Lipsky’s seminal concept of street-level bureaucrats (SLBs) focuses on their role as public servants. However, in the course of new modes of governance, private actors have gained an additional role as implementation agents. We explore the logic of private SLBs during the implementation of the Swiss Ordinance on Veterinary Medicinal Products (OVMP) where veterinarians are simultaneously implementing agents, policy addressees, and professionals with economic interests. We argue that, because of contradictory reference systems, it is problematic for the output performance if an actor is simultaneously the target group of a policy and its implementing agent.

Displacements of the Earth’s surface caused by tidal and non-tidal loading forces are relevant in high-precision space geodesy. Some of the corrections are recommended by the international scientific community to be applied at the observation level, e.g., ocean tidal loading (OTL) and atmospheric tidal loading (ATL). Non-tidal displacement corrections are in general recommended not to be applied in the products of the International Earth Rotation and Reference Systems Service, in particular atmospheric non-tidal loading (ANTL), oceanic and hydrological non-tidal corrections. We assess and compare the impact of OTL, ATL and ANTL on SLR-derived parameters by reprocessing 12 years of SLR data considering and ignoring individual corrections. We show that loading displacements have an influence not only on station long-term stability, but also on geocenter coordinates, Earth Rotation Parameters, and satellite orbits. Applying the loading corrections reduces the amplitudes of annual signals in the time series of geocenter and station coordinates. The general improvement of the SLR station 3D coordinate repeatability when applying OTL, ATL and ANTL corrections are 19.5 %, 0.2 % and 3.3 % respectively, w.r.t. the solutions without loading corrections. ANTL corrections play a crucial role in the combination of optical (SLR) and microwave (GNSS, VLBI, DORIS) space geodetic observation techniques, because of the so-called Blue-Sky effect: SLR measurements can be carried out only under cloudless sky conditions—typically during high air pressure conditions, when the Earth’s crust is deformed, whereas microwave observations are weather-independent. Thus, applying the loading corrections at the observation level improves SLR-derived products as well as the consistency with microwave-based results. We assess the Blue-Sky effect on SLR stations and the consistency improvement between GNSS and SLR solutions when ANTL corrections are included. The omission of ANTL corrections may lead to inconsistencies between SLR and GNSS solutions of up to 2.5 mm for inland stations. As a result, the estimated GNSS–SLR coordinate differences correspond better to the local ties at the co-located stations when applying ANTL corrections.

The proposed paper will present first results of a research project investigating how nursing homes in Switzerland deal with migrant elders who are in intensive need of care. Focusing on the end-of-life in institutional care settings, the intention is to explore the dimensions of ‘doing death’ in Swiss nursing homes when the elderly involved are of migrant background. The focus is laid on the co-construction of end of life in interactions between residents of migrant background and professional carers involved (often of migrant background themselves), and will thereby focus on processes of ‘doing diversity’ while ‘doing death’. To do so, we chose an ethnographic approach focusing on the participant observation of everyday practices of ‘doing death’ and ‘death work’ and on interviewing staff, residents and their relatives. Caring for ageing migrants at the end of their lives is studied in different types of assisted living at the end of life: The field of research was entered by studying a group specific department for residents of so-called ‘Mediterranean’ background. It was contrasted by a department stressing the individuality of each resident but including a considerable number of residents with migrant background. We are interested in how (and if at all) specific forms of ‘doing community’ within different types of departments may also lead to specific ways of ‘doing death’, which aim at a stronger embeddedness of dying trajectories in social relations of reciprocity and exchange. Furthermore, migrant ‘doing death’ is expected to be particularly negotiable since the potential diversities of symbolic reference systems and daily practices are widened. If the respective resident is limited in his/her capacities to play an active part in negotiating about ‘good care’ and ‘good dying’ – either due to language competences, which would be migrant specific, or due to degenerative diseases, which is not migrant specific – the field of negotiations will be left up to the professionals within the organization (and to the relatives, which are, however, not constantly present). Strategies of stereotyping the ‘other’ as well as driving nurses, caring aides and other professionals of migrant background into roles of ‘cultural experts’ or ‘transcultural translators’ are expected to be common in such situations. However, the task of negotiating what would be a ‘good dying’ and what measures are appropriate is always at stake in contemporary heterogeneous societies. Therefore we would argue that studying dying processes involving migrant residents is looking at paradigmatic manifestations of doing death in recent contexts of reflexive modernity.

Increasing commercial pressures on land are provoking fundamental and far-reaching changes in the relationships between people and land. Much knowledge on land-oriented investments projects currently comes from the media. Although this provides a good starting point, lack of transparency and rapidly changing contexts mean that this is often unreliable. The International Land Coalition, in partnership with Oxfam Novib, Centre de coopération internationale en recherche agronomique pour le développement (CIRAD), University of Pretoria, Centre for Development and Environment of the University of Bern (CDE), and GIZ, started to compile an inventory of land-related investments. This project aims to better understand the extent, trends and impacts of land-related investments by supporting an ongoing and systematic stocktaking exercise of the various investment projects currently taking place worldwide. It involves a large number of organizations and individuals working in areas where land transactions are being made, and able to provide details of such investments. The project monitors land transactions in rural areas that imply a transformation of land use rights from communities and smallholders to commercial use, and are made both by domestic and foreign investors (private actors, governments, government-back private investors). The focus is on investments for food or agrofuel production, timber extraction, carbon trading, mineral extraction, conservation and tourism. A novel way of using ITC to document land acquisitions in a spatially explicit way and by using an approach called “crowdsourcing” is being developed. This approach will allow actors to share information and knowledge directly and at any time on a public platform, where it will be scrutinized in terms of reliability and cross checked with other sources. Up to now, over 1200 deals have been recorded across 96 countries. Details of such transactions have been classified in a matrix and distributed to over 350 contacts worldwide for verification. The verified information has been geo-referenced and represented in two global maps. This is an open database enabling a continued monitoring exercise and the improvement of data accuracy. More information will be released over time. The opportunities arise from overcoming constraints by incomplete information by proposing a new way of collecting, enhancing and sharing information and knowledge in a more democratic and transparent manner. The intention is to develop interactive knowledge platform where any interested person can share and access information on land deals, their link to involved stakeholders, and their embedding into a geographical context. By making use of new ICT technologies that are more and more in the reach of local stakeholders, as well as open access and web-based spatial information systems, it will become possible to create a dynamic database containing spatial explicit data. Feeding in data by a large number of stakeholders, increasingly also by means of new mobile ITC technologies, will open up new opportunities to analyse, monitor and assess highly dynamic trends of land acquisition and rural transformation.

Many attempts have already been made to detect exomoons around transiting exoplanets, but the first confirmed discovery is still pending. The experiences that have been gathered so far allow us to better optimize future space telescopes for this challenge already during the development phase. In this paper we focus on the forthcoming CHaraterising ExOPlanet Satellite (CHEOPS), describing an optimized decision algorithm with step-by-step evaluation, and calculating the number of required transits for an exomoon detection for various planet moon configurations that can be observable by CHEOPS. We explore the most efficient way for such an observation to minimize the cost in observing time. Our study is based on PTV observations (photocentric transit timing variation) in simulated CHEOPS data, but the recipe does not depend on the actual detection method, and it can be substituted with, e.g., the photodynamical method for later applications. Using the current state-of-the-art level simulation of CHEOPS data we analyzed transit observation sets for different star planet moon configurations and performed a bootstrap analysis to determine their detection statistics. We have found that the detection limit is around an Earth-sized moon. In the case of favorable spatial configurations, systems with at least a large moon and a Neptune-sized planet, an 80% detection chance requires at least 5-6 transit observations on average. There is also a nonzero chance in the case of smaller moons, but the detection statistics deteriorate rapidly, while the necessary transit measurements increase quickly. After the CoRoT and Kepler spacecrafts, CHEOPS will be the next dedicated space telescope that will observe exoplanetary transits and characterize systems with known Doppler-planets. Although it has a smaller aperture than Kepler (the ratio of the mirror diameters is about 1/3) and is mounted with a CCD that is similar to Kepler's, it will observe brighter stars and operate with larger sampling rate; therefore, the detection limit for an exomoon can be the same as or better, which will make CHEOPS a competitive instruments in the quest for exomoons.

Below are the results of the survey of the Iberian lynx obtained with camera-trapping between 2000 and 2007 in Sierra Morena. Two very important aspects of camera-trapping concerning its efficiency are also analyzed. The first is the evolution along years according to the camera-trapping type used of two efficiency indicators. The results obtained demonstrate that the most efficient lure is rabbit, though it is the less proven (92 trap-nights), followed by camera-trapping in the most frequent marking places (latrines). And, we propose as a novel the concept of use area as a spatial reference unit for the camera-trapping monitoring of non radio-marked animals is proposed, and its validity discussed.

In the present paper the influence of the reference system with regard to the characterization of the surface finishing is analyzed. The effect of the reference system’s choice on the most representative surface finishing parameters (e.g. roughness average Ra and root mean square values Rq) is studied. The study can also be applied to their equivalent parameters in waviness and primary profiles. Based on ISO and ASME standards, three different types of regression lines (central, mean and orthogonal) are theoretically and experimentally analyzed, identifying the validity and applicability fields of each one depending on profile’s geometry

Esta comunicación recibió la condición especial de ser destacada por el Comité Científico. A comienzos del siglo XX se empieza a implantar un novedoso medio de transporte en las grandes ciudades españolas: el metro. Aunque ya se había probado con éxito en otras ciudades europeas (Londres, Viena, París?), la expectación surgida en la capital era desmedida. En aquellos años Madrid se encontraba inmersa en un importante proceso de transformación que la convertiría décadas más tarde en una gran metrópoli. No obstante, en estos años de definición de su propia trama urbana la ciudad estaba colapsada por los tranvías y el creciente tráfico de automóviles. La Compañía Metropolitano Alfonso XIII, fundada por los ingenieros Miguel Otamendi, Antonio G. Echarte y Carlos Mendoza, consiguió materializar en un eficaz proyecto la idea de un nuevo tipo de transporte que discurría por debajo del nivel de calle. Este tipo de ferrocarril subterráneo planteó la aparición de unos nuevos parámetros espaciales que modificaron la percepción que los viajeros urbanos tenían de la metrópoli. Las bocas de metro se convirtieron enseguida en hitos en torno a los cuales se podían tomar referencias y orientarse en la trama urbana. La descontextualización del viaje respecto al entorno físico en el cual se produce ese desplazamiento direccional convirtió la experiencia de viajar a través del subsuelo en algo futurista para la época. Y con ello cambió la concepción de la ciudad, dejamos de percibirla en su totalidad para experimentarla de manera fragmentada por esos lapsos de tiempo que transcurren entre la entrada y la salida del metro. A través de los dibujos que Antonio Palacios Ramilo (Porriño 1874 ? Madrid 1945), arquitecto oficial de la Compañía, realizó para el diseño de las estaciones, vestíbulos y bocas de acceso podemos sentir la búsqueda constante de calidez y luminosidad como contraste frente a la imagen estereotipada fría y oscura de una caverna excavada bajo tierra. La introducción de la luz cenital en los vestíbulos, el recubrimiento de todas las superficies de tránsito con azulejos blancos que reflejan y multiplican la luz y el exquisito diseño de todos los detalles demuestran el interés del arquitecto por dignificar en todo momento estos nuevos espacios subterráneos, caracterizando con una identidad propia esta nueva tipología arquitectónica, y convirtiendo el viaje en metro en una experiencia sensorial innovadora. Abstract: n the early twentieth century Madrid was undergoing a major transformation that would make decades later in a large metropolis. However, in these years of defining its own urban grid the city was jammed with trams and the increasing car traffic. In 1919, the Com- pany Metropolitan Alfonso XIII, got into an effective project materialize the idea of a new type of transport that ran below the calle. Analizaremos experience as a paradigm shift in the trip meter without spatial reference. We will study the elements of this under- ground network and the relationships between them are generated: nodes , flows, transit spaces, waiting areas and up... And finally , will point to what extent the construction of this transport has influenced and modified the urban scene on the slope where the meter has become an element of our everyday life.

Entre los años 1965 y 1985, arquitectos españoles irrumpieron con una serie de aportaciones singulares que abrieron nuevas líneas de exploración más allá de los límites que marcaba la tradición. Se trata de un conjunto de prácticas arquitectónicas que podríamos calificar de “experimentales”3. El carácter aislado y disperso de estas manifestaciones4, ha contribuido a su desconocimiento y falta de difusión tanto dentro como fuera de nuestras fronteras. Hasta la fecha no se ha realizado una revisión del tema en su conjunto. Con este estudio se pretende analizar la producción arquitectónica experimental de este periodo en su globalidad, generar una estructura que permita incluir las distintas vías experimentales, de idear y proyectar arquitectura, que podemos encontrar dentro de nuestro territorio, inscribiéndolas en un contexto más amplio. Se han identificado cuatro nichos de experimentación en torno a los cuales se estructura la producción experimental española en el arco temporal definido: “sistemas de organización espacial”, “interacción con el medio ambiente”, “lógica constructiva e imaginación material” y “el campo expandido del lenguaje y el proceso proyectual”. La comprensión de estas manifestaciones, con una mirada global, es la que mejor puede contribuir a la construcción de un corpus propio, que sea reconocible por sus diferencias y especificidades. Se trata igualmente de un estudio comparado, que busca facilitar la inscripción de las prácticas experimentales españolas en el marco de la cultura internacional, no como una excepción encerrada en su particularismo, ni como una derivación inmediata de tendencias externas, sino como una realidad donde apoyar una historia que entrelaza lo local y lo internacional. En definitiva, con esta investigación se pretende recuperar un fragmento reciente de la arquitectura en España, en un periodo clave, en el que comienza a abrirse al intercambio de teorías y prácticas, con el resto de Europa y América. Incluyendo voces paralelas al discurso central, que habían sido desplazadas durante el proceso de construcción del mismo, se quiere participar en la transmisión de un legado completo de nuestra cultura y práctica arquitectónica. ABSTRACT Between the years 1965 and 1985, Spanish architects burst in with unique contributions that could be described as "experimental"1. The isolated and dispersed nature of these occurrences2 has contributed to the oversight and lack of dissemination of the Spanish experimental architecture both within and beyond our borders. To date, there has been no review of the topic in its entirety. This study tries to examine the experimental architectural production of this period as a whole, generating a structure that allows for the inclusion of different experimental ways of envisioning and projecting architecture within our territory, registering them in a wider context. Four niches of experimentation have been identified around which the Spanish experimental production in the time span defined: "spatial organisation systems," "interaction with the environment", "constructive logic and equipment imagination" and” expanded field of language and the design process. " Understanding these manifestations, with a global perspective, can best contribute to the construction of our own corpus, which is recognisable by their differences and specificities. At the same time, it is a comparative study that seeks to facilitate the registration of the Spanish experimental practices within the framework of international culture, not as an exception enclosed in its particularity, not as an immediate derivation of external trends, but as a reality to support a story that weaves together the local and the international. In short, it deals with recovering a recent fragment of architecture, in a key period in which Spain begins to open to the exchange of cultural and architectural theories and practices with the rest of Europe and America. Including parallel voices to the central discourse, which until recently had been displaced during the construction processes of that same discourse, this research wants to participate in the transmission of a complete legacy of the history of our culture and architectural practice.

Grafts of favorable axonal growth substrates were combined with transient nerve growth factor (NGF) infusions to promote morphological and functional recovery in the adult rat brain after lesions of the septohippocampal projection. Long-term septal cholinergic neuronal rescue and partial hippocampal reinnervation were achieved, resulting in partial functional recovery on a simple task assessing habituation but not on a more complex task assessing spatial reference memory. Control animals that received transient NGF infusions without axonal-growth-promoting grafts lacked behavioral recovery but also showed long-term septal neuronal rescue. These findings indicate that (i) partial recovery from central nervous system injury can be induced by both preventing host neuronal loss and promoting host axonal regrowth and (ii) long-term neuronal loss can be prevented with transient NGF infusions.

The Free Core Nutation (FCN) is a free mode of the Earth's rotation caused by the different material characteristics of the Earth's core and mantle. This causes the rotational axes of those layers to slightly diverge from each other, resulting in a wobble of the Earth's rotation axis comparable to nutations. In this paper we focus on estimating empirical FCN models using the observed nutations derived from the VLBI sessions between 1993 and 2013. Assuming a fixed value for the oscillation period, the time-variable amplitudes and phases are estimated by means of multiple sliding window analyses. The effects of using different a priori Earth Rotation Parameters (ERP) in the derivation of models are also addressed. The optimal choice of the fundamental parameters of the model, namely the window width and step-size of its shift, is searched by performing a thorough experimental analysis using real data. The former analyses lead to the derivation of a model with a temporal resolution higher than the one used in the models currently available, with a sliding window reduced to 400 days and a day-by-day shift. It is shown that this new model increases the accuracy of the modeling of the observed Earth's rotation. Besides, empirical models determined from USNO Finals as a priori ERP present a slightly lower Weighted Root Mean Square (WRMS) of residuals than IERS 08 C04 along the whole period of VLBI observations, according to our computations. The model is also validated through comparisons with other recognized models. The level of agreement among them is satisfactory. Let us remark that our estimates give rise to the lowest residuals and seem to reproduce the FCN signal in more detail.

In spite of domestic and international political changes, French and German foreign policies have displayed high degrees of continuity between the late 1950s and the mid-1990s. Over the same time period, the directions of the two states’ foreign policies have also continued to differ from each other. Why do states similar in many respects often part ways in what they want and do? This article argues that the French and German national role conceptions (NRCs) account for both of these continuities. NRCs are domestically shared understandings regarding the proper role and purpose of one’s own state as a social collectivity in the international arena. As internal reference systems, they affect national interests and foreign policies. This article reestablishes the NRC concept, empirically codes it for France and Germany for the time period under consideration, and demonstrates comparatively how different NRCs lead to varying interests and policies across the major policy areas in security, defense, and armament.

Dynamic spatial analysis addresses computational aspects of space–time processing. This paper describes the development of a spatial analysis tool and modelling framework that together offer a solution for simulating landscape processes. A better approach to integrating landscape spatial analysis with Geographical Information Systems is advocated in this paper. Enhancements include special spatial operators and map algebra language constructs to handle dispersal and advective flows over landscape surfaces. These functional components to landscape modelling are developed in a modular way and are linked together in a modelling framework that performs dynamic simulation. The concepts and modelling framework are demonstrated using a hydrological modelling example. The approach provides a modelling environment for scientists and land resource managers to write and to visualize spatial process models with ease.

Multiresolution Triangular Mesh (MTM) models are widely used to improve the performance of large terrain visualization by replacing the original model with a simplified one. MTM models, which consist of both original and simplified data, are commonly stored in spatial database systems due to their size. The relatively slow access speed of disks makes data retrieval the bottleneck of such terrain visualization systems. Existing spatial access methods proposed to address this problem rely on main-memory MTM models, which leads to significant overhead during query processing. In this paper, we approach the problem from a new perspective and propose a novel MTM called direct mesh that is designed specifically for secondary storage. It supports available indexing methods natively and requires no modification to MTM structure. Experiment results, which are based on two real-world data sets, show an average performance improvement of 5-10 times over the existing methods.

In the absence of an external frame of reference-i.e., in background independent theories such as general relativity-physical degrees of freedom must describe relations between systems. Using a simple model, we investigate how such a relational quantum theory naturally arises by promoting reference systems to the status of dynamical entities. Our goal is twofold. First, we demonstrate using elementary quantum theory how any quantum mechanical experiment admits a purely relational description at a fundamental. Second, we describe how the original non-relational theory approximately emerges from the fully relational theory when reference systems become semi-classical. Our technique is motivated by a Bayesian approach to quantum mechanics, and relies on the noiseless subsystem method of quantum information science used to protect quantum states against undesired noise. The relational theory naturally predicts a fundamental decoherence mechanism, so an arrow of time emerges from a time-symmetric theory. Moreover, our model circumvents the problem of the collapse of the wave packet as the probability interpretation is only ever applied to diagonal density operators. Finally, the physical states of the relational theory can be described in terms of spin networks introduced by Penrose as a combinatorial description of geometry, and widely studied in the loop formulation of quantum gravity. Thus, our simple bottom-up approach (starting from the semiclassical limit to derive the fully relational quantum theory) may offer interesting insights on the low energy limit of quantum gravity.
