El fenómeno del terrorismo de carácter trasnacional,Especialmente aquel que hace referencia a la vertiente yihadista, ha despertado preocupación dentro de la comunidad internacional, específicamente dentro de aquellos centros de poder occidentales que se han visto vulnerados por algún tipo de acción llevada a cabo por grupos de esta índole. Organizaciones como Al–Qaeda, que mediante la concentración y labor de múltiples células vinculadas en su haber, operan y ejecutan acciones terroristas en varias regiones del mundo, son identificadas hoy en día, como una nueva amenaza no estatal dentro de los sistemas de seguridad occidentales. El caso español representa un claro ejemplo de la transnacionalización del terrorismo, en particular aquel que se denomina de carácter yihadista dentro de territorio europeo, puesto que es a partir de los atentados perpetuados en el metro de Madrid, que se activan las alarmas hacia el interior de la Unión Europea y se inician una serie de reformas pertinentes a enfrentar dicha amenaza dentro de los sistemas de seguridad de la mayoría de Estados miembros de la unión.De esta manera, y dentro del campo de estudio que ofrecen las Relaciones Internacionales, la amenaza que el terrorismo de carácter yihadista representa para la seguridad española, puede ser comprendida, a partir del análisis de elementos claves tales como: España como escenario directo de la amenaza terrorista, proximidad geográfica con las regiones del Mediterráneo, Magreb y Sahél, ideología de los grupos yihadistas y finamente la ampliación de la agenda de seguridad española a partir del 11-M, entre otros. Los alcances del terrorismo yihadista son definitivamente percibidos dentro de la comunidad internacional, de allí reside la importancia del estudio de la estrategia contra terrorista elaborada por España para combatir este fenómeno, puesto que no solo se encuentra al interior de su territorio sino además en las regiones aledañas.

Este estudio de caso se realiza con el ánimo de analizar la cooperación militar existente entre Estados Unidos y Egipto durante el periodo de 2002 a 2008. De esta manera, se busca conocer la incidencia que dicha cooperación tuvo en la seguridad fronteriza de Egipto e Israel. Para tal fin a lo largo del trabajo se procederá a exponer los principales aspectos del programa de cooperación analizado, se identificaran las principales amenazas a la seguridad fronteriza de Egipto y de Israel y se describirán las principales acciones que en el marco de dicho programa de cooperación militar se han tomado para hacerles frente a estas.

Summary: "In the wake of the September 11 and subsequent terrorist attacks, the academic and media commentaries on Islam the religion and Islam the basis for political ideology haves received an unprecedented high level of exposure and attention. The acts of political violence by extremist groups and the omnipresent war on terror have added fresh uncertainties to an already complex global order. Just as terrorism and counter-terrorism are locked in a mutually re-enforcing symbiosis, the sense of insecurity felt by Muslims and non-Muslims alike is mutually dependent and has the potential to escalate. This general assessment holds true for Muslims living in the Muslim world and beyond. The pervasive sense of being under attack physically and culturally by the United States and its allies has contributed to a growing unease among Muslims and re-enforced deep-seated mistrust of the ʻWestʼ. Public articulation of such misgivings has in turn, lent credence to Western observers who posit an inherent antipathy between the West and the Muslim world. The subsequent policies that have emerged in this context of fear and mutual distrust have contributed to the vicious cycle of insecurity. The present volume is anchored in the current debates on the uneasy and potentially mutually destructive relationship between the Muslim world and certain West countries. It brings together leading international scholars in this interdisciplinary field to deal with such inter-related questions as the nature of Islamism, the impact of the ʻwar on terrorʼ on the spread of militancy, the growing sense of being under siege by Muslim Diasporas and the many unintended ramifications of a security-minded world order. This volume deliberately focuses on these issues both at a broad theoretical level but more importantly in the form of a number of prominent case studies including Indonesia, Algeria and Turkey."--Publisher description.

This thesis found that a provision of Australia's counter-terrorism policy, preventative detention, does not comply with a major international treaty, the ICCPR. This thesis provides an alternative model by which the Australian Government could achieve the legitimate purposes of preventative detention within the existing constraints of the Australian criminal law.

Administrative law remains the key defence against an over-zealous executive arm of government, but administrative law needs to be understood in an international context. Perhaps nowhere is this more apparent than in relation to legislation designed to counter terrorist activities. The co-ordination of terrorist activities knows no borders, and state-centered executive action designed to address the threat of terrorism necessarily operates in a broader global environment. An important but controversial part of Australia's counter-terrorism legislation suite is the power to proscribe terrorist organisations. The authors contend that the scope of judicial review available in relation to decisions of the Commonwealth executive to proscribe terrorist organisations is inadequate and may jeapordise Australia's compliance with international standards, such as those provided in the International Covenant on Civil and Political Rights. Now is an opportune time to reassess the structure and operation of the power to proscribe organisations in Australia.

Despite the perennial nature of the problem of gratuities in considerations of police ethics, many prior analyses of this issue have rested on anecdotal, piecemeal or hypothetical considerations.. This paper draws on a unique sample of actual complaint cases involving gratuities, providing evidence of a range of public concerns about the problem. Gratuities are analysed and contextualised by reference to the concept of conflict of interest, which draws attention to the potential for the performance of public duty to be tainted in fact or appearance. In either case, public trust in the integrity of the police is damaged, giving rise to "political optics" as a key problem with gratuities.  The paper argues that an accountability ethos must be developed to promote active responsibility and a preparedness to prioritise the public interest in policing.

The potential for criminals and terrorism financiers to secure lucrativegovernment contracts poses a risk to Australia’s anti-money laundering,anti-corruption and counter-terrorism financing objectives. This articlecompares the customer due diligence measures that banks are required to implement to prevent money laundering and terrorism financing with the general supplier due diligence practices and processes of key Australian government departments and agencies. It identifies various weaknesses in current procurement practices relating to standard contracts and argues that these render Australian public procurement vulnerable to criminal abuse, threaten compliance with its sanctions regime and potentially undermine the crime combating objectives of its money laundering and terrorism financinglaws. The article recommends that the national interest calls for awhole-of-government approach to improve supplier due diligence in public procurement.

Gas sensors have been used widely in different important area including industrial control, environmental monitoring, counter-terrorism and chemical production. Micro-fabrication offers a promising way to achieve sensitive and inexpensive gas sensors. Over the years, various MEMS gas sensors have been investigated and fabricated. One significant type of MEMS gas sensors is based on mass change detection and the integration with specific polymer. This dissertation aims to make contributions to the design and fabrication of MEMS resonant mass sensors with capacitance actuation and sensing that lead to improved sensitivity. To accomplish this goal, the research has several objectives: (1) Define an effective measure for evaluating the sensitivity of resonant mass devices; (2) Model the effects of air damping on microcantilevers and validate models using laser measurement system (3) Develop design guidelines for improving sensitivity in the presence of air damping; (4) Characterize the degree of uncertainty in performance arising from fabrication variation for one or more process sequences, and establish design guidelines for improved robustness. Work has been completed toward these objectives. An evaluation measure has been developed and compared to an RMS based measure. Analytic models of air damping for parallel plate that include holes are compared with a COMSOL model. The models have been used to identify cantilever design parameters that maximize sensitivity. Additional designs have been modeled with COMSOL and the development of an analytical model for Fixed-free cantilever geometries with holes has been developed. Two process flows have been implemented and compared. A number of cantilever designs have been fabricated and the uncertainty in process has been investigated. Variability from processing have been evaluated and characterized.
