Este trabalho tem por objetivo explorar e mostrar de que maneira, um sindicato conhecido dentre sua categoria como conservador, agiu durante o período da ditadura militar brasileira. Para tanto, serão examinadas as fontes produzidas pela instituição e serão problematizados a partir destas leituras, algumas posições tomadas por tal sindicato no recorte entre 1968 e 1978. A história de fundação e construção de um sindicato docente num Brasil assolado por uma ditadura militar, as lutas sindicais que aconteceram no pré e durante o golpe militar, o aprofundamento no exame do comportamento colaboracionista da UPPE e a contextualização deste comportamento com a conjuntura política da época, serão pontos explorados no trabalho

Over the past 30 years, developed economies' approaches to supporting growth have focused on competitiveness, entrepreneurship and innovation to varying degrees. However, following the credit crisis and global recession in 2008 there has been demand for an updated narrative of growth based on the emergence of new industries. This paper provides a brief review of the available literature on how governments in leading economies can support new industries to emerge to the benefit of their national economy, discusses a number of issues for governments trying to support emerging industries, provides a framework of activities which governments considering this type of intervention should consider, and discusses the case of the regenerative medicine industry in the UK using the framework. At a workshop held at Resources for the Future in September 2011, twelve of the authors were asked by the US Environmental Protection Agency (EPA) to provide advice on the principles to be used in discounting the benefits and costs of projects that affect future generations. Maureen L. Cropper chaired the workshop. Much of the discussion in this article is based on the authors' recommendations and advice presented at the workshop. © The Author 2014.

Several authors have applied the concept of Welfare Regimens for studying social policy in Latin America (Esping-Andersen, 1993 and 2000). Among others, Martínez Franzoni (2007) develops a typology, with fi eld work is at the turn of the millennium, and establishes three categories: State-productivist regime, state-protectionist and family orientated. Most countries in the region are placed in the latter category. The hypothesis of this article argues that with the emergence of governments considered “left” or “progressive” in several countries of the region from the late ‘90s and, more decisively, in 2000’, the map of welfare regimes models could have mutated substantively. The nationally transformative experiences are different (various socio-economic realities and political action in which they are located exists) but they have several contact points that can be summarized in a greater state intervention in different areas previously closed to their operating and recovery of important functions of welfare and care of the population by the government. The paper discusses with an exploratory and descriptive approach the welfare schemes that would shape in three countries that have constitutionalized the change from the neoliberal paradigm: Venezuela, Bolivia and Ecuador.

The work aims at assessing the success of Brunetta’s reform (Legislative Decree n. 150/2009), a far-reaching reform that aimed at improving both organizational and individual performance in Italian public administration through a specific planning and control process (the performance cycle) and most of all through two new tools, Performance Plan and Performance Report. The success of the reform is assessed, with particular emphasis on local governments, analyzing the diffusion and use of these new tools. The study has been conducted using a deductive-inductive methodology. Thus, after a study of managerial reforms in Italy and performance measurement literature, a possible model (PerformEL Model) local governments could follow to draw up Performance Plan and Report as effective tools for performance measurement has been designed (deductive phase). Performance Plans 2011-2013 and Performance Report 2011 downloaded from Italian big sized municipalities’ websites have been analyzed in the light of PerformEL Model, to assess the diffusion of the documents and their coherence with legal requirements and suggestions from literature (inductive phase). Data arising from the empirical analysis have been studied to evaluate the diffusion and the effectiveness of big sized municipalities’ Performance Plans and Reports as performance measurement tools and thus to assess the success of the reform (feedback phase). The study shows a scarce diffusion of the documents; they are mostly drew up because of their compulsoriness or to gain legitimization. The results testify the failure of Brunetta’s reform, at least with regard to local governments.
