The following series of fishery publications produced in calendar years 1980-85 by the Scientific Publications OffIce of the National Marine Fisheries Service (NMFS), National Oceanic and Atmospheric Administration (NOAA), are listed numerically and indexed by author and subject: Circular, Fishery BuUetin, Marine Fisheries Review, Special Scientific Report-Fisheries, and Technical Report NMFS. Also included is an alphanumeric listing of the NOAA Technical Memorandum NMFS series published in calendar years 1972-85 by NMFS regional offices and fisheries centers. Washington depends on a healthy coastal and marine ecosystem to maintain a thriving economy and vibrant communities. These ecosystems support critical habitats for wildlife and a growing number of often competing ocean activities, such as fishing, transportation, aquaculture, recreation, and energy production. Planners, policy makers and resource managers are being challenged to sustainably balance ocean uses, and environmental conservation in a finite space and with limited information. This balancing act can be supported by spatial planning. Marine spatial planning (MSP) is a planning process that enables integrated, forward looking, and consistent decision making on the human uses of the oceans and coasts. It can improve marine resource management by planning for human uses in locations that reduce conflict, increase certainty, and support a balance among social, economic, and ecological benefits we receive from ocean resources. In March 2010, the Washington state legislature enacted a marine spatial planning law (RCW §43.372) to address resource use conflicts in Washington waters. In 2011, a report to the legislature and a workshop on human use data provided guidance for the marine spatial planning process. The report outlines a set of recommendations for the State to effectively undertake marine spatial planning and this work plan will support some of these recommendations, such as: federal integration, regional coordination, developing mechanisms to integrate scientific and technical expertise, developing data standards, and accessing and sharing spatial data. In 2012 the Governor amended the existing law to focus funding on mapping and ecosystem assessments for Washington’s Pacific coast and the legislature provided $2.1 million in funds to begin marine spatial planning off Washington’s coast. The funds are appropriated through the Washington Department of Natural Resources Marine Resources Stewardship Account with coordination among the State Ocean Caucus, the four Coastal Treaty Tribes, four coastal Marine Resource Committees and the newly formed stakeholder body, the Washington Coastal Marine Advisory Council.

Este documento describe el desarrollo de la educación técnica en Inglaterra, Alemania y Francia durante el siglo XIX, contrastando sus similaridades y diferencias. También analiza el papel del Estado en la provisión de educación técnica en estos países. El artículo sugiere que el alto estándar científico y técnico en la enseñanza, contribuyó significativamente para que el país se convirtiera en una potencia económica. Por ejemplo, la creciente superioridad técnica de los alemanes sobre los británicos en actividades como producción química, tinturas, hierro y acero, ha sido atribuida al hecho de que los británicos persistieron en el uso de métodos empíricos que representaban una barrera para alcanzar mejoras y adaptación, mientras que los alemanes desarrollaron un sistema de educación universitario y politécnico con fuertes lazos industriales que le permitían convertirse en la potencia industrial mas grande de Europa al inicio del Siglo XX.

OBJETIVO: Traçar o perfil das publicações científicas de fase I e procurar saber se a publicação oferece dados da fase pré-clínica com ênfase nos aspectos bioéticos. MÉTODOS: Foram analisados 61 artigos científicos publicados no ano de 2007, que relatam pesquisas envolvendo seres humanos com novos fármacos, medicamentos ou vacinas em fase I. Foi elaborado um roteiro para coleta de dados, com o qual fosse possível analisar e avaliar os artigos científicos. O roteiro contempla itens referentes à fase pré-clínica (associados à fase clínica) e itens referentes às características da amostra. RESULTADOS: Nos artigos analisados, a maioria das pesquisas foi realizada nos EUA. Devido ao grande número de publicações destinadas às doenças oncológicas a maioria delas foi realizada com voluntários doentes. Quanto às informações sobre a fase pré-clínica presente nas publicações de fase I observamos que são pobres ou inexistentes. Mesmo que os autores julguem a pesquisa fase I como promissora e sugiram estudos futuros de fase II, ao leitor não é possível este mesmo julgamento pela escassez de informações da fase pré-clínica. CONCLUSÃO: O perfil das publicações levanta dados que merecem reflexão e análise para melhor avaliação do que está ocorrendo com as publicações de fase I.

In 1996 the Brazilian Institute for the Environment (IBAMA) officially adopted a variation of the multiorgan initiation-promotion DMBDD bioassay as a valid source of evidence of the carcinogenic potential of pesticides. The protocol adopted by IBAMA was a modification of the one originally proposed by researchers led by Nobuyuki Ito, from the Nagoya City University Medical School. Among the modifications established in the Brazilian protocol were the use of both sexes of the outbreed Wistar strain of rats and two positive control test chemicals. The adoption of the modified DMBDD protocol was instrumental during the last decade for qualifying technical people and to spread knowledge on chemical carcinogenesis in Brazil.

In recent years interactive media and tools, like scientific simulations and simulation environments or dynamic data visualizations, became established methods in the neural and cognitive sciences. Hence, university teachers of neural and cognitive sciences are faced with the challenge to integrate these media into the neuroscientific curriculum. Especially simulations and dynamic visualizations offer great opportunities for teachers and learners, since they are both illustrative and explorable. However, simulations bear instructional problems: they are abstract, demand some computer skills and conceptual knowledge about what simulations intend to explain. By following two central questions this article provides an overview on possible approaches to be applied in neuroscience education and opens perspectives for their curricular integration: (i) How can complex scientific media be transformed for educational use in an efficient and (for students on all levels) comprehensible manner and (ii) by what technical infrastructure can this transformation be supported? Exemplified by educational simulations for the neurosciences and their application in courses, answers to these questions are proposed a) by introducing a specific educational simulation approach for the neurosciences b) by introducing an e-learning environment for simulations, and c) by providing examples of curricular integration on different levels which might help academic teachers to integrate newly created or existing interactive educational resources in their courses.

A Kuhnian approach to research assessment requires us to consider that the important scientific breakthroughs that drive scientific progress are infrequent and that the progress of science does not depend on normal research. Consequently, indicators of research performance based on the total number of papers do not accurately measure scientific progress. Similarly, those universities with the best reputations in terms of scientific progress differ widely from other universities in terms of the scale of investments made in research and in the higher concentrations of outstanding scientists present, but less so in terms of the total number of papers or citations. This study argues that indicators for the 1% high-citation tail of the citation distribution reveal the contribution of universities to the progress of science and provide quantifiable justification for the large investments in research made by elite research universities. In this tail, which follows a power low, the number of the less frequent and highly cited important breakthroughs can be predicted from the frequencies of papers in the upper part of the tail. This study quantifies the false impression of excellence produced by multinational papers, and by other types of papers that do not contribute to the progress of science. Many of these papers are concentrated in and dominate lists of highly cited papers, especially in lower-ranked universities. The h-index obscures the differences between higher- and lower-ranked universities because the proportion of h-core papers in the 1% high-citation tail is not proportional to the value of the h-index.

The definition of technical specifications and the corresponding laboratory procedures are necessary steps in order to assure the quality of the devices prior to be installed in Solar Home Systems (SHS). To clarify and unify criteria a European project supported the development of the Universal Technical Standard for Solar Home Systems (UTSfSHS). Its principles were to generate simple and affordable technical requirements to be optimized in order to facilitate the implementation of tests with basic and simple laboratory tools even on the same SHS electrification program countries. These requirements cover the main aspects of this type of installations and its lighting chapter was developed based on the most used technology at that time: fluorescent tubes and CFLs. However, with the consolidation of the new LED solid state lighting devices, particular attention is being given to this matter and new procedures are required. In this work we develop a complete set of technical specifications and test procedures that have been designed within the frame of the UTSfSHS, based on an intense review of the scientific and technical publications related to LED lighting and their practical application. They apply to lamp reliability, performance and safety under normal, extreme and abnormal operating conditions as a simple but complete quality meter tool for any LED bulb.

According to cognitive linguistics, language has an experiential origin based on perception, sensory motor activities and our knowledge of the world. Our thought operates by establishing similarities, links and associations that enable us to talk about one thing in terms of another as shown in the example of love as a journey (Lakoff and Johnson, 1980). Metaphor and metonymy are conceptual and linguistic tools that make possible most of these cognitive operations. Since metaphor is an essential element of human communication, the discourse of specialised disciplines includes metaphorical mappings and numerous examples of metaphorical expressions, for example in economics, where business is mapped in terms of war (White, 2004; Herrera & White, 2000), electrotechnics with electrical components understood as couples (Roldán- Riejos in preparation) or in civil engineering where a bridge is conceptualized as a person (Roldán-Riejos, 2013). In this paper, the metaphors: WORKING WITH METALS IS COOKING/ TRABAJAR CON METALES ES COCINAR and METALS ARE CULINARY OBJECTS/ LOS METALES SON OBJETOS CULINARIOS are explored. The main aim is to show that the cooking metaphor is widely spread in the metallurgical domain in English and Spanish, although with different nuances in each language due to socio-cultural factors. The method adopted consists of analysing examples taken from the: Bilingual Dictionary of Scientific and Technical Metaphors and Metonymies Spanish- English/English-Spanish, a forthcoming and rigorously documented bilingual dictionary that sums up research on conceptual, linguistic and visual metaphor and metonymy in different areas of engineering (Roldán-Riejos and Molina, 2013). The present paper studies in detail English and Spanish cross-linguistic correspondences related to types of metals and processes. It is suggested that they reflect synesthetic metaphoric mappings. The exploitation of cognitive conceptual metaphor in the ESP classroom is lastly recommended.
