Sustainable development is now widely held as a transcendental ideal of town and country planning, yet the way in which it is taught in planning schools remains problematic. This arises from a range of factors, including the all-persuasive nature of sustainability and the lack of solid examples of success through implementation. The issue of how best to promote learning for sustainable development in planning has arguably intensified in the last two years in the case of the Royal Town Planning Institute- sponsored ‘fast track’ one-year Masters, which has reduced the opportunities for students to engage in wider (and perhaps even deeper) concepts, including that of sustainable development. This paper explores this through discussion of a specific project developed at Queen’s University Belfast, facilitated by a grant from the UK Higher Education Academy. Working with a local community, this entailed a group of students working on their Masters thesis collectively addressing issues of sustainable regeneration in a small Irish market town. The design of the project draws heavily on the concepts of enquiry based learning, experiential learning and action competence, whichare seen as being central to improving education for sustainable development (ESD). The paper explores the benefits of such an approach and discusses the ways in which this experience can help enhance student’s experience of ESD.

Urban regeneration in the Republic of Ireland takes place in the context of the rapid, ‘Celtic Tiger’ economic growth of the 1990s. The boom transformed Irish society and led to greater affluence for many people, along with continuing and arguably worsening inequality for those excluded from its opportunities. In particular, Ireland’s small social rented sector has become the focus of the country’s most concentrated poverty and social exclusion. The Ballymun regeneration programme in North Dublin aims to facilitate physical, social and economic change in order to integrate the area more closely with the
more affluent surrounding suburbs. This article reviews the issues involved in restructuring such a large area of social exclusion within a rapidly changing European capital city, using a framework that disaggregates the concept of integration into three elements: market, citizenship and reciprocity. With just over half the physical refurbishment complete, progress has been made but some fundamental issues remain. The article concludes that although substantial advancement has been made with physical regeneration, progress with wider economic and social integration has been uneven and in some cases flawed.

This paper evaluates skills for managing ethno-religious diversity in the context of regeneration, spatial planning and the pursuit of sustainable communities. It draws on experiences in Northern Ireland to explore the type and range of skills required in a society emerging from prolonged conflict and residential segregation. The paper concludes by highlighting the need for a more direct political engagement with agnostic practice that challenges the technical reductionism implied in generic skills frameworks. Here, the implications for practice outside the region are identified.

The Regional Cultural Centre in Letterkenny is a new 2000sqm arts center containing theatre, galleries, workshops and ancillary offices. The site is set back from the street, on high ground with good views. The form and envelope of the building was derived from geometrically connecting the site with the town’s two other main public buildings, the Cathedral (1901) and new Civic Offices (2002, also designed by MacGabhann Architects). This geometrical connection or vectors informed the geometry and shape of the building. This urban matrix of geometrically connecting three corner stones of society, namely the ecclesiastical headquarters, the administrative head quarters and the art centre helps to improve the town planning and urban design of the disparate and chaotic development that Letterkenny has become.
The large cantilever, which houses a 300sqm gallery, is aligned towards the Civic Offices, marks the entrance, and signifies a change of direction of the pedestrian route past the building, like a modern day obelisk.
The circulation routes and stairs internally provide views towards the civic offices and cathedral, thus reinforcing the connection between the three buildings and helps visitors make some sense of Letterkenny as an urban center. The main stairs and vertical circulation are contained behind the large glazed foyer, which is framed to be viewed externally like a proscenium stage, with visitors to the building passively acting their routes through the building.

The paper examines the imposition of western ideals of urbanism within colonial Cairo between1882-1952. It looks at the ideologies of capitalism, state control, and utopian idealism, which were vital tools to create modern built environments in the city. The argument is that principles of Western urbanism were at work and deeply influenced the institutional and professional practices of the Egyptian planners, who were mostly educated in Europe; however the outcomes revealed a major shift towards more inflexible solutions described as more open to compromise with the existing conditions. The paper analyses the case of a re-planning scheme drafted in the 1920s by the first Egyptian director of the Ministry of Town Planning under the British occupation. The scheme represented the superimposition of a western-style neighbourhood model on a historically rooted traditional quarter in Cairo. The paper largely relies on original archival materials, maps, documents and accounts to support the historical narrative of urban planning in Cairo. It reports that westernization approaches for planning Cairo were introduced to offer a new imagery representation, which remained central to the development of planning practices in postcolonial Egypt through different practical applications.

This paper draws upon an analysis of regional spatial planning to highlight the centrality of ethics in praxis. In this context political liberalism is particularly helpful in developing a deeper understanding of the activities of those engaged in planning decision making. At the most basic level it demonstrates the importance of not only using shared liberal values as the foundation for public discourses but also achieving consensus through the development of an inclusive evidence base, derived from both lay and professional knowledge. Specifically, political liberalism provides a practical critique, enabling judgments to be made on problems which pervade operational planning practice and an evaluation to be conducted of the dynamic between and actions of participants.

L’articulation de l’urbanisme et des transports s’est imposée comme une question centrale dans la sphère des planifications à incidences spatiales. Le développement durable comme concept cadre a mis en relief cette problématique dont les enjeux décident de la qualité de vie urbaine au quotidien. Les objectifs de cette articulation coïncident avec la maitrise de l’étalement urbain et le report modale de la voiture vers le transport collectif. Pour atteindre ces objectifs, la cohérence des planifications respectives et de leur mise en œuvre doit être assurée. Ce qui appelle à remplir des conditions technico-politiques et organisationnelles. L’agglomération d’Alger présente dans ce cadre, un cas d’étude idéal pour l’évaluation du degré d’articulation urbanisme-transports de par les caractéristiques de son développement urbanistique et infrastructurel de transport collectif.

Cette thèse questionne l’apport de la conservation du patrimoine urbain à l’urbanisme. Il y est avancé que l’association entre la conservation du patrimoine urbain et l'urbanisme, dans leur cadre conceptuel actuel, plutôt que d’être le catalyseur du renouvellement de l’urbanisme, a perpétué une appréhension fragmentée et une atomisation de l'établissement, consacrant ainsi le paradigme fonctionnaliste, qui conditionne encore largement les pratiques urbanistiques contemporaines, au Québec notamment. En effet, bien que depuis les années 1960 la conservation du patrimoine soit présentée comme le fil rouge dans le redéploiement de la compétence d’édifier, plusieurs études soulignent les résultats mitigés de nombreuses expériences de conservation ainsi qu’une contribution limitée relativement à la formulation des projets urbains. Plus particulièrement, malgré la reconnaissance de l’intérêt de la patrimonialisation et de la fécondité potentielle de l’idée de patrimoine en général, l’urbanisme n’est pas parvenu à en définir les termes de la contribution, tant au plan conceptuel que processuel, en regard de sa propre projectualité. De ce fait, il ne réussit pas à affranchir la réflexion patrimoniale du registre de la conservation afin de se l’approprier véritablement. Cette thèse explique les causes de cette incapacité à partir d’une analyse des conditions de l’appropriation de la notion de patrimoine urbain mises de l’avant par l’approche giovannonienne. Celle-ci, fondamentalement urbanistique, propose une conception du patrimoine urbain qui s’émancipe du monument historique et du registre de la conservation. Indissociable d’une projectualité urbanistique, l’intérêt pour le patrimoine urbain de Giovannoni relève d’une reconnaissance du déjà là qui fonde des modalités de prises en charge de l’existant. Celles-ci posent les bases d’un renouvellement de la manière de penser l’urbanisme. La notion giovannonienne de patrimoine urbain, qui réfère à l’ensemble urbain patrimonial, devient l’élément de base d’une analyse morphologique urbanistique qui permet de conceptualiser l’agglomération contemporaine comme ensemble marqué par les ruptures et les discontinuités. Prenant appui sur une démarche dialogique, l’approche giovannonienne relève d’une mise en tension des singularités et d’une appréhension conjointe des différentes registres, ceux des formes et des forces, de l’existant et du souhaité, du penser et du faire. Giovannoni dépasse ainsi l’opposition entre continuité et rupture portée par les pratiques afin de penser l’articulation du nouveau à l’ancien. La confrontation de l’approche giovannonienne aux différentes perspectives qui ont marqué l’urbanisme moderne, montre que ces modalités de prise en charge de l’existant sont conditionnelles à l’accomplissement des promesses de la considération du patrimoine urbain. Autrement, l’association de la conservation du patrimoine urbain et de l’urbanisme culmine dans une double assimilation : l’assimilation du patrimoine urbain au monument historique d’architecture conduit à confondre projet d’urbanisme et projet de conservation.

La planificación urbana en la consolidación de las ciudades ha venido adquiriendo una gran importancia para el desarrollo urbano, a través de instrumentos de gestión urbana. Dentro de esta investigación se analiza las operaciones estratégicas como un instrumento de gestión que ha tenido cambios en su objetivo, alcance e implementación para poder transformar y mejorar a través de intervenciones urbanas los temas físicos, económicos, sociales y culturales dentro de los territorios. A partir de lo anterior, se identificaron cinco elementos que han limitado la implementación de las operaciones estratégicas que son, una visión a largo plazo, la falta de una gerencia especifica, voluntad política, continuidad y la coordinación y comunicación interinstitucional.

En su célebre Nueva Corónica y Buen Gobierno, Felipe Guaman Poma de Ayala dejó estampada una visión propia del urbanismo colonial. El autor de este estudio realiza un análisis tanto del texto escrito como de los dibujos que el cronista indígena compuso, con el fin de mostrar que ellos traducen una compleja y rica combinación de descripción de la red urbana realmente existente a inicios del siglo XVII, con una serie de ideales de ordenamiento espacial, urbanístico y geográfico, propio de los imaginarios andinos. Así, el orden de las calles y plazas en damero, con la iglesia en el centro, se combina con la afirmación de jerarquías de la red de lugares centrales del mundo prehispánico.

Over the last decade issues related to the financial viability of development have become increasingly important to the English planning system. As part of a wider shift towards the compartmentalisation of planning tasks, expert consultants are required to quantify, in an attempt to rationalise, planning decisions in terms of economic ‘viability’. Often with a particular focus on planning obligations, the results of development viability modelling have emerged as a key part of the evidence base used in site-specific negotiations and in planning policy formation. Focussing on the role of clients and other stakeholders, this paper investigates how development viability is tested in practice. It draws together literature on the role of calculative practices in policy formation, client feedback and influence in real estate appraisals and stakeholder engagement and consultation in the planning literature to critically evaluate the role of clients and other interest groups in influencing the production and use of development viability appraisal models. The paper draws upon semi-structured interviews with the main producers of development viability appraisals to conclude that, whilst appraisals have the potential to be biased by client and stakeholder interests, there are important controlling influences on potential opportunistic behaviour. One such control is local authorities’ weak understanding of development viability appraisal techniques which limits their capacity to question the outputs of appraisal models. However, this also is of concern given that viability is now a central feature of the town planning system.

Este trabalho aborda o tema da participação social em projetos urbanísticos, pois entende-se que é através da participação da sociedade civil na elaboração das políticas urbanas que se alcançará a efetiva gestão democrática das cidades. Diante disso, este trabalho realiza um estudo sobre a participação social dos moradores das áreas Jaderlândia e Maguariaçú no Projeto “Sanear Ananindeua”, objetivando identificar em que medida a participação social está sendo contemplada no referido projeto e se a Caixa Econômica Federal (CAIXA) como operadora desse projeto fomenta de fato uma participação que esteja em consonância com o modelo de gestão democrática das cidades, sendo que o recorte temporal da pesquisa foi do ano de 2006 ao ano de 2010. A participação social é o tema central desse estudo devido o projeto em foco estar recebendo recursos do Programa de Aceleração do Crescimento (PAC) e porque atualmente a participação social em projetos urbanísticos é uma exigência do Ministério das Cidades (MCIDADES). Para atingir os objetivos propostos priorizou-se a pesquisa qualitativa, bem como as modalidades de pesquisa: bibliográfica, documental e de campo. Como resultado identificou-se que a gestão municipal de Ananindeua está distante de ser caracterizada como uma gestão democrática, na medida em que não garante uma participação real dos beneficiários no projeto, mas apenas uma participação simbólica, onde os usuários têm influência mínima nas decisões e nas operações do projeto, no entanto são mantidos na ilusão de que exercem o poder.
