In November 2010, nearly 110,000 people in the United States were waiting for organs for transplantation. Despite the fact that the organ donor registration rate has doubled in the last year, Texas has the lowest registration rate in the nation. Due to the need for improved registration rates in Texas, this practice-based culminating experience was to write an application for federal funding for the central Texas organ procurement organization, Texas Organ Sharing Alliance. The culminating experience has two levels of significance for public health – (1) to engage in an activity to promote organ donation registration, and (2) to provide professional experience in grant writing. ^ The process began with a literature review. The review was to identify successful intervention activities in motivating organ donation registration that could be used in intervention design for the grant application. Conclusions derived from the literature review included (1) the need to specifically encourage family discussions, (2) religious and community leaders can be leveraged to facilitate organ donation conversations in families, (3) communication content must be culturally sensitive and (4) ethnic disparities in transplantation must be acknowledged and discussed.^ Post the literature review; the experience followed a five step process of developing the grant application. The steps included securing permission to proceed, assembling a project team, creation of a project plan and timeline, writing each element of the grant application including the design of proposed intervention activities, and completion of the federal grant application. ^ After the grant application was written, an evaluation of the grant writing process was conducted. Opportunities for improvement were identified. The first opportunity was the need for better timeline management to allow for review of the application by an independent party, iterative development of the budget proposal, and development of collaborative partnerships. Another improvement opportunity was the management of conflict regarding the design of the intervention that stemmed from marketing versus evidence-based approaches. Esta pesquisa tem como objetivo central compreender as perspectivas de futuro de jovens faxinalenses. Para isso, buscamos entender as particularidades de sua forma de vida, desafios, problemas, potencialidades, sua relação com as comunidades e os possíveis fatores que influenciam na aproximação ou distanciamento entre eles e seus territórios. Os faxinais constituem uma forma particular de organização camponesa reconhecida como Comunidade Tradicional. Possuem como principal característica o uso de áreas em comum, chamadas de criadouro comunitário. Neste espaço, as famílias criam seus animais à solta, preservam grande parte da vegetação nativa, constroem suas casas e mantêm a dinâmica comunitária. Quanto ao uso comum das áreas, muitos proprietários permitem que não proprietários de terras morem e usufruam da área do criador comunitário, a partir de acordos estabelecidos entre os envolvidos. Historicamente, os faxinais vêm sofrendo fortes pressões por grande parte do sistema econômico, do modelo de agricultura considerada moderna e do poder público, que invadem seus territórios, destroem a natureza, geram preconceito, forçam a diminuição e o fechamento das áreas de uso comum, e expulsam famílias das comunidades. Apesar de intensas pressões, inúmeras famílias seguem resistindo e dando continuidade ao seu tradicional modo de vida. Para compreender as estratégias de resistência e as perspectivas de futuro, participamos de espaços coletivos das comunidades, empreendemos oficinas, conversas informais com lideranças comunitárias e com os jovens, sendo que com os jovens ainda realizamos, em grupos, a técnica percurso comentado. A partir das análises dos dados obtidos em campo, sistematizamos algumas estratégias que as comunidades faxinalenses utilizaram e utilizam para resistir a condições sociais e econômicas degradantes, que, no limite, visam à sua finalização. Interpretamos a relação das comunidades com o Movimento Articulação Puxirão dos Povos Faxinalenses (APF) como essencial para o desenvolvimento das estratégias, que se manifestam na educação, na geração de renda, nas associações comunitárias, na produção agroecológica, nos espaços coletivos, na religiosidade e no enraizamento, que promovem relações diferenciadas com o território e com o modo de vida. Fatores que mobilizam formas de resistência, fortalecimento das comunidades, reorganização das tradições e, consequentemente, contribuem com a construção de planos e perspectivas de futuro dos jovens faxinalenses, que lutam e resistem pela manutenção e desenvolvimento de suas comunidades

Illinois Lieutenant Governor Patrick Quinn responded to rising concerns about unaffordable energy for low-income Illinois residents by convening a meeting of advocates in January 2003, and challenging them to develop a better approach to energy assistance. As a result of that challenge, a working group of low-income advocates, energy policy advisors, researchers, and community leaders met and established the Illinois Affordable Energy Campaign (IAEC) to identify and recommend policy changes to the current Low Income Home Energy Assistance Program (LIHEAP). The Illinois LIHEAP program gives heating assistance to approximately 316,000 families across the state each year. This document the Affordable Energy Plan, is the result of this collaborative process. While the current LIHEAP program provides valuable and essential assistance to low-income families, the Affordable Energy Plan (AEP) improves the program design through a set of common sense reform measures that better address today's volatile energy environment. Reconstructing LIHEAP will make the program more efficient and effective; it will make energy more affordable for more LIHEAP customers; Illinois will see fewer homes disconnected from their utility services, and participants will be able to better understand and plan for their heating expenses.

In the fall of 2003, Governor Blagojevich unveiled Opportunity Returns, a regional economic development plan that is the most aggressive, comprehensive approach to creating jobs in Illinois' history. The Governor divided the state into 10 economic development regions -- finding areas with common economic strengths and needs, and is developing plans for each region that include specific actions to make these regions more accessible and more attractive to business. This grassroots effort is a product of significant outreach with economic development leaders, local elected officials and business and community leaders. Each Opportunity Returns economic development plan is designed to be flexible and effective and tailored to deliver real results that local businesses will see, feel, and hopefully profit from.

Purpose: Development of effective disaster risk reduction (DRR) strategies for communities at risk of being affected by natural disasters is considered essential, especially in the wake of devastating disaster events reported worldwide. As part of a wider research study investigating community perspectives on existing and potential strategies for enhancing resilience to natural disasters, community perspectives on infrastructure and structural protection requirements were investigated. The paper aims to discuss these issues. Design/methodology/approach: Patuakhali region in South-Western Bangladesh is a region significantly at risk of multiple natural hazards. In order to engage local communities and obtain their perspectives, focus group discussions were held with local community leaders and policy makers of at-risk communities in Patuakhali region, South-Western Bangladesh. Findings: Infrastructure and structural protection requirements highlighted included multi-purpose cyclone shelters, permanent embankments and improved transport infrastructure. Much of the discussions of focus group interviews were focused on cyclone shelters and embankments, suggesting their critical importance in reducing disaster risk and also dependence of coastal communities on those two measures. Originality/value: The research design adopted sought to answer the research questions raised and also to inform local policy makers on community perspectives. Local policy makers involved in DRR initiatives in the region were informed of community perspectives and requirements, thus contributing to community engagement in implementing DRR activities.

This study described teacher perceptions of TUPE program effectiveness in Florida in an attempt to improve programs by identifying factors that might influence teacher motivation and performance. Very little work has been done to examine how teachers' perceptions are related to the effectiveness of TUPE programs. A statewide survey provided information about how teachers' perceptions of program effectiveness are affected by variables such as: program structure, barriers, tobacco use norms, and training variables. Data were obtained from a telephone survey conducted in Florida as part of the Tobacco Pilot Project (TPP). The sample included 296 middle school teachers and 282 high school teachers as well as 193 middle school principals and 190 high school principals. Correlational and hierarchical regression analyses identified correlates and predictors of teachers' ratings of effectiveness. Results suggest that use of peer leaders, more frequent evaluations, a higher degree of parent involvement, fewer barriers, greater student interest, and lower tolerance for tobacco use were correlated with higher ratings of program effectiveness. Furthermore, student interest, peer, staff, and community tolerance norms, peer leaders, program evaluation, and parent involvement predicted middle school teachers' perceptions. Parent tolerance, student interest, number of barriers, and more frequent program evaluation predicted high school teachers' perceptions. In addition, middle school teachers who reported a lower number of factors negatively associated with teacher receptivity were more likely to view TUPE programs more favorably than teachers who reported a greater number of these risk factors. This relationship was not as robust among the high school teacher sample. Differences between the middle and high school sample were found in the magnitude and number of significant correlations, the proportion of variance accounted for by predictor variables, and the strength of the relationship between the number of factors negatively associated with teacher receptivity and teachers' perceptions of TUPE effectiveness. These findings highlighted the importance of the timing, program features, and the external environment for enhancing or minimizing teachers' ratings of TUPE program effectiveness. In conclusion, significant increases in TUPE teachers' self-efficacy will occur through the participation of peers, parents, staff, and community leaders in different aspects of TUPE programs. ^

The role of spirituality in leadership in business and other organizations has gained growing recognition. The purpose of this study was to explore the relationship between spirituality and nine selected transformational leadership practices. Community leaders (N = 138) in business, education, and other professions who were graduates of a 10-week leadership program, Leadership Fort Lauderdale, from 1994 to 2004 completed the Spirituality Assessment Scale (SAS), the Leadership Practices Inventory (LPI), and four transformational leadership items of the Multifactor Leadership Questionnaire (MLQ). ^ The predictor variables were participants' scores on the LPI and MLQ. The criterion variable was their score on the SAS. Stepwise multiple regression analysis was used to test the hypothesis: Is there a combination of nine selected transformational leadership practices that would account for a significant portion of the variance of each of two spirituality measures? The Definitive and Correlated dimensions and Total spirituality score of the SAS were used in the analysis. ^ Results showed that two of the LPI leadership practices were significantly related to spirituality. The variable Inspiring a Shared Vision accounted for 10% of the variance of the SAS Definitive dimension. The variable Encouraging the Heart accounted for 30% of the variance of the Correlated dimension. For the Total spirituality score, two models were revealed. In the first model, Encouraging the Heart accounted for 28% of the variance of the total spirituality score. In the second model, Encouraging the Heart and Inspiring a Shared Vision together accounted for 31% of the total spirituality score. None of the transformational leadership practices from the MLQ were significantly related to spirituality. ^ The data partially support the hypothesis: two of the nine leadership variables did in combination correlate with leaders' spirituality. The results also support at least a partial relationship between spirituality and certain transformational leadership practices among leaders in various spheres, such as education, business, and other professions. ^

Commonly used paradigms for studying child psychopathology emphasize individual-level factors and often neglect the role of context in shaping risk and protective factors among children, families, and communities. To address this gap, we evaluated influences of ecocultural contextual factors on definitions, development of, and responses to child behavior problems and examined how contextual knowledge can inform culturally responsive interventions. We drew on Super and Harkness' "developmental niche" framework to evaluate the influences of physical and social settings, childcare customs and practices, and parental ethnotheories on the definitions, development of, and responses to child behavior problems in a community in rural Nepal. Data were collected between February and October 2014 through in-depth interviews with a purposive sampling strategy targeting parents (N = 10), teachers (N = 6), and community leaders (N = 8) familiar with child-rearing. Results were supplemented by focus group discussions with children (N = 9) and teachers (N = 8), pile-sort interviews with mothers (N = 8) of school-aged children, and direct observations in homes, schools, and community spaces. Behavior problems were largely defined in light of parents' socialization goals and role expectations for children. Certain physical settings and times were seen to carry greater risk for problematic behavior when children were unsupervised. Parents and other adults attempted to mitigate behavior problems by supervising them and their social interactions, providing for their physical needs, educating them, and through a shared verbal reminding strategy (samjhaune). The findings of our study illustrate the transactional nature of behavior problem development that involves context-specific goals, roles, and concerns that are likely to affect adults' interpretations and responses to children's behavior. Ultimately, employing a developmental niche framework will elucidate setting-specific risk and protective factors for culturally compelling intervention strategies.

The traditional social “contract” in the UK mainland between the public and the police involves the ideal of an unarmed police service. In recent years while the public have accepted the more visible role of specialist armed officers on security duties in airports and strategic positions, the majority of officers remain unarmed. Following 7/7 in London and the Derrick Bird case in Cumbria there have been media calls for more police officers to be armed on a routine basis .This would fundamentally change the social contract and the relationship with the British public. The principle of policing by consent and the idea of the citizen in uniform are the fundamental tenets of British policing .Historically the only forces in the UK which are routinely armed are the Police Service of Northern Ireland in Northern Ireland, the Ministry of Defence Police and the Civil Nuclear Constabulary. In contrast all major police forces in Europe, as well as the US, Canada and Australia routinely carry firearms, the exceptions apart from Britain, are the Irish Republic, and New Zealand. In Norway officers carry arms in their cars but not on their person. Every time unarmed police officers are killed, as with the tragic case of Nicola Hughes and Fiona Bone killed in the line of duty in Manchester in 2013, the question of arming the British Police is raised.So does the current balance protect the public and safeguard officers or does it fail to satisfy either. Is the current balance between unarmed and armed police in the UK suitable for the 21st Century? There appears to be competing agendas for the Police to contend with. These have been illustrated by recent controversy in Scotland about a standing authority which allowed a small number of officers to carry guns while on routine patrol .Politicians and community leaders attacked the nationwide roll-out of officers with a standing authority to carry guns on routine patrols since the formation of Scotland’s single police force. The Forces armed police monitoring group recommended keeping the standing authority in place after it was given intelligence on serious organised crime groups in 2014.The Inspectorate of Constabulary in Scotland (HMICS) in its review of the authority (2014) said the operational need for the authority is justified by national intelligence and threat levels.

Language socialization is a life-long process in which individuals are continuously socialized into new roles, statuses, and practices. This process becomes more complex in multilingual contexts. However, we know little of the language socialization of older adults and we know even less of minority-speaking elders' experiences of linguistic marginalization in contemporary communicative milieus. In this ethnographic and discourse-analytic study, I examine the language socialization of non-Mandarin-speaking elderly Taiwanese women in senior adult education programs in a rural township in Taiwan. Through examining autobiographical narratives, master narratives about elders, and classroom discourses, this study explores the historical construction of their sociolinguistic marginalization and their negotiation and resistance of such marginalization. The majority of the elderly women were denied education when they were young. Some received Japanese education during the Japanese colonization period. While the uneducated and illiterate elders have a strong aspiration for learning, they are dismissed as "unable to learn" by their teachers, peer students, and community leaders. By contrast, the Japanese literate exhibit a strong learning identity associated with colonial modernity. These two groups, however, have to contend with the social stereotype associated with their non-Mandarin speaking status. Under a Mandarin-only ideology that links Mandarin with modernity, discourses that have actively mobilized the category of “illiterate” to reference the older population are part and parcel of Taiwan’s modern identity. By demonstrating how these women are treated, in official discourses and in classroom interactions, as children for their lack of Mandarin abilities, I argue that the literacy education that set out to “compensate” these women for their earlier lack of educational opportunity has paradoxically reinforced their marginalization. Further, in recent years, they have become even more marginalized as the government has prioritized the education of recent young female marriage immigrants from Southeast Asia, who are considered in charge of educating the “future sons and daughters of Taiwan.” This research demonstrates how language socialization is a contested and life-long process and calls attention to the effects of language ideologies on literacy and language education. The findings have policy implications for improving literacy and language education both within Taiwan and elsewhere in the world.

Sea level rise and inundation were stated to be the highest priorities in the community-developed Ocean Research Priorities Plan and Implementation Strategy in 2005. Although they remain stated priorities, very few resources have been allocated towards this challenge. Inundation poses a substantial risk to many coastal communities, and the risk is projected to increase because of continued development, changes in the frequency and intensity of inundation events, and acceleration in the rate of sea-level rise along our vulnerable shorelines. (PDF contains 4 pages) There is an increasing urgency for federal and state governments to focus on the local and regional levels and consistently provide the information, tools, and methods necessary for adaptation. Calls for action at all levels acknowledge that a viable response must engage federal, state and local expertise, perspectives, and resources in a coordinated and collaborative effort. A workshop held in December 2000 on coastal inundation and sea level rise proposes a shared framework that can help guide where investments should be made to enable states and local governments to assess impacts and initiate adaptation strategies over the next decade.
