Innovation and internationalization in services are key drivers of structural transformation, productivity growth and overall economic performance in Latin America. The services sector accounts for two thirds of the region’s GDP and provides over 60% of its employment. These shares are higher than in other developing regions, but still lower than in countries with higher levels of per capita income. The spread of information and communication technologies in Latin America over the past three decades has vastly enhanced both the tradability of services and the sector’s propensity to innovate. Long considered unrelated processes, both internationalization and innovation are today widely recognized as key and complementary sources of firm-level competitiveness and human capital enhancement. The advent of many novel types of business and consumer services is furthermore a key factor in the rising insertion of Latin American firms in regional and global value chains and transnational production networks, which are now the predominant form of organization of international production and trade. This volume explores three different levels of interaction between internationalization and innovation in the services sector in Latin America. Part I analyses the role of services in manufacturing and other sectors’ global value chains from a theoretical perspective, drawing on the experiences of Brazil and Mexico. Part II reviews innovation and internationalization policies and their effects on the performance of the services sector. Part III presents a series of case studies on innovation and internationalization linkages in Brazil, Chile, Costa Rica and Mexico. The book concludes that, in order for Latin American countries and firms to upgrade into services value chains, public and private initiatives must generate a host of regional public goods —enhanced investment climates, supply of skills, greater access to finance, improved protection of intellectual property, better value appropriation, enhanced efforts at standardization and quality certification— to strengthen the links between innovation and internationalization.

En su edición número 68, que corresponde al año 2016, el Estudio Económico de América Latina y el Caribe consta de tres partes. En la primera se resume el desempeño de la economía regional en 2015 y se analiza la evolución durante el primer semestre de 2016, así como las perspectivas de crecimiento para el año. Se examinan los factores externos e internos que han incidido en el desempeño económico de la región y se destacan algunos de los desafíos para las políticas macroeconómicas en un contexto externo caracterizado por el bajo crecimiento y elevados grados de incertidumbre. En la sección temática de este Estudio se analizan los desafíos que tienen los países de América Latina y el Caribe en el ámbito interno y externo para movilizar el financiamiento del desarrollo. En lo interno, la desaceleración del crecimiento y las mayores restricciones fiscales imponen importantes retos a la movilización de recursos. En lo externo, la condición de países de renta media dificulta el acceso al financiamiento externo concesionado o de la cooperación internacional. La tercera parte, que está disponible en la página web de la CEPAL (www.cepal.org), contiene las notas referentes al desempeño económico de los países de América Latina y el Caribe en 2015 y el primer semestre de 2016, así como los respectivos anexos estadísticos. This, the sixty-eighth edition of the Economic Survey of Latin America and the Caribbean, which corresponds to the year 2016, consists of three parts. Part I outlines the region’s economic performance in 2015 and analyses trends in the first half of 2016, as well as the outlook for the rest of the year. It examines the external and internal factors influencing the region’s economic performance and highlights some of the macroeconomic policy challenges that have arisen in an external context of weak growth and high levels of uncertainty. Part II analyses the challenges that the countries of Latin America and the Caribbean face at the domestic and international levels in mobilizing financing for development. On the domestic front, slower growth and tighter fiscal restrictions pose significant challenges for the mobilization of resources. Externally, the classification of many of the region’s countries in the middle-income category limits their access to concessional external financing or international support. Part III of this publication may be accessed on the web page of the Economic Commission for Latin America and the Caribbean (www.eclac.org). It contains the notes relating to the economic performance of the countries of Latin America and the Caribbean in 2015 and the first half of 2016, together with their respective statistical annexes. Em sua edição número 68, que corresponde a 2016, o Estudo Econômico da América Latina e do Caribe consta de três partes. A primeira resume o desempenho da economia regional em 2015 e analisa a evolução durante o primeiro semestre de 2016, bem como as perspectivas de crescimento para o ano. Examina os fatores externos e internos que incidiram no desempenho econômico da região e destaca alguns dos desafios para as políticas macroeconômicas num contexto externo caracterizado por baixo crescimento e elevados graus de incerteza. A seção temática deste estudo analisa os desafios que os países da América Latina e do Caribe enfrentam no âmbito interno e externo para mobilizar o financiamento para o desenvolvimento. No âmbito interno, a desaceleração do crescimento e as maiores restrições fiscais impõem importantes desafios à mobilização de recursos. No âmbito externo, a condição de países de renda média dificulta o acesso ao financiamento externo concessional ou à cooperação internacional. A terceira parte, que está disponível no site da CEPAL (www.cepal.org), contém as notas referentes ao desempenho econômico dos países da América Latina e do Caribe em 2015 e no primeiro semestre de 2016, bem como os respectivos anexos estatísticos. The article recounts the first coordinated attempts of “Ivan Vazov” Public Library – Plovdiv at digitizing some of its treasured collections such as manuscripts, early printed books and archives through partner projects and revealing them to the world community.

The problem of solid waste that involves the management, the management and the allocation of these is an issue that permeates all spheres of society, which denotes environmental implications that contribute to the discussion of the environmental crisis in progress. From this perspective, this study aims to investigate and understand the role that consortia, especially the Regional Public Waste Consortium Solid Seridó/RN have waste management, in order to observe their strengths and weaknesses in order to conclude whether they are an appropriate solution to the problem of solid waste. In studying a region that is undergoing a process of institutional organization guided in the solid waste, the focus turned into an interesting academic research point. Since this is a qualitative research, readings were taken of relevant authors to the object and the following legal frameworks, namely: the National Basic Sanitation Policy (Law nº 11.445/2007), the National Policy on Solid Waste (Law nº 12.305/2010 ) and the Law on Public Consortia (Law nº 11.107/2005). The consortium region has about 290.000 inhabitants, generated 40.000 tons of waste a year. As for the final disposal of waste, all municipalities in the region deposit their waste in the open, or in garbage dumps. In the analysis of the Consortium Seridó, a list of issues that are hindering their implementation has been identified. The demands come mainly from the political sphere, but also financial, technical and logistical. It is expected that with the realization of the Consortium by building its supporting structures (overfill Station and Landfill), a new model of solid waste management is implemented.

One particular field of Social Enterprise – WISEs or Work Integration Social Enterprises – has become increasingly recognised as being emblematic of the dynamics of social enterprises and now constitutes a major sphere of their activity globally. From their early roots, focusing on providing productive activity for the blind and those with other physical and/or intellectual disabilities, WISEs are pioneers in promoting the integration of excluded persons through a productive activity. In recent decades, WISEs have incrementally evolved as a tool for implementing national and regional labour market policies. The papers in this special edition explore how populations of WISEs in different country contexts have emerged, and in some instances, shifted in their identities over time in relation to changing national or regional public policies. This special issue is part of the ICSEM project, a worldwide research project aiming to identify, analyze and compare social enterprise models across countries, regions and fields. The special issue features five country specific analyses from the first stage of the ICSEM project where researchers focusing on WISEs examined the policy environment surrounding WISEs and the heterogeneity of the organizational WISE models that have emerged in different contexts: Ireland, the United States, Japan, Austria and Switzerland.

A partir de la dinámica evolutiva de la economía de las Tecnologías de la Información y las Comunicaciones y el establecimiento de estándares mínimos de velocidad en distintos contextos regulatorios a nivel mundial, en particular en Colombia, en el presente artículo se presentan diversas aproximaciones empíricas para evaluar los efectos reales que conlleva el establecimiento de definiciones de servicios de banda ancha en el mercado de Internet fijo. Con base en los datos disponibles para Colombia sobre los planes de servicios de Internet fijo ofrecidos durante el periodo 2006-2012, se estima para los segmentos residencial y corporativo el proceso de difusión logístico modificado y el modelo de interacción estratégica para identificar los impactos generados sobre la masificación del servicio a nivel municipal y sobre las decisiones estratégicas que adoptan los operadores, respectivamente. Respecto a los resultados, se encuentra, por una parte, que las dos medidas regulatorias establecidas en Colombia en 2008 y 2010 presentan efectos significativos y positivos sobre el desplazamiento y el crecimiento de los procesos de difusión a nivel municipal. Por otra parte, se observa sustituibilidad estratégica en las decisiones de oferta de velocidad de descarga por parte de los operadores corporativos mientras que, a partir del análisis de distanciamiento de la velocidad ofrecida respecto al estándar mínimo de banda ancha, se demuestra que los proveedores de servicios residenciales tienden a agrupar sus decisiones de velocidad alrededor de los niveles establecidos por regulación.
