluate the accuracy of the recommended portfolios. In each mode BioSS can recommend which suppliers should be contracted with and how much material should be purchased from each. The recommended blend should have chemical characteristics within the technological constraints of the conversion technology and also best satisfy the stakeholder group. The fuels library is made up from a wide variety of sources and contains around 100 unique descriptions of potential biomass sources that a developer may encounter. The library takes a wide data collection approach and has the aim of allowing for estimates to be made of biomass characteristics without expensive and time consuming testing. The supplier evaluation part of BioSS uses a QFD-AHP method to give importance weightings to 27 different evaluating criteria. The evaluating criteria have been compiled from interviews with stakeholders and policy and position documents and the weightings have been assigned using a mixture of workshops and expert interview. The weighted importance scores allow potential suppliers to better tailor their business offering and provides a robust framework for decision makers to better understand the requirements of the bioenergy project stakeholder groups. The order allocation part of BioSS uses a chance-constrained programming approach to assign orders of material between potential suppliers based on the chemical characteristics of those suppliers and the preference score of those suppliers. The optimisation program finds the portfolio of orders to allocate to suppliers to give the highest performance portfolio in the eyes of the stakeholder group whilst also complying with technological constraints. The technological constraints can be breached if the decision maker requires by setting the constraint as a chance-constraint. This allows a wider range of biomass sources to be procured and allows a greater overall performance to be realised than considering crisp constraints or using deterministic programming approaches. BioSS is demonstrated against two scenarios faced by UK bioenergy developers. The first is a large scale combustion power project, the second a small scale gasification project. The Bioss is applied in each mode for both scenarios and is shown to adapt the solution to the stakeholder group importance and the different constraints of the different conversion technologies whilst finding a globally optimal portfolio for stakeholder satisfaction.

Strategic sourcing plays an important role in organisations' performance. Strategic sourcing has been researched extensively using empirical studies as well as review work, such as strategic sourcing importance, issues and challenges, processes, source selection criteria and framework. However, there is no research on critical success factors for strategic sourcing specific to industry and country. This research aims to qualitatively evaluate and understand the current role of strategic sourcing, the critical success factors for business performance and its relationship with strategic sourcing, and strategic supplier evaluation criteria from multiple stakeholders' perspectives specific to industry and country. This research studies twenty organisations from Germany and the United Kingdom (UK) covering two industry sectors - electronics manufacturing and construction. We consider five organisations from each industry sector and each country. The findings from twenty case studies reveal comparative analysis of strategic sourcing practices of two countries and two industries.

Knowledge accessing from external organisations is important to firms, especially entrepreneurial ones which often cannot generate internally all the knowledge necessary for innovation. There is, however, a lack of evidence concerning the association between the evolution of firms and the evolution of their networks. The aim of this paper is to begin to fill this gap by undertaking an exploratory analysis of the relationship between the vintage of firms and their knowledge sourcing networks. Drawing on an analysis of firms in the UK, the paper finds some evidence of a U-shaped relationship existing between firm age and the frequency of accessing knowledge from certain sources. Emerging entrepreneurial firms tend to be highly active with regard to accessing knowledge for a range of sources and geographic locations, with the rate of networking dropping somewhat during the period of peak firm growth. For instance, it is found that firms tend to less frequently access knowledge sources such as universities and research institutes in their own region during a stage of peak turnover growth. Overall, the results suggest a complex relationship between the lifecycle of the firm and its networking patterns. It is concluded that policymakers need to become more aware that network formation and utilisation by firms is likely to vary dependent upon their lifecycle position.

Creative sourcing strategies, designed to extract more value from the supply base, have become a competitive, strategic differentiator. To fuel creativity, companies install sourcing teams that can capitalize on the specialized knowledge and expertise of their employees across the company. This article introduces the concept of a team creativity climate (TCC) - team members' shared perceptions of their joint policies, procedures, and practices with respect to developing creative sourcing strategies – as a means to address the unique challenges associated with a collective, cross-functional approach to develop value-enhancing sourcing strategies. Using a systematic scale development process that validates the proposed concept, the authors confirm its ability to predict sourcing team performance, and suggest some research avenues extending from this concept.

This book constitutes the revised selected papers from the 10th Global Sourcing Workshop held in Val d’Isère, France, in February 2016. The 11 papers presented in this volume were carefully reviewed and selected from 47 submissions. The book offers a review of the key topics in outsourcing and offshoring of information technology and business services offering practical frameworks that serve as a tool kit to students and managers. The range of topics covered is wide and diverse, but predominately focused on how to achieve success in shared services and outsourcing. More specifically, the book examines outsourcing decisions and management practices, giving specific attention to shared services that have become one of the dominant sourcing models. The topics discussed combine theoretical and practical insights regarding challenges that industry leaders, policy makers, and professionals face or should be concerned with. Case studies from various organizations, industries and countries such as UK, Italy, The Netherlands, Canada, Australia and Denmark complete the book.

The facilities location problem for companies with global operations is very complex and not well explored in the literature. This work proposes a MILP model that solves the problem through minimization of the total logistic cost. Main contributions of the model are the pioneer carrying cost calculation, the treatment given to the take-or-pay costs and to the international tax benefits such as drawback and added value taxes in Brazil. The model was successfully applied to a real case of a chemical industry with industrial plants and sales all over the world. The model application recommended a totally new sourcing model for the company.

O artigo inicia-se com uma breve caracterização do sector têxtil e de vestuário (ITV), a que se segue a formulação das estratégias de internacionalização que se oferecem pertinentes para as empresas da indústria. Estas estratégias são apresentadas segundo o seu posicionamento na cadeia de valor: a montante do processo produtivo referem-se o sourcing e a antena colectiva; centrado no processo produtivo avança-se com a filial produtiva, a licença, a subcontratação e o comakership; a jusante adianta-se a filial comercial, a exportação, o show room permanente, o piggy back, a franquia, o consórcio de exportação, o grupo de exportadores e os clubes de empresas. O artigo finaliza com uma sistematização das estratégias de internacionalização, equacionando-se a probabilidade da sua aplicação às principais áreas de negócio da indústria (têxtil técnico e funcional, têxtil lar e vestuário).

A saúde em Portugal vive hoje mudanças significativas. A criação de modelos de Gestão Empresarial em instituições públicas visa a melhor qualidade ao menor custo. A aquisição de equipamento médico, cada vez mais sofisticado, exige das instituições esforços redobrados. A necessidade de redução dos custos acoplada à necessidade de aquisição de tecnologias cada vez mais avançadas exige que as instituições tomem mediadas mais rigorosas para melhorar o processo de aquisição. É importante estabelecer desde o início de um processo de aquisição, as exatas necessidades da instituição, com um conjunto de especificações bem detalhado do produto a adquirir bem como um conjunto exigências que devem ser feitas perante os fornecedores que salvaguardem a instituição. O conhecimento do equipamento a adquirir facilita todo o processo. Assim é de extrema importância garantir o estudo bastante alargado do equipamento, permitindo à instituição uma melhor avaliação do equipamento, aquando da seleção do mesmo. A garantia da confiabilidade metrológica é outro ponto muito importante a ter em conta no processo, uma vez que o sucesso dos cuidados de saúde parte da confiança e segurança que transmitem aos seus utentes. O objetivo deste trabalho é o estudo de Ventiladores Pulmonares (VP) focando essencialmente na seleção e aquisição destes equipamentos. Neste estudo faz-se também um estudo dos procedimentos de avaliação da confiabilidade metrológica dos VP, tendo em vista a definição dos testes de verificação a serem efetuados ao longo do processo de aquisição. É normalizado o Caderno de Encargos (CE) e respetivas especificações/requisitos técnicos, tentando comprar de acordo com as reais necessidades da instituição, visando o menor desperdício e garantido a melhor qualidade.

Within a large set of renewable energies being explored to tackle energy sourcing problems, bioenergy can represent an attractive solution if effectively managed. The supply chain design supported by mathematical programming can be used as a decision support tool to the successful bioenergy production systems establishment. This strategic decision problem is addressed in this paper where we intent to study the design of the residual forestry biomass to bioelectricity production in the Portuguese context. In order to contribute to attain better solutions a mixed integer linear programming (MILP) model is developed and applied in order to optimize the design and planning of the bioenergy supply chain. While minimizing the total supply chain cost the production energy facilities capacity and location are defined. The model also includes the optimal selection of biomass amounts and sources, the transportation modes selection, and links that must be established for biomass transportation and products delivers to markets. Results illustrate the positive contribution of the mathematical programming approach to achieve viable economic solutions. Sensitivity analysis on the most uncertain parameters was performed: biomass availability, transportation costs, fixed operating costs and investment costs. (C) 2015 Elsevier Ltd. Os mercados eletrónicos são sistemas de informação (SI) utilizados por várias entidades organizacionais distintas dentro de um ou vários níveis em termos das cadeias de valor económico (Journal Electronic Markets, 2012). Segundo (Bakos, 1998) têm um papel central na economia, facilitando a troca de informações, produtos, serviços e pagamentos. Durante o processo, é criado valor económico para o comprador, fornecedor, intermediários do mercado e para a sociedade em geral. O comércio eletrónico é o ato de realizar um qualquer tipo de negócio através de uma via eletrónica e é constituído por modelos diversificados onde se destacam o Business to Business (B2B) e o Business to Consumer (B2C). O modelo B2B possui uma quota de 90 % de todo o comércio, sendo esse sucesso intrinsecamente relacionado em grande parte às vantagens que as suas plataformas oferecem às empresas que inseridas nelas (Anacom, 2004). O âmbito principal deste trabalho é o estudo dos B2B, tendo sido para tal definidos os seguintes objetivos: Realizar a identificação do estado atual bem como a evolução dos mercados B2B em Portugal; Caraterização das funcionalidades das plataformas que atuam no tecido nacional e por fim fazer a criação de um conjunto de orientações de apoio a empresas que desejam fazer a inserção nestes mercados. Para serem alcançados os objetivos propostos na dissertação, foram inquiridas várias organizações ao mesmo tempo que foi realizada uma pesquisa de temas e artigos relacionados com os mercados eletrónicos e plataformas B2B, recorrendo a sites como a B-On.pt, e utilizando o motor de busca Google. Este relatório apresenta a seguinte estrutura: No capítulo 1 é apresentada a introdução teórica das matérias apresentadas nos capítulos seguintes; O capítulo 2 é centrado no comércio eletrónico, definições mais comuns e são demonstrados os modelos mais preponderantes do comércio eletrónico; No capítulo 3 são expostas todas as vertentes do modelo B2B, as principais plataformas B2B a atuar no tecido nacional, as suas funcionalidades e modo de operação bem como uma apresentação das principais plataformas a nível mundial; No capítulo 4 são apresentados um conjunto de tópicos de auxílio a empresas que desejem fazer a sua inserção neste tipo de mercados; Por último são descritas as principais conclusões retiradas na realização da dissertação. Em suma, este trabalho reúne um conjunto de dados e orientações úteis, decorrentes do estudo realizado de auxílio a empresas a aderirem aos mercados eletrónicos, visto ser uma abordagem promissora para as organizações.

Microblogging in the workplace as a functionality of Enterprise Social Networking (ESN) platforms is a relatively new phenomenon of which the use in knowledge work has not yet received much attention from research. In this cross-sectional study, I attempt to shed light on the role of microblogging in knowledge work. I identify microblogging use practices of knowledge workers on ESN platforms, and I identify its role in supporting knowledge work performance. A questionnaire is carried out among a non-representative sample of knowledge workers. The results shed light on the purposes of the microblogging messages that knowledge workers write. It also helps us find out whether microblogging supports them in performing their work. The survey is based on existing theory that supplied me with possible microblog purposes as well as theory on what the actions of knowledge workers are. The results reveal that “knowledge & news sharing”, “crowd sourcing”, “socializing & networking” and “discussion & opinion” are frequent microblog purposes. The study furthermore shows that microblogging benefits knowledge workers’ work. Microblogging seems to be a worthy addition to the existing means of communication in the workplace, and is especially useful to let knowledge, news and social contact reach a further and broader audience than it would in a situation without this social networking service.

The computational power is increasing day by day. Despite that, there are some tasks that are still difficult or even impossible for a computer to perform. For example, while identifying a facial expression is easy for a human, for a computer it is an area in development. To tackle this and similar issues, crowdsourcing has grown as a way to use human computation in a large scale. Crowdsourcing is a novel approach to collect labels in a fast and cheap manner, by sourcing the labels from the crowds. However, these labels lack reliability since annotators are not guaranteed to have any expertise in the field. This fact has led to a new research area where we must create or adapt annotation models to handle these weaklylabeled data. Current techniques explore the annotators’ expertise and the task difficulty as variables that influences labels’ correction. Other specific aspects are also considered by noisy-labels analysis techniques. The main contribution of this thesis is the process to collect reliable crowdsourcing labels for a facial expressions dataset. This process consists in two steps: first, we design our crowdsourcing tasks to collect annotators labels; next, we infer the true label from the collected labels by applying state-of-art crowdsourcing algorithms. At the same time, a facial expression dataset is created, containing 40.000 images and respective labels. At the end, we publish the resulting dataset.
