Escoger la evolución y originalidad en el pensamiento económico y social de Raúl Prebisch surge del interrogante de por qué las regiones subdesarrolladas no han salido de esa condición. En el intento de dar una respuesta a esta problemática tan delicada y vigente en la actualidad, esta tesis pretende, por un lado, seguir la evolución cognitiva del economista estructuralista Raúl Prebisch, y por el otro, determinar la originalidad en su esquema interpretativo del Capitalismo Periférico. En una primera aproximación, el autor se presenta como un clásico. Su cargo en la CEPAL y la sucesión de hitos históricos que desestabilizan el sistema económico, hacen que se vayan produciendo en él mutaciones teóricas tendientes a la teoría keynesiana. Al llegar a los ochenta se percibe una inflexión determinante: el autor se ve en la necesidad de incluir una totalidad de variables que expliquen la inviabilidad del capitalismo, acercándose a la metodología marxista, pero no como herramienta política. En la búsqueda de la originalidad en Prebisch, la enseñanza económica ha sido una herencia adquirida. Dicho de otro modo, se aprecia en sus reflexiones una originalidad ecléctica, aprehende lo esencial de las doctrinas conocidas y las contrasta con la realidad de la región, llegando a reveladoras conclusiones. Destacan su propuesta de transformación del sistema. Su consentimiento esperado o desesperado del equilibrio entre socialismo y capitalismo para evitar las crisis sociales y políticas que este último trae. Se deduce que el pensamiento de Prebisch es una evolución, no una revolución, no hay una originalidad pura. Pero reconociendo que la tarea del investigador nunca acaba, se afirma, pese a su férreo resguardo de su neutralidad valorativa, que Prebisch se erige como keynesiano de izquierdas.

Four years after calling for structural and conceptual changes, Raúl Castro finally unveiled a roadmap of substantive economic reforms. Over the next 18 months, at least a million workers will be laid off from the bloated state sector. Alternative forms of earning a living – self-employment, cooperatives, leasing of land or physical space, among others – are being authorized as old constraints on these alternatives are rescinded. From the perspective of ordinary Cubans, these reforms – called an actualizaciόn, or an update of the economic model – were long overdue. Yet, in hindsight, the slow-paced process can be explained, not in terms of the need for time to “identify” Cuba’s economic problems which have been known for decades, but by Raúl Castro’s emphasis on la institucionalidad, the need to channel decision making through institutions. His brother left a chaotic state apparatus which first needed mending before an elite consensus on the reform package could be forged. Cuba is entering a situation without precedent: this package is likely to run its own course without the Comandante (Fidel Castro) stopping it. By 2015, Cuban society will probably look different than today, featuring unprecedented inequality and living standards that are on the rise.

Several vertebrae of a sauropterygian specimen have been recovered in Fuencaliente de Medinaceli (Soria Province, Castilla y León, Spain). The remains come from Middle–Upper Triassic Muschelkalk Facies. This finding represents the first documented evidence of a Triassic tetrapod in Castilla y León. The vertebrae belong to Nothosaurus, a sauropterygian genus found in Europe, Middle East, North of Africa and China. This genus is poorly-known in the Iberian record. The new remains constitute the first evidence of the species Nothosaurus giganteus, or a related taxon, in the Iberian Peninsula. This study reveals the occurrence of at least two species of the sauropterygian Nothosaurus in the Spanish record.

Entre los modelos literarios que, en las epopeyas quinientistas acerca de la conquista de México, sirven para dar forma épica a la materia histórica tomada de las crónicas, la Eneida de Virgilio desempeña un papel fundamental. En el presente artículo se pretende mostrar cómo la identificación de Jerónimo de Aguilar con el Aqueménides virgiliano, que se encuentra por primera vez en el Carlo famoso de Luis Zapata, reaparece en Francisco de Terrazas, en Gabriel Lobo Lasso de la Vega y en Antonio de Saavedra Guzmán, así como proponer algunas consideraciones acerca de las relaciones que se hayan podido dar entre las obras de estos poetas.

Tsar Peter the Great ruled Russia between 1689 and 1725. Its domains, stretching from the Baltic Sea in the west to the Pacific Ocean in the east. From north to south, its empire stretching from the Arctic Ocean to the borders with China and India. Tsar Peter I tried to extend the geographical knowledge of his government and the rest of the world. He was also interested in the expansion of trade in Russia and in the control of trade routes. Feodor Luzhin and Ivan Yeverinov explored the eastern border of the Russian Empire, the trip between 1719 and 1721 and reported to the Tsar. They had crossed the peninsula of Kamchatka, from west to east and had traveled from the west coast of Kamchatka to the Kuril Islands. The information collected led to the first map of Kamchatka and the Kuril Islands. Tsar Peter ordered Bering surf the Russian Pacific coast, build ships and sail the seas north along the coast to regions of America. The second expedition found equal to those of the previous explorers difficulties. Two ships were eventually thrown away in Okhotsk in 1740. The explorers spent the winter of 1740-1741 stockpiling supplies and then navigate to Petropavlovsk. The two ships sailed eastward and did together until June 20, then separated by fog. After searching Chirikov and his boat for several days, Bering ordered the San Pedro continue to the northeast. There the Russian sailors first sighted Alaska. According to the log, "At 12:30 (pm July 17) in sight of snow-capped mountains and between them a high volcano." This finding came the day of St. Elijah and so named the mountain.

La presente investigación pretendió incorporar el uso intensivo de TIC en los procedimientos establecidos y necesarios en los procesos de generación, distribución y control de la energía, lo que se expresa en un manual para el sistema de gestión humana de la organización analizada. La investigación partió de un levantamiento de un estado del arte, continuó con la realización de un análisis de actitudes y aptitudes de los colaboradores, basado en propuestas teóricas y mejores prácticas existentes del medio, y, por último, concluyó con un manual de gestión humana en el que se indican las competencias en los diferentes perfiles de la organización para el uso de TIC y su aplicación, con el propósito de alinearse con las perspectivas y objetivos de la organización analizada al tener como base la perdurabilidad y la competitividad de la misma.

Este estudio de caso se realiza con el objetivo de analizar cómo la cooperación entre Colombia y África occidental en la lucha contra el tráfico de drogas repercute en la imagen del Estado colombiano como referente en esfuerzos antinarcóticos desde la periferia. En consecuencia, se busca conocer la forma en la cual los acuerdos bilaterales interinstitucionales, la participación en foros y la creación de una agenda internacional de lucha contra las drogas para un escenario nacional transformado, configuran la imagen del Estado colombiano. Para tal objetivo, el trabajo se desarrollará a través de los conceptos de identidad de Alexander Wendt, periferia de Mohammed Ayoob y Cooperación Sur-Sur de la Organización de Naciones Unidas y la Agencia Presidencial de Cooperación Internacional de Colombia.

This paper is a beginning point for discussing what the literature states about parents’ involvement in their children’s mathematics education. Where possible it will focus on Torres Strait Islander Peoples. Little is known about how Torres Strait Islander parents approach their children’s learning of mathematics and how important early mathematics is to mothers. What is known is that is they are keen for their children to receive an education that provides them with opportunities for their present and future lives. However, gaining access to education is challenging given that the language of instruction in schools is written to English conventions, decontextualised and disconnected from the students’ culture, community and home language. This paper discusses some of the issues raised in the literature about what parents are confronted with when making decisions about their children’s education.

This abstract provides a preliminary discussion of the importance of recognising Torres Strait Islander knowledges and home languages of mathematics education. It stems from a project involving Torres Strait Islander Teachers and Teacher Aides and university based researchers who are working together to enhance the mathematics learning of students from Years 4-9. A key focus of the project is that mathematics is relevant and provides students with opportunities for further education, training and employment. Veronica Arbon (2008) questions the assumptions underpinning Western mainstream education as beneficial for Aboriginal and Torres Strait Islander people which assumes that it enables them to better participate in Australian society. She asks “how de we best achieve outcomes for and with Indigenous people conducive to our cultural, physical and economic sustainability as defined by us from Indigenous knowledge positions?” (p. 118). How does a mainstream education written to English conventions provide students with the knowledge and skills to participate in daily life, if it does not recognise the cultural identity of Indigenous students as it should (Priest, 2005; cf. Schnukal, 2003)? Arbon (2008) states that this view is now brought into question with calls for both ways education where mainstream knowledge and practices is blended with Indigenous cultural knowledges of learning. This project considers as crucial that cultural knowledges and experiences of Indigenous people to be valued and respected and given the currency in the same way that non Indigenous knowledge is (Taylor, 2003) for both ways education to work.

This paper reports research undertaken as part of a larger project in which we examined whether and how values and beliefs communicated by Australian politicians have shaped decades of health policy and influenced health outcomes for Aboriginal and Torres Strait Islander Peoples of Australia. To first characterise those values and beliefs we analysed the public statements of the politicians responsible nationally for the health of Aboriginal and Torres Strait Islander Peoples 1972–2001, using critical discourse analysis. We found that four discourses, communicated through words, phrases, sentences and grammatical structures, dominated public statements over the study period. These four discourses focused on the competence and capacity of Aboriginal and Torres Strait Islander Peoples to “manage”; matters of control of and responsibility for the health of Aboriginal and Torres Strait Islander Peoples; Aboriginal and Torres Strait Islander Peoples as “Other”; and the nature of the “problem” concerning the health of Aboriginal and Torres Strait Islander Peoples. Analysis of the discursive elements contributing to shaping these four discourses is reported in this paper.
