A predição do preço da energia elétrica é uma questão importante para todos os participantes do mercado, para que decidam as estratégias mais adequadas e estabeleçam os contratos bilaterais que maximizem seus lucros e minimizem os seus riscos. O preço da energia tipicamente exibe sazonalidade, alta volatilidade e picos. Além disso, o preço da energia é influenciado por muitos fatores, tais como: demanda de energia, clima e preço de combustíveis. Este trabalho propõe uma nova abordagem híbrida para a predição de preços de energia no mercado de curto prazo. Tal abordagem combina os filtros autorregressivos integrados de médias móveis (ARIMA) e modelos de Redes Neurais (RNA) numa estrutura em cascata e utiliza variáveis explanatórias. Um processo em dois passos é aplicado. Na primeira etapa, as variáveis explanatórias são preditas. Na segunda etapa, os preços de energia são preditos usando os valores futuros das variáveis exploratórias. O modelo proposto considera uma predição de 12 passos (semanas) a frente e é aplicada ao mercado brasileiro, que possui características únicas de comportamento e adota o despacho centralizado baseado em custo. Os resultados mostram uma boa capacidade de predição de picos de preço e uma exatidão satisfatória de acordo com as medidas de erro e testes de perda de cauda quando comparado com técnicas tradicionais. Em caráter complementar, é proposto um modelo classificador composto de árvores de decisão e RNA, com objetivo de explicitar as regras de formação de preços e, em conjunto com o modelo preditor, atuar como uma ferramenta atrativa para mitigar os riscos da comercialização de energia.

Die (Wieder-)Nutzung auf Schwerkraft basierender Fördertechniken, die insbesondere durch das niedrige Energiepreisniveau in den Jahrzehnten nach dem 2. Weltkrieg in der Tagebautechnik nahezu vollständig verdrängt wurden, ist bei den heutigen wirtschaftlichen Randbedingungen und anzustrebenden ökologischen Standards eine Herausforderung für die bergbautreibende Industrie. Seit Aufnahme der Entwicklung des Förderkonzeptes – Geführte Versturztechnik – Mitte der 1990er Jahre haben sich die Kosten für Rohöl vor Steuern nach dem Tiefstand um das Jahr 1998 bis heute mehr als verdreifacht, alleine seit 2004 mehr als verdoppelt. Gesetzliche Regelwerke wie die europäische IVU-Richtlinie 96/61/EG zur „integrierten Vermeidung und Verminderung der Umweltverschmutzung“ fordern, Genehmigungen nur noch bei Einsatz der besten verfügbaren Techniken (BVT oder BAT: „best available techniques“) zu erteilen. Die Umsetzung in nationale Vorschriften wie das Bundes-Immissionsschutzgesetz und nachgeordnete Regelwerke fordern hierauf aufbauend, dass Umweltbelastungen nicht in andere Medien verlagert werden dürfen. Die Anordnung einer Versturzrinne zur Nutzung von Massenschwerebewegungen am Beispiel von Quarzitabbau im Rheinischen Schiefergebirge bei denen die Förderbezugsebene unterhalb der Strossen liegt, die zur sichern und selektiven Gewinnung des Rohstoffs aufgefahren werden müssen, erfüllt durch Rückgriff auf ein vermeintlich „archaisches“ Förderkonzept durch Nutzung der Schwerkraft die obigen Anforderungen. Offenkundige Umweltbelastungen, die alleine durch die Verbrennung von Dieselkraftstoff und hieraus resultierender Schadstoff- und Wärmeeinträge in die Luft beim verbreiteten Einsatz von SLKW zur Abwärtsförderung entstehen, können erheblich vermindert werden. Der Aspekt der Betriebssicherheit einer solchen Anordnung kann durch Auffahren eines geradlinigen Bauwerks mit an das Fördergut angepassten Dimensionen sowie Einrichtungen zur Beschränkung der kinetischen Energie erreicht werden. Diese stellen auch gleichzeitig sicher, dass die Zerkleinerung des durch die Versturzrinne abwärts transportierten Materials betrieblich zulässige Grenzen nicht überschreitet. Hierfür kann auf das umfangreiche Wissen zu Massenschwerebewegungen Rückgriff genommen werden. Dem Aspekt des Umweltschutzes, der sich in Bezug auf das Medium Luft auf den autochtonen Staub reduziert, kann durch Vorrichtungen zur Staubniederschlagung Rechnung getragen werden. Vertiefende Untersuchungen sind erforderlich, um die mit komplexen, aber erprobten Techniken arbeitende Tagebauindustrie auch in dicht besiedelten Regionen wieder an die Nutzung von Schwerkraft (-gestützten) Fördertechniken heranzuführen. Auch das Konzept – Geführte Versturztechnik – ist auf konkrete Anwendungsfälle hin in Details anzupassen.

The study was arranged to manifest its objectives through preceding it with an intro-duction. Particular attention was paid in the second part to detect the physical settings of the study area, together with an attempt to show the climatic characteristics in Libya. In the third part, observed temporal and spatial climate change in Libya was investigated through the trends of temperature, precipitation, relative humidity and cloud amount over the peri-ods (1946-2000), (1946-1975), and (1976-2000), comparing the results with the global scales. The forth part detected the natural and human causes of climate change concentrat-ing on the greenhouse effect. The potential impacts of climate change on Libya were ex-amined in the fifth chapter. As a case study, desertification of Jifara Plain was studied in the sixth part. In the seventh chapter, projections and mitigations of climate change and desertification were discussed. Ultimately, the main results and recommendations of the study were summarized. In order to carry through the objectives outlined above, the following methods and approaches were used: a simple linear regression analysis was computed to detect the trends of climatic parameters over time; a trend test based on a trend-to-noise-ratio was applied for detecting linear or non-linear trends; the non-parametric Mann-Kendall test for trend was used to reveal the behavior of the trends and their significance; PCA was applied to construct the all-Libya climatic parameters trends; aridity index after Walter-Lieth was shown for computing humid respectively arid months in Libya; correlation coefficient, (after Pearson) for detecting the teleconnection between sun spot numbers, NAOI, SOI, GHGs, and global warming, climate changes in Libya; aridity index, after De Martonne, to elaborate the trends of aridity in Jifara Plain; Geographical Information System and Re-mote Sensing techniques were applied to clarify the illustrations and to monitor desertifi-cation of Jifara Plain using the available satellite images MSS, TM, ETM+ and Shuttle Radar Topography Mission (SRTM). The results are explained by 88 tables, 96 figures and 10 photos. Temporal and spatial temperature changes in Libya indicated remarkably different an-nual and seasonal trends over the long observation period 1946-2000 and the short obser-vation periods 1946-1975 and 1976-2000. Trends of mean annual temperature were posi-tive at all study stations except at one from 1946-2000, negative trends prevailed at most stations from 1946-1975, while strongly positive trends were computed at all study stations from 1976-2000 corresponding with the global warming trend. Positive trends of mean minimum temperatures were observed at all reference stations from 1946-2000 and 1976-2000, while negative trends prevailed at most stations over the period 1946-1975. For mean maximum temperature, positive trends were shown from 1946-2000 and from 1976-2000 at most stations, while most trends were negative from 1946-1975. Minimum tem-peratures increased at nearly more than twice the rate of maximum temperatures at most stations. In respect of seasonal temperature, warming mostly occurred in summer and au-tumn in contrast to the global observations identifying warming mostly in winter and spring in both study periods. Precipitation across Libya is characterized by scanty and sporadically totals, as well as high intensities and very high spatial and temporal variabilities. From 1946-2000, large inter-annual and intra-annual variabilities were observed. Positive trends of annual precipi-tation totals have been observed from 1946-2000, negative trends from 1976-2000 at most stations. Variabilities of seasonal precipitation over Libya are more strikingly experienced from 1976-2000 than from 1951-1975 indicating a growing magnitude of climate change in more recent times. Negative trends of mean annual relative humidity were computed at eight stations, while positive trends prevailed at seven stations from 1946-2000. For the short observation period 1976-2000, positive trends were computed at most stations. Annual cloud amount totals decreased at most study stations in Libya over both long and short periods. Re-markably large spatial variations of climate changes were observed from north to south over Libya. Causes of climate change were discussed showing high correlation between tempera-ture increasing over Libya and CO2 emissions; weakly positive correlation between pre-cipitation and North Atlantic Oscillation index; negative correlation between temperature and sunspot numbers; negative correlation between precipitation over Libya and Southern Oscillation Index. The years 1992 and 1993 were shown as the coldest in the 1990s result-ing from the eruption of Mount Pinatubo, 1991. Libya is affected by climate change in many ways, in particular, crop production and food security, water resources, human health, population settlement and biodiversity. But the effects of climate change depend on its magnitude and the rate with which it occurs. Jifara Plain, located in northwestern Libya, has been seriously exposed to desertifica-tion as a result of climate change, landforms, overgrazing, over-cultivation and population growth. Soils have been degraded, vegetation cover disappeared and the groundwater wells were getting dry in many parts. The effect of desertification on Jifara Plain appears through reducing soil fertility and crop productivity, leading to long-term declines in agri-cultural yields, livestock yields, plant standing biomass, and plant biodiversity. Desertifi-cation has also significant implications on livestock industry and the national economy. Desertification accelerates migration from rural and nomadic areas to urban areas as the land cannot support the original inhabitants. In the absence of major shifts in policy, economic growth, energy prices, and con-sumer trends, climate change in Libya and desertification of Jifara Plain are expected to continue in the future. Libya cooperated with United Nations and other international organizations. It has signed and ratified a number of international and regional agreements which effectively established a policy framework for actions to mitigate climate change and combat deserti-fication. Libya has implemented several laws and legislative acts, with a number of ancil-lary and supplementary rules to regulate. Despite the current efforts and ongoing projects being undertaken in Libya in the field of climate change and desertification, urgent actions and projects are needed to mitigate climate change and combat desertification in the near future.

Crude oil and natural gas have been essential energy sources and play a crucial role in the world economy. Changes in energy prices significantly impact economic growth. This study builds an econometric model to illustrate the substitute relation between crude oil and natural gas markets. Additionally, the determination of the oil and natural gas prices are endogenized, assuming imperfect competition to reflect a real market strategy. Our empirical results show that the overall performance of this system is acceptable, and the model can be applied to policy analysis for determining monetary or energy policy by introducing this model to the more comprehensive system.

The real increase in energy prices and the intention of reducing pollutant emissions in developed countries makes interesting to use solar energy in all the processes where its application is possible. As it is demonstrated in countries sited at latitudes with optimal conditions of solar radiation and temperature, it is possible to use solar energy as heat source for small-scale hatchery [1,2], but beyond, making a design for proper installation; it is possible to use solar energy as main or support energy source in medium and large size incubators . Monitoring of a normal actual process using temperature and relative humidity sensors is necessary to know the actual operating conditions that the solar heating system must be designed and sized for. Moreover, the identification and analysis of temperature and enthalpy gradients inside the incubator is of major importance.

La pobreza energética es un fenómeno que afecta a un número cada vez mayor de hogares de la Unión Europea. Es por ello que resulta urgente el desarrollo de definiciones de pobreza energética adaptadas a las condiciones regionales que recojan no sólo los distintos niveles de renta de los hogares de cada país, sino también las significativas diferencias constructivas y climáticas existentes entre el norte y el sur, de modo que incorporen los problemas de sobrecalentamiento y las necesidades de climatización que además se verán exacerbadas por el incremento de temperaturas provocado por el cambio climático. En este contexto, se plantea esta investigación cuyo objetivo fundamental es desarrollar un método de evaluación de la pobreza energética de los hogares en el contexto español que incorpore las particularidades climáticas, edificatorias y socioeconómicas del país. Este método debe servir como herramienta en la identificación de los hogares que se encuentran en situación de pobreza energética, así como el grado de necesidad de los mismos. Además de esto, y dado que la calidad de las viviendas es, junto con el nivel de renta y el precio de la energía, una de las causas principales de la pobreza energética, el método constituye una ayuda en la toma de decisiones de cara al desarrollo de políticas y actuaciones de rehabilitación energética de viviendas. La propuesta de un nuevo método de evaluación de la pobreza energética en España surge de las limitaciones encontradas en las metodologías actuales para detectar correctamente los hogares en situación de pobreza energética, debido a las particularidades de las distintas regiones del país. Así, a partir de las carencias detectadas, se propone un método basado en el enfoque de ingresos y gastos, en el que además se incorpora el parámetro de la pobreza monetaria. En este método también se contempla el concepto de vulnerabilidad frente a la pobreza energética, de modo que, no sólo clasifica a los hogares como pobres energéticos o no, sino que valora el potencial de un hogar de caer en una situación de pobreza energética. El método permite, por tanto, la clasificación de los hogares en distintos grupos en función de su situación de pobreza energética y/o monetaria teniendo también en cuenta su grado de vulnerabilidad frente a las mismas. Gracias a esta división por grupos, es posible, en primer lugar, detectar aquellos hogares sobre los que resulta prioritario intervenir, así como el tipo de intervención que se debe acometer. Además de esto, la detección de grupos vulnerables permite prever posibles futuras situaciones de pobreza energética y por tanto tomar las medidas necesarias para que éstas no se produzcan. El desarrollo del método se ha realizado a través de una serie de ajustes, los cuales han ido modificándolo mediante la aplicación del mismo a distintas escalas y muestras de datos. A lo largo de la investigación que ha permitido la definición de este método, se ha establecido la incidencia de la pobreza energética en Castilla y León, la Comunidad de Madrid y Andalucía, las tres comunidades autónomas seleccionadas como casos de estudio, pudiendo delimitar aquellos hogares que se encuentran en situación de pobreza energética. También se ha establecido la relación entre la pobreza energética y la pobreza monetaria y las sinergias que se producen entre éstas y el parque de viviendas en el que habitan los hogares más desfavorecidos, el cual también se ha caracterizado y definido. Por último, mediante la selección de una muestra representativa de este parque de viviendas, se han establecido, mediante la utilización de criterios de bienestar adaptativo, las condiciones mínimas de habitabilidad que este parque debe proporcionar y las necesidades energéticas y de gasto asociados a este parque. ABSTRACT Fuel poverty affects an increasing number of households in the European Union. It is urgent the development of fuel poverty definitions adapted to regional conditions that gather not only different income levels but important construction and climatic differences between Northern and Southern countries. Furthermore, these definitions must include overheating problems and subsequent cooling needs that will likely be exacerbated by temperature increase due to climate change. In this context, the present research is aimed at developing a method for evaluating fuel poverty within the Spanish context that gathers climatic, building and socioeconomic particularities of the country. This method must constitute a useful tool for the identification of the fuel poor as well as the degree of the required need. Given that dwelling energy quality is, with income levels and energy prices, one of the main causes of fuel poverty, the method poses an aid in the decision making processes related to policy development and dwelling energy retrofitting actions. The proposal of a new method for evaluating fuel poverty in Spain relies on the limitations detected in existing methods in order to adequate delimit the fuel poor, due to the existing differences across Spanish regions. Grounded on these shortfalls, a new method is proposed; based on the income and expenditure approach, it also incorporates the parameter of monetary poverty. The concept of vulnerability towards fuel poverty is reflected too, so households can be classified as being fuel poor or not as well as their potential to fall under fuel poverty. The method allows the classification of households into different groups according to their situation regarding fuel or monetary poverty, also taking into account their vulnerability degree towards them. This division by groups enables establishing retrofitting intervention priorities of some groups over the others as well as the most appropriate type of intervention. Besides that, the detection of vulnerable groups helps to foresee possible situations of fuel poverty in the future and thus to take actions to prevent them. The development of the method was carried out through several adjustments. The modification of the method through these adjustments was the result of the analysis of different scale and source data. Along with the development of the method, the incidence of fuel poverty was established for the three Autonomous Regions selected as study cases; Castilla y León, the Autonomous Region of Madrid and Andalucía. The relation between fuel and monetary poverty was determined as well as the interactions amongst these two parameters and the housing stock where the fuel poor live in. This housing stock was characterized and a representative sample of it was selected. Minimal thermal habitability conditions that should be guaranteed for the fuel poor were determined based on adaptive thermal comfort criteria. Accordingly, energy needs and expenditure of this housing stock derived from these minimum requirements were appraised.

Recently, the EU energy debate has been dominated by the discussion on energy prices and the competitiveness of the European industry. According to the latest estimates of the International Energy Agency, gas prices in the US are one-quarter of those in Europe. Moreover, prices of imported gas vary across the EU member states. Some EU policy-makers hope that the completion of the internal energy market and the transition to hub-based pricing will solve these discrepancies. Julian Wieczorkiewicz asks in this Commentary whether the abolition of oil-indexation will constitute a cure-all for the above-mentioned problems.

Ukraine is struggling with both external aggression and the dramatically poor shape of its economy. The pace of political and institutional change has so far been too slow to prevent the deepening of the fiscal and balance-of-payments crises, while business confidence continues to be undermined. • Unfortunately, the 2015 International Monetary Fund Extended Fund Facility programme repeats many weaknesses of the 2014 IMF Stand-by Arrangement: slow pace of fiscal adjustment especially in the two key areas of energy prices and pension entitlements, lack of a comprehensive structural and institutional reform vision, and insufficient external financing to close the expected balance-of-payments gap and allow Ukraine to return to debt sustainability in the long term. • The reform process in Ukraine must be accelerated and better managed. A frontloaded fiscal adjustment is necessary to stabilise public finances and the balance-of-payments, and to bring inflation down. The international community, especially the European Union, should offer sufficient financial aid backed by strong conditionality, technical assistance and support to Ukraine’s independence and territorial integrity.

The drop in Ukraine’s GDP by nearly 18% in the first three months of 2015 (versus the corresponding period in 2014) has confirmed the decline of the country’s economy. Over the last 14 months, the Ukrainian currency was subject to an almost threefold devaluation against the US dollar, and in April 2015 the inflation rate was 61% (year-on-year), which exacerbated the impoverishment of the general public and weakened domestic demand. The main reason behind the crisis has been the destruction of heavy industry and infrastructure in the war-torn Donbas region, over which Kyiv no longer has control, as well as a sharp decline in foreign trade (by 24% in 2014 and by 34% in the first quarter of 2015), recorded primarily in trading volume with Ukraine’s major trade partner, i.e. Russia (a drop of 43%). The conflict has also had a negative impact on the production figures for the two key sectors of the Ukrainian economy: agriculture and metallurgy, which account for approximately 50% of Ukrainian exports. The government’s response to the crisis has primarily been a reduction in the costs of financing the Donbas and an increase in the financial burden placed on the citizens and companies of Ukraine. No radical reforms which would encompass the entire system, including anti-corruption reforms, have been carried out to stop the embezzlement of state funds and to facilitate business activity. The reasons for not initiating reforms have included the lack of will to launch them, Ukraine’s traditionally slow pace of bureaucratic action and growing dissonance among the parties making up the parliamentary coalition. The few positive changes, including marketisation of energy prices and sustaining budgetary discipline (in the first quarter of 2015, budgetary revenues grew by 25%, though partly as a result of currency devaluation), are being carried out under pressure from the International Monetary Fund, which is making the payment of further loan instalments to the tune of US$ 17.5 billion conditional upon reforms. Despite assistance granted by Western institutional donors and by individual states, the risk of Ukraine going bankrupt remains real. The issue of restructuring foreign debt worth US$ 15 billion has not been resolved, as foreign creditors who hold Ukrainian bonds have not consented to any partial cancellation of the debt. Whether Ukraine’s public finances can be stabilised will depend mainly on the situation in the east of the country and on the possible renewal of military action. It seems that the only way to rescue Ukraine’s public finances from deteriorating further is to continue to ‘freeze’ the conflict, to gradually implement wide-ranging reforms and to reach a consensus in negotiations with lenders.

This thesis analyses the impact of deregulation on the theory and practice of investment decision making in the electricity sector and appraises the likely effects on its long term future inefficiency. Part I describes the market and its shortcomings in promoting an optimal generation margin and plant mix and in reducing prices through competition. A full size operational model is developed to simulate hour by hour operation of the market and analyse its features. A relationship is established between the SMP and plant mix and between the LOLP and plant margin and it is shown bow a theoretical optimum can be derived when the combined LOLP payments and the capital costs of additional generation reach a minimum. A comparison of prices against an idealised bulk supply tariff is used to show how energy prices have risen some 12% in excess of what might have occurred under the CEGB regime. Az 1970-es évek olajválságait követő stagflációs periódusok óta gyakorlatilag minden nagyobb áremelkedés alkalmával felerősödnek a kedvezőtlen makrogazdasági hatásokkal kapcsolatos félelmek, miközben a tapasztalat azt mutatja, hogy az importőröket egyre kevésbé érinti az olaj reálárának alakulása. A gyengülő hatások okaként Blanchard-Galí [2007] a gazdaságok hatékonyabb és rugalmasabb működését jelölte meg, míg Kilian [2010] szerint a 2000 utáni áremelkedést a kedvező világgazdasági környezet fűtötte, ami ellensúlyozta a magasabb ár okozta negatív folyamatokat. A tanulmány Kilian [2009] modelljének kiterjesztésével, időben változó paraméterű ökonometriai eljárással vizsgálja a két megközelítés összeegyeztethetőségét. Az eredmények a hipotézisek egymást kiegészítő kapcsolatára engednek következtetni, azaz a makrogazdasági következmények szempontjából nem maga az ár, hanem annak kiváltó okai lényegesek, ugyanakkor e mögöttes tényezők hatása az elmúlt évtizedekben folyamatosan változott. _____ Many economists argue that the stagflation periods of the 1970s were related to the two main oil crises. However, experience shows that these effects were eliminated over the decades, e. g. oil-importing economies enjoyed solid growth and low inflation when oil prices surged in the 2000s. Blanchard and Galí (2007) found that economies became more effective and elastic in handling high energy prices, while Kilian (2010) took as the main reason for the weakening macroeconomic effects of oil-price shocks the structural differences behind the price changes. The article sets out to test the compatibility of the two rival theories, using time-varying parameter models. The results show that both hypotheses can be correct concurrently: the structure of the change in price matters, but the impulse responses varied over time.

Tämä diplomityö on tehty Lappeenrannan teknilliselle yliopistolle osana yliopiston sähköisen liikkumisen tutkimusta. Työssä on jatkokehitetty ja dokumentoitu Drive!-projektin hybriditraktorin simulaatiomallia, joka toimii Mevea- ja Simulink-ohjelmistoissa. Mevean simulaatioalustalla on mallinnettu traktorin mekaniikkaa ja ympäristöä, kun taas Simulinkillä on simuloitu hybriditraktorin sähkötekniikkaa, dieselgeneraattoria, energiavarastoa ja apulait-teita. Työssä on tarkasteltu traktorin erilaisia maatalouden työtehtäviä ja tämän jälkeen tarkasteltu simulaatiomallin ja simulaatioiden avulla minkälaisella hybriditraktorilla näitä töitä olisi mahdollista suorittaa. Lopuksi tarkastellaan vielä simulaatiomallilla noin 75 kW:n hybriditraktorin toimintaa maatalon pihapiirin työtehtävissä ja lasketaan hybridisoinnin lisäinvestoinnille takaisinmaksuaika. Virtuaalimallilla tehtyjen simulaatioiden ja laskelmien perusteella saatiin tulokseksi, että tämän hetken komponentti- ja energiahinnoilla maataloustraktorin hybridisointi ei ole taloudellisesti kannattavaa. Kuitenkin on huomionarvoista, että ajettaessa pelkällä akkusähköllä käytetyn energian hinta on noin kolmannes verrattaessa perinteiseen dieseltraktoriin.

This paper proposes a novel demand response model using a fuzzy subtractive cluster approach. The model development provides support to domestic consumer decisions on controllable loads management, considering consumers' consumption needs and the appropriate load shape or rescheduling in order to achieve possible economic benefits. The model based on fuzzy subtractive clustering method considers clusters of domestic consumption covering an adequate consumption range. Analysis of different scenarios is presented considering available electric power and electric energy prices.
