This work aims at developing an evaluation of the implementation of the Program Escola Ativa as a public policy for rural schools with combined grade classrooms in Jardim do Seridó RN (1998 2009) focusing on the following dimensions: school s physical environment, training, follow up, and didactic usage of the methodology. In order to develop this research we refer to the literature that analyzes the cycle of policies (FREY, 2000). In this approach, evaluation represents an important step in the process of analyzing the implementation of public policies, as a way of measuring up their performance, as well as a guide for realignments and redefinitions (PRESSMAN; WILDAVSKY, 1998). In order to accomplish this function, the evaluator of policies must be acquainted with scientific concepts and methods that consist of describing, interpreting and analyzing the policies in the governmental sphere (MENY; THOENIG, 1992; LIMA JÚNIOR, 1978). In this perspective, we intend to investigate whether in its proposition of minimizing the blanks in the Brazilian educational system, the implementation of the Program would be contributing to the improvement of the political-pedagogical practices in the rural schools with combined grade classrooms in Jardim do Seridó RN. In order to do this research, we have developed a theoretical-methodological matrix made of analysis dimensions, variables, indicators and instruments, such as literary revision, documental analysis, semi-structured interviews with four teachers and three supervisors that work and/or have worked in Escola Ativa in that town in the period comprised among 1998 2009, besides notes taken from field observation and photographs from four rural schools with combined grade classrooms. With this research we have identified that the Program, at a national level, has gone through different phases in its implementation process, for the town was not ready to fully take the responsibilities of the autonomous expansion, in 2002. From that period on, the execution of Escola Ativa has suffered several discontinuities, such as the lack of professional training and supervising. It is also noted that the methodology contributes to the dynamization of the didactic-pedagogical activities and promotes the cooperation and autonomy of the students in the organization and the applicability of the components of the curriculum, especially of Governo Estudantil and Cantinhos de Aprendizagem. Although the directions of the Program (BRASIL, 2005) point out that Escola Ativa has among its principles social transformation, we identified that, isolated, the initiative is not capable of promoting the changes that the rural schools need, namely investments in the physical, material, pedagogical and technological infra-structure, besides the estimation and a career plan for the teachers. In a general draft of the results of this research, we realized that some aspects presented about the peculiarities of Escola Ativa in Jardim do Seridó as a governmental Program, reinforce the need for the public policies to be evaluated, in order to confront critic and operationally the planning with the practice, revising action, whenever necessary

The basin of the Corumbataí river is of vital importance to over 600 thousand people, who depend on its waters for consumption. The Simplified Analisys of Environmental Impacts in the Areas Surrounding the Surface Waters of the Drainage Basin of the Corumbataí River (SP) is aimed at defining the areas which are most susceptible to degradation or already damaged and propose engineering solutions according to the environmental problems identified. Using a questionnaire to indicate possible impacts in the surroundings, I related human actions to these damage and quantified them. Having studied the basin extensively and selected 42 areas - generically identified as points and grouped as sub-basins and according to the soil usage -, I was able to identify the main environmental impacts in the basin as: sugar cane monoculture, lack of riparian forest, damaged areas due to mining, the bad state of rural roads and bridges, rubbish disposal alongside roads or directly into the river, accelerated and unplanned expansion of residential and industrial areas into the rural areas and river sources, and Rio Claro's untreated city wastewater

The unpaved back roads, despite their simplicity, are of paramount importance to the municipalities that their economy basis are in agri-livestock and a large portion of their population lives in rural areas, as it is from these pathways that flow of production is performed and ensuring access of the rural population to urban centers is allowed. Aiming the importance of these rural roads, this work studies the case of pathologies found in local roads of São Luiz do Paraitinga, located in the Vale do Paraíba upstate São Paulo, due to lack of a periodic maintenance program the roads not withstood the heavy rains late in the year 2009 and early 2010, generating major impacts on society and the economy of the city. From surveys conducted in the field, it was analyzed the various pathologies found (pathology drainage, slope and platform) checking also the nature of their occurrence, therefore propose solutions for intervention in rural roads, to decrease the susceptibility of these roads during the rainy season

In this article, the authors examine the current status of different elements that integrate the landscape of the municipality of Olias del Rey in Toledo (Spain). A methodology for the study of rural roads, activity farming and local hunting management. We used Geographic Information Technologies (GIT) in order to optimize spatial information including the design of a Geographic Information System (GIS). In the acquisition of field data we have used vehicle "mobile mapping" instrumentation equipped with GNSS, LiDAR, digital cameras and odometer. The main objective is the integration of geoinformation and geovisualization of the information to provide a fundamental tool for rural planning and management.

Sight distance is of major importance for road safety either when designing new roads or analysing the alignment of existing roads. It is essential that available sight distance in roads is long enough for emergency stops or overtaking manoeuvres. Also, it is vital for engineers/researchers that the tools used for that analysis are both powerful and intuitive. Based on ArcGIS, the application to be presented not only performs an exhaustive sight distance calculation, but allows an accurate analysis of 3D alignment, using all new tools, from a Digital Elevation Model and vehicle trajectory. The software has been successfully utilised to analyse several two-lane rural roads in Spain. In addition, the software produces thematic maps representing sight distance in which supplementary information about crashes, traffic flow, speed or design consistency could be included, allowing traffic safety studies.

One of the main problems relief teams face after a natural or man-made disaster is how to plan rural road repair work tasks to take maximum advantage of the limited available financial and human resources. Previous research focused on speeding up repair work or on selecting the location of health centers to minimize transport times for injured citizens. In spite of the good results, this research does not take into account another key factor: survivor accessibility to resources. In this paper we account for the accessibility issue, that is, we maximize the number of survivors that reach the nearest regional center (cities where economic and social activity is concentrated) in a minimum time by planning which rural roads should be repaired given the available financial and human resources. This is a combinatorial problem since the number of connections between cities and regional centers grows exponentially with the problem size, and exact methods are no good for achieving an optimum solution. In order to solve the problem we propose using an Ant Colony System adaptation, which is based on ants? foraging behavior. Ants stochastically build minimal paths to regional centers and decide if damaged roads are repaired on the basis of pheromone levels, accessibility heuristic information and the available budget. The proposed algorithm is illustrated by means of an example regarding the 2010 Haiti earthquake, and its performance is compared with another metaheuristic, GRASP.

A pesar de los avances en materia de predicción, los desastres naturales siguen teniendo consecuencias devastadoras. Entre los principales problemas a los que se enfrentan los equipos de ayuda y rescate después de un desastre natural o provocado por el hombre se encuentra la planificación de las tareas de reparación de carreteras para conseguir la máxima ventaja de los limitados recursos económicos y humanos. En la presente Tesis Fin de Máster se intenta dar solución al problema de la accesibilidad, es decir, maximizar el número de supervivientes que consiguen alcanzar el centro regional más cercano en un tiempo mínimo mediante la planificación de qué carreteras rurales deberían ser reparadas dados unos recursos económicos y humanos limitados. Como se puede observar, es un problema combinatorio ya que el número de planes de reparación y conexiones entre las ciudades y los centros regionales crece de forma exponencial con el tamaño del problema. Para la resolución del problema se comienza analizando una adaptación básica de los sistemas de colonias de hormigas propuesta por otro autor y se proponen múltiples mejoras sobre la misma. Posteriormente, se propone una nueva adaptación más avanzada de los sistemas de colonias de hormiga al problema, el ACS con doble hormiga. Este sistema hace uso de dos tipos distintos de hormigas, la exploradora y la trabajadora, para resolver simultáneamente el problema de encontrar los caminos más rápidos desde cada ciudad a su centro regional más cercano (exploradora), y el de obtener el plan óptimo de reparación que maximice la accesibilidad de la red (trabajadora). El algoritmo propuesto se ilustra por medio de un ejemplo de gran tamaño que simula el desastre natural ocurrido en Haití, y su rendimiento es comparado con la combinación de dos metaheurísticas, GRASP y VNS.---ABSTRACT---In spite of the advances in forecasting, natural disaster continue to ocasionate devastating consequences. In this Master´s Final Project we account for the accesability issue, that is, to maximize the number of survivors that reach the nearest regional center in a minimum time by planning whic rural roads should be repaired given the limited financial and human resources. This is a combinatorial problem since the number of possible repairing solutions and connections between cities and regional centers grows exponentially with the size of the problem. In order to solve the problem, we analyze the basic ant colony system adaptation proposed by another author and point out multiple improvements on it. Then, we propose a novel and more advance adaptation of the ant colony systems to the problem, the double- ant ACS. This system makes use of two diferent type of ants, the explorer and the worker, to simultaneously solve the problem of finding the shorthest paths from each city to their nearest regional center (explorer), and the problem of identifying the optimal repairing plan that maximize the network accesability (worker). The proposed algorithm is illustrated by means of a big size example that simulates the natural disaster occurred in Haiti, and its performance is compared with a combination of two metaheuristics, GRASP and VNS.

Run-off-road (ROR) crashes have increasingly become a serious concern for transportation officials in the State of Florida. These types of crashes have increased proportionally in recent years statewide and have been the focus of the Florida Department of Transportation. The goal of this research was to develop statistical models that can be used to investigate the possible causal relationships between roadway geometric features and ROR crashes on Florida's rural and urban principal arterials. ^ In this research, Zero-Inflated Poisson (ZIP) and Zero-Inflated Negative Binomial (ZINB) Regression models were used to better model the excessive number of roadway segments with no ROR crashes. Since Florida covers a diverse area and since there are sixty-seven counties, it was divided into four geographical regions to minimize possible unobserved heterogeneity. Three years of crash data (2000–2002) encompassing those for principal arterials on the Florida State Highway System were used. Several statistical models based on the ZIP and ZINB regression methods were fitted to predict the expected number of ROR crashes on urban and rural roads for each region. Each region was further divided into urban and rural areas, resulting in a total of eight crash models. A best-fit predictive model was identified for each of these eight models in terms of AIC values. The ZINB regression was found to be appropriate for seven of the eight models and the ZIP regression was found to be more appropriate for the remaining model. To achieve model convergence, some explanatory variables that were not statistically significant were included. Therefore, strong conclusions cannot be derived from some of these models. ^ Given the complex nature of crashes, recommendations for additional research are made. The interaction of weather and human condition would be quite valuable in discerning additional causal relationships for these types of crashes. Additionally, roadside data should be considered and incorporated into future research of ROR crashes. ^

(a) Iowa has a total of 101,620 miles of rural roads, both primary and secondary. (b) On January 1, 1951, a total of 68,869 miles of these rural roads were surfaced - mostly with gravel and crushed stone. (c) Additional roads are being surfaced at the rate of 2676 miles per year. (d) Iowa's highway program provides for a surfaced road to every reasonably located rural home and a paved or other type of dustless surface on all primary roads. (e) Iowa's highway funds come 26.0 per cent from property taxes, 63.5 per cent from road use taxes, 10.5 per cent from Federal aid. (f) Annual income under present laws, available for highway construction, is approximately For primary roads ----------------- $24,000,000 For secondary roads---------------- $41,967,000 (g) Iowa's highway improvements are being paid for as built. No new bonds are being issued. (h) Unobligated available farm to market road funds are rapidly being placed under contract. (i) The letting of highway contracts is increasing rapidly. (j)- Iowa's highway program is estimated to cost $945,000,000 and will require twenty years to build. These are the highlights of Iowa's highway program.
