We propose a secure full-duplex VoIP and instant messaging system on a Pocket PC platform, allowing for session key transport using a public-key protocol and encrypted text or voice communication using a private-key algorithm. The full-duplex VoIP scheme presents good performance for long duration communication over LAN networks.

We propose an original method to geoposition an audio/video stream with multiple emitters that are at the same time receivers of the mixed signal. The achieved method is suitable for those comes where a list of positions within a designated area is encoded with a degree of precision adjusted to the visualization capabilities; and is also easily extensible to support new requirements. This method extends a previously proposed protocol, without incurring in any performance penalty.

En este trabajo se propone y desarrolla una topología en k-hipercubos que resuelve los principales inconvenientes asociados a la topología en hipercubo convencional. Los resultados obtenidos son muy prometedores, con aplicaciones tanto en el campo de la voz sobre IP, como en muchos otros campos que precisen de un intercambio de información muchos a muchos. Sobre la topología propuesta se define el protocolo Darkcube, que es una propuesta de protocolo totalmente distribuido basado en el concepto de darknet, posibilitando la realización de conversaciones muchos a muchos incluyendo audio, vídeo, texto y datos de geoposicionamiento, entre otros. También se propone un método de codificación de coordenadas de geoposicionamiento que resulta especialmente eficiente en el aprovechamiento del ancho de banda sobrante en las comunicaciones muchos a muchos que proporciona Darkcube. Durante el desarrollo de este trabajo, se ha implementado el simulador DarkcubeEmu; herramienta que posibilita la obtención de resultados relevantes en términos de la calidad de la comunicación. Finalmente, utilizando como base el protocolo Darkcube, se propone un protocolo de seguridad que traslada un esquema de infraestructura de clave pública a un protocolo totalmente distribuido, como es Darkcube; garantizando, de esta forma, la confidencialidad en las comunicaciones y la legitimidad de la identidad asociada a cada uno de sus miembros.

This paper represents VoIP shaping analyses in devices that apply the three Quality of Service techniques – IntServ, DiffServ and RSVP. The results show queue management and packet stream shaping based on simulation of the three mostly demanded services – VoIP, LAN emulation and transaction exchange. Special attention is paid to the VoIP as the most demanding service for real time communication.

The present work aims to demonstrate the link of the principle of efficiency - as expressed in the Constitution of 1988, by Constitutional Amendment No. 19 - with regulatory agencies, more specifically the ANATEL (National Telecommunications Agency). It also includes this principle’s importance to regulation - to monitor and manage public services - as well as when an activity will be considered efficient, keeping in mind that agencies are subjected to other principles of public administration. The increasing use of telephony has enabled further development of technologies that provide improvements in the provision of this service. The VoIP (Voice over IP), is nothing more than a technological breakthrough that directly targets the providers of conventional telephone service, both by modifying the business working for a long time with the same technology as the amount of new competitors’ dispute on market share. It also analyses the difficulty of understanding and definition of what is VoIP telephony, its growth and the threats that the traditional and mostly which is ANATEL’s role concerning this telephony technology. As regulator of the telecommunications service, ANATEL not yet regulated the voice telephony service using the IP protocol. What looks over the years is that ANATEL exercise its regulatory function to provide better conditions for competition among providers of VoIP and traditional telephone companies, obviously some difficulties are expected, given that VoIP is a technology that provides two services, through conventional telephony and using the internet.

Este artigo pretende mostrar a evolução política dos PALOP na fase que se seguiu à independência e provar que, apesar da grande abertura ao multipartidarismo, na maioria destes países não há uma cultura da democracia. Mostra também que, sem boa governação, trabalho e paz, não haverá desenvolvimento.

As teachers, we are challenged everyday to solve pedagogical problems and we have to fight for our students’ attention in a media rich world. I will talk about how we use ICT in Initial Teacher Training and give you some insight on what we are doing. The most important benefit of using ICT in education is that it makes us reflect on our practice. There is no doubt that our classrooms need to be updated, but we need to be critical about every peace of hardware, software or service that we bring into them. It is not only because our budgets are short, but also because e‐learning is primarily about learning, not technology. Therefore, we need to have the knowledge and skills required to act in different situations, and choose the best tool for the job. Not all subjects are suitable for e‐learning, nor do all students have the skills to organize themselves their own study times. Also not all teachers want to spend time programming or learning about instructional design and metadata. The promised land of easy use of authoring tools (e.g. eXe and Reload) that will lead to all teachers become Learning Objects authors and share these LO in Repositories, all this failed, like previously HyperCard, Toolbook and others. We need to know a little bit of many different technologies so we can mobilize this knowledge when a situation requires it: integrate e‐learning technologies in the classroom, not a flipped classroom, just simple tools. Lecture capture, mobile phones and smartphones, pocket size camcorders, VoIP, VLE, live video broadcast, screen sharing, free services for collaborative work, save, share and sync your files. Do not feel stressed to use everything, every time. Just because we have a whiteboard does not mean we have to make it the centre of the classroom. Start from where you are, with your preferred subject and the tools you master. Them go slowly and try some new tool in a non‐formal situation and with just one or two students. And you don’t need to be alone: subscribe a mailing list and share your thoughts with other teachers in a dedicated forum, even better if both are part of a community of practice, and share resources. We did that for music teachers and it was a success, in two years arriving at 1.000 members. Just do it.

Os autores criaram e vêm desenvolvendo um curso para aprendizagem da utilização do Moodle, software online e livre de gestão da aprendizagem e de trabalho colaborativo. Face ao crescimento da utilização do Moodle em Portugal e ao interesse suscitado entre professores e formadores, considerou-se que o cenário era favorável à oferta de um curso breve (cerca de 2 semanas, 21 horas de trabalho dos formandos) que recorresse ao Moodle num modelo de ensino a distância. A interacção, disponibilização de recursos e realização de actividades ocorreram quer de forma assíncrona, usando o Moodle, quer de forma síncrona, com comunicação por voz ou mensagens escritas utilizando o software VoIP Skype. O feedback dado pelos participantes que terminaram o curso sugere que as opções tomadas a nível do modelo de curso breve, estrutura do curso, recursos de aprendizagem e tipo de actividades apresentados, e ainda um elemento de intensa tutoria síncrona, criaram um clima positivo entre tutores e formandos, favorecendo o ambiente informal de aprendizagem e motivando formandos e tutores. Aspectos como avaliação, alguns dos recursos, carga horária sobre tutores e formandos, facilitação da interacção e apoio na concretização do produto final do curso podem ser melhorados, aumentando a eficiência e as aprendizagens no curso. Futuras edições terão estes elementos em conta, incorporarando a experiência dos autores e o feedback dos formandos.
