Throughout the development and maturation of the American democratic experience, religiously inspired conduct has contributed significantly to democratically progressive political concerns such as the abolition of slavery and campaigns for civil rights, but also the encouragement and perpetuation pf anti-democratic practices such as the institution of slavery and policies of racial segregation. It may be rarely admitted, but there is no essential conceptual affinity between conduct proper to democratic political association. It may, therefore, be useful in our own political circumstances to try to determine boundaries for conduct that expresses and satisfies compatibly both religious and democratic commitments. Perhaps most Americans do recognize – if not in their own cases, at least in reference to the beliefs and actions of others – that religiously inspired conduct is neither thereby justified morally or legally nor absolved from further critical appraisal. Certainly, the history of American legal practice shows that religious belief or inspiration does not serve as acceptable legal defense for conduct charged as criminal infraction. The U.S. Constitution contains only two references to religion: the non-establishment clause prohibits governmental institutionalization of religious beliefs or liberty rights – is limited in scope and application both by other constitutional rights of individuals and by constitutionally authorized powers of government. As the U.S.S.C. has repeatedly held, individual constitutional features must be understood in a manner that harmonizes all stated and implied constitutional features, not by unbridled abstractions of selected phrases. Under the American legal system, there is no absolute or unlimited right to free exercise of religion: not everything done publicly under religious inspiration is legally permissible; what is otherwise illegal conduct is not legalized by religious inspiration. In important respects, general features of the legal boundaries concerning religiously inspired conduct in public life are reasonably clear; nevertheless, broader issues concerning further moral or ethical constraints upon religiously inspired conduct remain unresolved and rarely addressed explicitly.

Ce travail est une analyse exhaustive des romans publiés par l’écrivain chilien Alejandro Zambra entre 2006 et 2011. Compte tenu de son appartenance à la génération postdictatoriale, on va se concentrer sur la reconstruction autofictionnelle de l’enfance, et sur la façon dont elle reproduit, questionne et renverse le récit dictatorial dominant qui relègue les enfants sur le plan des personnages secondaires. Pour identifier le développement du discours, on va s’appuyer sur des outils critiques de la génétique littéraire dont le concept central « d’avant-texte » nous permet de faire une lecture rétrospective de Bonsái et de La vida privada de los árboles comme des précurseurs idéologiques de Formas de volver a casa. En raison de la centralité jouée par l’espace dans ces romans, on va consacrer une grande partie du travail à la représentation spatiale et la manière dont l’espace configure la position des personnages à l’intérieur du schème narratif. C’est dans cette relation que l’on identifie la dichotomie spatiale élaborée dans les œuvres, car l’espace et la vie privée sont reliés à l’inertie et la résignation dans l’univers textuel, tandis que l’action et le questionnement appartiennent au domaine de l’espace et la vie publics. Lus l’un après l’autre, les romans témoignent du parcours suivi de l’écrivain, qui assimile le récit dictatorial en évitant la confrontation narrative au début, pour, par la suite, approcher le passé, l’histoire familiale et la dictature, dans un processus autofictionnel qui projette les différentes voies du retour chez soi.

Traditional classrooms have been often regarded as closed spaces within which experimentation, discussion and exploration of ideas occur. Professors have been used to being able to express ideas frankly, and occasionally rashly while discussions are ephemeral and conventional student work is submitted, graded and often shredded. However, digital tools have transformed the nature of privacy. As we move towards the creation of life-long archives of our personal learning, we collect material created in various 'classrooms'. Some of these are public, and open, but others were created within 'circles of trust' with expectations of privacy and anonymity by learners. Taking the Creative Commons license as a starting point, this paper looks at what rights and expectations of privacy exist in learning environments? What methods might we use to define a 'privacy license' for learning? How should the privacy rights of learners be balanced with the need to encourage open learning and with the creation of eportfolios as evidence of learning? How might we define different learning spaces and the privacy rights associated with them? Which class activities are 'private' and closed to the class, which are open and what lies between? A limited set of set of metrics or zones is proposed, along the axes of private-public, anonymous-attributable and non-commercial-commercial to define learning spaces and the digital footprints created within them. The application of these not only to the artefacts which reflect learning, but to the learning spaces, and indeed to digital media more broadly are explored. The possibility that these might inform not only teaching practice but also grading rubrics in disciplines where public engagement is required will also be explored, along with the need for consideration by educational institutions of the data rights of students.

É na busca por compreender a inserção e participação de mulheres na política partidária na contemporaneidade que esta dissertação, situada na linha de pesquisa Culturas, Linguagens e Utopias, tem como objetivo analisar as narrativas de vereadoras de municípios que estão localizados na região sul do Rio Grande do Sul no período de 2009-2012. O corpus de análise constitui-se de entrevistas individuais semiestruturadas com as onze vereadoras participantes a partir da metodologia de investigação narrativa. Partindo das contribuições dos Estudos Culturais e de Gênero em suas vertentes pós-estruturalistas procurou-se problematizar alguns discursos e práticas que emergiram nas narrativas com base nas contribuições da análise do discurso de Michel Foucault. Assim, verificou-se que a representação cultural das mulheres neste campo político está fundamentada em concepções essencialistas do gênero feminino como a sensibilidade. Isso vem provocando discussões na ciência política e nos estudos de gênero a partir de termos como política de ideias, política de desvelo que discutem a presença das mulheres em decorrência ou não desses atributos. O fato é que esses discursos vêm instituindo diferenças na participação de homens e mulheres na política e constituindo formas de ser mulher na política partidária e de fazer política diferenciada das dos homens de forma menos “dura”, “rígida”. Ao debruçar-se na inserção das mulheres nessa esfera pública constatou-se uma trajetória marcada pelas noções de público e privado que impediu ao longo de nossa história a participação das mulheres no campo político e o desenvolvimento de sua cidadania. Além disso, nas narrativas das vereadoras fica evidente que as mulheres não foram constituídas para participarem do que hoje é um direito seu: a esfera pública de decisão da política. Isso foi constatado a partir do convite que foi feito para a candidatura pelos partidos que a partir das cotas partidárias procuraram mais significativamente por mulheres para concorrer. Também se observou neste estudo o capital político de ingresso das mulheres nessa esfera: o capital familiar, capital dos movimentos sociais e capital de ocupação em cargos públicos. Quanto a participação das mulheres no cotidiano de seus mandatos identificamos a dificuldade de ser mulher e política na atualidade. As negociações com os partidos e os colegas, a conciliação entre a família e a vida pública; os focos de atuação dedicados as áreas sociais e nesse destacamos mais significativamente a educação. Por fim, o que pretendemos foi desconfiar da máxima “lugar de mulher não é na política” e conhecer as trajetórias e histórias de mulheres que cotidianamente entre conflitos e disputas lutam pelo seu lugar na esfera pública, pelo exercício de sua cidadania.

A presente dissertação tem por finalidade apresentar uma análise da sala do patrono do Museu Julio de Castilhos, além de suscitar relações entre ação educativa, memória e comunicação em museus. O espaço, instituído como lugar de memória, é apresentado de forma a mediar a significação, diante das inúmeras interpretações que estão postas ao público e dos objetos expostos. A análise e a reprodução de dois ambientes, um quarto e um gabinete de trabalho, apresentam uma visão dos cotidianos público e privado. A exposição na sala é composta de artefatos cotidianos que são símbolos marcantes da forte presença do líder republicano. Os objetos compõem esse lugar de memória e mostram detalhes que evocam sua distinção ao longo do tempo. Para tal, o presente trabalho propõe um material didático e dois projetos/experimentos como desdobramentos que possibilitam transmitir toda a dinâmica dos objetos na atribuição de sentido, por parte do visitante, ao compreender esse espaço histórico e, igualmente, a figura de Julio de Castilhos.

Este proyecto de investigación se caracteriza como estudio histórico-etnográfica basado en estudios de casos de la vida cotidiana de nueve mujeres en Valparaíso y Viña del Mar durante la dictadura chilena, analizando el testimonio de los efectos del régimen autoritario en la vida cotidiana de estas mujeres chilenas entre 1980 y 1987. La metodología se radica firmemente en el método etnográfico con entrevistas semi-abiertas y el análisis del discurso de los relatos. En la metáfora de la arpillera (un tapiz anónimo cosido en lona ensamblado a partir de piezas de tela que muestra escenas de la vida cotidiana o protesta la dictadura de Pinochet), trozos y pedazos de experiencia se juntan en el encima de la lona de la historia para dar forma al testimonio de vida la vida cotidiana. Este proyecto se centra en tres aspectos diferentes de la relación entre el Estado autoritario y la vida cotidiana: las técnicas de gobernabilidad (macro), narraciones de silencio y miedo (micro) y trayectorias narrados (espacial), el último inspirado por el ensayo Halbwachs en caminar por la ciudad. Para cerrar, la relevancia del estudio se destaca por el intento de comprender el efecto de un estado autoritario en el sujeto femenino y las respuestas y adaptaciones que las mujeres chilenas adoptaron en la vida privada y pública mediada por la violencia y el miedo bajo dictadura. Major infrastructure assets are often governed by a mix of public and private organizations, each fulfilling a specific and separate role i.e. policy, ownership, operation or maintenance. This mix of entities is a legacy of Public Choice Theory influenced NPM reforms of the late 20th century. The privatization of the public sector has resulted in agency theory based ‘self-interest’ relationships and governance arrangements for major infrastructure assets which emphasize economic efficiency but which do not do not advance non-economic public values and the collective Public Interest. The community is now requiring that governments fulfill their stewardship role of also satisfying non-economic public values such as sustainability and intergenerational responsibility. In the 21st century governance arrangements which minimize individual self-interest alone and look to also pursue the interests of other stakeholders have emerged. Relational contracts, Public-Private Partnerships (PPP’s) and hybrid mixes of organizations from the state, market and network modes (Keast et al 2006) provide options for governance which better meet the interests of contractors, government and the community there is emerging a body of research which extends the consideration of the immediate governance configuration to the metagovernance environment constituted by hierarchy, regulation, industry standards, trust, culture and values. Stewardship theory has reemerged as a valuable aid in the understanding of the features of governance configurations which establish relationships between principal and agent which maximize the agent acting in the interests of the principal, even to the detriment of the agent. This body of literature suggests that an improved stewardship outcome from infrastructure governance configurations can be achieved by the application of the emerging options as to the immediate governance configuration, and the surrounding metagovernance environment. Stewardship theory provides a framework for the design of the relationships within that total governance environment, focusing on the achievement of a better, complete stewardship outcome. This paper explores the directions future research might take in seeking to improve the understanding of the design of the governance of major, critical infrastructure assets.

The paper describes the implementation of a project within Australian Catholic University designed to launch the Faculties into online education in a manner which ensured quality in all aspects of the teaching-learning experiences of academics and students. Key elements of the strategic approach adopted by the project leaders, including the involvement of a specialist commercial provider of web-based delivery systems as a partner in the project, mechanisms to support the initiative through the first stages, careful choice of the programs offered online, and staff development matched to the emerging needs of those involved in the teaching of courses, are described. Challenges encountered in the implementation process, and the factors which assisted in overcoming these problems are identified. The paper draws upon this experience to raise some important issues relevant to the successful introduction of online education as an integral component of the teaching repertoire of Faculties.

This thesis consists of a confessional narrative, What My Mother Doesn’t Know, and an accompanying exegesis, And Why I Should (Maybe) Tell Her. The creative piece employs the confessional mode as a subversive device in three separate narratives, each of which situates the bed as a site of resistance. The exegesis investigates how this self-disclosure in a domestic space flouts the governing rules of self-representation, specifically: telling the truth, respecting privacy and displaying normalcy. The female confession, I argue, creates an alternative space in women’s autobiography where notions of truth-telling can be undermined, the political dimensions of personal experience can be uncovered and the discourse of normality can be negotiated. In particular, women’s confessions told in, on or about the bed, dismantle the genre’s illusion of self and confirm the representative aspects of women’s experience. Framed within these parameters of power and powerlessness, the exegesis includes textual analyses of Charlotte Perkins Gilman’s The Yellow Wallpaper (1892), Tracey Emin’s My Bed (1999) and Lauren Slater’s Lying (2000), each of which exposes in a bedroom space, the author’s most obscure, intimate and traumatic experiences. Situated firmly within and against the genre’s traditional masculine domain, the exegesis also includes mediations on the creative work that validate the bed as my fabric for confession.

Two perceptions of the marginality of home economics are widespread across educational and other contexts. One is that home economics and those who engage in its pedagogy are inevitably marginalised within patriarchal relations in education and culture. This is because home economics is characterised as women's knowledge, for the private domain of the home. The other perception is that only orthodox epistemological frameworks of inquiry should be used to interrogate this state of affairs. These perceptions have prompted leading theorists in the field to call for non-essentialist approaches to research in order to re-think the thinking that has produced this cul-de-sac positioning of home economics as a body of knowledge and a site of teacher practice. This thesis takes up the challenge of working to locate a space outside the frame of modernist research theory and methods, recognising that this shift in epistemology is necessary to unsettle the idea that home economics is inevitably marginalised. The purpose of the study is to reconfigure how we have come to think about home economics teachers and the profession of home economics as a site of cultural practice, in order to think it otherwise (Lather, 1991). This is done by exploring how the culture of home economics is being contested from within. To do so, the thesis uses a 'posthumanist' approach, which rejects the conception of the individual as a unitary and fixed entity, but instead as a subject in process, shaped by desires and language which are not necessarily consciously determined. This posthumanist project focuses attention on pedagogical body subjects as the 'unsaid' of home economics research. It works to transcend the modernist dualism of mind/body, and other binaries central to modernist work, including private/public, male/female,paid/unpaid, and valued/unvalued. In so doing, it refuses the simple margin/centre geometry so characteristic of current perceptions of home economics itself. Three studies make up this work. Studies one and two serve to document the disciplined body of home economics knowledge, the governance of which works towards normalisation of the 'proper' home economics teacher. The analysis of these accounts of home economics teachers by home economics teachers, reveals that home economics teachers are 'skilled' yet they 'suffer' for their profession. Further,home economics knowledge is seen to be complicit in reinforcing the traditional roles of masculinity and femininity, thereby reinforcing heterosexual normativity which is central to patriarchal society. The third study looks to four 'atypical'subjects who defy the category of 'proper' and 'normal' home economics teacher. These 'atypical' bodies are 'skilled' but fiercely reject the label of 'suffering'. The discussion of the studies is a feminist poststructural account, using Russo's (1994) notion of the grotesque body, which is emergent from Bakhtin's (1968) theory of the carnivalesque. It draws on the 'shreds' of home economics pedagogy,scrutinising them for their subversive, transformative potential. In this analysis, the giving and taking of pleasure and fun in the home economics classroom presents moments of surprise and of carnival. Foucault's notion of the construction of the ethical individual shows these 'atypical' bodies to be 'immoderate' yet striving hard to be 'continent' body subjects. This research captures moments of transgression which suggest that transformative moments are already embodied in the pedagogical practices of home economics teachers, and these can be 'seen' when re-looking through postmodemist lenses. Hence, the cultural practices ofhome economics as inevitably marginalised are being contested from within. Until now, home economics as a lived culture has failed to recognise possibilities for reconstructing its own field beyond the confines of modernity. This research is an example of how to think about home economics teachers and the profession as a reconfigured cultural practice. Future research about home economics as a body of knowledge and a site of teacher practice need not retell a simple story of oppression. Using postmodemist epistemologies is one way to provide opportunities for new ways of looking.

Tarrant argues that a solid risk management strategy is critical to building effective, transformational and adaptive organisations. Organisations are a fundamental part of our society and economic system whether they are private, public or not-for-profits. There are very few aspects of our society and economy that don’t rely wholly or in part on the performance of organisations. Disasters and crises are complex and very challenging environments for organisations. How can effective transformational and adaptive capacity become institutionalised and a core part of good governance of organisations? Effective risk management is a critical element in meeting organisational objectives in a turbulent and uncertain environment.

This chapter sets out the debates about the changing role of audiences in relation to user-created content as they appear in New Media and Cultural Studies. The discussion moves beyond the simple dichotomies between active producers and passive audiences, and draws on empirical evidence, in order to examine those practices that are most ordinary and widespread. Building on the knowledge of television’s role in facilitating public life, and the everyday, affective practices through which it is experienced and used, I focus on the way in which YouTube operates as a site of community, creativity and cultural citizenship; and as an archive of popular cultural memory.
