Esta monografía avanza en la revisión conceptual que permita establecer posibles alternativas de control en los acuerdos de cooperación bilateral, regional y multilateral, que contribuyan a mitigar el efecto de la biopiratería en Colombia debido al acceso de los recursos genéticos. Parte de un análisis comparado de los aspectos básicos de control propuestos para las negociaciones en materia ambiental que se llevaron a cabo en tres ámbitos distintos: el bilateral, el multilateral y el regional, tomando como referencia el tema de la protección de los recursos genéticos de acuerdo con lo establecido en la Convención de Diversidad Biológica, la Decisión 391 de 1996 de la Comunidad Andina y el texto del TLC entre Colombia y Estados Unidos, con énfasis en la negociación de los temas ambientales. Lo anterior con base en información secundaria, referida específicamente a publicaciones oficiales de gobierno, tratados, textos y revistas académicas especializadas, páginas oficiales y publicaciones de institutos de investigación, las cuales permitieron un acercamiento más profundo a los puntos de observación.

El propósito central del estudio consiste en descifrar, entender, contextualizar y reinventar el trabajo directivo actual. En el inicio del texto se busca comprender las realidades sobre el trabajo directivo desde la perspectiva y estudios de dos autores principales, Henry Mintzberg y Stefan Tengblad, los cuales exponen desde otro ángulo el día a día de los directivos; posteriormente se presenta la influencia que tiene el contexto nacional en los diferentes comportamientos y modelos de dirección, haciendo una comparación entre los directivos Suecos y Estado Unidenses para concluir las variables culturales, económicas, políticas y sociales que modifican y personalizan el trabajo directivo; finalmente en la última sección, después de comprender el trabajo directivo desde su naturaleza y sus fuentes externas de influencia, se propone reinventarlo o desde diferentes postulados y modelos, entendiendo que no existe una solución o fórmula mágica, sino unas herramientas que cada directivo debe definir y construir a lo largo de su vida.

Los estudios e investigaciones que se han realizado en España durante los últimos diez años tienen como foco común los cambios experimentados por la familia y las nuevas formas de familia que han ido apareciendo, aunque la familia nuclear o tradicional sigue conservando su predominio numérico y normativo. Temas recurrentes son el descenso de la nupcialidad, la natalidad y la fecundidad, y los factores que intervienen en ello; la variedad de los conflictos y rupturas de la familia, sobre todo el divorcio; las relaciones de la familia con su entorno socio-político y de forma muy especial, con el sistema de bienestar social; los problemas de la política familiar en España. Temas también importantes son las actitudes hacia los hijos; número real y número ideal, tendencias de la natalidad y valores de la socialización; trabajo de la mujer fuera de casa y la reorganización consiguiente de la vida familiar.

On 17 February 2008, Kosovo declared independence, ending its nine years unresolved status. The principal goal was, and remains, the need to involve different communities in the state structures. The new state, which aims to fulfil all the obligations set by the Ahtisaari plan, is trying to complete the decentralization process the implementation of which continuous to face obstacles in the two main communities: the Serbs and the Albanians. This article discusses matters related to community acceptance of the decentralization process, the functioning of the parallel structures, the situation in North Kosovo and the on - going talks between Pristina and Belgrade. The article provides evidences that while the implementation of the decentralization process is the best possibility for Kosovo, it must not follow only an ethnic line.

France is known for being a champion of individual rights as well as for its overt hostility to any form of group rights. Linguistic pluralism in the public sphere is rejected for fear of babelization and Balkanization of the country. Over recent decades the Conseil Constitutionnel (CC) has, together with the Conseil d’État, remained arguably the strongest defender of this Jacobin ideal in France. In this article, I will discuss the role of France’s restrictive language policy through the prism of the CC’s jurisprudence. Overall, I will argue that the CC made reference to the (Jacobin) state-nation concept, a concept that is discussed in the first part of the paper, in order to fight the revival of regional languages in France over recent decades. The clause making French the official language in 1992 was functional to this policy. The intriguing aspect is that in France the CC managed to standardise France’s policy vis-à-vis regional and minority languages through its jurisprudence; an issue discussed in the second part of the paper. But in those regions with a stronger tradition of identity, particularly in the French overseas territories, the third part of the paper argues, normative reality has increasingly become under pressure. Therefore, a discrepancy between the ‘law in courts’ and the compliance with these decisions (‘law in action’) has been emerging over recent years. Amid some signs of opening of France to minorities, this contradiction delineates a trend that might well continue in future.

The European Union Agency for Fundamental Rights (FRA), the EU body responsible for advising EU institutions on fundamental rights, is equipped with a Fundamental Rights Platform (FRP) to ensure an on-going and structured exchange of information and feedback between the FRA and Civil Society. When the FRA was founded in 2007, there was little pre-existing knowledge on how to design such a Platform; hence, the development of the relationship between the FRA and Civil Society over the first five years proved an interesting experiment. Although the Platform was never intended as a mechanism of democratic co-decision making, it is far more than a loose marketplace where Civil Society actors across the spectrum of fundamental rights themes gather. The Platform offers channels of consultation and exchange not only among the participants but also with the FRA. It allows for cross-pollination, ensuring informed grassroots input into FRA work and FRA expertise flow to Civil Society actors. This synergetic relationship builds upon both the self-organising forces of Civil Society and the terms of references of the FRP as defined by the FRA. The Platform allows to find a certain unity in the remarkable diversity of fundamental rights voices. To what degree, however, the Platform’s dynamics allow the transformation of sometimes ‘compartmentalised’ single human rights discussions into wider trans-sectoral and transnational debates within the Human Rights Community depends on the motivation and the interest(s) of the different Civil Society players.

Compute grids are used widely in many areas of environmental science, but there has been limited uptake of grid computing by the climate modelling community, partly because the characteristics of many climate models make them difficult to use with popular grid middleware systems. In particular, climate models usually produce large volumes of output data, and running them usually involves complicated workflows implemented as shell scripts. For example, NEMO (Smith et al. 2008) is a state-of-the-art ocean model that is used currently for operational ocean forecasting in France, and will soon be used in the UK for both ocean forecasting and climate modelling. On a typical modern cluster, a particular one year global ocean simulation at 1-degree resolution takes about three hours when running on 40 processors, and produces roughly 20 GB of output as 50000 separate files. 50-year simulations are common, during which the model is resubmitted as a new job after each year. Running NEMO relies on a set of complicated shell scripts and command utilities for data pre-processing and post-processing prior to job resubmission. Grid Remote Execution (G-Rex) is a pure Java grid middleware system that allows scientific applications to be deployed as Web services on remote computer systems, and then launched and controlled as if they are running on the user's own computer. Although G-Rex is general purpose middleware it has two key features that make it particularly suitable for remote execution of climate models: (1) Output from the model is transferred back to the user while the run is in progress to prevent it from accumulating on the remote system and to allow the user to monitor the model; (2) The client component is a command-line program that can easily be incorporated into existing model work-flow scripts. G-Rex has a REST (Fielding, 2000) architectural style, which allows client programs to be very simple and lightweight and allows users to interact with model runs using only a basic HTTP client (such as a Web browser or the curl utility) if they wish. This design also allows for new client interfaces to be developed in other programming languages with relatively little effort. The G-Rex server is a standard Web application that runs inside a servlet container such as Apache Tomcat and is therefore easy to install and maintain by system administrators. G-Rex is employed as the middleware for the NERC1 Cluster Grid, a small grid of HPC2 clusters belonging to collaborating NERC research institutes. Currently the NEMO (Smith et al. 2008) and POLCOMS (Holt et al, 2008) ocean models are installed, and there are plans to install the Hadley Centre’s HadCM3 model for use in the decadal climate prediction project GCEP (Haines et al., 2008). The science projects involving NEMO on the Grid have a particular focus on data assimilation (Smith et al. 2008), a technique that involves constraining model simulations with observations. The POLCOMS model will play an important part in the GCOMS project (Holt et al, 2008), which aims to simulate the world’s coastal oceans. A typical use of G-Rex by a scientist to run a climate model on the NERC Cluster Grid proceeds as follows :(1) The scientist prepares input files on his or her local machine. (2) Using information provided by the Grid’s Ganglia3 monitoring system, the scientist selects an appropriate compute resource. (3) The scientist runs the relevant workflow script on his or her local machine. This is unmodified except that calls to run the model (e.g. with “mpirun”) are simply replaced with calls to "GRexRun" (4) The G-Rex middleware automatically handles the uploading of input files to the remote resource, and the downloading of output files back to the user, including their deletion from the remote system, during the run. (5) The scientist monitors the output files, using familiar analysis and visualization tools on his or her own local machine. G-Rex is well suited to climate modelling because it addresses many of the middleware usability issues that have led to limited uptake of grid computing by climate scientists. It is a lightweight, low-impact and easy-to-install solution that is currently designed for use in relatively small grids such as the NERC Cluster Grid. A current topic of research is the use of G-Rex as an easy-to-use front-end to larger-scale Grid resources such as the UK National Grid service.

Cross-contamination between cell lines is a longstanding and frequent cause of scientific misrepresentation. Estimates from national testing services indicate that up to 36% of cell lines are of a different origin or species to that claimed. To test a standard method of cell line authentication, 253 human cell lines from banks and research institutes worldwide were analyzed by short tandem repeat profiling. The short tandem repeat profile is a simple numerical code that is reproducible between laboratories, is inexpensive, and can provide an international reference standard for every cell line. If DNA profiling of cell lines is accepted and demanded internationally, scientific misrepresentation because of cross-contamination can be largely eliminated.

While watching TV, viewers use the remote control to turn the TV set on and off, change channel and volume, to adjust the image and audio settings, etc. Worldwide, research institutes collect information about audience measurement, which can also be used to provide personalization and recommendation services, among others. The interactive digital TV offers viewers the opportunity to interact with interactive applications associated with the broadcast program. Interactive TV infrastructure supports the capture of the user-TV interaction at fine-grained levels. In this paper we propose the capture of all the user interaction with a TV remote control-including short term and instant interactions: we argue that the corresponding captured information can be used to create content pervasively and automatically, and that this content can be used by a wide variety of services, such as audience measurement, personalization and recommendation services. The capture of fine grained data about instant and interval-based interactions also allows the underlying infrastructure to offer services at the same scale, such as annotation services and adaptative applications. We present the main modules of an infrastructure for TV-based services, along with a detailed example of a document used to record the user-remote control interaction. Our approach is evaluated by means of a proof-of-concept prototype which uses the Brazilian Digital TV System, the Ginga-NCL middleware.

A one year data analysis for a micro PV-Wind hybrid system (0.52 kW + 1 kW), installed in Borlänge/Sweden is presented in this paper. The system performance was evaluated according the guidelines of the IEC 61724 standard. The parameters obtained allow a comparison with similar systems. The measurement data are also used to evaluate the sizing and operation of the hybrid system. In addition, the system was modelled in HOMER to study sizing options.

Este trabalho pretende analisar os principais centros de pós-graduação e de pesquisa em economia localizados em São Paulo e no Rio de Janeiro, a partir do levantamento de documentos, programas, regulamentos e publicações de seus principais expoentes. Também pretendemos utilizar depoimentos desses expoentes para entender como os processos decisórios foram analisados de "dentro" da instituição. A história da vida do entrevistado permite que entremos no mundo das emoções, nos limites da racionalidade do ator histórico. Ao quebrarmos o esquematismo simplista, podemos desvendar as relações entre o indivíduo e a rede histórica. A memória, com suas falhas, distorções e inversões, torna-se um elemento de análise para explicar o presente, a partir da compreensão do passado sob a ótica de quem vivenciou os fatos.

This dissertation seeks to add new evidence to the international debate on globalization of innovation in the developing countries context. Globalization of innovation, in this dissertation, is defined and measured by the types, levels and rate of innovative technological capability accumulation and the underlying technological learning processes (sources of capabilities) at the firm level in late-industrializing countries ¿ or developing countries. This relationship is examined within a large transnational corporation (TNC) subsidiary of the information and communication technology (ICT) sector in Brasil: Motorola do Brasil during over the period from 1996 to 2006. In the international literature there is a strong debate on the extent to which innovative technological capabilities have been spreading internationally. But, the most of the studies are focused on early industrialized countries. In other words, there is still a scarcity of analysis, mainly at the firm level, from the perspective of developing countries. This dissertation supports itself in analytical basis developed in the international literature on accumulation of technological capabilities and learning in the context of developing countries. The learning processes examined in this dissertation are: (i) intra-firm learning processes; (ii) inter-firm learning processes (links between mother and sister companies); and (iii) links between the firm and other organizations of the innovation system (universities, research institutes, among others). Based on first-hand empirical evidence, qualitative and quantitative, collected on the basis of extensive fieldwork, this dissertation examines these issues with adequate level of detail and depth, in this large company in Brazil. The study results suggest that: Concerning the path of the technological capability accumulation, the firm exhibited heterogeneity in the path of accumulation of technological capabilities to distinct functions. For the functions Software Engineering and Process and Management Project the firm reached the Level 6 (Innovative Intermediate Superior), on a scale that ranges from 1 to 7; In relation to technological capability sources, the firm deliberately sought and built sources of knowledge in order to develop and sustain its innovative technological capabilities. The dissertation, thus, contributes to adding new empirical evidence to the debate on globalization of innovative capabilities from a late-industrializing perspective.

Esta dissertação centra-se no exame da evolução dos componentes do marco institucional em associação com as trajetórias de acumulação de capacidades tecnológicas de produção e inovação em setores à base de recursos naturais em economias emergentes. Esse relacionamento é examinado no setor de etanol brasileiro, no período entre 1970 e 2009. O marco institucional é operacionalizado à base das macro-instituições (os regimes complexos constituídos por políticas públicas), meso-instituições (as relações políticas e estruturas burocráticas) e as instituições baseadas em conhecimento (os institutos de pesquisa e as universidades). As trajetórias de acumulação de capacidades tecnológicas são examinadas à base de níveis de inovação. A dissertação baseia-se em um estudo de caso em nível setorial. Além disso, o estudo baseia-se em evidências obtidas a partir de fontes diversas, em nível de indústria, em documentos governamentais e também em evidências secundárias em nível de empresa. Os principais resultados desta dissertação são os seguintes: (1) O setor de etanol atingiu níveis inovadores de capacidade tecnológica nas duas funções analisadas. Numa escala de 1 a 5, o setor adquiriu, durante o 1º período (1970-1989), capacidades tecnológicas industriais (produto e processo) no Nível 3 e, durante o 2º período (1990-2009), o setor de etanol acumulou capacidades tecnológicas industriais no Nível 5. No tocante à acumulação de capacidades tecnológicas na área agrícola (matéria-prima), durante o 1º período, o setor adquiriu capacidades tecnológicas no Nível 4 e apenas no período seguinte atingiu o Nível 5. (2) As instituições desempenharam um papel relevante sobre as trajetórias de acumulação de capacidades tecnológicas no setor de etanol brasileiro. Entre elas destaca-se às atividades de P&D desenvolvidas em instituições baseadas em conhecimento, que acumularam capacidades tecnológicas de produção e inovação, compartilhadas com as empresas. (3) Entretanto, o estudo aponta para algumas vulnerabilidades do setor de etanol brasileiro no que se refere a sua capacidade de sustentar o seu desempenho inovador. Entre elas destaca-se: (1) grande parte das atividades inovadoras em nível de P&D é realizada a base de arranjos externos, com pouco esforço de atividades realizadas a partir das empresas; (2) apesar do enorme esforço governamental para desenvolver o setor, esse está direcionado (locked-in) à trajetória de acumulação de capacidades tecnológicas de etanol de 1ª geração; (3) os componentes do marco institucional incentivaram as atividades de pesquisa em universidades e institutos de pesquisa, em nível de bancada, que resultaram em invenções e projetos experimentais; (4) as condições favoráveis de mercado, a grande disponibilidade de cana-de-açúcar e a flexibilidade de produção de etanol/álcool contribuíram para a acomodação do setor de etanol, ou seja, parece haver uma zona de conforto no setor. Desta forma, as evidências alertam sobre a necessidade de investimentos em atividades inovadoras de P&D dentro das empresas (foco em inovações, riqueza e na diversificação para outros setores). Portanto, os resultados desta dissertação permitem apontar sugestões para gestores governamentais. As novas políticas públicas podem: (1) redirecionar as estratégias de acumulação de capacidades tecnológicas inovadoras, fortemente focadas na sustentação das trajetórias de acumulação de capacidades tecnológicas para produzir etanol de 1ª geração; (2) impulsionar a acumulação de capacidades tecnológicas de produção e inovação na trajetória emergente para produzir etanol de 2ª geração, atualmente em nível experimental e largamente desenvolvida dentro das instituições baseadas em conhecimento, e para diversificar os produtos para novos setores e linhas de negócio. Os resultados desta dissertação também sugerem aos gestores de empresas no setor brasileiro de etanol: (1) reformular as estratégias empresariais com a finalidade de expandir as atividades inovadoras dentro das empresas do setor de etanol, que poderão resultar na criação de inovações em escala industrial; (2) as empresas do setor de etanol deveriam assumir um comportamento proativo com a finalidade de coordenar os esforços de P&D em direção aos problemas e desafios futuros a serem enfrentados pelo setor brasileiro de etanol.
