La gestión de estériles de una explotación minera es un punto clave en el desarrollo económico de una actividad extractiva, y en especial, del entorno natural y social en el que se emplaza dicho proyecto. La minería de metales preciosos lleva asociada la construcción de balsas de residuos muy peligrosos, fruto de su proceso extractivo, como por ejemplo la cianuración en el caso del oro. Para un correcto funcionamiento de dichos emplazamientos es necesario escoger correctamente el método constructivo a partir de estudios de reconocimiento previos, como estudios de estabilidad geotécnica, contexto geológico de la zona, sismicidad, hidrología, etc. Así mismo, han de llevarse a cabo unas exhaustivas medidas de control y vigilancia para asegurar las condiciones de seguridad exigidas. La ruptura de la balsa de decantación de Aurul S.A. en Baia Mare (Rumania) el 30 de Enero del año 2000 ha sido escogido como caso de estudio de estabilidad de diques. ABSTRACT Tailing's management of a mining exploitation is a key point in the economical development of the extractive activity and, especially, of the natural and social environment of the site. Precious metals mining has high hazardous embankment construction associated, product of its extractive process, i.e. gold cyanidation. A correct operation of those sites makes necessary to choose a suitable construction method, based on previous studies as geotechnical stability studies, geological context of the area, seismicity, hydrology, etc. At the same time, exhaustive control and monitoring must be carried out in order to assure the required safety conditions. Aurul's decantation pond failure in Baia Mare (Romania), on 30th January 2000, has been chosen as a stability analysis case-study.

Durante las últimas décadas se ha producido un fenómeno global de envejecimiento en la población. Esta tendencia se puede observar prácticamente en todos los países del mundo y se debe principalmente a los avances en la medicina, y a los descensos en las tasas de fertilidad y mortalidad. El envejecimiento de la población tiene un gran impacto en la salud de los ciudadanos, y a menudo es la causa de aparición de enfermedades crónicas. Este tipo de enfermedades supone una amenaza y una carga importantes para la sociedad, especialmente en aspectos como la mortalidad o los gastos en los sistemas sanitarios. Entre las enfermedades cardiovasculares, la insuficiencia cardíaca es probablemente la condición con mayor prevalencia y afecta a 23-26 millones de personas en todo el mundo. Normalmente, la insuficiencia cardíaca presenta un mal pronóstico y una tasa de supervivencia bajas, en algunos casos peores que algún tipo de cáncer. Además, suele ser la causa de hospitalizaciones frecuentes y es una de las enfermedades más costosas para los sistemas sanitarios. La tendencia al envejecimiento de la población y la creciente incidencia de las enfermedades crónicas están llevando a una situación en la que los sistemas de salud no son capaces de hacer frente a la demanda de la sociedad. Los servicios de salud existentes tendrán que adaptarse para ser efectivos y sostenibles en el futuro. Es necesario identificar nuevos paradigmas de cuidado de pacientes, así como mecanismos para la provisión de servicios que ayuden a transformar estos sistemas sanitarios. En este contexto, esta tesis se plantea la búsqueda de soluciones, basadas en las Tecnologías de la Información y la Comunicación (TIC), que contribuyan a realizar la transformación en los sistemas sanitarios. En concreto, la tesis se centra en abordar los problemas de una de las enfermedades con mayor impacto en estos sistemas: la insuficiencia cardíaca. Las siguientes hipótesis constituyen la base para la realización de este trabajo de investigación: 1. Es posible definir un modelo basado en el paradigma de lazo cerrado y herramientas TIC que formalice el diseño de mejores servicios para pacientes con insuficiencia cardíaca. 2. El modelo de lazo cerrado definido se puede utilizar para definir un servicio real que ayude a gestionar la insuficiencia cardíaca crónica. 3. La introducción, la adopción y el uso de un servicio basado en el modelo definido se traducirá en mejoras en el estado de salud de los pacientes que sufren insuficiencia cardíaca. a. La utilización de un sistema basado en el modelo de lazo cerrado definido mejorará la experiencia del usuario de los pacientes. La definición del modelo planteado se ha basado en el estándar ISO / EN 13940- Sistema de conceptos para dar soporte a la continuidad de la asistencia. Comprende un conjunto de conceptos, procesos, flujos de trabajo, y servicios como componentes principales, y representa una formalización de los servicios para los pacientes con insuficiencia cardíaca. Para evaluar el modelo definido se ha definido un servicio real basado en el mismo, además de la implementación de un sistema de apoyo a dicho servicio. El diseño e implementación de dicho sistema se realizó siguiendo la metodología de Diseño Orientado a Objetivos. El objetivo de la evaluación consistía en investigar el efecto que tiene un servicio basado en el modelo de lazo cerrado sobre el estado de salud de los pacientes con insuficiencia cardíaca. La evaluación se realizó en el marco de un estudio clínico observacional. El análisis de los resultados ha comprendido métodos de análisis cuantitativos y cualitativos. El análisis cuantitativo se ha centrado en determinar el estado de salud de los pacientes en base a datos objetivos (obtenidos en pruebas de laboratorio o exámenes médicos). Para realizar este análisis se definieron dos índices específicos: el índice de estabilidad y el índice de la evolución del estado de salud. El análisis cualitativo ha evaluado la autopercepción del estado de salud de los pacientes en términos de calidad de vida, auto-cuidado, el conocimiento, la ansiedad y la depresión, así como niveles de conocimiento. Se ha basado en los datos recogidos mediante varios cuestionarios o instrumentos estándar (i.e. EQ-5D, la Escala de Ansiedad y Depresión (HADS), el Cuestionario de Cardiomiopatía de Kansas City (KCCQ), la Escala Holandesa de Conocimiento de Insuficiencia Cardíaca (DHFKS), y la Escala Europea de Autocuidado en Insuficiencia Cardíaca (EHFScBS), así como cuestionarios dedicados no estandarizados de experiencia de usuario. Los resultados obtenidos en ambos análisis, cuantitativo y cualitativo, se compararon con el fin de evaluar la correlación entre el estado de salud objetivo y subjetivo de los pacientes. Los resultados de la validación demostraron que el modelo propuesto tiene efectos positivos en el cuidado de los pacientes con insuficiencia cardíaca y contribuye a mejorar su estado de salud. Asimismo, ratificaron al modelo como instrumento válido para la definición de servicios mejorados para la gestión de esta enfermedad. ABSTRACT During the last decades we have witnessed a global aging phenomenon in the population. This can be observed in practically every country in the world, and it is mainly caused by the advances in medicine, and the decrease of mortality and fertility rates. Population aging has an important impact on citizens’ health and it is often the cause for chronic diseases, which constitute global burden and threat to the society in terms of mortality and healthcare expenditure. Among chronic diseases, Chronic Heart Failure (CHF) or Heart Failure (HF) is probably the one with highest prevalence, affecting between 23 and 26 million people worldwide. Heart failure is a chronic, long-term and serious condition with very poor prognosis and worse survival rates than some type of cancers. Additionally, it is often the cause of frequent hospitalizations and one of the most expensive conditions for the healthcare systems. The aging trends in the population and the increasing incidence of chronic diseases are leading to a situation where healthcare systems are not able to cope with the society demand. Current healthcare services will have to be adapted and redefined in order to be effective and sustainable in the future. There is a need to find new paradigms for patients’ care, and to identify new mechanisms for services’ provision that help to transform the healthcare systems. In this context, this thesis aims to explore new solutions, based on ICT, that contribute to achieve the needed transformation within the healthcare systems. In particular, it focuses on addressing the problems of one of the diseases with higher impact within these systems: Heart Failure. The following hypotheses represent the basis to the elaboration of this research: 1. It is possible to define a model based on a closed-loop paradigm and ICT tools that formalises the design of enhanced healthcare services for chronic heart failure patients. 2. The described closed-loop model can be exemplified in a real service that supports the management of chronic heart failure disease. 3. The introduction, adoption and use of a service based on the outlined model will result in improvements in the health status of patients suffering heart failure. 4. The user experience of patients when utilizing a system based on the defined closed-loop model will be enhanced. The definition of the closed-loop model for health care support of heart failure patients have been based on the standard ISO/EN 13940 System of concepts to support continuity of care. It includes a set of concept, processes and workflows, and services as main components, and it represent a formalization of services for heart failure patients. In order to be validated, the proposed closed-loop model has been instantiated into a real service and a supporting IT system. The design and implementation of the system followed the user centred design methodology Goal Oriented Design. The validation, that included an observational clinical study, aimed to investigate the effect that a service based on the closed-loop model had on heart failure patients’ health status. The analysis of results comprised quantitative and qualitative analysis methods. The quantitative analysis was focused on determining the health status of patients based on objective data (obtained in lab tests or physical examinations). Two specific indexes where defined and considered in this analysis: the stability index and the health status evolution index. The qualitative analysis assessed the self-perception of patients’ health status in terms of quality of life, self-care, knowledge, anxiety and depression, as well as knowledge levels. It was based on the data gathered through several standard instruments (i.e. EQ-5D, the Hospital Anxiety and Depression Scale, the Kansas City Cardiomyopathy Questionnaire, the Dutch Heart Failure Knowledge Scale, and the European Heart Failure Self-care Behaviour Scale) as well as dedicated non-standardized user experience questionnaires. The results obtained in both analyses, quantitative and qualitative, were compared in order to assess the correlation between the objective and subjective health status of patients. The results of the validation showed that the proposed model contributed to improve the health status of the patients and had a positive effect on the patients’ care. It also proved that the model is a valid instrument for designing enhanced healthcare services for heart failure patients.

Surfactant protein B (SP-B) is an 8.7-kDa, hydrophobic protein that enhances the spreading and stability of surfactant phospholipids in the alveolus. To further assess the role of SP-B in lung function, the SP-B gene was disrupted by homologous recombination in murine mouse embryonic stem cells. Mice with a single mutated SP-B allele (+/-) were unaffected, whereas homozygous SP-B -/- offspring died of respiratory failure immediately after birth. Lungs of SP-B -/- mice developed normally but remained atelectatic in spite of postnatal respiratory efforts. SP-B protein and mRNA were undetectable and tubular myelin figures were lacking in SP-B -/- mice. Type II cells of SP-B -/- mice contained no fully formed lamellar bodies. While the abundance of SP-A and SP-C mRNAs was not altered, an aberrant form of pro-SP-C, 8.5 kDa, was detected, and fully processed SP-C peptide was markedly decreased in lung homogenates of SP-B -/- mice. Ablation of the SP-B gene disrupts the routing, storage, and function of surfactant phospholipids and proteins, causing respiratory failure at birth.

The focus of this report is is the channel conditions at Vasa Creek, Bellevue, Washington, with regard to kokanee habitat and slope stability. This required a geomorphic and geologic assessment of the stream and riparian corridor along Vasa Creek. I focused my efforts in a 720m study-reach just south of I-90 in which City of Bellevue had no information. My assessment is divided into 3 categories: channel morphology, geology, and landslide hazards. I described the channel morphology by determining the gradient of the channel, longitudinal and cross-channel geometries, grain size distribution, embeddedness observations, type of channel reaches present, and the locations of significant in-channel woody-debris, landslides, scarps, landslide debris, and erosional features. This was done by conducting a longitudinal survey, 7 cross-channel surveys, pebble counts, and visual observations with the aid of a GPS device for mapping. I completed my geological assessment using both field observations and borehole data provided by GeoMapNW. Borehole data provided logs of the subsurface material at specific locations. In the field, I interpreted local geology using material in the channel as well as exposures in the adjacent slope. I completed the landslide hazard assessment using GIS methods supplemented by field observations. GIS methods included the use of aerial LiDAR to discern slope values and locations of features. Features of interest include the locations of scarps, landslides, landslide debris, and erosional features which were observed in the field. I classified 4 slope classes using ArcMap10 along with the locations of previously mapped landslides, scarps, and landslide debris. I describe the risk of slope failure according to the Washington Administration Code definition of critical areas (WAC 365-190-120 6a-i). My results are presented in the form of a map suite containing a channel morphology map, geology map, and landslide hazard map. The channel is a free-formed alluvial plane-bed reach with infrequent step-pools with riffles associated with landslide debris that chokes the channel. Overall I found that there is not the potential for kokanee habitat due flashy behavior (sudden high flow events), landslide inundation, and a lack of favorable conditions within the channel. The updated geologic map displays advance outwash deposits and alluvium present within the study-reach, as opposed to exposures of the Blakeley Formation along with other corrections from borehole data interpretations. The landslide hazard map shows that there are areas at high risk for slope failure along the channel that should be looked into further.

Recent terrorist events in the UK, such as the security alerts at British airports in August 2006 and the London bombings of July 2005 gained extensive media and academic analysis. This study contends, however, that much of the commentary demonstrated a wide degree of failure among government agencies, academic and analytic experts and the wider media, about the nature of the threat and continues to distort comprehension of the extant danger. The principal failure, this argument maintains, was, and continues to be, one of an asymmetry of comprehension that mistakes the still relatively limited means of violent jihadist radicals with limited political ends. The misapprehension often stems from the language that surrounds the idea of 'terrorism', which increasingly restricts debate to an intellectually redundant search for the 'root causes' that give rise to the politics of complacency. In recent times this outlook has consistently underestimated the level of the threat to the security of the UK. This article argues that a more realistic appreciation of the current security condition requires abandoning the prevailing view that the domestic threat is best prosecuted as a criminal conspiracy. It demands instead a total strategy to deal with a totalizing threat. The empirical evidence demonstrates the existence of a physical threat, not merely the political fear of threat. The implementation of a coherent set of social policies for confronting the threat at home recognizes that securing state borders and maintaining internal stability are the first tasks of government. Fundamentally, this requires a return to an understanding of the Hobbesian conditions for sovereignty, which, despite the delusions of post-Cold War cosmopolitan multiculturalism, never went away.

Success in mathematics has been identified as a predictor of baccalaureate degree completion. Within the coursework of college mathematics, College Algebra has been identified as a high-risk course due to its low success rates. ^ Research in the field of attribution theory and academic achievement suggests a relationship between a student's attributional style and achievement. Theorists and researchers contend that attributions influence individual reactions to success and failure. They also report that individuals use attributions to explain and justify their performance. Studies in mathematics education identify attribution theory as the theoretical orientation most suited to explain academic performance in mathematics. This study focused on the relationship among a high risk course, low success rates, and attribution by examining the difference in the attributions passing and failing students gave for their performance in College Algebra. ^ The methods for the study included a pilot administration of the Causal Dimension Scale (CDSII) which was used to conduct reliability and principal component analyses. Then, students (n = 410) self-reported their performance on an in-class test and attributed their performance along the dimensions of locus of causality, stability, personal controllability, and external controllability. They also provided open-ended attribution statements to explain the cause of their performance. The quantitative data compared the passing and failing groups and their attributions for performance on a test using One-Way ANOVA and Pearson chi square procedures. The open-ended attribution statements were coded in relation to ability, effort, task difficulty, and luck and compared using a Pearson chi square procedure. ^ The results of the quantitative data comparing passing and failing groups and their attributions along the dimensions measured by the CDSII indicated statistical significance in locus of causality, stability, and personal controllability. The results comparing the open-ended attribution statements indicated statistical significance in the categories of effort and task difficulty. ^

This research provides an understanding of the conditions that presage the failure of consolidated democratic political regimes through constitutional processes. In seeking to answer the question of how democracy might fail through democratic means, this study has revealed a gap in the literature on democratization. Venezuela was selected as a heuristic case study to explain this phenomenon. Heuristic case studies place less emphasis on the more configurative or descriptive elements of the case itself, and instead see the case as a point of departure for the formulations of theoretical propositions. While in-case hypotheses are possible, heuristic case studies make it an explicit research plan to tease out mechanisms that exist in a particular case study that might survive in other situations. ^ This study demonstrates that the elements in society that act as direct participants in the establishment of a democratic political system are able to maintain their position in the new order largely through an expansion of their ability to meet popular demands through clientelistic arrangements. While these corporatist groups may serve to facilitate social mobilization during the establishment of democratic regimes, they do so only in so far as they can maintain social control of in-group membership without fully providing for representative democracy. Once these democratic institutions are consolidated as key parts of the democratic structure, these corporatist arrangements provide for a type of unstable democratic purgatory: democracy is not fully representative, yet it is not completely unresponsive to the demands of the electorate. ^ The condition of democratic purgatory produces a paradox whereby democracy can be undemocratic under certain conditions. The stability of these regimes allows for democratic consolidation, despite the undemocratic basis of legitimacy. While these regimes can undergo consolidation, ultimately, this condition is unstable: either these regimes must establish an endogenous basis of political legitimacy (one that is not simply a function of the corporatist/clientelistic political structure), or the democracy will suffer a qualitative decline that may result in a democratic breakdown. Furthermore, this study finds that the viability of any type of democratic regime rests upon its adaptability to ensure adequate representativeness. ^

This report concerns the stabilization of three crushed limestones by an ss-1 asphalt emulsion and an asphalt cement, 120-150 penetration. Stabilization is evaluated by marshall stability and triaxial shear tests. Test specimens were compacted by the marshall, standard proctor and vibratory methods. Stabilization is evaluated primarily by triaxial shear tests in which confining pressures of 0 to 80 psi were used. Data were obtained on the angle of internal friction, cohesion, volume change, pore water pressure and strain characteristics of the treated and untreated aggregates. The MOHR envelope, bureau of reclamation and modified stress path methods were used to determine shear strength parameters at failure. Several significant conclusions developed by the authors are as follows: (1) the values for effective angle of internal friction and effective cohesion were substantially independent of asphalt content, (2) straight line MOHR envelopes of failure were observed for all treated stones, (3) bituminous admixtures did little to improve volume change (deformation due to load) characteristics of the three crushed limestones, (4) with respect to pore water characteristics (pore pressures and suctions due to lateral loading), bituminous treatment notably improved only the bedford stone, and (5) at low lateral pressures bituminous treatments increased stability by limiting axial strain. This would reduce rutting of highway bases. At high lateral pressures treated stone was less stable than untreated stone.

Conditionalities – i.e. ‘exchanging finance for policy reform’ in an asymmetrical relationship between the ‘donor’ and the ‘recipient’ – are central mechanisms of the reform programmes of international financial institutions (IFIs). As they are imposed by outside entities, they can also be viewed as ‘policy externalisation’, which is paradoxically a massive intrusion in the shaping of a country’s domestic policies. The resilience of such devices is remarkable, however. Indeed, in the early 1980s, many developing countries were facing balance of payments difficulties and called upon these international financial institutions for financial relief. In exchange for this relief, they devised economic reforms (fiscal, financial, monetary), which were the conditions for their lending. These reforms were not associated with better economic performance, and this led the IFIs to devise in the 1990s different reforms, which this time targeted the functioning of the government and its ‘governance’, economic problems being explained by governments’ characteristics (e.g., rent-seekers). The paper demonstrates the limitations of the device of conditionality, which is a crucial theoretical and policy issue given its stability across time and countries. These limitations stem from: i) the concept of conditionality per se - the mechanism of exchanging finance for reform; ii) the contents of the prescribed reforms given developing countries economic structure (typically commodity-based export structures) and the weakness of the concept of ‘governance’ in view of these countries’ political economies; and iii) the intrinsic linkages between economic and political conditionalities, whose limitations thus retroact on each other, in particular regarding effectiveness and credibility.

For general stability analysis of rock slopes, rock mass strength and rock mass disturbance are definitely should be considered. In addition, the impact of earthquakes must be taken into account. In fact, the rock mass strength is very difficult to be assessed which causes the difficulty of analysing rock slope stability. Therefore, an empirical failure criterion, the Hoek-Brown failure criterion, has been proposed. It is one of the most widely accepted approaches to estimate rock mass strength. The rock mass disturbance is important and was found having significant influence on evaluating rock slope stability, especially for rock slope with poor quality rock mass. In the Hoek-Brown failure criterion, the disturbance factor can represent the level of the rock mass disturbance which would provide a reasonable basis for estimating rock mass strength. This research will not only discuss the slope factor of safety, but also consider the influence of the seismic force on rock slope stability assessment using pseudo-static method. In practice, only horizontal seismic coefficient is used. Various magnitudes of the disturbance factor and recommended blasting damage zone thickness are also taken into account. The blasting damage zone thickness considered ranges from 0.5 to 2.5 times of slope height. The research results have potential to be extended and then sets of comprehensive stability charts can be provided for the rock slope stability evaluations. They will be convenient tools for practising engineers. In this study, finite element upper bound and lower bound limit analysis methods are employed. Their applicability has been investigated in some previous studies. The differences between upper bound and lower bound solutions are less than ±10% which would provide reasonable and acceptable range for rock slope stability safety factor estimation.

This paper investigates the stability of fill slopes often found in embankment cases where frictional fill materials are placed on purely cohesive undrained clay with increasing strength. By using finite element upper and lower bound limit analysis for this investigation, the limit load can be truly bounded. It is known that two-dimensional analysis yields a more conservative result due to plain strain condition when compared to three-dimensional analysis. Therefore, this paper will focus on three-dimensional (3D) slope stability analysis and for comparison purposes two-dimensional analysis results will be employed. In fact, the final results are presented in the form of comprehensive chart solutions for the convenience of practicing engineers during preliminary slope design. The failure mechanism will also be discussed in order to further illustrate the situation during failure. It should be highlighted that the failure mechanisms are obtained through the numerical method itself and no prior assumptions are required, therefore, are more realistic and able to provide a better understanding for the slope failure surfaces.

Conventional slope stability analyses have commonly been based on a deterministic approach. Various deterministic-based analysis methods developed to date can assess the stability of a given slope using the factor of safety. However, it has been strongly debated that the use of only the factor of safety does not explicitly account for the uncertainties in soil parameters. In light of this, this paper uses the finite element limit analysis methods and conducts a probabilistic-based analysis of fill slope for the specific case of two-layered undrained clay. Results obtained show that slopes with large variations in soil properties may present an extremely high risk of a slope failure and this cannot be known if only a deterministic-based analysis is performed. Thus, this shows that more soil investigations can be performed to reduce the variation of the soil properties thereby reducing the risk of a slope failure. Different probabilistic charts based on different coefficients of variation in soil properties are provided in this paper. This study demonstrates that the finite element limit analysis methods can be applied in a probabilistic analysis.

The Mount Meager Volcanic Complex (MMVC) in south-western British Columbia is a potentially active, hydrothermally altered massif comprising a series of steep, glaciated peaks. Climatic conditions and glacial retreat has led to the further weathering, exposure and de-buttressing of steep slopes composed of weak, unconsolidated material. This has resulted in an increased frequency of landslide events over the past few decades, many of which have dammed the rivers bordering the Complex. The breach of these debris dams presents a risk of flooding to the downstream communities. Preliminary mapping showed there are numerous sites around the Complex where future failure could occur. Some of these areas are currently undergoing progressive slope movement and display features to support this such as anti-scarps and tension cracks. The effect of water infiltration on stability was modelled using the Rocscience program Slide 6.0. The main site of focus was Mount Meager in the south- east of the Complex where the most recent landslide took place. Two profiles through Mount Meager were analysed along with one other location in the northern section of the MMVC, where instability had been detected. The lowest Factor of Safety (FOS) for each profile was displayed and an estimate of the volume which could be generated was deduced. A hazard map showing the inundation zones for various volumes of debris flows was created from simulations using LAHARZ. Results showed the massif is unstable, even before infiltration. Varying the amount of infiltration appears to have no significant impact on the FOS annually implying that small changes of any kind could also trigger failure. Further modelling could be done to assess the impact of infiltration over shorter time scales. The Slide models show the volume of material that could be delivered to the Lillooet River Valley to be of the order of 109 m3 which, based on the LAHARZ simulations, would completely inundate the valley and communities downstream. A major hazard of this is that the removal of such a large amount of material has the potential to trigger an explosive eruption of the geothermal system and renew volcanic activity. Analysing the rock slope stability is a classical problem for geotechnicalengineers. Recently, Hoek-Brown failure criterion has drawn more and more attentionfor rock slope stability assessments. It would be due to the fact that the nonlinearity ismore pronounced at the low confining stresses that are operational in slope stabilityproblems. However, it is still not popular yet. Therefore, in this study, slope stabilityanalyses will be performed based on the generalised Hoek-Brown failure criterionusing a commercial software, Phase 2. The Hoek-Brown strength parameters will beused as direct inputs in numerical simulations. In addition, two rock slope cases willbe investigated. It is expected that better understandings of rock slope mechanisms canbe obtained.
