O presente trabalho apresenta um estudo experimental sobre o desempenho de reforços de pavimentos asfálticos de uma via urbana com elevado volume de tráfego comercial pesado no município de São Paulo, monitorados durante quatro anos desde a mais recente restauração executada. A pesquisa envolveu o acompanhamento sistemático de seções pré-selecionadas na Avenida dos Bandeirantes, por meio de medidas de irregularidade longitudinal com um medidor tipo resposta bem como do trincamento superficial com o mapeamento e registros realizados em campo. A Avenida dos Bandeirantes é o principal corredor de interligação entre as vias localizadas no Oeste do Estado de São Paulo com o Porto de Santos, absorvendo 58% do total de veículos que passam pela Região Metropolitana, totalizando aproximadamente de 250.000 veículos/dia (em ambos os sentidos), sendo destes, cerca de 20.000 caminhões. Combase em dados levantados em campo e em projetos de restauração anteriormente realizadosforam desenvolvidos modelos empíricos de previsão de desempenho dos reforçosde pavimentos asfálticos,levando em consideração fatores relevantes para seu comportamento. Para isto, foram testados modelos lineares com diferentes estruturas de covariância e também modelos de regressão logística, que ao final mostraram-se mais conservadores que aqueles empregados na previsão de desempenho do programa HDM-4, para as condições do problema, no que tange à evolução do trincamento. No caso de previsão de irregularidade, observaram-se resultados similares entre os modelos desenvolvidos e aqueles preconizados pelo programa HDM-4. Fornecer suporte para decisões relacionadas à gerência de manutenção de pavimentos urbanos de grandes metrópoles e considerar modelos estatísticos ainda pouco utilizados para prever desempenho foram as principais contribuições buscadas durante a realização da pesquisa.

A questão da mobilidade urbana reúne desafios centrais para a sociedade brasileira nos próximos anos, tais como a qualidade do serviço público, a relação entre Estado e sociedade civil, mobilização social, participação política e as condições de vida nas grandes metrópoles. Nesse sentido, adquire importância compreender as percepções e sentimentos daquele que é mais afetado pela precariedade do transporte: o usuário, sobretudo aquele que dele depende para deslocar-se ao trabalho e à escola/faculdade.

O déficit habitacional continua sendo um problema comum a todas as regiões do Brasil, sobretudo nas grandes metrópoles do Sudeste, do Sul e do Nordeste. Referências a questões relacionadas à habitação nas redes sociais são distribuídas de forma equilibrada pelo país, segundo monitoramento realizado pela FGV/DAPP entre 25 de julho e 1o de agosto. Foram monitoradas nesse período 36 mil menções ligadas à falta de moradia, habitação precária e vulnerabilidade em razão do preço dos aluguéis – principais causas do déficit habitacional.

Existe uma alta correlação - mais de 70% - entre índice de desenvolvimento humano (IDH) e a porcentagem de pessoas que vivem em domicílios com computador (%CPU) considerando toda a nação brasileira. No entanto, quando se observam essas duas mesmas variáveis somente na Região Norte essa correlação entre IDH e %CPU cai bastante, sendo de apenas 55,68%. Por que isso ocorre? Por que algumas regiões têm uma alta relação entre desenvolvimento humano e domicílios com acesso ao computador que outras regiões? Nesse sentido, utilizar o grau de desenvolvimento humano como critério para políticas públicas de inclusão digital é potencialmente perigoso. Nesse artigo, é comparado o IDH a %CPU do Censo 2000 e verificamos a distância entre estes dois índices. Dessa forma, conclui-se que a aproximação a grandes metrópoles pode ser um fator mais influente para o uso de computadores e que o IDH não é uma solução adequada para a comparação e monitoramento de outras dimensões do desenvolvimento, no caso, o desenvolvimento tecnológico.

A partir de 2008, o Brasil empreendeu um conjunto de ações na área de defesa nacional sem precedentes desde a redemocratização do país. A publicação da Estratégia Nacional de Defesa foi um marco nesse processo. O documento viabilizou reformas no Ministério da Defesa e a expansão de projetos estratégicos para reaparelhar as Forças Armadas. Pela primeira vez, os investimentos chegaram a superar os gastos com custeio no orçamento destinado à defesa. Além disso, os militares ampliaram os serviços sociais na Amazônia e participaram mais ativamente de ações de segurança pública nas metrópoles brasileiras. O objetivo deste estudo é avaliar como essa nova conjuntura impactou nas atividades parlamentares relacionadas à defesa nacional e aos assuntos militares. Para isso, foi feito um levantamento de todas as proposições de deputados federais e de senadores relacionadas ao tema desde 1999, ano de criação do Ministério da Defesa. Os resultados demonstram que a defesa nacional continua tendo um papel secundário no Congresso Nacional. Apesar da instalação de frentes parlamentares, subcomissões e o uso de outros instrumentos inéditos que conferiram visibilidade ao tema nas casas legislativas, a quantidade de iniciativas diminuiu nos últimos anos. Em contrapartida, instituições de controle, fiscalização e investigação, como o Ministério Público e o TCU, têm sido mais atuantes. No mais, observamos que os deputados mais ativos vêm de estados com maior quantidade de militares em proporção ao número de habitantes. Isso sugere uma conexão eleitoral na atuação nas questões de defesa.

João Pessoa, the capital city of the state of Paraíba (Northeast Brazil), is reputed throughout the country as a quiet place, although it has been acquiring, over the past years, an urban character with social implications similar to those of major metropolitan Brazilian areas. The new situation is evident by the social inequalities, with the creation of confined spaces, which segregate and cause enclosure of the inhabitants, leading to death the public space. This study correlates accessibility in spatial structure with two types of crime data, burglary and robbery, recorded in 2008 and 2009, by the Secretaria de Segurança da Paraíba (The government agency public in charge of safety), in the district of Manaíra, an upper middle class neighborhood, which has, in recent times, been considered one of the most violent areas in João Pessoa. Sought to understand connections between these events and morpho-social aspects of the built environment, where examined the spatial properties, such as accessibility of the urban net, the presence of control measures, the safety of buildings and their uses. Spatial properties were also validated by the observation of pedestrian flows at strategic points of the study area. It was concluded that the presence of intense flows helps to attract potential thieves, physical security and control offers little protection

The use of the term social vulnerability in the study of the reproduction of the social inequalities in Brazil, still, is recent. The social vulnerability is linked to the indicators of social risk. The work approaches the youth's social vulnerability and your relationship with the education, considering the youth a, among other groups socially excluded, vulnerable, in the Brazilian metropolises. It is guided by the methodological theoretical formulations on this thematic one developed by the Rede Metrópoles in the ambit of the project, " Observatory of the Metropolises: territory, social cohesion and democratic governability ( Project Millennium CNPq) and your unfoldings in the Natal group. Empirically, forehead a methodological proposal - still in construction - and it accomplishes a " pilot " study for the city of Natal with base in the data of the Census of IBGE 2000, that proposes mensurar the importance of the social characteristics of the neighborhood on the considered youths' educational acting those that are in the strip from 15 to 24 years. It considers that the youths' educational " earnings as being influenced not only for the social context of the family, also, for your space location in the city - social context of the neighborhood. With base in the results can verify that the youths of the city of Natal present situations of social vulnerability so much in the ambit of the family as expresses in the social space of the neighborhood. Such vulnerability are verified in the low educational indexes, in the high unemployment rates and in the presented social conditions of the researched areas. The youths, residents of those neighborhoods, they are considered vulnerable socially because original of a precarious source of " assets " and opportunities. There is in Natal a low " structure of assets and opportunities " - accessible to the youth

La tesis problematiza constelaciones creativas de saberes marcados por múltiples subjetividades en un espacio singular de las ciudades: la feria libre. Lugar de cambios financieros, pero también afectivos, simbólicos y míticos, ese espacio se mantiene al lado de los lugares comerciales asépticos y climatizados como son los supermercados e hipermercados de los espacios urbanos y de las metrópolis. Las ferias, por su carácter itinerante y sus personajes nómades modernos, son capaces de suscitar múltiples observaciones, divagaciones, afecciones y construcción de conocimientos. En la feria libre del barrio de Alecrim en la ciudad de Natal-RN/Brasil, principal contexto de referencia de esta investigación, en medio de tantos estímulos movilizadores de los órganos de los sentidos, salta a los ojos el elevado contingente de niños y adolescentes ejerciendo las múltiples actividades laborales. En Brasil el trabajo infantil es encajado en prohibiciones prescritas por leyes que recubren singularidades. Sin la pretensión de negar la importancia de tales convenciones y reglas, las reflexiones aquí puestas ultrapasan las amarras homogeneizantes del discurso oficial instituido de prohibición, problematizando a partir de la feria la idea de una caótica y pulsante aula al aire libre en la cual se construyen saberes más próximos de una lógica del sensible (Claude Lévi-Strauss). La feria es un laboratorio de construcción de conocimientos pertinentes (Edgar Morin), aquellos que religan fenómeno y contexto sin oponer manipulación y tiempo real de aplicabilidad de los saberes construidos. En esa escuela sin paredes, puertas, ventanas, cuadros negros o programas, los saberes de la tradición (Conceição Almeida) son probados y compartidos por niños y adolescentes que viven constantemente con un tipo de cambio de bienes y palabras en permanente construcción. En los puestos de la feria y para más allá de ellos encontramos sujetos híbridos (Bruno Latour) que se estructuran por medio de mecanismos creativos capaces de hacerlos navegar en las incertidumbres caóticas de sus vidas. Los aprendizajes de la feria fueron o son la pulsión de reinvención de esos sujetos aparentemente encarcelados en el conformismo como fatalidad última, portadores de historias embarazadas de simbologías tristes y felices que exponen la cara de un humano en permanente combustión, construcción e incertidumbre

The aim of this thesis was to investigate the evolution of the socio-occupational status in Rio Grande do Norte from 2001 to 2008, based on the characterization of the socio-economic status of this State from the analysis of labor market norte-rio-grandense . The study, specifically, drew a comparison between the dynamics of the labor market in Rio Grande do Norte and the capital city, Natal. From this perspective, the purpose was to make a relationship between the social division of labor and its effects on the socio-spatial division, represented in the "macro scale" by the federal unit and the "micro level" for the capital; locus of economic and population concentration. The collection of data on the labor market had as a major source PNAD/IBGE, characterizing the labor market in many ways: people of working age, economically active population and employed and unemployed people, classified by age, sex, color, education, income and social protection condition. However, as for the socio-occupational division, we follow the methodology used by the research group on national television, based in IPPUR /UFRJ, called Monitoring of the Metropolis," which rallied twenty-four groups that aggregate the occupations found in the PNAD/IBGE, in eight groups of socio-occupational categories, according to the similarity between them. It was used in the socio-spatial cutting two relevant discussions, which are inter-related and were characterized as crucial points in developing the research problem: the former was related to the influence of the hegemony of merchant capital in the labor market in Rio Grande North and, the latter, it referred the socio-economic relations between the territory and the variable occupation. Lastly, the results all indicated that in Rio Grande do Norte, as a peripheral state, has suffered the devastating influence of the hegemony of capital purely commercial basis, where "wealth" of capitalism is generated through the sphere of mere movement of goods and services rather than a productive process due to the social relations of production more advanced. We have a little advanced economic structure, with a tertiary sector that has propagated under-employment or disguised unemployment. Similarly, the agricultural sector has been presented as an example of greater social degradation of working conditions in the state. The secondary sector, in turn, also was not behind this uncertainty; on the contrary, confirmed that condition, with poor levels of income, low education of the workforce and a high degree of social helplessness, even in the state capital, space full urban area, which although always appear with a favorable condition compared to Province, in practically most of the variables studied, was also reflected at the same time the author of a structurally underdeveloped condition

The economic transformations in the world, the end of World War II, listing significant changes in production structures and labor market in the world. Initially developed countries realize these changes and subsequently developing countries. The changes in production patterns, especially with the crisis of Fordism, peripheral countries further accentuated the problems in the workplace. Flexible accumulation, in turn, was responsible for significant changes in the labor market at the periphery of global capitalism. This restructuring process, in Brazil, begun from the end of the 1980s and early 1990s, being more accentuated the impacts on the labor market in the poorest regions of the country, particularly the Northeast. In that sense, this thesis aims to evaluate the job market in the metropolitan areas of Fortaleza, Recife and Salvador in light of the transformation process in the production structures and labor market and its influences in the 2000s. The time frame are the years 2001-2008. Data are from the National Household Sample Survey - PNAD and were drawn from the study proposal developed by the Centre of the Metropolis. The study shows that the labor market of the three metropolitan areas continues to be affected by the restructuring process of the late twentieth century. It found high rates of unprotected busy at work is more precarious conditions of employment for non-whites, women, adolescents / young and old. We also highlight the high percentage of employed persons earning income up 1.00 minimum wage, and a large number of persons employed in the tertiary and tertiary non-specialist. With the picture observed in the three metropolitan areas you can see the major problems in the labor market that proliferate, especially in the metropolitan context of the Northeast, with characteristics similar to those observed in the literature that investigated the labor market in 1990

This work was motivated by the importance of conducting a study of vehicle emissions in captive fleets with diesel engine, coupled with the predictive maintenance plan. This type of maintenance includes techniques designed to meet the growing market demand to reduce maintenance costs by increasing the reliability of diagnoses, which has increased interest in automated predictive maintenance on diesel engines, preventing problems that might evolve into routine turn into serious situations, solved only with complex and costly repairs, the Reliability Centered Maintenance, will be the methodology that will make our goal is reached, beyond maintaining the vehicles regulated as fuel consumption and emissions. To Therefore, technical improvements were estimated capable of penetrating the automotive market and give the inshore fleet emission rates of opacity of the vehicles, being directly related to the conditions of the lubricating oil thus contributing to reducing maintenance costs by contributing significantly to emissions of pollutants and an improvement in the air in large cities. This criterion was adopted and implemented, em 241 buses and produced a diagnosis of possible failures by the correlation between the characterization of used lubricating oils and the analysis of opacity, with the objective of the aid the detection and solution of failures for the maintenance of sub-systems according to design criteria, and for this to be a deductive methodology to determine potential causes of failures, has been automated to implement a predictive maintenance system for this purpose was used in our study a mobile unit equipped with a opacimeter and a kit for collection and analysis of lubricating oil and the construction of the network diagnostics, we used a computer program in Microsoft Office Access 2007 platform tool is indispensable for creating a database data, this method is being used and successfully implemented in seven (7) bus companies from the city of Natal (RN) Brazil

The urban growth of Rio Grande do Norte capital gave his boldest step in the three earlier decades of the twentieth century seeking to catch up with foreign metropolis and also most developed Brazilian cities, for example, Rio de Janeiro. Novelties were such bulky that we can notice the rise of a new city which in many aspects superseded that one considered provincial by local intelligentsia. These urban interferences scratched city ground leaving indelible marks until the present day. The exacerbated growth of the city related to the 1940s, when Natal begins hosting the largest allied military base outside United States in the advent of World War II is important at a time when the city´s population doubled. The emergence of new leisure institutions, amidst already existing ones, continued marking the places as sociabilities and leisure permeated with meanings and representations are revealed. This work sought to know the sociability of Tirol and Petrópolis neighborhoods in Natal, in the period from 1945 to 1960, when the city witnesses the consolidation of a market increasingly focused on leisure and young people start to have a special participation in this process.
