This study on marine protected areas (MPAs) in India analyzes the legal and institutional framework for their establishment, and uses two case studies – the Gulf of Mannar National Park and Biosphere Reserve, and the Malvan (Marine) Wildlife Sanctuary – to document and understand the experiences and views of local communities, particularly fishing communities, with respect to the various aspects of design and implementation of protected areas. Stressing the need for fishing communities to be equal partners in all aspects of MPA design, implementation and monitoring, the study concludes with specific recommendations. (68 pp.)

As threats to the marine environment continue to remain high, and conventional resource-management techniques have been found wanting, marine protected areas (MPAs) are being seen as a tool to address the abuse and destruction of the environment. This study discusses the social dimensions of MPAs in Tanzania, using the case of the Mafia Island Marine Park and the socioeconomic, political and cultural contexts within which Mafia people live their lives. Marine protected areas (MPAs) are being promoted around the world as an effective means of protecting marine and coastal resources and biodiversity. However, concerns have been raised about their impact on the livelihoods, culture and survival of small-scale and traditional fishing and coastal communities. Yet, as this study from Brazil shows, it is possible to use MPAs as a tool for livelihood-sensitive conservation. Based on detailed studies of three sites–the Peixe Lagoon National Park in Rio Grande do Sul, and the marine extractive reserves (MERs) of Mandira, São Paulo, and Corumbau, Bahia – the study shows how communities in Brazil have been able to use protected areas to safeguard their livelihoods against development and industrialization projects, like shrimp farms and tourist resorts. This study on marine protected areas (MPAs) in Mexico relies on a variety of data sources as well as the authors’ longstanding field experience, particularly in the Yucatan Peninsula, to analyze the design, establishment and operation of protected areas. It discusses two case studies of MPAs in detail and summarizes the findings from four others, focusing primarily on the role played by local communities in managing coastal and marine resources. The study also draws on the perspective of key informants, namely, Mexican experts on coastal and ocean management issues, including government officials, decisionmakers, researchers, members of non governmental organizations (NGOs), and consultants. The Channel Islands—sometimes called the Galapagos of North America—are known for their great beauty, rich biodiversity, cultural heritage, and recreational opportunities. In 1980, in recognition of the islands’ importance, the United States Congress established a national park encompassing 5 of California’s Channel Islands (Santa Barbara, Anacapa, Santa Cruz, Santa Rosa, and San Miguel Islands) and waters within 1 nautical mile of the islands. In the same year, Congress declared a national marine sanctuary around each of these islands, including waters up to 6 nautical miles offshore. Approximately 60,000 people visit the Channel Islands each year for aquatic recreation such as fishing, sailing, kayaking, wildlife watching, surfing, and diving. Another 30,000 people visit the islands for hiking, camping, and sightseeing. Dozens of commercial fishing boats based in Santa Barbara, Ventura, Oxnard, and other ports go to the Channel Islands to catch squid, spiny lobster, sea urchin, rockfish, crab, sheephead, flatfish, and sea cucumber, among other species. In the past few decades, advances in fishing technology and the rising number of fishermen, in conjunction with changing ocean conditions and diseases, have contributed to declines in some marine fishes and invertebrates at the Channel Islands. In 1998, citizens from Santa Barbara and Ventura proposed establishment of no-take marine reserves at the Channel Islands, beginning a 4-year process of public meetings, discussions, and scientific analyses. In 2003, the California Fish and Game Commission designated a network of marine protected areas (MPAs) in state waters around the northern Channel Islands. In 2006 and 2007, the National Oceanic and Atmospheric Administration (NOAA) extended the MPAs into the national marine sanctuary’s deeper, federal waters. To determine if the MPAs are protecting marine species and habitats, scientists are monitoring ecological changes. They are studying changes in habitats; abundance and size of species of interest; the ocean food web and ecosystem; and movement of fish and invertebrates from MPAs to surrounding waters. Additionally, scientists are monitoring human activities such as commercial and recreational fisheries, and compliance with MPA regulations. This booklet describes some results from the first 5 years of monitoring the Channel Islands MPAs. Although 5 years is not long enough to determine if the MPAs will accomplish all of their goals, this booklet offers a glimpse of the changes that are beginning to take place and illustrates the types of information that will eventually be used to assess the MPAs’ effectiveness. Research cruises were conducted in August-October 2007 to complete the third annual remotely operated vehicle (ROV)-based assessments of nearshore rocky bottom finfish at ten sites in the northern Channel Islands. Annual surveys at the Channel Islands have been conducted since 2004 at four sites and were expanded to ten sites in 2005 to monitor potential marine protected area (MPA)effects on baseline fish density. Six of the ten sites are in MPAs and four in nearby fished reference areas. In 2007 the amount of soft-only substrate on the 141 track lines surveyed was again estimated in real-time in order to target rocky bottom habitat. These real-time estimates of hard and mixed substrate for all ten sites averaged 57%, 1% more than the post-processed average of 56%. Surveys generated 69.9 km of usable video for use in finfish density calculations, with target rocky bottom habitat accounting for 56% (39.1 km) for all sites combined. The amount of rocky habitat sampled by site averaged 3.8 km and ranged from 3.3 km sampled at South Point, a State Marine Reserve (SMR) off Santa Rosa Island, to 4.7 km at Anacapa Island SMR. A sampling goal of 75 transects at all 10 sites was met using real-time habitat estimates combined with precautionary over-sampling by 10%. A total of seventy kilometers of sampling is projected to produce at least seventy-five 100 m2 transects per site. Thirteen of 26 finfish taxa observed were selected for quantitative evaluation over the time series based on a minimum criterion of abundance (0.05/100 m2). Ten of these 13 finfish appear to be more abundant at the state marine reserves relative to fished areas when densities were averaged across the 2005 to 2007 period. One of the species that appears to be more abundant in fished areas was señorita, a relatively small prey species that is not a commercial or recreational target. (PDF contains 83 pages.)

Over the past four decades, the state of Hawaii has developed a system of eleven Marine Life Conservation Districts (MLCDs) to conserve and replenish marine resources around the state. Initially established to provide opportunities for public interaction with the marine environment, these MLCDs vary in size, habitat quality, and management regimes, providing an excellent opportunity to test hypotheses concerning marine protected area (MPA) design and function using multiple discreet sampling units. NOAA/NOS/NCCOS/Center for Coastal Monitoring and Assessment’s Biogeography Team developed digital benthic habitat maps for all MLCD and adjacent habitats. These maps were used to evaluate the efficacy of existing MLCDs for biodiversity conservation and fisheries replenishment, using a spatially explicit stratified random sampling design. Coupling the distribution of habitats and species habitat affinities using GIS technology elucidates species habitat utilization patterns at scales that are commensurate with ecosystem processes and is useful in defining essential fish habitat and biologically relevant boundaries for MPAs. Analysis of benthic cover validated the a priori classification of habitat types and provided justification for using these habitat strata to conduct stratified random sampling and analyses of fish habitat utilization patterns. Results showed that the abundance and distribution of species and assemblages exhibited strong correlations with habitat types. Fish assemblages in the colonized and uncolonized hardbottom habitats were found to be most similar among all of the habitat types. Much of the macroalgae habitat sampled was macroalgae growing on hard substrate, and as a result showed similarities with the other hardbottom assemblages. The fish assemblages in the sand habitats were highly variable but distinct from the other habitat types. Management regime also played an important role in the abundance and distribution of fish assemblages. MLCDs had higher values for most fish assemblage characteristics (e.g. biomass, size, diversity) compared with adjacent fished areas and Fisheries Management Areas (FMAs) across all habitat types. In addition, apex predators and other targeted resources species were more abundant and larger in the MLCDs, illustrating the effectiveness of these closures in conserving fish populations. Habitat complexity, quality, size and level of protection from fishing were important determinates of MLCD effectiveness with respect to their associated fish assemblages. (PDF contains 217 pages)

This study examines how Thailand’s biodiversity conservation measures affect fishing communities, especially in the marine protected areas (MPAs) on the Andaman Sea coastline. It documents the various efforts of the local fishing communities to protect the resources in the area. Does adult spillover (movement out of marine protected areas [MPAs]) of fish create a net export of fish biomass from MPAs to adjacent fished reefs? Biomass of five commercial reef fish species was estimated by visual census within and outside three MPAs in Guam, Micronesia. For most species and sites, biomass was significantly higher within the MPAs than in adjacent fished sites. Movement of fishes into and out of the MPAs was determined by markrecapture experiments, in which fishes were tagged both inside and outside of MPAs. Four out of five species studied showed little or no net movement out of MPAs. However, the orangespine surgeonfish (Naso lituratus) showed a net spillover of biomass from all three MPAs; 21.5% of tagged individuals and 29% of the tagged biomass emigrated from MPAs. Patterns of spillover were strongly influenced by physical habitat barriers, such as channels, headlands, or other topographic features. MPAs that are physically connected by contiguous reef structures will likely provide more spillover to adjacent fished sites than those that are separated by habitat barriers. This study demonstrates that MPAs can enhance export of fish biomass to fished areas, but spillover is species-specific and depends on factors such as species size and mobility.

This paper discusses the status, direction and management issues in the marine protected areas (MPAs) of the Bohol (Mindanao) Sea, Philippines. The MPAs in the study area have increased through the years. Many of them were established and managed by the local government units (LGUs) in collaboration with national government agencies (NGAs), academic institutions, people’s and non-governmental organizations (NGOs). Several management issues and problems were cited by the MPA managers such as insuffi cient funds and facilities, lack of support from NGAs/NGOs and lack of education among the people. Nevertheless, lessons for sustainability can be learned from the experience of some wellmanaged MPAs in the Bohol Sea. These include strong support from the political leadership, community participation and networking among the concerned sectors. Although the best practices are being followed in a number of MPAs in the Bohol Sea, success is still fragmented. The MPAs are currently managed independently although there are ongoing initiatives to network their efforts. However, it can be observed that, as a management tool, MPAs are gaining popularity and support, not only among the fisherfolk but also among local communities and LGUs in the Bohol Sea area.

As in many tropical countries, subsistence fishers in Samoa live in discrete communities which have a high level of marine knowledge and some degree of control of adjacent waters. These factors provide an ideal basis for motivating communities to manage their marine resources. In Samoa, a community-based fisheries extension program encouraged each village community to define its key problems, discuss causes, propose solutions and take appropriate actions. Various village groups provided information which was recorded as problem/solution trees. The extension process culminated in a Village-Fisheries Management Plan which listed the resource management and conservation undertakings of the community. Undertakings range from enforcing laws banning destructive fishing methods to protecting critical marine habitats. Within the first eighteen months, the extension process commenced in 57 villages of which 40 have produced Village Fisheries Management Plans. An unexpectedly large number (32) or these villages chose to establish Marine Protected Areas, the first community-owned marin reserves in the country.
