"Thou shalt not bear false witness," as we all know. Yet changing one's mind in case of respectable reasons seems to be allowed. Which is good news for politicians, but reduces the effectiveness of prospective voting, i.e. the focus on "the commitments of candidates to take actions that citizens desire to be taken" (Powell 2000: 9). This may be bad news for voters. By comparing pre-election commitments of Swiss members of parliament (MPs) with actual voting behaviour in the lower house of parliament, the following article explores the question how much confidence voters can have in prospective voting and what factors explain (non-)fulfilment of election pledges.

This document summarizes the discussion and findings of the 4th workshop held on October 27–28, 2015 in Frankfort, Kentucky as part of the Technology Transfer Intelligent Compaction Consortium (TTICC) Transportation Pooled Fund (TPF-5(233)) study. The TTICC project is led by the Iowa Department of Transportation (DOT) and partnered by the following state DOTs: California, Georgia, Iowa, Kentucky, Missouri, Ohio, Pennsylvania, Virginia, and Wisconsin. The workshop was hosted by the Kentucky Transportation Cabinet and was organized by the Center for Earthworks Engineering Research (CEER) at Iowa State University of Science and Technology. The objective of the workshop was to generate a focused discussion to identify the research, education, and implementation goals necessary for advancing intelligent compaction for earthworks and asphalt. The workshop consisted of a review of the TTICC goals, state DOT briefings on intelligent compaction implementation activities in their state, voting and brainstorming sessions on intelligent compaction road map research and implementation needs, and identification of action items for TTICC, industry, and Federal Highway Administration (FHWA) on each of the road map elements to help accelerate implementation of the technology. Twenty-three attendees representing the state DOTs participating in this pooled fund study, the FHWA, Iowa State University, University of Kentucky, and industry participated in this workshop.

The University Women’s Club of St. Catharines was founded in 1921, two years after the formation of its national affiliate, the Canadian Federation of University Women. Membership was limited to women with university degrees. In early 2000 the constitution was expanded to include professions that now require university or college degrees. Associate members (non-voting) and student members were also accepted in 2007 by our local club. The purposes of the club are to assist in maintaining high standards of education in Canada, to stimulate members’ interest and participation in public affairs, to provide an opportunity for collective action, and to facilitate intellectual and social pursuits among members. The club takes an active interest in the status of women, provides scholarships at the university and high school levels, encourages reading in the formative years, makes charitable donations to support women and children’s services. In 1988 our club changed its name to Canadian Federation of University Women – St. Catharines at the direction of the National Office of CFUW.

El interés de la presente monografía es analizar los efectos de los ciclos político-económico-electorales (CPEE) sobre los niveles de pobreza en Colombia para el periodo del 2002 al 2010. Se analiza el manejo de la política fiscal por parte del gobierno con el fin de caracterizar el ciclo político entre oportunista o partidista. De esta forma, se pretende corroborar que en Colombia los CPEE generan efectos en la economía. No obstante, estos efectos pueden ser más o menos duraderos en función de la sostenibilidad del discurso ganador en la contienda electoral. Como resultado de este trabajo se determinó que la discontinuidad en el manejo de la política fiscal presenta un ciclo político-económico-electoral oportunista que contribuye negativamente los niveles de pobreza. Para desarrollar lo anterior, se realiza un análisis el cual se aborda desde el Enfoque de la Elección Racional.

Despite the increasing use of groupware technologies in education, there is little evidence of their impact, especially within an enquiry-based learning (EBL) context. In this paper, we examine the use of a commercial standard Group Intelligence software called GroupSystems®ThinkTank. To date, ThinkTank has been adopted mainly in the USA and supports teams in generating ideas, categorising, prioritising, voting and multi-criteria decision-making and automatically generates a report at the end of each session. The software was used by students carrying out an EBL project, set by employers, for a full academic year. The criteria for assessing the impact of ThinkTank on student learning were those of creativity, participation, productivity, engagement and understanding. Data was collected throughout the year using a combination of interviews and questionnaires, and written feedback from employers. The overall findings show an increase in levels of productivity and creativity, evidence of a deeper understanding of their work but some variation in attitudes towards participation in the early stages of the project.

In response to evidence of insect pollinator declines, organisations in many sectors, including the food and farming industry, are investing in pollinator conservation. They are keen to ensure that their efforts use the best available science. We convened a group of 32 ‘conservation practitioners’ with an active interest in pollinators and 16 insect pollinator scientists. The conservation practitioners include representatives from UK industry (including retail), environmental non-government organisations and nature conservation agencies. We collaboratively developed a long list of 246 knowledge needs relating to conservation of wild insect pollinators in the UK. We refined and selected the most important knowledge needs, through a three-stage process of voting and scoring, including discussions of each need at a workshop. We present the top 35 knowledge needs as scored by conservation practitioners or scientists. We find general agreement in priorities identified by these two groups. The priority knowledge needs will structure ongoing work to make science accessible to practitioners, and help to guide future science policy and funding. Understanding the economic benefits of crop pollination, basic pollinator ecology and impacts of pesticides on wild pollinators emerge strongly as priorities, as well as a need to monitor floral resources in the landscape.

The rise of food security up international political, societal and academic agendas has led to increasing interest in novel means of improving primary food production and reducing waste. There are however, also many ‘post-farm gate’ activities that are critical to food security, including processing, packaging, distributing, retailing, cooking and consuming. These activities all affect a range of important food security elements, notably availability, affordability and other aspects of access, nutrition and safety. Addressing the challenge of universal food security, in the context of a number of other policy goals (e.g. social, economic and environmental sustainability), is of keen interest to a range of UK stakeholders but requires an up-to-date evidence base and continuous innovation. An exercise was therefore conducted, under the auspices of the UK Global Food Security Programme, to identify priority research questions with a focus on the UK food system (though the outcomes may be broadly applicable to other developed nations). Emphasis was placed on incorporating a wide range of perspectives (‘world views’) from different stakeholder groups: policy, private sector, non-governmental organisations, advocacy groups and academia. A total of 456 individuals submitted 820 questions from which 100 were selected by a process of online voting and a three-stage workshop voting exercise. These 100 final questions were sorted into 10 themes and the ‘top’ question for each theme identified by a further voting exercise. This step also allowed four different stakeholder groups to select the top 7–8 questions from their perspectives. Results of these voting exercises are presented. It is clear from the wide range of questions prioritised in this exercise that the different stakeholder groups identified specific research needs on a range of post-farm gate activities and food security outcomes. Evidence needs related to food affordability, nutrition and food safety (all key elements of food security) featured highly in the exercise. While there were some questions relating to climate impacts on production, other important topics for food security (e.g. trade, transport, preference and cultural needs) were not viewed as strongly by the participants.

Vários trabalhos sugerem que os benefícios privados podem explicar o diferencial de preços entre espécies de ações com direitos diferenciados de voto. Entretanto, no Brasil o diferencial de preço entre a ação ordinária e a ação preferencial é negativo para várias empresas no período de julho de 1994 a setembro de 2002. Este trabalho investiga os determinantes que implicam este desconto da ação ordinária em relação à ação preferencial. Em particular, o trabalho analisa os impactos da liquidez, dos dividendos diferenciados, e das recentes mudanças na legislação sobre o prêmio pelo voto. Este artigo documenta que liquidez é extremamente relevante na determinação dos preços relativos. Constatações empíricas confirmam o impacto negativo da Lei n° 9.457 revogando os direitos dos ordinaristas minoritários de venda conjunta com controlador e o impacto positivo da introdução da Lei n° 10.303, restabelecendo estes direitos aos ordinaristas. Finalmente, a estrutura de propriedade se mostrou ter uma relação positiva com o prêmio pelo voto, mas a participação do maior acionista em ações ordinárias não apresentou uma relação significativa.

A estrutura de propriedade anglo-saxônica, e o seu clássico problema de agência, com conflitos entre gestores e acionistas, caracterizados por propriedades pulverizadas, apesar de ser predominante na literatura, não constituí a regra, mas sim a exceção. O Brasil, diferentemente dos Estados Unidos e da Inglaterra, possuí uma estrutura de propriedade concentrada, onde é forte a presença de acionistas majoritários. Nesse caso, o conflito verificado não é entre gestores e acionistas (conflito agente X principal), mas sim entre acionistas majoritários e acionistas minoritários (conflito principal X principal). No mercado de capitais brasileiro, há duas classes de ações, as ordinárias (com direito a voto), e as preferências (sem direito a voto), o que viola a regra existente em muitos países, como nos Estados Unidos, de uma ação, um voto. Sendo assim, em muitos casos, ocorre uma combinação de muito poder com pouca alocação de recursos próprios na empresa. Diante disso, o presente estudo teve como objetivo estimar a magnitude dos direitos de votos, de fluxo de caixa, e do excesso de votos dos acionistas majoritários (das ações ordinárias) das empresas listadas no índice Bovespa – Ibovespa para os anos de 2009 e 2010 (carteira teórica do terceiro quadrimestre dos respectivos anos), separando-as por setor de atuação e por tipo de acionista majoritário. Para este estudo foi analisada uma amostra de 121 empresas, utilizando a metodologia quanto aos fins (descritiva e explicativa), e quanto aos meios (bibliográfica e documental). A coleta de dados foi feita no sistema Economática e nos IAN’s da CVM. Como resultados a pesquisa corroborou as hipóteses da literatura existente de que a estrutura de capital das empresas brasileiras de capital aberto é concentrada, principalmente no capital acionário (média de 51,95% e mediana de 51,20% em 2009, e 47,16% e 51,70% em 2010), e ocorrendo em vários casos uma distância considerável entre o poder de voto e o poder do fluxo de caixa dos acionistas majoritários (média de 1,10 em 2009 e mediana de 1,24, e 1,07 e 0,98 em 2010). Com isso, também se verifica que o conflito principal X principal é o predominante no Brasil.

A tese propõe que empresas que emitem apenas ações com direitos de voto utilizam mais capitais de terceiros do que empresas que emitem tanto ações votantes quanto não votantes. No desenvolvimento do trabalho, foi demonstrada a relevância de relacionar endividamento ao fato de uma empresa emitir ou não ações sem direito a voto, considerando as principais teorias de estrutura de capital e a realidade brasileira. Como os modelos teóricos que explicam o nível de endividamento das empresas ainda carecem de capacidade explicativa, a busca por novos determinantes está presente na literatura de estrutura de capital. A ocorrência da emissão de ações em classes diferenciadas (dual-class) como fator impactante no nível de endividamento foi analisada sob três prismas: de mercado, dos setores e das empresas que unificaram suas ações. Pelas três investigações ficou evidenciada a perspectiva de que o endividamento seja menor nos casos de emissão de ações preferenciais, considerando o ambiente de negociação e regulamentação do Brasil. A aceitação da tese tem reflexos teóricos na identificação de um fator que deve ser levado em consideração nos modelos de estrutura de capital, bem como suscita a importância de gestores, investidores e credores reconhecerem que o fato de uma empresa ser dual-class impacta não apenas na sua estrutura de controle, mas principalmente em sua estrutura de capital. Entre as considerações da aceitação da tese, estaria o reconhecimento de que empresas que ingressam no Novo Mercado na prática estão, no longo prazo, trocando o uso de ações preferenciais como forma de financiamento pela emissão de dívida.

This article presents a game-theoretic partisan model of voting and political bargaining. In a two-period setup, voters ¯rst elect an executive incumbent and the legislators from a pool of candidates belonging to di®erent parties. Once elected, the executive and the legislature bargain over a budget. Party origin and a relevant parameter of the economy, the state of the world, in°uence the bargaining cost, such that political gridlocks may occur. At the end of the ¯rst period voters observe the outcome of bargaining but do not observe the true estate of the world, and decide whether or not to reelect the same parties for the Executive and the Legislature. The model con¯rms the very recent literature by showing that voters tend to have more °exible reelection criteria when they believe the true state of the world is likely to be unfavorable. On the other hand, when voters believe the true state of the world is likely to be favorable, they become more demanding in order to reelect the incumbents. In particular, there will be government shutdown with positive probability in equilibrium. Gridlocks occur due to the imperfect information of voters and they constitute indeed an information revelation mechanism that improves electoral control in the second period.

We examine the differential pricing of equity classes between voting and non-voting shares in Brazilian listed companies with particular emphasis on privatized companies, and we discuss the role of majority control, liquidity, and governance issues that may influence these differentials over time. We include a brief discussion on the Brazilian corporate law system, its impact on controlling and minority shareholders, and the characteristics of the Brazilian privatization process, before proceeding to the econometric analysis. We find empirical evidence to support that liquidity is a major component for determining this differential pricing over time. Other variables, such as the ratio of non-voting equity to total equity, type of majority control, and changes in regulation signal the high level of agency costs between majority controllers and minority shareholders in explaining the differential pricing of equity classes.

The main objective of the study about the citizenship development in elderly attended by the Conviver Program of the City Hall of Campina Grande in Paraiba, Brazil was to evaluate how the actions of the Program contribute for the citizenship practice according to the users. The Citizenship analyzed is the existence of political, civil and social rights according to Marshall. For that it was utilized a descriptive research and a study of case based on technical procedure. The research was settled by the people who are benefited by the Conviver Program of the Snow Hair Group and the sample was formed by the active participants that it is in the Group for over ten years, corresponding to a total of ten elderly. For the data collection was utilized basic questionnaire in function of the low schooling of the interviewed, according to Marshall (2002) theory about the citizenship construction from each person. It was utilized the methodological procedure proposed by Bardin (2006), categorical analysis, in the qualitative data analysis, that was divided in four parts. In relation to Political Rights, noted that the program has stimulated your Watched on the exercise of voting and being voted. On the Civil Rights was observed that the Program has given incentive to actions which provide the users the justice rights in and in occupational activities as a job. In relation to Social Rights it was observed that the Conviver Program has contributed in order that its users can lead their lives according to the standards imposed by the society, which have being failed in the education area. As for the type of citizenship it was verified that the Program has given incentive to the served users, becoming more evidence on the speech basis

The main goal of this work is to investigate the suitability of applying cluster ensemble techniques (ensembles or committees) to gene expression data. More specifically, we will develop experiments with three diferent cluster ensembles methods, which have been used in many works in literature: coassociation matrix, relabeling and voting, and ensembles based on graph partitioning. The inputs for these methods will be the partitions generated by three clustering algorithms, representing diferent paradigms: kmeans, ExpectationMaximization (EM), and hierarchical method with average linkage. These algorithms have been widely applied to gene expression data. In general, the results obtained with our experiments indicate that the cluster ensemble methods present a better performance when compared to the individual techniques. This happens mainly for the heterogeneous ensembles, that is, ensembles built with base partitions generated with diferent clustering algorithms

This paper analyzes the opinions of legislators members of parliamentaries elites of Legislative Assemblies of the States of São Paulo, Paraná and Santa Catarina on democracy. The opinions of legislators paulistas were collected using a questionnaire selfadministered and structured, while the opinions of legislators paranaenses and catarinenses were collected with the surveys “As elites administrativas, parlamentares e partidárias do Paraná, 1995-2006” and “Elites políticas e a democracia: os valores políticos dos parlamentares catarinenses da 16º Legislatura, 2007”. The results were: i) democracy is stable, ii) it is superior to any other type of regime, iii) is supported by some social policies and the use of voting and iv) democracy has support of various ideological currents.
