Since the last decade of the past century and further, there have been increased, polemic discussions in Brazil that are also occurring simultaneously in the rest of the world: the sustainability of public pension systems. The Brazilian system, which is denominated as the General Regimen of Social Welfare and was established in a distribution regimen, is becoming a growing source of expenditures for the Federal Government and is contributing to the increasing of its fiscal deficit. This situation started to decline after the promulgation of the Federal Constitution in 1988, in which actions had been established reflecting the feeling of ¿social debt¿ existing in the country by that time after years of economic growth without yield redistribution. Thus, benevolent rules had been instituted that provided an assistancialist character to the program, making it unsustainable when it is seen by the internationally accepted premise of the pension system as social insurance with perpetual duration. In consequence, there was an explosive growth of the financial needs of the system reaching the equivalent of 1.63% of the Gross Domestic Product in 2005. In this sense, many arguments in favor of revision and reforms in the current model had solidified, resulting, in 1998, in some changes in the contribution rules of the diverse sectors of society, as well as in the concession of benefit rules. However, such changes had not obtained significant effects since the main source of the imbalance, which is essentially structural, was not attacked. Therefore, this research seeks to diagnose some of the most structural points in the current public pension system in Brazil and evaluate what can be done in terms of reforms to turn the program into balance again and in restore harmony with its conceptual objectives.

This article develops arguments in favor of recomposing the time to maturityof the domestic public bond's debt and presents calcul.ations on the amount of tax required by different terms of payment of that debt, assuming that it is rescheduled. Tv..'O alternatives are presented ~nd evaluated. Alternative one offers a collateral for the principal owed and calculates' the. flow of interest in relation to GDP during the repayment period . Alternative two is based on making.gradual and small down~payments to repay the old debt within a newinstitutional framework. Both alternatives yield a substantial alleviation of the interest burden compared to the present policy. The main conclusion is that with a dollar long-term ·interest rate similar to the ones observed in the international markets -- about 8%~ year -- and a 3% a year GDP growth rate, the domestic public debt could be paid in 20 years if a yearly provision of only 0,6% of GDP is allocated to its payment.

The present research has, as general objective, to seek a constitucional hermeneutics directed toward the improvement of the efficacy of the social rights rules, with the purpose to solve the elapsins problems from the general picture of its inefficiency, which are disposed on the Constitution, in its ample majority, as mere regular norms. Leaving of the premise that no Constitutional norm can be without being materialized and the true development of the State is it the social one (based on the principles of freedom, equality and solidarity), it will be demonstrated that the arguments in favor of the legislative inefficiency configure a true blow on the Democratic State of Brazilian Law. For this, it will be done, preliminarily, a study of the basic rights, legal category where it is found the social rights. To follow, it will be analyzed the hermeneutics of the legal norms, with emphasis on the specifics of the constitutional hermeneutics and its methods of interpretation. Finally, the aspect on the improvement of efficacy and the effectiveness of the social rights will be studied, through a new readind of certain dogmas that still persist in the legal world, being distinguished the institutiones of the reserve of the possible and the existential minimum. Ahead of this, after verifying the new paradigmas of the interpretable activity, will be demonstrated how it is possible to get an upgrade on the effectiveness of the social rights
Sequence, evolution and ligand binding properties of mammalian Duffy antigen/receptor for chemokines

The Duffy antigen/receptor for chemokine, DARC, acts as a widely expressed promiscuous chemokine receptor and as the erythrocyte receptor for Plasmodium vivax. To gain insight into the evolution and structure/function relations of DARC, we analyzed the binding of anti-human Fy monoclonal antibodies (mAbs) and human chemokines to red blood cells (RBCs) from 11 nonhuman primates and two nonprimate mammals, and we elucidated the structures of the DARC genes from gorilla, gibbon, baboon, marmoset, tamarin, night monkey and cattle. CXCL-8 and CCL-5 chemokine binding analysis indicated that the promiscuous binding profile characteristic of DARC is conserved across species. Among three mAbs that detected the Fy6 epitope by flow cytometric analysis of human and chimpanzee RBCs, only one reacted with night monkey and squirrel monkey. Only chimpanzee RBCs bound a significant amount of the anti-Fy3 mAb. Fy3 was also poorly detected on RBCs from gorilla, baboon and rhesus monkey, but not from new world monkeys. Alignment of DARC homologous sequences allowed us to construct a phylogenetic tree in which all branchings were in accordance with current knowledge of primate phylogeny. Although DARC was expected to be under strong internal and external selection pressure, in order to maintain chemokine binding and avoid Plasmodium vivax binding, respectively, our present study did not provide arguments in favor of a selection pressure on the extracellular domains involved in ligand specificity. The amino acid variability of DARC-like polypeptides was found to be well correlated with the hydrophylicity indexes, with the highest divergence on the amino-terminal extracellular domain. Analysis of the deduced amino acid sequences highlighted the conservation of some amino acid residues, which should prove to be critical for the structural and functional properties of DARC.

In this paper we report a study on research in the field of History in Mathematics Education conducted in Brazil in the last five years. We evaluate studies that are theoretical or report experiences on the support found in history that can contribute to the situations of teaching and learning of mathematics, based on the Proceedings of Seminarios Nacionais de Historia da Matematica and Encontros Luso-Brasileiros de Historia da Matematica. Examining the interests, directions and focus of research in the field, we found that the vast majority of studies address specific issues of History of Mathematics, and the number of studies on History in Mathematics Education is still very low. We note that, in the last five years, the arguments in favor of the teaching potential of the History of Mathematics, which is very present in the speech of teachers and managers of public education, has not yet been materialized in experiments or investigations to promote this link effectively.

The objective of this study is to emphasize the fundamental points of the theoretical discussion about late modernity. In the two last decades, authors like Giddens, Beck, Bauman, Sennett and Garland have emphasized the social, historical and theoretical characterization of modernity in the advanced occidental societies. This discussion, despite being indispensable, does not allow the comprehension of the problems of this new stage of occidental capitalism in terms of its technical dimension and social control. The article arguments in favor of the incorporation of analysis of Michel Foucault’s power and stresses its present reality and potential. This author renewed the theoretical possibilities of the human sciences as he criticized a naturalized view of History and historical events. The influence of his works, an analysis of modernity, may be observed in the debate around the crisis of modernity and the emerging society of control. At the same time, his work helps us understand the main dilemmas and hesitations of contemporary societies.

Since it was proposed, the Ibsen Pinheiro amendment has given rise to a huge debate in Brazilian society. This amendment proposes to share the revenue generated by royalties and special participations from offshore oil drilling between all municipalities and states, using for this the states and municipalities participation funds. This new distribution is a great rupture with the current model, which mandates that these resources should only be distributed to producing municipalities and states. Since the new proposal affects all offshore operations, and not only those in the new pre-salt areas, the producing municipalities and states would face an immediate loss of revenue in the scale of billions of reais. This study's objective is to analyze the validity of the criteria of redistribution of the government participations proposed by the Ibsen amendment. In this sense, we present the current Brazilian government participation model, focusing on the overfinancing of subnational spheres generated by this model, and compare it to a distribution simulation using the Ibsen amendment criteria. This comparison shows that the current beneficiaries would face a significant loss of revenue, and a distribution that favors the poorest regions of the country, consequence of the states and municipalities participation funds use. The study's last part discusses the various arguments in favor and against the amendment, especially those of constitutional character, most of which are contrary to the Ibsen amendment

A game to learn programming Aplication of concepts of visual programming to create a game to learn how to program In this document we will explain the concept of Visual Programming, study some examples of Visual Programming Languages, analyze some arguments in favor and against its use in comparison to traditional programming (by text) and, additionally, study three games to learn programming with strong visual features. Using this research, a new Visual Programming Language(VPL) was created, being the basis of a prototype of a game to learn programming. This game is represented by the movement and execution of tasks done by a robot inside a house, being the goal of the programmer to place objects in this house that manipulate the movement of the robot inside of it in order to solve a problem.
