Du « window dressing » en matière de bonus ? Analyse de l’attitude des régulateurs face aux rémunérations des professionnels de la finance

Si le dogme libéral a longtemps mis en avant la nécessité d’un interventionnisme restreint de l’autorité publique définissant post hoc le droit idéal comme un droit absent, cette idéologie semble être amenée à évoluer. Alors que le marché a longtemps été placé comme matrice de la civilisation et que ce phénomène a donné une place essentielle à la finance, différentes initiatives réglementaires françaises, européennes et mondiales remettent en cause ce paradigme et tentent d’encadrer les dérives du capitalisme contemporain axé sur un court- termisme à outrance et une irresponsabilité grandissante. La rémunération variable des opérateurs de marché (les fameux « bonus ») illustre ce phénomène de reflux du droit, un droit qui témoigne d’une collaboration entre acteurs publics et acteurs privés. Toutefois, ce nouveau paysage juridique n’est pas sans critiques. En effet, cette intervention se révèle trop limitée en l’état pour atteindre les ambitions que l’Etat français et ses homologues ne cessent de clamer : l’institution d’un pacte mondial à long terme.

Gröbnerbasen in Ore-Algebren

In dieser Arbeit werden grundlegende Algorithmen für Ore-Algebren in Mathematica realisiert. Dabei entsteht eine Plattform um die speziellen Beschränkungen und Möglichkeiten dieser Algebren insbesondere im Zusammenhang mit Gröbnerbasen an praktischen Beispielen auszuloten. Im Gegensatz zu den existierenden Paketen wird dabei explizit die Struktur der Ore-Algebra benutzt. Kandri-Rody und Weispfenning untersuchten 1990 Verallgemeinerungen von Gröbnerbasen auf Algebren ordnungserhaltender Art (``algebras of solvable type''). Diese verhalten sich so, dass Buchbergers Algorithmus stets eine Gröbnerbasis findet. Es wird ein Beispiel gezeigt, an dem klar wird, dass es mehr Ore-Algebren ordnungserhaltender Art gibt als die in der Literatur stets betrachteten Operator-Algebren. Für Ore-Algebren ordnungserhaltender Art werden Algorithmen zu Gröbnerbasen implementiert. Anschließend wird der Gröbner-Walk für Ore-Algebren untersucht. Der Gröbner-Walk im kommutativen Fall wird mit einem instruktiven Beispiel vorgestellt. Dann wird zum nichtkommutativen Fall übergegangen. Es wird gezeigt, dass die Eigenschaft ordnungserhaltender Art zu sein, auf der Strecke zwischen zwei Ordnungen erhalten bleibt. Eine leichte Modifikation des Walks für Ore-Algebren wird implementiert, die im Erfolgsfall die Basis konvertiert und ansonsten abbricht. Es werden Beispiele angegeben, in denen der modifizierte Walk funktioniert sowie ein Beispiel analysiert, in dem er versagt.

Effect of dressing on high-order harmonic generation in vibrating H2 molecules

Wir entwickeln die Starkfeldnäherung für die Erzeugung hoher Harmonischer in Wasserstoffmolekülen, wobei die Vibrationsbewegung berücksichtigt wird, sowie die laserinduzierte Kopplung zwischen den beiden untersten Born-Oppenheimer-Zuständen im Molekülion, das durch die anfängliche Ionisation des Moleküls erzeugt wird. Wir zeigen, dass die Kopplung bei längeren Laserwellenlängen (≈ 2 μm) wichtig wird und zu einer Reduzierung der Erzeugung von Harmonischen führt, sowie zu einer Änderung des Verhältnisses von Harmonischen in verschiedenen Isotopen. ----------------------------------------------------------------------- We develop the strong-field approximation for high-order harmonic generation in hydrogen molecules, including the vibrational motion and the laser-induced coupling of the lowest two Born-Oppenheimer states in the molecular ion that is created by the initial ionization of the molecule. We show that the field dressing becomes important at long laser wavelengths (≈ 2 μm), leading to an overall reduction of harmonic generation and modifying the ratio of harmonic signals from different isotopes.

Neuromuscular dressing effects: a literature review

Conclusion: it is concluded that currently many health professionals, and take the neuromuscular bandage a good therapeutic option in the management of diseases affecting the human body is investigated and every day more about the subject, which makes these new therapeutic methods to acquire a scientific value and transcends knowledge.

Local agenda 21 and planning practice: structural transformation or window dressing?

Local Agenda 21 seeks the meaningful involvement of a wide range of local groups and stakeholders in the formulation and implementation of public policy and a free flow of communication and discussion between them and their respective local authorities (and other areas and levels of decision-making). This paper explores the reality of this process using case study evidence from local planning practice in Liverpool (in the north of England) and Reading (in the south of the country). It concentrates on the interaction between LA21 groups and local planning authorities around the preparation of local land use plans and other policy initiatives and the day-to-day regulation of development permits. The paper builds on ‘New Institutionalist’ theory to explore the constraints and opportunities for significant transformations in social, political and economic ‘structures’ or ‘ways of doing things’ through the LA21 process. It concludes that the two cases provide evidence of mixed success in achieving such changes in established planning practices.

Revascularization and periapical repair after endodontic treatment using apical negative pressure irrigation versus conventional irrigation plus triantibiotic intracanal dressing in dogs` teeth with apical periodontitis

Objective. The objective of this study was to evaluate in vivo the revascularization and the apical and periapical repair after endodontic treatment using 2 techniques for root canal disinfection (apical negative pressure irrigation versus apical positive pressure irrigation plus triantibiotic intracanal dressing) in immature dogs` teeth with apical periodontitis. Study design. Two test groups of canals with experimentally induced apical periodontitis were evaluated according to the disinfection technique: Group 1, apical negative pressure irrigation (EndoVac system), and Group 2, apical positive pressure irrigation (conventional irrigation) plus triantibiotic intracanal dressing. In Group 3 (positive control), periapical lesions were induced, but no endodontic treatment was done. Group 4 (negative control) was composed of sound teeth. The animals were killed after 90 days and the maxillas and mandibles were subjected to histological processing. The sections were stained with hematoxylin and eosin and Mallory Trichrome and examined under light microscopy. A description of the apical and periapical features was done and scores were attributed to the following histopathological parameters: newly formed mineralized apical tissue, periapical inflammatory infiltrate, apical periodontal ligament thickness, dentin resorption, and bone tissue resorption. Intergroup comparisons were done by the Kruskal-Wallis and Dunn`s tests (alpha = 0.05). Results. Although statistically significant difference was found only for the inflammatory infiltrate (P < .05), Group 1 presented more exuberant mineralized formations, more structured apical and periapical connective tissue, and a more advanced repair process than Group 2. Conclusion. From the histological observations, sodium hypochlorite irrigation with the EndoVac system can be considered as a promising disinfection protocol in immature teeth with apical periodontitis, suggesting that the use of intracanal antibiotics might not be necessary.
