International trade is facing some significant challenges: a serious deadlock to conclude the last round of the multilateral negotiation at the WTO, the fragmentation of trade rules by the multiplication of preferential and mega agreements, the arrival of a new model of global production and trade leaded by global value chains that is threatening the old trade order, and the imposition of new sets of regulations by private bodies commanded by transnationals to support global value chains and non-governmental organizations to reflect the concerns of consumers in the North. The lack of any multilateral order in this new regulation is creating a big cacophony of rules and developing a new regulatory war

This present study analyses the Regulation on Chemicals of the European Union – so called REACH, and some of its main features. Technical barriers to trade have become the new instrument of distorting international trade benefits and creating protection for domestic industry, on the basis of protection of human health and the environment. The debate on the link between trade rules and rules on exchange rates is raising the attention of experts on international trade law and economics. The main purpose of this paper is to analyze the impacts of exchange rate misalignments on tariffs as applied by the WTO – World Trade Organization. It is divided into five sections: the first one explains the methodology used to determine exchange rate misalignments and also presents its results for Brazil, US and China; the second summarizes the methodology applied to calculate the impacts of exchange rate misalignments on the level of tariff protection through an exercise of “misalignment tariffication”; the third examines the effects of exchange rate variations on tariffs and their consequences for the multilateral trading system; the fourth one creates a methodology to estimate exchange rates against a currency of the World and a proposal to deal with persistent and significant misalignments related to trade rules. This issue of the Bulletin presents a brief review of trade facilitation negotiations from the specific viewpoint of technical assistance, capacity-building and special and differential treatment (SDT). Trade facilitation negotiations have focused on clarifying three articles of the General Agreement on Tariffs and Trade (GATT): article V (freedom of transit); article VIII (fees and formalities connected with importation and exportation); and article X (publication and administration of trade regulations). Although the stage of text-based negotiations has not yet been reached, the process of receiving and analysing proposals has made it possible to identify the aspects most urgently in need of correcting by means of trade facilitation measures. Consideration has been given to several formulas for the implementation of those measures and to how the associated technical assistance should be organized.

This article is a follow-up to the FAL Bulletin No. 167, in the sense that it considers developments in trade facilitation within WTO. Its focus, however, is exclusively on what has occured within WTO in this area. Emphasis is placed not only on expanding on, but also on updating the relevant background information presented on the Subject in FAL No. 167. An attempt has been made to incorporate some analytical elements into an orientation that is primarily descriptive.

This month's issue of the FAL Bulletin takes a panoramic view of the present World Trade Organization (WTO) trade negotiations, soon to embark on the Sixth Ministerial Conference in Hong Kong (Special Administrative Region of the People's Republic of China ). Reduced expectations on the outcomes of this meeting due to the scant progress on critical issues - such as the liberalization of the agricultural sector - increase the challenge to conclude the Doha Round by the end of 2006. The governments of the region have a role to play in the direction this process may take. Additional details on the progress of these objectives can be obtained in chapter II of Latin America and the Caribbean in the World Economy, 2004 Trends 2005.

This FAL Bulletin analyses the implications for transport infrastructure services in the region of the future Trade Facilitation Agreement (TFA) concluded under the auspices of the World Trade Organization (WTO). Particular attention is given to the role of transport ministries in facilitating international trade and the concrete obligations and opportunities that will arise with the WTO Agreement.
