Germany:a changing country of immigration

Despite being one of Europe's most significant destinations for migration, Germany has long wrestled with the notion that it may or may not be a 'country of immigration'. Approaching this question from a positive rather than a normative perspective, this article explores how Germany is changing in this respect, by examining changes over the past two decades in terms of migration flows, the policy framework and the degree of societal and institutional adaptation to migration. It argues that Germany has become much more diverse and also notes the major policy developments that have taken place after the change of government in 1998. While the dominant theme of migration policy has moved on from prevention to integration, Germany's impending demographic transformation poses a major new challenge, which will require governments to look once again to more active recruitment of labour migration. © 2013 Association for the Study of German Politics.

Wage matters & globalization: South Florida's low-wage immigrant plant nursery workers and business protectionism in the age of neoliberalism

Ornamental plant production in the State of Florida is an anomaly with respect to current theories of globalization and particularly their explanation of the employment of low-wage, immigrant labor. Those theories dictate that unskilled jobs that do not need to be performed within highly developed countries are outsourced to where labor is cheaper and more flexible. However, the State of Florida remains an important site of ornamental plant production in the US amidst a global economic environment of outsourcing and transnational corporate expansion. This dissertation relies on 50 semi-structured interviews with insiders of the Florida plant nursery industry, focus groups, and participant observation to explain how US trade, labor, and migration policy-making at local levels are not removed from larger global processes taking place in the world since the 1970s. In Florida, elite market players of the plant nursery industry have been able to resist global trends in free trade, operating instead in a protected market. They have done this by appealing to scientific justifications and through arbitrary implementations of neoliberal ideology that keeps small and middle range business alive, while maintaining a seemingly endless supply of marginalized and exploited low-wage, immigrant workers.^

Rethinking the food security debate in Asia: Some missing ecological and health dimensions and solutions

Food security is a global and regional concern of rapidly increasing consequence. It is at risk of inattention because of competing crises, because of its theoretical amenability to previously effective, if temporary measures, most impressively with the so-called Green Revolution and because of the recourse to the global trade paradigm as a putative solution. We identify some missing or under-emphasised dimensions in this analysis, with particular reference to Asia, which in spite of recent growth-or in some cases because of it-faces particularly daunting food problems. Greater emphasis needs to be given to population size and distribution through more concerted family planning and enlightened migration policy; public policy to retain or encourage plant-based diets; integration of food, health and environmental approaches to create resilient regional food systems; and the incorporation of food into the broader human security agenda. While regional organisations, along with their NGO counterparts and nation states, have an over-arching role to strategise in this way, substantial progress could still be made at the community and household levels, especially with current technologies which can marshal their collective and coherent action.

La migración infantil indocumentada de Centroamérica, un desafío a la reformulación de la política migratoria de Estados Unidos. Estudio de caso de Honduras (2010-2014)

El siguiente estudio de caso analiza la influencia de la llegada de la migración infantil indocumentada centroamericana en la reformulación de la política migratoria de Estados Unidos en el período 2010-2014. Enfocándose en el caso de Honduras para dar a conocer y analizar las causas que crean las dinámicas migratorias por parte de los menores, este trabajo analiza como la llegada de estas poblaciones genera ciertos efectos en el proceso de toma de decisión de las políticas internas de los Estados Unidos. Por un lado, para resaltar las características del fenómeno migratorio, se utilizan las teorías de redes sociales y la teoría push and pull. Por otro, mediante los conceptos de Sensibilidad y Vulnerabilidad expuestos en la teoría de la Interdependencia Compleja de las Relaciones Internacionales, como también el concepto de Seguridad Societal propuesto por Barry Buzan se estudia el nivel de influencia del fenómeno infantil en el gobierno norteamericano.

Incidencia de la gestión de Frontex y el gobierno italiano en la acentuación de la crisis humanitaria de la Isla de Lampedusa entre 2011 y 2015

El presente estudio de caso busca examinar la incidencia de las medidas migratorias de control fronterizo implementadas por el Frontex y el gobierno Italiano en las condiciones mínimas de supervivencia de los migrantes irregulares, económicos y solicitantes de asilo en la Isla de Lampedusa, en el periodo 2011-2015. De esta manera, se identifican las medidas migratorias de control fronterizo implementadas por Frontex y el gobierno Italiano. Se examina la situación de la seguridad humana en la crisis migratoria de la Isla, y se analiza la relación entre las medidas migratorias de control fronterizo y las condiciones mínimas de supervivencia de los migrantes. El resultado de la investigación permite plasmar, las consecuencias negativas que han tenido las medidas migratorias en cuanto a las condiciones mínimas de supervivencia, lo que ha desembocado en una crisis humanitaria.

Submission to the draft Migration Assurance Policy - Improving the transition to the fixed-line national broadband network review

The rights of individuals to self-determination and participation in social, political and economic life are recognised and supported by Articles 1, 3 and 25 of the International Covenant on Civil and Political Rights 1966.4 Article 1 of the United Nations’ Human Rights Council’s Resolution on the Promotion and Protection of Human Rights on the Internet of July 2012 confirms individuals have the same rights online as offline. Access to the internet is essential and as such the UN: Calls upon all States to promote and facilitate access to the Internet and international cooperation aimed at the development of media and information and communications facilities in all countries (Article 3) Accordingly, access to the internet per se is a fundamental human right, which requires direct State recognition and support.5 The obligations of the State to ensure its citizens are able, and are enabled, to access the internet, are not matters that should be delegated to commercial parties. Quite simply – access to the internet, and high-speed broadband, by whatever means are “essential services” and therefore “should be treated as any other utility service”...
