The Midwest Transportation Consortium (MTC) recently completed its sixth year of operation. The MTC has become an established portion of the research and educational programs at ISU and its partner universities. The MTC continues to emphasize its primary focus of developing human capital. For example, this semester, Fall, 2005, ISU has graduate scholars in its educational program. However, we also recognize that the federal grant is an opportunity to build programs at our respective universities that continue after the U.S. DOT UTCP may end. An example of building a long lasting program is the University of Missouri – St. Louis’ (UMSL) and its development of a transportation Ph.D. program in their business college. Admittedly, this program could have been started regardless, but Dr. Ray Mundy, Director of UMSL’s Transportation Scholars Program, believes that the MTC support of the transportation educational program at UMSL was the essential component in establishing a Ph.D. program. At ISU, the MTC has been instrumental in establishing two research and outreach programs, and both have themes that are related to the MTC’s theme of “Transportation System Management and Operation.” The Center for Weather Impacts on Mobility and Safety (C-WIMS) was recently established, and the Center for Road Infrastructure Management and Operations (RIMO) is in the process of being established. The MTC has a critical role in establishing each of these two programs. As part of the on-going MTC program, we have established an effective network that promotes the education of future transportation professionals and the development of new knowledge on how to manage transportation infrastructure and services in a more sustainable manner. The MTC has a track record of developing outstanding students; these students are now becoming leaders in the private sector, government, and academia. The MTC has also supported the development of an extensive research portfolio related to sustainable transportation asset management. More research projects are in the pipeline. Finally, the MTC has dedicated itself to the dissemination of asset management research results through an ongoing technology transfer program. This document provides a progress for the latest fiscal year of operation of the MTC, which ran from October 2004 through September 2005.

In most highway asset management exercises, real estate used in alignments is considered to be an asset class that does not depreciate. Although the treatment of right of way assets as non-depreciable real property may be appropriate as an accounting exercise, the fact is that the real estate contained in transportation corridors can in fact lose value from a traffic service point of view. Such facilities become functionally obsolete in that they no longer serve the purpose that was intended when they were planned, designed, and built. This report is intended to begin a discussion of the topic of how highway alignments ought be valued as assets as opposed to how they generally are valued, at either book value or replacement value, given it can be shown that some highway alignments do in fact depreciate in value.

This study aims to improve the accuracy and usability of Iowa Falling Weight Deflectometer (FWD) data by incorporating significant enhancements into the fully-automated software system for rapid processing of the FWD data. These enhancements include: (1) refined prediction of backcalculated pavement layer modulus through deflection basin matching/optimization, (2) temperature correction of backcalculated Hot-Mix Asphalt (HMA) layer modulus, (3) computation of 1993 AASHTO design guide related effective SN (SNeff) and effective k-value (keff ), (4) computation of Iowa DOT asphalt concrete (AC) overlay design related Structural Rating (SR) and kvalue (k), and (5) enhancement of user-friendliness of input and output from the software tool. A high-quality, easy-to-use backcalculation software package, referred to as, I-BACK: the Iowa Pavement Backcalculation Software, was developed to achieve the project goals and requirements. This report presents theoretical background behind the incorporated enhancements as well as guidance on the use of I-BACK developed in this study. The developed tool, I-BACK, provides more fine-tuned ANN pavement backcalculation results by implementation of deflection basin matching optimizer for conventional flexible, full-depth, rigid, and composite pavements. Implementation of this tool within Iowa DOT will facilitate accurate pavement structural evaluation and rehabilitation designs for pavement/asset management purposes. This research has also set the framework for the development of a simplified FWD deflection based HMA overlay design procedure which is one of the recommended areas for future research.

Yliopistotukisäätiöt omaavat kohtalaisen paljon sijoitettavaa omaisuutta. Tässä tutkielmassa tutkitaan sitä, millainen tukisäätiöiden taloudellinen asema on ollut, ja millaista sijoitustoimintaa ja allokointia säätiöistä voidaan löytää. Tutkielman kohteena on kahdeksan suomalaista yliopistotukisäätiötä. Tutkimusaineisto koostuu säätiöiden tilinpäätösaineistosta vuosilta 2001-2005. Lisäksi tutkimusta varten on haastateltu mukana olleiden säätiöiden edustajia sekä kahta varainhoitajaa. Tutkielmassa käytetään kvantitatiivisia ja kvalitatiivisia tutkimusmenetelmiä. Tutkimuksessa tutustuttiin säätiöiden sijoitustoimintaan tutkimalla säätiöiden sijoitus- ja toimintastrategioita, varainhoidon järjestämistä, varojen allokaatiota sekä tulevaisuudennäkymiä. Tutkimustulosten perusteella voidaan havaita esimerkiksi, että säätiöiden sijoitustoimintaa kuvaa turvallisen ja varman tuoton turvaavan sijoittamisen vaatimus sekä mahdollisimman pitkä sijoitushorisontti. Säätiöiden väliltä löytyi kuitenkin myös jonkin verran eroja sijoitustoiminnassa.

Työn tarkoituksena oli kerätä käyttövarmuustietoa savukaasulinjasta kahdelta suomalaiselta sellutehtaalta niiden käyttöönotosta aina tähän päivään asti. Käyttövarmuustieto koostuu luotettavuustiedoista sekä kunnossapitotiedoista. Kerätyn tiedon avulla on mahdollista kuvata tarkasti laitoksen käyttövarmuutta seuraavilla tunnusluvuilla: suunnittelemattomien häiriöiden lukumäärä ja korjausajat, laitteiden seisokkiaika, vikojen todennäköisyys ja korjaavan kunnossapidon kustannukset suhteessa savukaasulinjan korjaavan kunnossapidon kokonaiskustannuksiin. Käyttövarmuustiedon keräysmetodi on esitelty. Savukaasulinjan kriittisten laitteiden määrittelyyn käytetty metodi on yhdistelmä kyselytutkimuksesta ja muunnellusta vian vaikutus- ja kriittisyysanalyysistä. Laitteiden valitsemiskriteerit lopulliseen kriittisyysanalyysiin päätettiin käyttövarmuustietojen sekä kyselytutkimuksen perusteella. Kriittisten laitteiden määrittämisen tarkoitus on löytää savukaasulinjasta ne laitteet, joiden odottamaton vikaantuminen aiheuttaa vakavimmat seuraukset savukaasulinjan luotettavuuteen, tuotantoon, turvallisuuteen, päästöihin ja kustannuksiin. Tiedon avulla rajoitetut kunnossapidon resurssit voidaan suunnata oikein. Kriittisten laitteiden määrittämisen tuloksena todetaan, että kolme kriittisintä laitetta savukaasulinjassa ovat molemmille sellutehtaille yhteisesti: savukaasupuhaltimet, laahakuljettimet sekä ketjukuljettimet. Käyttövarmuustieto osoittaa, että laitteiden luotettavuus on tehdaskohtaista, mutta periaatteessa samat päälinjat voidaan nähdä suunnittelemattomien vikojen todennäköisyyttä esittävissä kuvissa. Kustannukset, jotka esitetään laitteen suunnittelemattomien kunnossapitokustannusten suhteena savukaasulinjan kokonaiskustannuksiin, noudattelevat hyvin pitkälle luotettavuuskäyrää, joka on laskettu laitteen seisokkiajan suhteena käyttötunteihin. Käyttövarmuustiedon keräys yhdistettynä kriittisten laitteiden määrittämiseen mahdollistavat ennakoivan kunnossapidon oikean kohdistamisen ja ajoittamisen laitteiston elinaikana siten, että luotettavuus- ja kustannustehokkuusvaatimukset saavutetaan.

Tavoitteena oli löytää eroja varakkaiden päijäthämäläisten ja muiden suomalaisten varallisuuskäyttäytymisessä. Tämä toteutettiin tekemällä kirjekysely päijäthämäläisille, jotka 2001 saivat ansiotuloja yli 80.000 euroa. Tutkimusta verrattiin Tilastokeskuksen 1998 tekemän, Suomea koskevan tutkimuksen, ylimmän tulodesiilin tuloksiin. Kyselyyn vastasi 38 %. Kysely yhteismitallistettiin Tilastokeskuksen tutkimuksen kanssa. Varallisuuskäyttäytymistä tutkittiin taustamuuttujittain ja etsittiin selittäviä teorioita. Päijät-Hämeessä on asuntoihin ja pörssiosakkeisiin sijoitettu vähemmän ja vapaa-ajan asuntoihin, kulkuvälineisiin ja eläkevakuutuksiin enemmän kuin Suomessa. Varallisuuskehitystä selittävät ammattiasema ja ikä. Toimiminen johtavassa asemassa tai yrittäjänä mahdollistaa vaurastumisen. Behavioral portfolio –teoria selittää sijoittajien toimintaa. Sijoituspalvelukehityksen tulisi huomioida portfolion muodostuvan yksittäisten sijoitusten muodostamana kokonaisuutena, eikä yhtenä salkkuna, jota hallitaan riskituotto –suhteella.

Työssä tutkitaan asennetun laitekannan kunnossapitopalveluun perustuvan yritysten välisen yhteistyösuhteen kehittämisen edellytyksiä. Tutkimus pohjautuu teollisten palveluiden, yritysten välisten yhteistyösuhteiden ja palveluiden kehittämisen osatekijöiden ja menestystekijöiden teoreettiseen tarkasteluun, sekä kohdeyrityksille suoritetun kvalitatiivisen haastattelututkimuksen tulosten analysointiin teoreettisen viitekehyksen valossa. Tavoitteena on muodostaa ehjä ja hallittava kokonaisuus monialaisen ongelmakentän kriittisistä osatekijöistä, sekä niiden keskinäisistä kausaliteeteista. Yritysten välisen yhteistyön lähtökohtana on, että kaikki yhteistyön osapuolet saavuttavat toiminnalla hyötyjä omasta näkökulmastaan tarkasteltuna. Yhteistyösuhteen kehittäminen ja yhteisen arvon toteutuminen edellyttää näin ollen, että tarjottavan palvelukokonaisuuden sisältämät potentiaaliset hyödyt ja toisaalta myös niitä vastaavat riskit ymmärretään sekä palveluntarjoajan että asiakkaan organisaatiossa. Yhteistyösuhteen kehittäminen edellyttää edelleen myös, että suhteen kehittymistä ja saavutettavia hyötyjä pystytään mittaamaan relevanttien mittareiden avulla. Tutkimuksessa keskitytään hyötypotentiaalin selvittämisen edellytyksiin, sekä hyötyjen viestimisen haasteisiin molempia osapuolia palvelevasta objektiivisesta näkökulmasta. Haastattelututkimuksessa havaittujen ongelmakohtien pohjalta eritellään kehityskohteita ja ratkaisuehdotuksia päätöksenteon tueksi sekä laajojen palvelukokonaisuuksien ja niihin liittyvän ongelmakentän hahmottamisen ja hallinnan helpottamiseksi.

Tämän diplomityön tavoitteena oli kehittää verkkoyhtiön omaisuuden hallintaa PAS 55 standardin edellyttämälle tasolle. Kehittämistyössä keskityttiin johdon katselmukseen ja riskienhallintaan, joissa havaittiin suurimmat kehittämistarpeet. Tässä raportissa esitellään uudet toimintamallit näiden osa-alueiden kehittämiseksi. Kehittämistyössä hyödynnettiin PAS 55 standardin lisäksi uusimpia teorioita omaisuuden hallintaan liittyen. Tutkimuksessa havaittiin, että yrityksen omaisuuden hallinta on hyvällä tasolla. Lisäksi havaittiin, että kehitettyjen toimintamallien avulla yrityksen omaisuuden hallinta vastaa näiltä osin PAS 55 standardin vaatimuksia.

Strategic development of distribution networks plays a key role in the asset management in electricity distribution companies. Owing to the capital-intensive nature of the field and longspan operations of companies, the significance of a strategy is emphasised. A well-devised strategy combines awareness of challenges posed by the operating environment and the future targets of the distribution company. Economic regulation, ageing infrastructure, scarcity of resources and tightening supply requirements with challenges created by the climate change put a pressure on the strategy work. On the other hand, technology development related to network automation and underground cabling assists in answering these challenges. This dissertation aims at developing process knowledge and establishing a methodological framework by which key issues related to network development can be addressed. Moreover, the work develops tools by which the effects of changes in the operating environment on the distribution business can be analysed in the strategy work. To this end, the work discusses certain characteristics of the distribution business and describes the strategy process at a principle level. Further, the work defines the subtasks in the strategy process and presents the key elements in the strategy work and long-term network planning. The work delineates the factors having either a direct or indirect effect on strategic planning and development needs in the networks; in particular, outage costs constitute an important part of the economic regulation of the distribution business, reliability being thus a key driver in network planning. The dissertation describes the methodology and tools applied to cost and reliability analyses in the strategy work. The work focuses on determination of the techno-economic feasibility of different network development technologies; these feasibility surveys are linked to the economic regulation model of the distribution business, in particular from the viewpoint of reliability of electricity supply and allowed return. The work introduces the asset management system developed for research purposes and to support the strategy work, the calculation elements of the system and initial data used in the network analysis. The key elements of this asset management system are utilised in the dissertation. Finally, the study addresses the stages of strategic decision-making and compilation of investment strategies. Further, the work illustrates implementation of strategic planning in an actual distribution company environment.

Tässä tutkielmassa käsiteltiin varallisuuden hoitoa indeksiosuusrahastoilla (excange-traded fund). Tavoitteena oli selvittää yleisesti indeksiosuusrahastojen ominaisuuksia sekä rakentaa excelissä indeksiosuusrahastoista sijoitussalkku. Kuukausituottoainestona oli iSharesin 31 indeksiosuusrahastoa vuosilta 2006 - 2009. Havaintoja oli yhteensä 1468. Tutkimuksessa havaittiin, että aikavälillä 2006 - 20009 indeksiosuusrahastot seuraavat hyvin vertailuindeksiään, sisältävät keskimäärin markkinoihin nähden vähäisesti riskiä sekä tarjoavat tasaista tuottoa.
