The Robert Lawrence McFadden Papers consist of correspondence, reports, minutes, studies, legislative bills, and acts, amendment copies, financial records, news releases, policy statements, maps and newspaper clippings relating to Mr. McFadden’s career as a member of the S.C. House of Representatives for District #50 of York County. the papers relate to such diverse topics and organizations as the York County Nature Museum, alcohol and drug abuse, the Catawba Regional Planning Council, the death penalty, public education, social services, Winthrop University and York Technical College, rural fire departments, et al. The collection is arranged so that the general correspondence appears first in the collection followed by a subject file arranged alphabetically. A random collection of newspaper clippings closes out the collection. All records are arranged in their respective subject files in general chronological order.

Book Review of Discovering North American Rock Art Edited by Lawrence L. Loendorf, Christopher Chippindale, and David S. Whitley

If readers of Great Plains Research are seeking a window on rock art research in North America, this book provides a few clear panes, a few that are hazy, and a few muddy ones. Like many edited volumes, the weaker contributions and lack of a consistent style limit the book's usefulness. Some authors target a general readership; others clearly are addressing colleagues. The book has two stated themes: the history of rock art research in North America and recent approaches to rock art analysis. Articles by Julie Francis and (jointly) David Whitley and Jean Clottes explore why rock art research has long been marginalized in North America. Unfortunately, both of these otherwise observant essays slip into advocacy of shamanism as a unifying or primary explanation for rock art, an interpretive model by no means universally accepted by today's rock art specialists.

Studies on the Helminth Fauna of Alaska. XXV. The Ecology and Public Health Significance of Echinococcus sibiricensis Rausch & Schiller, 1954, on St. Lawrence Island

The occurrence of a species of Echinococcus (Rudolphi, 1801) on St Lawrence Island was noted by the writers in early 1950. Recognition of its unusual host relationships led to an investigation of the ecology of this cestode, E. sibiricensis Rausch & Schiller, 1954. It is the purpose of this paper to report the results of this work, with emphasis on alveolar hydatid disease in man, of which this cestode is the etiologic agent.

A year ago I had the privilege of being inducted into Phi Beta Delta, and at that time I was invited to speak at the next induction ceremony, which it is my pleasure to do today. I am delighted to have this opportunity to congratulate our scholarship recipient, our new inductees, Peter Gleick, President of the Pacific Institute for Studies in Development, Environment and Security, and Merlyn Carlson, Director of the Nebraska Department of Agriculture and a member of the Governor's cabinet, on their honorary memberships in the society. I want to acknowledge Harriet Turner, Director of International affairs, for her fine work on behalf of the university and us all, and I want to thank all members of this society of international scholars for the important work you do, not only for Nebraska but, indeed, for our world.

Dynamics of the Arctic Fox Population on St. Lawrence Island, Bering Sea

English abstract: We hypothesized that the arctic fox, Alopex lagopus (Linnaeus), population on St. Lawrence Island was cyclic and that its fluctuations in size. structure, and productivity were correlated with the relative size of the population of northern voles, Microtus oeconomus Pallas, the primary prey. Based on a nine-year study, we determined that the variations in size of the fox and vole populations were similar, but they both were of low amplitude and not closely correlated. The high pregnancy rate (mean, 86%/yr) and numbers of young conceived (mean, 11.5/pregnancy) did not vary significantly among years, probably because of the consistently abundant and diverse food supply available to the foxes. The age composition of the trappers' catch of foxes each winter also was comparatively stable, but it was closely correlated with the size of the vole population in the previous summer. The survival of the young foxes during the summer probably was dependent on the availability of the voles, The composition of the catch also appeared to be influenced by immigration of faxes from the adjacent continents via the pack ice. French abstract: Nous avons émis I'hypothèse que la population du renard arctique, Alopex lagopus (Linnaeus), sur I'île Saint Lawrence était cyclique el que les fluctuations concernant sa tailIe, sa structure et sa productivité étaient corrélées à la taille relative de la population du campagnol nordique. Microtus oeconomus Pallas, sa principale proie. En nous appuyant sur une étude menée sur neuf ans, nous avons déterminé que les variations dans la taille des populations du renard et du campagnol étaient semblables. mais que toutes deux avaient une faible amplitude et n'étaient pas corrélées de façon étroite. Le taux de grossesse élevé (moyenne 86 p. cent/an) et Ie nombre dc petits conçus (moyenne 11,5/grossesse) ne variaient pas de façon significative au cours des ans, probablement à cause de I'abondance et de la variété de sources de nourriture pour les renards. La composition d'âge des prises des trappeurs était également stable d'un hiver à I'autre, mais elle était corrélée de façon étroite avec la taille de la population dc campagnols au cours de I'été précédent. La composition des prises semblait aussi être influencée par I'immigration des renards venant des terres continentales adjacentes par la voie de la banquise.

Post-conventional Political Cultures via Processes of Direct Democracy: Theoretical Considerations Based on Jurgen Habermas and Lawrence Kohlberg

In this article, it is proposed to differentiate political cultures in two dimensions. First, inspired by Habermas' distinction of the contents of discourse, a distinction is suggested between moral, ethical-political and pragmatic elements of political culture as well as of an element of culture of balancing interests. Second, inspired by Kohlberg's stage models for the development of the individual moral consciousness and for moral culture, a distinction is similarly suggested between two pre-conventional, two conventional and two post-conventional collective stages of political culture. It can be shown that from a normative point of view, only deliberations made in a post-conventional political culture can produce reasonable or at least fair results. Conceptual considerations indicate processes of direct democracy as the method for promoting post-conventional political cultures. The more liberty that the citizens have to formulate and trigger processes of direct democracy, the more one can expect from them to generate post-conventional political cultures.

Present at the Creation: Montana Higher Education Reforms from 1972 Constitution -- Dr. Lawrence K. Pettit “In the Crucible of Change”

Prior to the passage of the 1972 Constitution, Montana’s higher education system was both controlled and victimized by Montana’s politics. Alternatingly, Governors or the Legislature tried to control and/or impose political ideology upon the management and teaching/content within the University System. Political favoritism and power-broking were the hallmark of the legislative appropriation process. Under the new Constitution, a newly empowered Board of Regents, and a new Commissioner of Higher Education managed the system and controlled the allocation of the legislative appropriations, but not without a major battle before the Montana Supreme Court. Dr. Lawrence K. Pettit (Larry Pettit) (b. 5/2/1937) was present at the creation of this newly structured higher education system as the first Commissioner of Higher Education in Montana after his appointment by the Board of Regents of the University System in 1973. Larry Pettit has had a dual career in politics and higher education. Pettit, of Lewistown, served as legislative assistant to U.S. Senators James E. Murray and Lee Metcalf, campaign manager, head of transition team and assistant to Montana Governor Thomas L. Judge, taught political science at The Pennsylvania State University (main campus), was chair of political science at Montana State University, Deputy Commissioner for Academic Programs at the Texas Higher Education Coordinating Board, Chancellor of the University System of South Texas (since merged with Texas A&M University), President of Southern Illinois University, and President of Indiana University of Pennsylvania from where he retired in 2003. He has served as chair of the Commission on Leadership for the American Council on Education, president of the National Association of (University) System Heads, and on many national and state boards and commissions in higher education.
