This is a research discussion about the Hampshire Hub - see http://protohub.net/. The aim is to find out more about the project, and discuss future collaboration and sharing of ideas. Mark Braggins (Hampshire Hub Partnership) will introduce the Hampshire Hub programme, setting out its main objectives, work done to-date, next steps including the Hampshire data store (which will use the PublishMyData linked data platform), and opportunities for University of Southampton to engage with the programme , including the forthcoming Hampshire Hackathons Bill Roberts (Swirrl) will give an overview of the PublishMyData platform, and how it will help deliver the objectives of the Hampshire Hub. He will detail some of the new functionality being added to the platform Steve Peters (DCLG Open Data Communities) will focus on developing a web of data that blends and combines local and national data sources around localities, and common topics/themes. This will include observations on the potential employing emerging new, big data sources to help deliver more effective, better targeted public services. Steve will illustrate this with practical examples of DCLG’s work to publish its own data in a SPARQL end-point, so that it can be used over the web alongside related 3rd party sources. He will share examples of some of the practical challenges, particularly around querying and re-using geographic LinkedData in a federated world of SPARQL end-point.

The two main forces affecting economic development are the ongoing technological revolution and the challenge of sustainability. Technological change is altering patterns of production, consumption and behaviour in societies; at the same time, it is becoming increasingly difficult to ensure the sustainability of these new patterns because of the constraints resulting from the negative externalities generated by economic growth and, in many cases, by technical progress itself. Reorienting innovation towards reducing or, if possible, reversing the effects of these externalities could create the conditions for synergies between the two processes. Views on the subject vary widely: while some maintain that these synergies can easily be created if growth follows an environmentally friendly model, summarized in the concept of green growth, others argue that production and consumption patterns are changing too slowly and that any technological fix will come too late. These considerations apply to hard technologies, essentially those used in production. The present document explores the opportunities being opened up by new ones, basically information and communication technologies, in terms of increasing the effectiveness (outcomes) and efficiency (relative costs) of soft technologies that can improve the way environmental issues are handled in business management and in public policy formulation and implementation.

The strategic management of information plays a fundamental role in the organizational management process since the decision-making process depend on the need for survival in a highly competitive market. Companies are constantly concerned about information transparency and good practices of corporate governance (CG) which, in turn, directs relations between the controlling power of the company and investors. In this context, this article presents the relationship between the disclosing of information of joint-stock companies by means of using XBRL, the open data model adopted by the Brazilian government, a model that boosted the publication of Information Access Law (Lei de Acesso à Informação), nº 12,527 of 18 November 2011. Information access should be permeated by a mediation policy in order to subsidize the knowledge construction and decision-making of investors. The XBRL is the main model for the publishing of financial information. The use of XBRL by means of new semantic standard created for Linked Data, strengthens the information dissemination, as well as creates analysis mechanisms and cross-referencing of data with different open databases available on the Internet, providing added value to the data/information accessed by civil society.

Lo scopo di questa tesi è quella di analizzare in dettaglio i principali software usati a livello mondiale per la pubblicazione degli open data, per fornire una guida a sviluppatori che non conoscono i programmi adatti a questa fase. La prima parte della tesi sarà concentrata ad introdurre il mondo degli open data, con definizioni, concetti e leggi sull’argomento. La seconda parte sarà invece il fulcro dell’analisi tra diversi software già largamente utilizzati per pubblicare open data.

Nel Capitolo 1, vedremo un introduzione di che cos’è l’open data, cos’è l’open government. Che vantaggi ci sono con l’open data e come ogni cosa positi- va sappiamo che c’è l’aspetto negativo, pertanto vedremo anche gli svantaggi; ca- pire il motivo per cui è stato scelto. Vedremo quali sono i primi passi per aprire i dati e un piccolo accenno sulle li- cenze. Per poi terminare con i 5 livelli che ci prepareranno al secondo capitolo. Il Capitolo 2, è quello che definirei nozioni specifiche sul argomento, quelle che portano a comprendere bene le nuove tecnologie che stanno dietro, i formati dei file che vengono resi pubblici e una piccola anteprima su come usare questi formati. Per quanto riguarda il Capitolo 3, visiteremo il portale dell’Emilia Romagna e dove vedremo l’iniziativa regionale e l’aspetto riguardante al obbiettivo che si sta cercando di perseguire. Il sito oggetto della nostra documentazione è: dati.emilia- romagna.it il portale ufficiale dove è possibile consultare vari progetti. Nel Capitolo 4, prenderemo Bologna come caso di studio, dove rivedremo alcune cose già fatte nei capitoli precedenti e come elemento in più vedremo al- cuni progetti. Come per la regione anche per Bologna prendiamo il portale uffi- ciale dati.comune.bologna.it come oggetto di lavoro.

Este trabajo, «Una aproximación a Ia integración en Open Data de los recursos Inspire de Ia IDEE », tiene por objetivo el construir un puente entre las Infraestructuras de Datos Espaciales (IDE) y el mundo de los «datos abiertos » aprovechando el marco legal de la Reutilización de la Información del Sector Público (RISP). Tras analizar qué es RISP y en particular los datos abiertos, y cómo se implementa en distintas Administraciones, se estudian los requisitos técnicos y legales necesarios para construir el «traductor» que permita canalizar la información IDE en el portal central de reutilización de información español datos.gob.es, dando una mayor visibilidad a los recursos INSPIRE. El trabajo se centra específicamente en dos puntos: en primer lugar en proporcionar y documentar la solución técnica que sirva en primera instancia para que el Instituto Geográfico Nacional aporte con más eficiencia sus recursos a datos.gob.es. En segundo lugar, a estudiar la aplicabilidad de esta misma solución al ámbito de la IDE de España (IDEE), señalando problemas detectados en el análisis de su contenido y sugiriendo recomendaciones para minimizar los problemas de su potencial reutilización. ABSTRACT: This work titled «Analysis of the integration of INSPIRE resources coming from Spanish Spatial Data Infrastructure within the National Public Sector Information portal», aims to build a bridge between the Spatial Data Infrastructures (SDI ) and the world of "Open Data" taking advantage of the legal framework on the Re-use of Public Sector Information (PSI) . After analyzing what PSI reuse and Open Data is and how it is implemented by different administrations, a study to extract the technical and legal requirements is done to build the "translator" that will allow adding SDI resources within the Spanish portal for the PSI reuse data .gob.es while giving greater visibility to INSPIRE. This document specifically focuses on two aspects: first to provide and document the technical solution that serves primarily for the National Geographic Institute to supply more efficiently its resources to datos.gob.es. Secondly, to study the applicability of the proposed solution to the whole Spanish SDI (IDEE), noting identified problems and suggesting recommendations to minimize problems of its potential reuse.

Citizens demand more and more data for making decisions in their daily life. Therefore, mechanisms that allow citizens to understand and analyze linked open data (LOD) in a user-friendly manner are highly required. To this aim, the concept of Open Business Intelligence (OpenBI) is introduced in this position paper. OpenBI facilitates non-expert users to (i) analyze and visualize LOD, thus generating actionable information by means of reporting, OLAP analysis, dashboards or data mining; and to (ii) share the new acquired information as LOD to be reused by anyone. One of the most challenging issues of OpenBI is related to data mining, since non-experts (as citizens) need guidance during preprocessing and application of mining algorithms due to the complexity of the mining process and the low quality of the data sources. This is even worst when dealing with LOD, not only because of the different kind of links among data, but also because of its high dimensionality. As a consequence, in this position paper we advocate that data mining for OpenBI requires data quality-aware mechanisms for guiding non-expert users in obtaining and sharing the most reliable knowledge from the available LOD.
